Capital Project 2019 Caledonia-Mumford CSD Proud of Our Past...Excited About Our Future Message From the Superintendent Dear Caledonia-Mumford Central School District Community Members, On September 18, 2018 the Caledonia-Mumford Central School District residents will be voting on a “NO ADDITIONAL TAX IMPACT” capital project. The Board of Education has been working towards creating a project that both addresses the District’s current needs while simultaneously being good stewards of the District’s money. The project is designed to enhance the District’s facilities through focusing on health and safety improvements and replacement of aging infrastructure items. The goal is to protect investments already made by our community as well as to prepare our facilities to meet future needs in a fiscally responsible way. The capital project will cost $3,665,000 and does not require additional taxes on the part of our community. There will be a community meeting held on September 10, 2018. This meeting will include a presentation of the details of the proposed project with a question and answer session to follow. We encourage all District residents to attend this informational presentation to learn the specifics of this proposed capital project and what it can do for our community. We believe you will find that the proposed project will only improve the Caledonia-Mumford Central School District and positively impact our community as a whole. Questions & AnswersQ. What is the scope of the proposed project?A. A primary scope item is partial roof replacement at the elementary and middle/high schools, covering about 17,500 square feet in total. With the roofs being at the end of their useful life, this is an item that requires immediate attention. Additional scope items include renovations to the Middle/High School Auditorium and Elementary School Gymnasium. The auditorium will see upgrades to the sound, lighting and rigging systems and the gymnasium will receive new bleachers, and the refinishing of the gym floor. Other project highlights are scheduled for the Hamilton Field Athletic Complex. Enhancements include increased drainage, the installation of a shock pad, track resurfacing and synthetic turf replacement. Miscellaneous improvements include installation of a soccer safety net, new pole vault concrete pads and the replacement of windows in the press box.

Q. Why is this project important?A. The project is necessary to address repairs and renovations required by the NY State mandated 5-year Building Conditions Survey (BCS), to upgrade our facilities to accommodate 21st Century programs and to address building code issues. Renovating these scope items will extend the life of the District’s athletics fields and building structures, and this project will focus on increasing students’ health and safety on the campus.

Q. Why now?A. Our District will receive 81.2% of aid from NYS on eligible project components. Utilizing the voter authorized capital reserve (that was established to offset any local share of a future capital project) and this aid scenario allows for a zero impact to taxes. This is truly an unprecedented opportunity. The District is also pursuing this project to take advantage of historically low interest rates. In addition, we are in a favorable bidding climate and we anticipate construction bids to be more competitive, therefore, our constituents will get more value for their tax dollar. In summary, there really is no better time than now!

Q. How long will the project take?A. With positive community support this estimated calendar of planning will occur:

• September 2018 to October 2018 the architects will facilitate Stakeholder Planning and Design Meetings to further develop the plans

• October 2018 through January 2019 (approximately 16 weeks) submitted plans will be reviewed and approved by the NY State Education Department

• February 2019 to March 2019 the project will be competitively bid based on the approved plans • March 2019 through November 2019 construction will occur • Fall 2019 construction ends

This is an estimated timeline based on typical planning and the NY State Education Department approval and bidding process.

Q. How has the Athletic Complex been designed to maximize state aid?A: As NYS considers the funding (i.e. “aid”) of capital replacements differently than capital improvements, the proposed capital project has been designed to provide for system improvements and enhancements to the greatest extent possible to maximize the amount of state aid received. For example a new fully-aided shock pad and perimeter drainage line is proposed as an improvement, which will enhance not only the safety of the field but also the drainage capability. These enhancements provide a longer lifespan for the field and, consequently, will maximize the aidability of the current and future projects.

Q. Are there any Athletic Complex components that aren’t being fully aided by NYS?A. NYS fully aids the replacement of eligible project components that have been installed for a minimum of 15 years, and elements requiring early replacement receive a proportional amount of aid. For example, at the time of construction, the synthetic turf carpet, infill mix, and track surfacing will be 13 years old and therefore will receive 13/15ths of state aid. The district met with NYS Education Department earlier this year and negotiated the maximum amount of components to be aided at the district’s full aid ratio. Any unaided portions of the project are funded through the Capital Reserve.

Q. How will this project affect my child’s school experience?A. In an effort to reduce impacts to the educational calendar to the greatest extent possible, the majority of construction will occur during the 2019 summer months, including septic system replacements. The construction timeline could po-tentially impact summer camps and sport practices throughout the summer, as well as late season track events. To prevent impact on students and community members the District may look to reschedule these events at a neighboring school or community facility.

ABSENTEE BALLOTThe option of using an absentee ballot is available to qualified voters of the school district who are unable to personally appear to vote. An application must be completed in order to receive an absentee ballot. The completed ballot must be received by the District Clerk no later than 5 PM on Tuesday, September 18, 2018. On November 7, 2018, senior pictures and senior sibling pictures are due to be uploaded to the Jostens site for the yearbook.

Senior quotes, name, and other information are due to Ms. Barbis via fi lling out the Google form sent through seniors’ school email account. All seniors need to log into this and complete this form in September when it’s made available. 

Senior recognition ads (aka baby ads or senior send off s) are submitted online only to Jostens for a fee. Th e fi nal date for these ads is November28, 2018. Yearbooks for everyone are ordered online only from Jostens from September 1, 2018-December 15, 2018 for lowest price (pricesTBD). Price increases by $5 on December 16, 2018 and online ordering closes March 31, 2019.
