CA UPDATE BY SUSAN MAPLES, CPA Ms. Maples will be providing our members with a CA Update, and will cover the following topics: the services available through the Taxpayers’ Rights Advocate’s Office, Current Issues like the CA EITC and FTB communication , Future Issues such as new legislation, Cannabis taxation and Power of Attorney form revisions, MyFTB, as well as Fraud and ID Theft. About the Speaker: Susan Maples is the Taxpayers’ Rights Advocate for the Franchise Tax Board (FTB) and is respon- sible to ensure taxpayers’ rights are protected. As the Advocate, her responsibilities include the coordination and resolution of taxpayer com- plaints and problems; and education and outreach efforts to taxpayers and tax practitioners. She has been with the FTB for 20+ years working in both Sacramento and the Southern California field offices. She started as an auditor and has experience with personal income tax and corporate tax law. Susan has worked closely with the practitioner community in her previous role as the Tax Practitioner Liaison to FTB and presented a variety of topics with the Education and Outreach pro- gram. She also worked as a Public Affairs spokesperson. Inland Empire Chapter CSEA Examination Report

Vic Morel, MS, EA2017 Chapter Financial Review Committee Chairperson

The IECSEA – Board of Directors tasked the Chapter Financial Review Committee with the responsibility of exam-ining the books and records of the CSEA-Inland Empire Chapter (IECSEA) for the fiscal year ending June 30, 2017.

The Financial Review Committee was comprised of members Vic Morel, E.A. and Jerry Watson, E.A. who con-ducted the Examination on 08/17/2017 & 08/18/2017 (plus various follow-up times thereafter).

We planned and performed the Examination to obtain reasonable assurance that the IECSEA finances are free from material misstatement. In addition, we reviewed the imple-mentation & maintenance of internal management controls.

The Committee’s responsibility is to express an opinion on the financial statements books & records based on the Examination.

This examination was done in accordance with the California Society of Enrolled Agents Chapter Examination Committee Standard Operating Procedures (SOP).

The committee choose three representative months: August 2016, November 2016, and June 2017 for sampling and testing purposes.

The Examination consisted of a review of the general ledger in QuickBooks, bank statement deposits, canceled check numbers in bank statement as compared to the QuickBooks files.

Upon the completion of the examination of the items above, it has been determined that:

• Transactions as recorded are reasonable• Recorded transactions are valid and properly autho-

rized• Accounts Receivable and Accounts Payable are rea-

sonable and accurate• Transactions are properly valued & classified• Expenses validated with accompanying receipts/

invoices

There are no further recommendations.

IRS Reminds Parents, Students to Explore Education Resources

on IRS.gov

WASHINGTON – The Internal Revenue Service today reminded parents and students that there are many tax ben-efits available to them, and the easiest way to learn more about them is through the education resources available on IRS.gov.

Besides tax credits such as the American Opportunity Tax Credit and the Lifetime Learning Credit, there are other education-related tax benefits that can help reduce a taxpay-er’s tax liability. Savings plans, such as 529 plans, also offer tax-free ways to save for a student’s qualified education expenses.

Deductions:

Student Loan Interest Deduction

If a taxpayer’s modified adjusted gross income (MAGI) in 2017 is less than $80,000 ($165,000 if filing a joint return), there is a special deduction allowed for paying interest on a qualified student loan used for higher education. This may include both required and voluntary interest payments. Eligible taxpayers can claim this deduction even if they don’t itemize their deductions on Form 1040 Schedule A.

• Qualified Student Loan is a loan:

o Taken out solely to pay qualified education expenses that were for the taxpayer, their spouse or a person who was their dependent when they took out the loan.

o Paid or incurred within a reasonable period of time before or after the taxpayer took out the loan.

o For education provided during an academic period for an eligible student.

o From someone other than a relative.

o That is not taken from a qualified employer plan.

• Qualified Education Expenses include amounts paid for the following items:

o Tuition and fees.

o Room and board.

o Books, supplies and equipment.

o Other necessary expenses, such as transportation.

Business Deduction for Work-Related Education

A taxpayer who is an employee and can itemize their deductions may be able to claim a deduction for expenses they paid for work-related education.

For self-employed workers, deduct expenses for qualify-ing work-related education directly from self-employment income. This reduces the amount of income subject to both income tax and self-employment tax.

To claim a business deduction for work-related educa-tion, the taxpayer must:

• Be working.

• Itemize their deductions on Schedule A (Form 1040 or 1040NR), if they are an employee.

• File Schedule C, Schedule C-EZ or Schedule F if the taxpayer is self-employed.

• Have expenses for education that meet the require- ments for qualifying work-related education.
