माननीय �धान मं�ी जी के आ�ान पर पूरे देश म� जन संर�ण क� �दशा म� एक सैलाब सा आ गया है। पानी हर ��

क� चेतना एवं �च� तन का �वषय बन गया है।

जल चचा� का जुलाई अंक आपके सामन े��ुत करत े�ए हम� अपार हष� का अनुभव हो रहा है।

�पछल े�दन� मुझ ेउ�र �देश के बांदा �जले म� जाने का मौका �मला था। जैसा आपको �ात होगा बांदा �जला बुंदेलखंड

का �ह�ा है। जी हा ँवही बुंदेलखंड जो पानी के अभाव के �लए जाना जाता है। पर बांदा �जले म� �जला�धकारी �ी हीरा

लाल क� अगुवाई म� एक अनूठी पहल क� गई है – पानी को बचान ेक�। इस अनूठी पहल का नाम है – ‘कँुआ-तालाब

�जयाओ अ�भयान’। इस अ�भयान म� �जले के दो हज़ार पांच सौ स े�ादा तालाब एव ंसात हजार स े�ादा कँुओं को �ज़� दा

�कया जा रहा है- जन सहयोग से। इस पहल से जुड़े �ए लोग� का जुनून देखते ही बनता है।

जैसा �क आपको याद होगा, माननीय �धान मं�ी जी ने ‘मन क� बात 2.0’ क� पहली कड़ी म� जल संर�ण को जन

आंदोलन बनाने का आ�ान �कया था। उ��ने कहा था �क जब जन-जन जुड़ेगा, जल बचेगा। उ��ने देशवा�सय� से तीन

अनुरोध �कए थे। उनका पहला अनुरोध था जल संर�ण के �लए एक जल आंदोलन क� शु�आत करना। दसूरा अनुरोध

था जल संर�ण के पारंप�रक तरीक� को साझा करना और उनका तीसरा अनुरोध था पानी पर काम करने वाले ��य�,

�यंसेवी सं�ाओं, संगठन� इ�ा�द का एक database बनाना।

मुझे हाल ही म� झारखंड क� राजधानी राँची जाने का भी मौक़ा �मला। वैसे तो इस रा� के केवल दो �जल� म� पाँच

�खंड� को ही ‘जल श�� अ�भयान’ म� शा�मल �कया गया था, पर�ु रा� सरकार ने �नण�य �लया �क रा� के सभी �जले

एवं उनके सारे �खंड� को इस अ�भयान म� शा�मल �कया जाए। झारख� सरकार का यह �नण�य अ� रा�� के �लए भी

अनुकरणीय है।

�धानमं�ी जी के आ�ान पर �जस तरह लोग जल संर�ण क� मु�हम से जुड़ रहे ह� उससे यह �व�ास �ढ हो गया है �क

जल आंदोलन एक जन आंदोलन का �प ले रहा है; जो देश क� जल सुर�ा के �लए आव�क है।

हमारी यह को�शश है �क हम ‘जल-चचा�’ को �ादा से �ादा रोचक एवं लाभ�द बनाये। आपको यह अंक कैसा लगा,

बताना मत भू�लएगा।

Ÿ �e Ghataprabha rises in the Western Ghats at an altitude of 884 m and �ows eastwards for a length of about 283 km. Two of its tributaries, the Hiranyakeshi and the Markandeya, also rise in the Western Ghats and �ow through Maharashtra and Karnataka.

The Krishna basin extends over an area of 2,59,439 sq.km. which is nearly 7.9% of the total geographical area of the country.Ÿ Krishna basin encompasses the states of Maharashtra (26.60%), Karnataka (43.80%), Telangana (19.80%) and

Andhra Pradesh (9.80%).

Ÿ �e river Krishna is a perennial river and second largest eastward draining interstate river in Peninsular India. �e river rises from the Western Ghats near Jor village, north of Mahabaleshwar, in Satara district of Maharashtra at an altitude of 1,337 m. �e total length of the river from origin to its outfall into the Bay of Bengal is about 1400 km.

Ÿ �e Krishna basin receives a major part of its rainfall during the South-West monsoon period. Around 70% of the rainfall takes place during July to September.

Ÿ Its principal tributaries joining from the right are the Ghatprabha, the Malprabha, the Koyna, the Varna, the Panchganga, the Dudhganga, and the Tungabhadra whereas the Bhima, the Khagna, the Musi and the Munneru are principal tributaries joining the river from the le�.

Ÿ �e Tungabhadra, an important tributary of the Krishna, is formed by the union of the twin rivers Tunga and Bhadra, which rise together in the Western Ghats at Gangamula hill in the Chikkamagaluru district of Karnataka, at an elevation of about 1196 m. �e united river Tungabhadra �ows for about 531 km in a generally north-easterly direction, through Karnataka and Andhra Pradesh and joins the Krishna beyond Kurnool district in Andhra Pradesh at an elevation of about 264 m.

Ÿ �e Musi rises at an altitude of about 661 m in the Medak district in Telangana. It �ows through Hyderabad city and runs mostly west to east until it is joined by the river Aleru. �en it �ows southwards and drops into the Krishna near Wazirabad, at an elevation of about 61 m.

Ÿ �e Bhima also rises in the Western Ghats at an altitude of about 945 m and �ows south-eastwards through Maharashtra and Karnataka. It has a total length of 861 km and falls into the Krishna river about 26 km north of Raichur at an altitude of 343 m.

Ÿ �e Malaprabha rises in the Western Ghats, at an altitude of about 793 m, about 16 km west of Jamboti in the Belgaum district, Karnataka. �e river �ows �rst in an easterly and then in a north-easterly direction and joins the Krishna at an elevation of about 488 m, about 304 km from its source.

Indira Sagar Dam, Madhya Pradesh

The Indira Sagar dam is a 92 m high and 653 m long concrete gravity dam constructed on the Narmada river near Punasa village, district Khandwa in Madhya Pradesh. �e dam is a part of Indira Sagar Multipurpose project planned for irrigation, hydro-power generation & �ood control. �e project provides irrigation in Culturable Command Area of 1.23 lakh ha in the districts of Khandwa and Khargone. �e powerhouse is located on the right bank of the river with an installed capacity of 1000 MW (8 units of 125 MW each). �e construction of the dam was completed in 2005 and its operation and maintenance is carried out by the Narmada Hydroelectric Development Corporation.�e over�ow section of the Indira Sagar dam consists of 20 radial crest gates with designed spillway capacity of 83534 cumec. �e Indira Sagar reservoir is one of the largest reservoir in India having a gross storage capacity of about 12.2 Billion Cubic Meter (BCM). �e effective storage capacity of the reservoir is about 9.75 BCM.

“म�ने यह अिभयान वष� 2014 म� गौतम

बु� नगर से शु� िकया था और कानपुर,

इलाहाबाद, वाराणसी, इटावा जैसे कई

िजलो ंके साथ-साथ मेरी टीम के संयु�

�यास से म� �देश और महारा� रा� �

को शािमल िकया है। आज सीधे 250

लोग और सोशल मीिडया पेज ‘बँूद-बँूद

से पानीʼ के मा�म से अ�� प से

एक लाख लोग जुड़े ह�।”

�ी तंवर ने कहा “ʼसे�ी िवद पौडंʼ की

शु�आत इस ल� से की गई थी िक

युवाओ ंसे जुड़ा जाए और उस खूबसूरत

िवरासत के न� होने के बारे म�

जाग�कता फैलाई जाए, जो अब डंिपंग

िबन बन गए है या वहां बड़ी इमारत� बन

गई ह�। अिभयान के तहत �� िवशेष

को आस-पास के तालाबो ंके साथ एक

से�ी लेकर तालाब की वत�मान ��िथ

के अनुसार एक शीष�क देना होता है।”

“लोगो ं को यह समझाना सच म� ब�त

मु��ल काम है िक उनका छोटा सा

�यास भी ब�त बड़ा प�रवत�न कर

सकता है। अिधकतर लोग सोचते ह� िक

वे अकेले नही ंकर सकते ह�। इसिलए

हमारा काम लोगो ं को यह िव�ास

िदलाना था िक उनका छोटा सा �यास

भी ब�त बड़ा प�रवत�न ला सकता है।”

रामवीर तंवर के साथ बातचीत :-

अ� म� हमने उनसे जल संर�ण संबंधी

संदेश देने का अनुरोध िकया। उ�ोनें

कहा- “�ाकृितक जल िनकाय धीरे-धीरे

ख� हो रहे ह�। हम� अपनी आव�कता

के अनुसार जल �बंधन को सीखने और

जल संकट से बचने के िलए वषा� जल का

फायदा उठाने की आव�कता है। जल

संर�ण और जल िनकायो ंके पुन��ार

के िलए हम सभी को भागीदारी करने की

आव�कता है। वषा�, भगवान का

वरदान है। हम सभी को वषा� जल का

संचयन, पुनच��ण और जल का पुन:

उपयोग करना ही होगा।”

(उ�र �देश ) के डाधा गांव

के एक 26 वष�य मैकेिनकल

इंजीिनयर, ने अपने �े� के मृत �ाय जल

िनकायो ंको पुनज�िवत करने का बीड़ा

उठाया। एक िकसान का बेटा होने के

नाते उ�ोनें अपने खेतो ंम� िकसानो ंकी

हाड़-तोड़ मेहनत को करीब से देखा है।

िकसानो ंकी सहायता करने और अपने

पूव�जो ंकी िवरासत को बचाए रखने की

इ�ा श�� के साथ उ�ोनें जल संर�ण

के िलए काय� करना और लोगो ंको �े�रत

करना तब से शु� िकया था जब वह 12

वी ंक�ा म� पढ़ रहे थे। हम� इस युवा

“वाटर हीरो” का सा�ा�ार लेने और

उनके �यासो ंके पीछे की �ेरणा के बारे

म� जानने का अवसर िमला।

आपने मैकेिनकल इंजीिनय�रंग िड�ी

ली है और एक एमएनसी म� काय�

िकया, तो जल िनकायो ंके पुन��ार

के िलए अपने संपूण� जीवन को

समिप�त करने का िनण�य �ो ंिलया ?

“म�ने घटते भूिम जल �र के �ित लोगो ं

को जाग�क करने और अपने जल

उपयोग को सीिमत करने के िलए लोगो ं

को �े�रत करने हेतु अपने कुछ दो�ो ंके

साथ िमलकर 'जल चौपाल' अिभयान

शु� िकया था। लेिकन जाग�कता

फैलाना पया�� नही ंथा, तो हमने जल

िनकायो ं के पुनज�वन का काय� �ारभ

िकया । नौकरी के साथ खेत और अपने

िनजी काय� के िलए समय िनकालना

अ�ंत मु��ल था। अतः इस काय� के

िलए अपनी नौकरी छोड़ने का िनण�य

िलया जो िक अिधक संतुि� देने वाला

और मह�पूण� है।”

लोगो ंको जल की िमत�ियता करने

के िलए समझाना आसान नही ं है,

खासकर वहाँ जहाँ-जहाँ नल के

मा�म से आसानी से जल उपल�

काली बेई नदी, पंजाब की दो बड़ी निदयो;ं �ास और सतलुज के संगम म�

िमलने वाली एक छोटी नदी है। इस नदी के तट पर ��थत कपूरथला िजले

के एक क�े सु�ानपुर लोधी म� िसखो ंके पहले गु� नानक देव जी ने 14

साल िबताए थे, जहाँ वह अपने भ�ो ंके साथ �ान िकया करते थे। लोगो ं

का मानना है की इस नदी म� गु� नानक देव ने �ान के िलए डुबकी

लगायी, वह तीन िदनो ंतक बाहर नही ंआए। इस दौरान उ�� आ��ान

की �ा�� ई और अवत�रत होने के बाद “एक ओकंार” का उपदेश

िदया। इसिलए इस नदी का एक िवशेष मह� है,

इस आ�ा��क एवं धािम�क मह� ने ही इसके

जीण��ार के िलए संत बलवीर िसंह को �े�रत

िकया। 160 िकलोमीटर लंबी काली बेईं नदी के

िकनारो ं पर 93 गाँवो ं की 50 हजार एकड़ से

अिधक जमीन पर खेती होती थी। लेिकन कई

शहरो ंएवं गाँवो ंका कूड़ा इसी नदी म� आता था।

िजसकी वजह से इस नदी का पानी िवषैला एवं

ब�त बदबूदार था, िजससे आस-पास के �े� म� बीमा�रयो ंका �कोप बढ़

रहा था। िजसके बाद काली बेईं नदी की सफाई एवं उसके सौ�य�करण

के िलए संत बलवीर िसंह ने इसका बीड़ा उठाया। संत बलवीर िसंह ने इस

काय� के िलए �थानीय लोगो ंएवं �यंसेवको ंकी एक सभा बुलाई, िजसम�

उ�ोने नदी के कायाक� के िलए लोगो ंको जाग�क िकया एवं उनका

नेतृ� िकया और इसे जन आ�ोलन म� तबदील कर िदया। काली बेईं नदी

की सफाई का काय� नामुमिकन था, संत बलवीर िसंह के माग�दश�न म�

3000 से अिधक �यंसेवको ं की एकजुटता एवं िव�ास और उनके

चोबीसो ंघंटो ंके प�र�म ने इसे ३ साल से भी कम समय म� इसे पूरा कर,

अपने आप म� एक कीित�मान �थािपत िकया।

नदी की सफाई के बाद, नदी म� जाने वाले गंद� पानी को रोकने के िलए

सीवेज लाइन िबछाई। नदी के अशु� पानी को एक तालाब म� एक�

करना शु� िकया। तालाब म� पानी के जाने से पूव� इसे तीन ग�ो ं से

िनकाला गया। इस मॉडल के ज�रए साफ़ �ए जल का खेती म� उपयोग

िकया जाने लगा।

काली बेईं नदी म� जल कु��यो ंका एक िवशाल जाल सा फैला �आ था,

िजस वजह से नदी के पानी का जमाव हो रखा था। सु�ानपुर लोधी के

सेवको ंने जल कु��यो ंएवं खरपतवार को एक

जुट होकर नदी से बाहर िनकाला और नदी का

बहाव िफर से सुचा� �प से चालू हो सका।

नदी की सफाई के दौरान �यं सेवको ं को

जल-जीवो ंएवं साँपो के खतरे का भी सामना

करना पड़ा। नदी की सफाई के दौरान िनकली

हजारो ं टन अपिश� एवं जल कु��यो ं का

िनपटान भी सफलता पूव�क िकया गया।

भारत सरकार ने वष� 2016 म� “नमािम गंगे” काय��म के

तहत, गंगा नदी के िकनारे ��थत गाँवो ंको िवकिसत करने

की प�रयोजना बनाई, िजसे “गंगा �ाम योजना” का नाम

िदया। इस योजना के तहत देशभर के तकरीबन 1600 �थानो ंको चुना

गया। इस योजना का मु� उ�े� नालो ंकी सफाई,

कचरा िन�ारण, भूजल �बंधन, बेहतर ��ता

�यासो ंको बढ़ावा देना एवं गांवो को शत-�ितशत

खुले म� शौच मु� बनाना है।

सरकार ने इसी योजना के तहत पंजाब �ांत के

कपूरथला िजले के सीचेवाल गांव को आदश� �ाम के

�प म� चुना, िजसे संत बलवीर िसंह के अथक

�यासो ं�ारा चम�ा�रक �प से िवकिसत िकया

गया है। संत बलवीर िसंह सीचेवाल के संघष� और सफलता की िमसाल

‘सीचेवाल मॉडलʼ को आज िव� भर म� िकसी पहचान की आव�कता

नही ंहै। ‘सीचेवाल मॉडलʼ के ज�रए संत बलवीर िसंह ने पंजाब की काली

बेईं नदी का �प ही बदल िदया।

पंजाब म� दम तोड़ती 160 िकलोमीटर लंबी काली बेईं नदी को संत

बलवीर िसंह ने नया जीवन देकर तकरीबन 93 गांवो ंके लोगो ंकी उ�ीद

को मरने से बचाया। संत बलवीर के इस अथक �यास के िलए भारत

सरकार ने उ�� पदम�ी से स�ािनत िकया।

काली बेई नदी का कायाक�ं

आपको जानकर हैरत होगी िक पंजाब के एक ब�त बड़े इलाके म� ज़मीनी

जल �र को सुधारने और पुन�था�पना म� काली बैन नदी की सबसे बड़ी

भूिमका है। इस प�रयोजना का काफी सकारा�क �भाव देखने को

िमला, अकेले कपूरथला िज़ले म� ही लगभग

1,35,000 हे�ेयर ज़मीन को िगरते भूजल �र

से बचा िलया गया। रा� के होिशयारपुर िज़ले

म�, लगभग 6000 एकड़ के �े� को जल जमाव

की सम�ा से िनवारण िमला। एक अनुमान के

अनुसार, सीचेवाल मॉडल के काया��यन के

बाद भूजल �र म� लगभग 1.5 मीटर की बढ़त

को दज� िकया गया, यही नही ंजल �ोतो ंके बी.

ओ. डी. और सी. ओ. डी. �र म� भी भारी िगरावट दज� की गयी। �थानीय

िनवािसयो ंके सा�ा�ार से पता चलता है की इस �े� की आबादी को,

खासकर ब�ो ंको कई बीमा�रयो ंसे भी छुटकारा िमला, िजससे वह एक

ल�े समय से परेशान थे।

इसके बाद यहाँ घाटो ंका िनमा�ण िकया गया, िजसके रख-रखाब की

िज�ेदारी �थानीय लोगो ंएवं पय�टको ं�ारा िनभायी जाती है। कम लागत

म� सीच�वाल मॉडल के तहत तैयार �ए मलजल शोधन संयं� पूण�तः सफल

रहा है। संत बलवीर िसंह के िव�ास एवं �थानीय लोगो ंके कड़े प�र�म ने

इस नामुमिकन काय� को भी मुमिकन सािबत कर िदया। िजसे िव� भर म�

सराहा गया और आज देश-िवदेश के कई जगहो ंपर पानी के शोधन के

िलए सीचेवाल मॉडल का उपयोग िकया जा रहा है। कम लागत म� देसी

तरीके से बना यह सीवेज �ांट पूरी तरह कारगर है।

स�वतः अगर इस मॉडल का उपयोग देश के बाकी िज़ले और गाँव कर� ,

तो बेहद कम समय म� हम जल की सम�ाओ ंसे िनजात पा सकते ह�।

इतना ही नही,ं इस मॉडल की मदद से भूजल �र म� भी वृ�� की जा

सकती है - जो िक इस व� की सबसे बड़ी ज�रत ह�।

सीचेवाल मॉडल


जल श�� अ�भयान के तहत क� � सरकार के अ�धका�रय� क� टीम�, 256 �जल� के 1592 जल-तनाव�� ॉक� म� �जला �शासन के साथ �मलकर

काम कर�गी। इन अ�धका�रय� को जल श�� मं�ालय �ारा �नधा��रत पांच जल संर�ण �ब� द ुसु�न��त करने का काम स�पा जाएगा। इनम� जल

संर�ण, वषा� जल संचयन, पारंप�रक और अ� जल �नकाय�/ट�क� का नवीनीकरण, जल का पुन: उपयोग, बोरवेल �रचाज� संरचनाएं, वाटरशेड

�वकास और गहन वनीकरण शा�मल ह�गे।

क� �ीय जल श�� मं�ी, �ी गजे� �स� ह शेखावत ने 1 जुलाई 2019 को जल संर�ण और जल सुर�ा के �लए जल श�� अ�भयान शु� करने क� घोषणा क�। यह अ�भयान 2 चरण� म� आयो�जत �कया जा रहा है। अ�भयान का पहला चरण 1 जुलाई 2019 से 15 �सतंबर ू2019 शु� हो गया है और दसूरे चरण का आगाज 1 अ�बर 2019 से �कया जाएगा जो 30 नवंबर 2019 तक चलेगा। अ�भयान का क� � जल संकट से �� जल� और �ॉक� पर होगा।

अ�भयान क� शु�आत करते �ए, �ी शेखावत ने कहा �क इस अ�भयान का मु� उ��े देश म� जल संर�ण के �वषय म� लोग� को जाग�क करना,

जल संसाधन को बढ़ावा देना एवं हर घर पीने का पानी उपल� कराना है। जल संर�ण के �लए लोग� म� सकारा�क बदलाव लाना आव�क है।

हाल ही म� �धानमं�ी नर�� मोदी �ारा 2.3 लाख से अ�धक सरपंच� को �लखे �ए प� के �भाव का उ�ेख करते �ए कहा �क यह वषा� जल संचयन,

तालाब� और गाँव क� टं�कय� के रखरखाव और पानी के संर�ण के �लए काम करने म� मदद करेगा।

जल श�� अ�भयान के तहत 256 �जल� म� 3.5 लाख से अ�धक जल संर�ण के उपाय �कए गए ह�। लगभग 1.54 लाख जल संर�ण और वषा� जल

संचयन, 20,000 पारंप�रक जल �नकाय� के कायाक�, 65000 से अ�धक पुन: उपयोग और पुनभ�रण संरचनाएं और 1.23 लाख वाटरशेड

�वकास प�रयोजनाएँ शा�मल ह�। अनुमा�नत 2.64 करोड़ लोग पहले ही इस अ�भयान म� भाग ले चुके ह� और इसे जन आंदोलन बना रहे ह�। इस

अ�भयान के तहत लगभग 4.25 करोड़ पौधे लगाए गए ह�।

इस अ�भयान म� जल श�� मं�ालय, जल संर�ण, नदी �वकास और गंगा संर�ण �वभाग के 447 तकनीक� अ�धकारी, �जला जल संर�ण

योजनाओं को �वक�सत करने के उ��े से स��य �प म� हर �ॉक �र तक काय�रत ह�। एवं पांच चय�नत जल संर�ण �े�� म� हर संभव तकनीक�

सहायता �दान कर रहे ह�।

संर�ण के �लए कई पारंप�रक तौर-तरीके

स�दय� से उपयोग म� लाए जा रहे ह�। देशवा�सय�

से जल संर�ण के उन पारंप�रक तरीक� को

मोदी ने जल संर�ण क� �दशा म� मह�पूण�

योगदान देने वाले ��य�, �यं सेवी सं�ाओं,

और इस �े� म� काम करने वाले हर �कसी का,

ता�क एक ब�त ही समृ�, पानी के �लए सम�प� त,

पानी के �लए स��य संगठन�, ��य� का एक

डेटाबेस बनाया जा सके। आइये, हम जल संर�ण

बनाकर लोग� को जल संर�ण के �लए �े�रत

�धानमं�ी नर�� मोदी ने देश भर के सरपंच� को प�

�लखा �क पानी बचाने, संचय करने के �लए, वषा�

के बूँद-बूँद पानी को बचाने के �लए, वह �ाम

सभा क� बैठक बुलाकर, गाँव वाल� के साथ

बैठकर के �वचार-�वमश� कर�। मुझे �स�ता है �क

उ��ने इस काय� म� पूरा उ�ाह �दखाया है और

इस महीने क� 22 तारीख को हजार� पंचायत� म�

करोड़� लोग� ने �मदान �कया। गाँव-गाँव म�

लोग� ने जल क� एक-एक बूँद का संचय करने

का संक� �लया। �बरसा मुंडा क� धरती, जहाँ

�कृ�त के साथ तालमेल �बठाकर रहना सं�ृ�त

का �ह�ा है। वहाँ के लोग, एक बार �फर जल

संर�ण के �लए अपनी स��य भू�मका �नभाने के

�लए तैयार ह�। उ�ोन� सभी �ाम �धान� और

सभी सरपंच� क� इस स��यता के �लए ब�त-

ब�त शुभकामनाय� दी। ऐसा लग रहा है �क गाँव

के लोग, अब अपने गाँव म�, जैसे जल मं�दर बनाने

क� �धा� म� जुट गए ह�। पूरे देश म� जल संकट से

�नपटने का कोई एक फ़ॉमू�ला नह� हो सकता है।

इसके �लए देश के अलग-अलग �ह�� म�,

अलग-अलग तरीके से, �यास �कये जा रहे ह�।

ले�कन सबका ल� एक ही है, और वह है पानी

बचाना।

�धानमं�ी नर�� मोदी के �थम काय�काल म�

सफाई के �लए चलाया गया ‘�� भारत

अ�भयान’ क�, अपार सफालता के बाद अब

उ�ोन� देशवा�सय� को जल संर�ण के �वषय पर

जाग�क करने का बीड़ा उठाया है। उ��ने कहा

�क आपको आ�य� होगा �क सालभर म� वषा� से

जो पानी �ा� होता है उसका केवल 8 ��तशत ही

हमारे देश म� बचाया जाता है, अब समय आ गया

है इस सम�ा का समाधान �नकाला जाए। मुझे

�व�ास है, हम दसूरी और सम�ाओं क� तरह ही

जनभागीदारी से, जनश�� से, एक सौ तीस

करोड़ देशवा�सय� के साम��, सहयोग और

संक� से इस संकट का भी समाधान कर ल�गे।

सामू�हक �यास से बड़े सकारा�क प�रणाम

�ा� हो सकते ह�। जल क� मह�ा को सव�प�र

रखते �ए देश म� नया जल श�� मं�ालय बनाया

गया है। इससे पानी से संबं�धत सभी �वषय� पर

तेज़ी से फैसले �लए जा सक� गे।

�धानमं�ी नर�� मोदी ने मन क� बात 2.0 म�

बताया �क पंजाब म� जल �नकासी लाइन� को

ठीक कर जल जमाव क� सम�ा से �नजात पाया

रहा है। तेलंगाना के �थमाईप�ी म� ट�क के

�नमा�ण से गाँव� के लोग� क� �ज� दगी बदल रही है।

राज�ान के कबीरधाम म�, खेत� म� बनाए गए

छोटे तालाब� से एक बड़ा बदलाव आया है। म�

त�मलनाडु के वे�ोर म� एक सामू�हक �यास के

बारे म� पढ़ रहा था जहाँ नागनदी को पुनज��वत

करने के �लए 20 हजार म�हलाएँ एक साथ

आई। म�ने गढ़वाल क� उन म�हलाओं के बारे म� भी

पढ़ा है, जो आपस म� �मलकर वषा� जल संचयन

पर ब�त अ�ा काम कर रही ह�। मुझे �व�ास है

�क इस �कार के कई �यास �कये जा रहे ह� और

जब हम एकजुट होकर, मजबूती से �यास करते ह�

तो अस�व को भी स�व कर सकते ह�। जब

जन-जन जुड़ेगा, जल बचेगा।

�धानमं�ी नर�� मोदी ने ‘मन क� बात’ के मा�म

से देशवा�सय� से जल संर�ण के �लए तीन

अनुरोध �कए। उ��ने कहा �क जैसे देशवा�सय�

ने ��ता को एक जन आंदोलन का �प दे

�दया। आइए, वैसे ही जल संर�ण के �लए एक

जन आंदोलन क� शु�आत कर�। पानी क� एक-

एक बूँद को बचाने के �लए एक जाग�कता

अ�भयान क� शु�आत कर�। इसम� पानी से जुड़ी

सम�ाओं के बारे म� बताय�, साथ ही, पानी बचाने

के तरीक� का �चार-�सार कर�। उ��ने �वशेष

�प से अलग-अलग �े� क� ह��य� से, जल

संर�ण के �लए, प�रवत�ना� मक अ�भयान के

नेतृ� करने का आ�ह �कया। �फ� जगत, खेल

Unconsolidated sediments�e unconsolidated sediments are of two types - alluvial deposits and aeoline sediments. While the alluvial deposits are con�ned to Barmer, Jalore and Jodhpur districts; consisting of sand, clay, gravel and cobbles, the aeoline sediments constitute one of the major aquifers east of Bikaner. It occupies an area of 1400 sq. km. �e aquifer thickness is 40 to 80 m. �e yield of wells ranges from 100 to 150 cubic meter/hr.

�e semi-consolidated formations include sandstones,

limestones and air beds, spanning Jaisalmer and Barmer districts. �e dug wells in Jaisalmer limestones yield 13 to 68 cubic meter/day. �e yield of wells in Lathi sandstone varies from 50-150 cubic meter/hr.

Semi-consolidated sediments

Consolidated rocks �e consolidated rocks include gneiss, granites, schist, phyllites, marble and Vindhyan sandstones, limestone, quartzite and basaltic �ows, mostly restricted to eastern part of the State. �e yield prospect is limited unless the well is located near major lineaments or any other weak planes. �e ground water quality is in general poor (brackish to saline) at deeper levels.�e summary of the dynamic ground water resources, ground water development, plan for arti�cial recharge to ground water reservoirs, ground water quality and ground water regulation in the State of Rajasthan is given below:

With an area of 3, 42, 239 square kilometre, Rajasthan State received annual rainfall of just 504 mm across its 33 districts, making it one of the most water-de�cit States in the country. वॉटर टॉक काय��म का आयोजन डॉ अ�ेडकर

अंतररा�ीय क� �, नई िद�ी म� िकया था। िजसम� मु� व�ा �

के �प म� प��ी डॉ. अिनल जोशी, िहमालयन पया�वरण

अ�यन और संर�ण संगठन (HESCO) के सं�थापक, और

मु� अितिथ के तौर पर �ी यू. पी. िसंह, सिचव, जल संसाधन,

नदी िवकास और गंगा संर�ण िवभाग, जल श�� मं�ालय ने

संबोधन िकया, इसके अलावा �ी राजीव रंजन िम�ा,

महािनदेशक, रा�ीय �� गंगा िमशन, क� �ीय जल आयोग, �

क� �ीय भूजल बोड�, रा�ीय �� गंगा िमशन, के�ीय मृदा �

'Ecology Inclusive Economy' के िवषय पर अपने िवचार

साझा िकए। उ�ोनें इस िवषय म� �काश डालते �ए कहा

“दुिनया ने भले ही िव�ान म� उ�ित की हो, पर �कृित िव�ान

को समझने के मामले म� हम अभी भी ब�त पीछे ह�। �कृित

और ई�र म� कोई अंतर नही ंहै, लेिकन हमारा �ि�कोण �कृित

के �ित ब�त िभ� रहा है और हमारे इस �वहार के कारण ही

�कृित और इसके संसाधनो ंको भारी नुकसान प�ंचा है।“ डॉ

जोशी ने सभा म� मौजूद तमाम लोगो ंसे आ�ह िकया की वे पानी

की �चुरता के अथक दु�पयोग की अपनी धारणा को बदल�

और �कृित िव�ान को समझने की कोिशश कर� । अपने

स�ोधन के अंत म� उ�ोनें भारत म� पया�वरण के सम� �ा�

को इंिगत करने के िलए सकल पया�वरण उ�ाद (GEP) की

अवधारणा को शु� करने की जोरदार वकालत की तथा

मं�ालय से अनुरोध िकया िक वे अ�े सं�थानो ं के साथ

िमलकर रा��ापी जल जन क� � की �थापना कर� , जो �थानीय �

गांवो ंसे जुड़े हो,ं जहाँ िव�ान को आधार बनाकर �ावहा�रक

CLEANATHON

In order to make the Jal Shakti a people’s movement, a mass cleanliness dr ive – Cleanathon – was organized by the Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation on 28th June 2019 at 8 locations along the banks of River Yamuna in the national capital. �ese locations were Kalindi Kunj, Yamuneshwar (Wazirabad), Shyam Ghat (Wazirabad), Ram Ghat (Wazirabad), Qudesia Ghat, Yamuna Bazar, ITO Chhat Ghat and Nizamuddin.

�e event was organized to inculcate a sense of responsibi lity, ownership and bring about behavioral change towards the cleanliness of the Yamuna. It saw the participation from a large number of local people and stakeholders, including students from various universities and schools.

�e Union Minister for Jal Shakti Shri Gajendra Singh Shekhawat and the Minister of State for Jal Shakti Shri Ra�an Lal Kataria a�ended the cleanliness drive at Kalindi Kunj ghat. Officials from the Ministry and various other departments like National Mission for Clean Ganga (NMCG), Central Water Commission (CWC), WAPCOS, Central Groundwater Board (CGWB), National Water Development Agency (NWDA), Central Soil and Materials Research Station (CSMRS) etc. participated in the drive. Shri Shekhawat said that rivers and cities can only remain clean if the citizens join this mission with a responsibility to keep them clean.

National Mission for Clean Ganga (NMCG) m a r k e d t h e c e l e b r a t i o n o f Wo r l d Environment Day on 5th June 2019 by signing concession agreement for construction and development of new sewage treatment infrastructure of 165 MLD (mi l l ion l i ters per day) capac it y, rehab i l i tat ion of ex i st ing sewage treatment infrastructure of 22 MLD capacity and operations and maintenance for 15 years in Howrah, Bally and Baranagar & Kamarhati in West Bengal worth 592 crore. �e project also includes laying of 16 km long sewage infrastructure. �e event was marked by

enthusiastic student winners of the �rst ever National Ganga Quiz 'Ganga Quest'. �e exemplary work of Ganga Praharis during Kumbh Mela was also recognized during the event. Union Minister for Jal Shakti, Shri Gajendra Singh Shekhawat said that on World Environment Day all of us have to contribute for the Ganga Cleanliness. We have the culture of conservation of nature as we have always considered them a part of divine, we have to preserve what we believe is divine. He suggested a comprehensive conservation method which includes our rituals of preserving environment and planting more trees c o u p l e d w i t h n e w m e t h o d s o f s u s t a i n a b l e development. Other dignitaries present in the event include Shri U.P. Singh, Secretary, Ministry of Jal Shakti, Do WR, RD & GR, Dr. Jasper Wick, Deputy

Chief of Mission, German Embassy, and Shri Rajiv Ranjan Mishra, DG, NMCG among others. �e dignitaries present during the event released two radio jingles on water conservation by National Water Mission, followed by the release of books including book on village level micro planning for Bio-Diversity of River Ganga and Kumbh Mela 2019 report by WII (Wildlife Institute India) among others. Namami Gange exhibition was one of the major a�ractions of the event.

NMCG celebrates World Environment Day

Workshop organised on geospatial technology

A Workshop on “Geospatial Technology: An Aid to Ganga Rejuvenation” was organized by Geodetic and Research Branch of Survey of India which was held at Dehradun and a�ended by all reputed organizations in this �eld. �e workshop helped stakeholders come abreast with the current technology trend and endeavoured to bring together decision makers, technocrats, implementing agencies and NMCG for an engaging discussion. Namami Gange accords high priority for research and evidence based decision making and has a special place for the use of new technology. It is with this ideology that the Survey of India and NMCG are collaborating for the generation of high resolution Digital Elevation Model (DEM) and GIS ready database for a 10 km wide corridor along the banks of the Ganga from Rishikesh to Gangasagar.

Shri Kushvinder Vohra, Commissioner, State Projects (SPR) reviewed the progress of development of geographic information system (GIS) based application for monitoring of priority projects under PMKSY-AIBP, being developed by Bhaskaracharya Institute for Space Applications and Geo-informatics

th(BISAG), on 7 June 2019. Subsequently, a one-day workshop was organized by BISAG at their HQ in Gandhinagar to impart the training on the application to the Engineers of Team PMU-PMKSY on 28�� June 2019.

Ÿ �e 5�� meeting of the Project Implementation Review Commi�ee (PIRC), constituted for Command Area Development & Water Management (CADWM) implementation of 99 prioritized irrigation projects, was held at Mount Abu, Rajasthan on 29�� & 30�� May 2019 under the Chairmanship of Member (WP&P), CWC. �e two-day program included �eld visit on the �rst day (29�� May 2019) for CADWM works executed in the Narmada Canal Project, followed by a review meeting on the second day (30�� May 2019), of CADWM projects

and discussion on shor tcomings/ bo�leneck s encountered in project implementation by various States.

Ÿ Shri Kushvinder Vohra, Commissioner (SPR) chaired a Meeting on 14�� June 2019 to review the Special Studies carried out by PMU-PMKSY on Ground Water Scenario in the command area of priority projects under PMKSY-AIBP. �e study would be helpful in planning for the conjunctive use of Surface and Ground Water in the command of the projects.

Ÿ Central Assistance (CA) of Rs. 75.08 crore has been released to various Surface Minor Irrigation (SMI) schemes under Har K het Ko Pani (H KKP) component of PMKSY during the month of June 2019.

Ÿ Fast Track Proforma Clearance (FTPC) was accorded to Kelo Major Irrigation Project, Chha�isgarh, one of the 99 prioritized projects under PMKSY-AIBP, during the month of June (estimated cost of Rs. 972.22cr).

करने का आ�ह िकया और गंगा कायाक� एवं संर�ण के मह� पर भी बल िदया। साथ ही सभी से जल संचय के आंदोलन म� शािमल

होने और इसे एक �मुख जन आंदोलन म� बदलने की अपील की।

A Memorandum of Understanding (MoU) was signed on 4th June 2019 between Bhabha Atomic Research Centre (BARC), Mumbai and Central Ground Water Board (CGWB), Faridabad for capacity building for ultra-traces level of Uranium determination in Ground Water. �e period of MOU is valid for a total of 24 months from the date of signing of the MOU. �e major scope of the work relates to lecture sessions on radiation & radioactivity, uranium and its analysis by different analytical techniques with their advantages and disadvantages, practical demonstration sessions on uranium analysis in spiked sample and groundwater samples, methodology for minimization of matrix effect and interferences in the measurement of uranium in ground water, transfer of know-how on collection and statistical analysis of environmental data, understanding of correlation of water quality parameters and regional geology with uranium concentration in ground water, understanding of correlation of water quality parameters and regional geologywith uranium concentration in ground water etc. Under this MoU, four training sessions, each of three days, will be conducted for a batch of maximum 30 chemists every 6 months for a period of 2 years. �e MoU was signed by Dr. M.S. Kulkarni, Head, Health Physics Divison, BARC and Shri G. C. Pati, Member (HQ), CGWB.

A project visit to North Koel project was conducted by Central Water Commission (CWC) from 18th to 21st June 2019 in Jharkhand.

Shri U.P. Singh, Secretary, Do WR, RD & GR, a�ended a meeting in Guwahati for the allocation of power to Assam from NHPC's lower subansari Hydro-Electric Plant. Secretary, Ministry of Power and officials from Niti Ayog also a�ended the meeting.

Central Soil and Material Research (CSMR S) team v isited “Isarda Drinking Water Supply Project”, near Isarda village in Sawai Madhopur district, Rajasthan from 19th June 2 0 1 9 t o 2 4 t h J u n e 2 0 1 9 f o r conducting in-situ shear tests on seven concrete blocks at le� bank dam axis in an open trench.

CSMRS team visited Sone Dam STG Link Canal Project, Bihar to carry out Soil investigations along the proposed canal alignment and Foundation investigations for cross drainage works.

�e introduction was made by Dr. B.R.K. Pillai, Commissioner (CADWM), Ministry of Jal Shakti, DoWR, RD & GR. �e conference deliberations spread over three technical sessions included 14 expert presentations. �e deliberations were focused on generating constructive discussion on CADWM program (success, failure & strategic corrections), its s t r u c t u ra l i nter vent i o n (adap tat i o n o f n ew

technologies), and the non-structural intervention (sustaining PIM initiative). Outcomes of the day long re�ections were �nally translated into 14 key recommendations during the concluding session.

Command Area Development Wing (DoWR, RD & GR) Ministry of Jal Shakti with active participation from Sardar Sarovar Narmada Nigam Ltd. (SSNNL) organized the second CADWM Conference at Ahmedabad on 28th May 2019. �e Conference was a�ended by approx 150 delegates (including over 80 delegates coming from other States) representing the Central and State implementing agencies, domain experts, NGOs, technology providers, contractors, and other key stakeholders of the conference.

बैक फुट प�ित: इस प�ित म� �यंसेवको ंके समूह घर घर जाकर

घरेलू मिहलाओ,ं िकसानो,ं छा�ो,ं �िमको ंऔर समाज के अ� वग� को अपने दैिनक जीवन के तौर-तरीको ंम� पानी बचाने के बारे म�

जानकारी देते ह�। वे उ�� छोटी-छोटी बातो ंके बारे म� बताते है जैसे िक जब ज�रत न हो नल को बंद रखना और एक बार इ�ेमाल

िकए गए पानी को दोबारा इ�ेमाल करना।

�ंट फुट प�ित: समय-समय पर िव�ालयो,ं कॉलेजो,ं पंचायतो ंऔर वाड� म� जल संर�ण जाग�कता काय��म और सेिमनारो ंका

आयोजन िकया जाता है।

जल संर�ण के बारे म� नारे लेखन की एक �ितयोिगता का आयोजन िकया गया, िजसम� कु��े� से लगभग 1,08,000 छा�, करनाल से

18,282 छा�, यमुनानगर के 28,421 छा� और कैथल से 58,615 छा�ो ंने िह�ा िलया।

वष� 2014 म� ह�रयाणा िसंचाई अनुसंधान और �बंधन सं�थान (HIRMI) म� एक वृ�ारोपण काय��म शु� िकया गया था, िजसके

मा�म से पूरे ह�रयाणा म� लगभग एक लाख पौधे लगाए गए।

पानी की कमी और बचत के तरीको ंके बारे म� जानकारी देने के िलए सरपंचो ंऔर िजला प�रषद के सद�ो ंके िलए संगो�ी आयोिजत

की गयी। िजससे की वे अपने �े� म� जल संर�ण के िलए लोगो को जाग�क कर सके एवं जल �वंधन कर �े� को जल सम�ा से

िनजात िदला सके ।

नीर एक गैर सरकारी, गैर लाभकारी, समाज सेवी संगठन

है जो जल संर�ण, जल �बंधन और ��ता के �े� म�

काय�रत है। यह संगठन मूल �प से वषा� जल संचयन

और भूजल पुनभ�रण करने के �े� म� काय�रत है।

तालाब म� फैलने वाले �थैितक शैवाल (Algae) को साफ करने के िलए ��ा सरोवर पर सफाई अिभयान भी चलाया गया।

िकसानो ंको जल बचाने की नई तकनीको ंसे अवगत कराने के िलए रा� �र पर जल संर�ण संगो�ी आयोिजत की गयी ।

Essay writing: An essay writing competition on ‘water conservation’ was organized for the students of class III to V to bring out the viewpoints of the blooming minds on how they can conserve and use judiciously the precious resource.

Reuse of water: Inculcating the importance of water in the young minds, students of kindergarten were engaged in an activity to wash their hands in such a way that the water is collected in the container and is used in gardening to avoid its wastage.

Photography competition: A competition was organized for the students to display various relevant

photographs depicting the bright side and dark side of nature to emphasize the condition of the rivers in India. Quiz: A quiz based on “Rally for Rivers” containing questions about various issues and disasters caused to the rivers of India was organized for the students. An informative documentary was also screened.

Kavi Sammelan: A poem competition was organized for the students of classes I & II based on the theme “Jal bin Jeevan”. �e li�le poets came up with beautiful

poems on the topic.

INNOVATIVE COMPETITIONS

Painting Competition: Contributing their part to the National Awareness Campaign – 'Rally for Rivers', the students of K. L. International school enthusiastically presented their ideas through visuals and slogans in a T-Shirt painting competition organized by the school. Also, a painting competition for the students of classes I & II along with their parents was conducted on the theme “Jal Hi Jeevan Hai” to create awareness amongst them to avoid wastage of water.

Debate: A debate competition for students of classes IX-XII was organized to put forth their viewpoints in support and against of the topic – 'Privatization of water supply will ease the water scarcity problems in India'.

R ain Water Har vesting System: �e school established a Rain Water Harvesting system in its premises, wherein the rainwater gets collected on the roo�ops of three different buildings of the school. �rough a well-built system of pipelines. �e water is directed into the underground tank systems from where it gets seeped into the soil increasing the underground water level.�e school has placed several tags at the drinking water

areas, washrooms, etc. so that the students could be made aware throughout and prevent water wastage. K.L International school has taken various initiatives to enlighten the young minds to save the precious resource and avoid its wastage so that it could be saved from deterioration and conserved for the future generation.

K L. International School in Meerut district of U�ar Pradesh was founded in 2003. �e school has been working on Rally for Rivers Project since 2017. A plethora of competitions like painting, photography, essay writing, debate, quiz on water conservation were conducted to inculcate the importance of water in the students.
