The November CPRA monthly meeting was held at Johnny Russo’s Italian Kitchen Restaurant in the City of Banning. Many of our members from San Diego area and counties North and East of Los Angeles had to make a long journey to attend this meeting. For those who made it, the payoff was great. Dr. Henry Richter organized an informative and most interesting program for the meeting. Deputy Cindy Pierce of Riv-erside County Sheriff’s Department - Tribal Liaison Unit, and Administrative Manager Margaret Gomez of the Agua Caliente Band of Cahuilla Indians gave a detailed and insightful presentation titled “Protocols & Communications in Indian County.” Deputy Pierce traced the history and conflicts between the United States Government and many of the Indian tribes that exist as sovereign nations within our country. Ms. Gomez provided us the protocols on communicat-ing with the Agua Caliente Indian Tribe within its areas around Palm Springs. CPRA thanks both Cindy and Margaret for their excellent presentations. CPRA is grateful for Dr. Henry Richter and Mark Morgan of E. F. Johnson for their support and sponsorship. If you were unable to attend our November meeting, please do not miss our CPRA Holiday Luncheon in December. The Holiday Celebration and Officers’ Installation will take place at the Luminarias Restaurant in Monterey Park near downtown Los Angeles. Please RSVP by e-mail to [email protected]. Johnson Secretary’s Report: Minutes for the October meeting are posted on the CPRA web site Treasurer’s Report: See comments Program: “Protocol & Communications in Indian Country” Presenter: Margaret Gomez, Agua Caliente Band of Cahuilla Indians Attendance: --35 AGENDA Greeting – Gary Poon. President Gary opened the chapter meeting at 10:15 a.m. He welcomed everyone to the November CPRA meeting. Mike Rowles led the Pledge of Allegiance. Gary thanked Dr. Richter for hosting the meeting and Mark Morgan, E. F. Johnson for sponsoring the Early Bird refreshments. Introductions - All. New members were welcomed. Everyone in attendance was asked to introduce themselves. Membership Report – Ken Shearen. Ken reported that we have 468 members with three new members joining the chapter. They include: Richard Macabulos & Stephan Powell from the County of San Luis Obispo IT Department and Ms Cherie Pittington, Senior Communications Supervisor from the City of Costa Mesa. Meeting Program Review – Adriana Spirescue. Adriana reviewed the upcoming schedule for meetings in 2011. Preliminary details were discussed. It was noted that details for the 2011 schedules will be on the website. President Gary com-mented that the next meeting will be held December 9th at the Luminarias Restau-rant in Monterey Park. The primary focus of this meeting will be the Installation of Officers for upcoming year (2011). Treasurer’s Report – John Wright. Monthly Financial Report. John provided a report of income and expenses for the previous month. He stated that total income for the month was $37,413.71 and the total expenditures were $16,118.29. Income included meeting registrations, plus Table Top booth and WRC booth purchases. Expenses included luncheon pay-ments, insurance renewals, WRC publicity and registration costs, and printing costs for the CommLink Regional Director Report – Richard Granado. Richard was unable to attend. Report deferred. Executive Council Report – Jim Acosta. Jim was unable to attend. Report deferred.

[Minutes from page 3] Frequency Coordinator Updates – Gary Gray. The following reports were provided: CalSIEC SPA. It was noted that the next Southern Planning Area (SPA) meeting to be held in January 2011. There will be a call in conference call number available. FCC Announcements. There were no specific details to report. 700 MHz Update. John Sarkissian noted progress in processing 700 MHz applications. He commented about ongoing discussions with the FCC concerning use of frequencies from the 700 MHz Region 5 Plan within the Mexican border region. 800 MHz Update. There was extended discussion about MOTO TRBO and the potential impacts on 800 MHz opera-tions. 800 Rebanding and Supplementary Comments – Ray Grimes. Please see attached notes. Chapter Commercial Advisory Member – Jack Daniel. Jack invited each of the Commercial Members in attendance to do a self introduction and give a brief comment about their respective products and services. Western Region Conference Booth Reservations. Jack encouraged all commercials to reserve booths promptly. 2011 WRC – Ken Mann. It was noted that the APCO Western Regional Conference (WRC) as hosted by CPRA will be Feb 7 – 9, 2011. The Ontario Convention Center will be the location for the conference. Complete details (as they develop) will be on the WRC website at www.cpra.org/2011apcowrc.htm. Presentation. A presentation titled “Protocol 7 Communications in Indian Country” was given by Cindy Pierce, Dep-uty, Riverside County Sheriff’s Department, and Margaret Gomez, planning Administrative Manager, Agua Caliente Band of Cahuilla Indians, Palm Springs, CA. Cindy described how Riverside County Sheriff’s Department coordinates and supports law enforcement services for the Agua Caliente Indians. Margaret gave thorough overview of how the In-dian nation sovereignty relates to Federal, State, and City governments. She included information about Public Law 208 and it affects on the responsibilities of local law agencies. Additionally, Margaret described the communications chal-lenges facing the Agua Caliente Indians due to rugged terrain conditions and needs for radio equipment upgrades. Their presentation was concluded by a hearty round of applause. Meeting Adjourned. Gary extended a special thanks to Cindy and Margaret for their informative and interesting pres-entation. He thanked Dr. Richter for hosting the meeting and he thanked everyone for attending. The meeting was ad-journed at 11:55 a.m. Notes for the Record. Frequency Advisory Committee (FAC). 800 Rebanding and Supplementary Comments – Ray Grimes.

800 MHz Rebanding: No useful updates from TA, FCC, APCO, or U.S. State Department regarding Wave 4 Rebanding negotiations. It would seem that Wave 4 incumbents have been left to their own devices to deal with ongoing 800 MHz public safety RF interference, with attention refocusing on 700 MHz broadband and national interoperability. With the crisis state of affairs in Mexico, it would seem greatly optimistic that a border treaty agreement and ratification could occur by 2012. Something to consider regarding the mandatory January 1, 2013 VHF and UHF narrowbanding date is that no men-tion has been made of a Mexico border agreement to assure coordination of VHF and UHF channel assignments to pre-vent mutual RF interference on either side of the border. As VHF and UHF usage in Mexico is likely greater than 800 MHz, it’s highly probable that new RF interference problems in VHF and UHF along border areas will occur. Without federal government leadership, the limited solutions would be those of antenna orientation and geographic spacing and terrain shielding. There is very good news reported in today’s Urgent Communications e-newsletter, in that Factory Mutual (FM Global) has listened to industry protests regarding new FM Intrinsically Safe (IS) certification standards (FM Approvals Standard 3610) to be effective on January 1, 2012 and is now considering delaying and perhaps modifying or rescinding the requirement to limit transmitter RF output power of IS rated handheld radio transceivers from 3 watts to 0.5 watts (a reduction in performance of almost 8 dB). FM initially stated that IS transmitter RF power reduction impacts could be mitigated by improvements in radio infrastructure, though that simply isn’t an option for first responder simplex services such as in brush fire response where no infrastructure exists and none can quickly be implemented in remote locations. By popular demand, Ray Grimes has agreed to reinstate the CPRA sponsored quarterly 800 MHz Rebanding Dis-cussion Group meetings that were held at OCFA’s Regional Training Center in Irvine. Ray will work with OCFA to coordinate the next meeting for mid-February, 2011. Ray Grimes is one of three directors and co-founders of the Orange County Sheriff’s Museum (a non-profit 501c3 or-ganization). The Sheriff’s Museum has just launched a new web site which features a growing historic photographic collection going back to 1889 when the department was formed. The Museum Committee has a temporary museum dis-play at the OCSD Regional Training Academy in Tustin and is working to fundraise and construct a permanent museum in Orange County.
