Thanks to our hosts, Mike Rowles along with Chief Hopley and Deputy Chief Kaylor and the Ontario Police Depart-ment for welcoming CPRA to its January 2011 meeting. Jack Daniel from the Jack Daniel Company sponsored our early bird refreshments, thank you Jack. We had a good turn out for the first meeting after the holidays and the presentation put on by the County of Riverside Public Safety Enterprise Communication team (PSEC) was outstanding. The PSEC presentation was hosted by John Sarkissian and the presenters included Dan Nila, Project Manager, Lt. Vince Scarpino, and Sgt. Joe Belli of the Riverside County Sheriff’s Department.. Battalion Chief Joe Arbo of Riverside County Fire, and Chuck Rushing, PSEC Engineering and past award recipient of the CPRA RF Technician of the year. The Riverside County project has been filled with many challenges other than the standard ones of tying to add 55 more communications sites and upgrade a several more of the older RF sites. The PSEC team has faced at least three FCC rebanding matters and a host of other RF licensing issues. However due to the extraordinary efforts and strong team, they have put into place the goal is coming to fruition and will soon be turning up another first class public safety system in the Southern California region. With that our thoughts turned to the 2011 Western States Regional conference coming up in a matter of a few days, I along with our Executive Committee and WRC Planning Committee invite you to come and share three days of programs focused upon our roles as public safety communicators. If your roles is in operations, Administration or based in the technical side of the trade, there is something there for all of you. We still have some room for many of the pres-entations being put on; so come out and join us, learn some valuable information, and take it back to your organizations to share. Thank you again to all of those who joined with us in Ontario. See you at the 2011 WRC!

Ken opened the chapter meeting at 10:00 a.m. He welcomed everyone to the January 2011 meeting. Mike Rowles led the Pledge of Allegiance. Community Host – Deputy Chief Brad Kaylor, Ontario PD. Deputy Chief Kaylor provided welcome comments on behalf of Chief Eric Hopley. He thanked everyone for coming to the Ontario PD facilities for the CPRA January meeting. Deputy Chief Kaylor commented about the importance of public safety communications support for first responders. He expressed appreciation for all the “behind the scenes” work done by those in attendance and the CPRA organization.

[Minutes from page 2] Ken thanked the Ontario PD for making available the Community Room to CPRA for the January meeting. Special thanks were extended to Evelyn Nelson and Cadet Mike Hopson for their superb assistance with room arrangements. Ken thanked the County of San Bernar-dino for their support. He also thanked Jack Daniel, Jack Daniel Company for sponsoring the Early Bird refreshments. 2011 WRC. Ken encouraged everyone to attend the APCO Western Region Conference. He noted that there will be superb classes and exhibits. Ken also commented about the need for volunteers. Membership Report – Tim Trager. Tim reported that there were 299 members on the books to start the year. He indicated that there is a large group of members who are in the renewal process. Tim provided a break out of the membership categories. He encouraged everyone to complete their membership renewals. Meeting Program Review – Adriana Spirescu. Adriana reviewed the upcoming schedule for meetings including dates and locations. Details for the 2011 schedules are on the web-site. She commented that the next meeting will be held on March 17th at the Old Spaghetti Factory restaurant in San Marcos. Treasurer’s Report – John Wright. John provided a report of income and expenses for the previous month. He noted that total income for the month was $32,326.88 and the total expenditures were $13,988.45. Income sources included registrations for the 2011 APCO Western Region Conference (WRC), APCO membership dues, and Telecommunicator Week button sales. Expenses included the December Installation Luncheon, WRC deposits paid to the convention center, the CPA financial audit & tax return filing, conference & CPRA printing costs, and the CPRA VISA card payment. John commented about the two CDs that serve as a critical resource for Chapter finances. Regional Director– Richard Granado. Richard reported on the APCO World Alliance of APCO international organizations. He also commented about adoption of Long Term Evolution (LTE) as an upcoming standard for broadband networks. Richard provided infor-mation about Next Generation (NG) 9-1-1 developments. He reported on the Notice of In-formation (NOI) released by the FCC concerning NG911. 2011 APCO Conference in Philadelphia. It was noted that the APCO conference will be held August 8 – 11, 2011. Introductions - All. New members were welcomed. Everyone in attendance was asked to introduce themselves. Chapter Commercial Advisory Member – Jack Daniel. Introductions. Jack invited each of the Commercial Members in attendance to do a self in-troduction and give a brief comment about their respective products and services. RF/IT/Comm Manager Award Nominations – John Sarkissian. John reviewed the up-coming awards program. He noted the deadline for submitting nominations is February 24, 2011. John amplified on the how CPRA award winners are nominated for APCO awards. He also provided information about the award category Comm Manager. John encouraged all the members to use the CPRA award program as an effective way to recognize out-standing performance within the public safety community. Frequency Coordinator Update – Gary Gray. FCC Updates. Gary commented about the effects of narrow banding on interoperability. He encouraged agencies to set up an operations plan to address communications with adjacent agencies. There were comments about the need to coordinate and license adjacent frequen-cies.

[Minutes from page 3] CalSIEC – SPA. It was noted that the next SPA meeting will be April 13, 2011, at 0930 hours, LA-RICCS Offices, Monterey Park. 700 MHz – Dave Buchanan. Dave provided information on studies being done about broadband spectrum needs for public safety. This is being done under the auspices of the National Public Safety Telecommunications Council (NPSTC). Dave reported on a survey about uses of the 4.9 MHz band. The particular emphasis is on public safety. David indicated that a work group is looking at incorporating mission critical voice into the broadband standards. He noted that the FCC has an upcoming meeting in June to address broadband issues. Turning to another area, Dave commented about a narrow band survey sponsored by NPSTC. He in dicated that a plan for completing narrow band is imperative. Waivers will be difficult to obtain. Dave encouraged everyone to continue working toward completion of narrowbanding as appropriate. 800 MHz- Jim Donovan. Jim advised that there were no specific actions pending for the 800 Regional Planning Committee. 800 MHz Rebanding – Ray Grimes. It was announced that Ray will host the next Rebanding Discussion Group meeting on Thurs-day, February 17, 2011 from 1330 – 1500 hours at the Orange County Fire Authority Board Meeting Room, 1 Fire Authority Rd, Irvine. 2011 APCO WRC – Ken Mann. Ken commented about the APCO Western Region Conference to be held February 7 – 9, 2011 at the Ontario Convention Center. He reviewed information about the extensive classes and program options, registrations, and the value of serving as a volunteer. He encouraged all in attendance to get to the WRC at least for one day. 2011 Telecommunicator Banquet – Courtney Allison. It was reported that planning is well underway. Nomination packages were sent out. All agencies were encouraged to submit Telecommunicator Award nominations. The nomination packages are on CPRA web site. The deadline for submissions was extended to February 16th. The ticket price will be $40. This is the same as last year. Sponsorships are still available. It was announced that the Telecommunicator Week Buttons for 2011 are available for sale. Purchasing information is on the web site. Program. Dan Nila, PSEC Program manager, Riverside County gave a presentation titled “Riverside County Public Safety Enter-prise Communications (PSEC) Project Update.” This was an informative review of the project history, specifications, and long-term vision for enhancing public safety communications within Riverside County. Dan commented about the use of P25 standards, in-building coverage, integrations of other radio networks, and interoperability. System installation schedules were also presented. 4.9 equipment services were explained. John Sarkissian provided an overview of the spectrum requirements. This included the use of 700 MHz, VHF, High Performance Data, and 4.9 GHz. Chuck Rushing, Radio Engineer I, Riverside County Information Technol-ogy Department presented information about the system technologies used within the PSEC system. This included the backbone, radio equipment, data, and 4.9 GHz. Lessons learned information and summaries were presented by Lt Vince Scarpino, Riverside County Sheriff’s Department and Ronald Arbo, Riverside County Fire. Coming from the operational community, Ron applauded the technical support of CPRA members. He emphasized the need for training and preparation for implementing the new systems. Other areas of lessons learned included governance, use of consultants, acquisitions, addressing sovereign nation’s requirements, legal services, installations, and grounding. It was noted that the expected live date for the overall system is April 2012. The PSEC team will conduct extensive testing and preparation prior to cutover. (Note: The power point slides for this presentation will be posted on the CPRA website.) Luncheon. A luncheon catered by Gourmet, Gourmet was served to all in attendance. Many complimented the pleasing presenta-tion and the excellent quality of the food. Meeting Adjourned. Ken thanked everyone for attending. The meeting was adjourned at 11:55 a.m. Notes for the Record. Following the meeting, Gary Gray convened the Frequency Advisory Committee (FAC) meeting.
