JANUARY 18, 2016
The Board of Trustees held a Regular Meeting on Monday, January 18th at 5:00 p.m. at the School
Administration Building with Vice-Chairperson Patti Hepola presiding. Trustees present: Tom
Billteen, Susanne Dauenhauer, Linda Sorini Granger., Kelly Howery, Becky Nicholls, and Carol
Wold. Also present were: Judy Jonart, Superintendent, Therese McClafferty, Director of Human
Resource and Dennis Clague, Business Manager.
CALL TO ORDER AND PLEDGE OF ALLEGIANCE

APPROVAL OF MINUTES
Item 1 – Regular Board Meeting, December 21, 2015 and the Special Meeting, December
21, 2015
Wold moved to approve, second by Granger, motion carried.
COMMUNICATIONS
Item 2 – Empty Bowls Presentation
Mike Kujawa, Butte High School, introduced Kathy Griffith, Director of the Butte Emergency
Food Bank, Darla Newman and Greg Edelen.
Ms. Griffith showed the board examples of the lunch bags and snack bags prepared and distributed
to children in the school district. She stated the program started in 2013 with two grants of $50,000
each and in two schools. The food is ordered through the food bank and the program is growing.
She stated they have reached out to the junior high and high school, too.
She explained the children know the program is there if they would like to participate. The
program is producing 325 bags per week. In the summer, they have joined with the summer
feeding program, where siblings are also included. They originally started with approximately
120 children but are now up to 320 children.
This program is expensive to continue and the Empty Bowls Event is their main fundraiser. Ms.
Griffith is excited to continue the program.
Ms. Newman stated the Empty Bowls Event is on April 6, 2016 at the Civic Center from 6 to 8
p.m. She stated ticket sales would begin mid-February for soup, bread, and dessert. Everything
for the event is donated and they are hoping to raise between $20,000 and $25,000. She thanked
the board for their continued support.
Mr. Kujawa explained the distribution of the bags was done by the honor students. The children
in the free-lunch program receive them and stories of how they have made a difference would be
told at the event. He explained this is affecting all the elementary schools.
Mr. Kujawa stated two advance pottery classes are involved in the making of the bowls, with over
600 bowls being made at an event recently. He stated if every ticket for the event was sold, they
would raise $20,000.
Mr. Edelen thanked the board for allowing them to use the pottery facilities at the high school for
the event. He stated there are artists giving their personal time for this project. He explained it
takes a lot of time and dedication to do this and it is his 3rd year being involved. The students want
to give their time and this year the pots are better. He is frequently stopped on the street being
asked when and where to help with the event. He also stated the silent auction at the event brings
in a lot of money, too.

Item 3 – Shoes for the Sole Presentation
Judy Jonart, Superintendent, stated this was a new project and the brainchild of Cindy McCarthy,
who is currently a physical education teacher in Butte. She explained there are students who are
trying to participate in P.E. without shoes. This project would provide shoes to those students.
Ms. McCarthy has been providing shoes herself. Over half of the students are under the poverty
level.
Ms. Jonart stated this program is about providing all students with shoes so they can participate in
P.E. The Education Foundation has also stepped up to help. She explained there are countless
teachers involved and the Alternative School will also participate. The kickoff for this program
will start February 27, 2016. She introduced Cindy McCarthy and Melissa Johnson.
Cindy McCarthy, Traveling Physical Education Teacher, stated she taught 1st and 2nd grades for
27 years and then made the transition into physical education. She stated you get into the mentality
of the school you are in and want to help take care of the needs of the children. She explained
when she started telling the children they needed gym shoes, she realized how many of them did
not have them, with some children sharing shoes with their parents and other siblings. Sometimes
the shoes are too big or some will play in their socks. She went to Payless Shoe Store and they
helped with the cost of the shoes and socks. But the need is big and other children are seeing what
is happening. Ms. McCarthy has sought the help of Ms. Jonart.
Ms. McCarthy has found unless a child really needs shoes, they will not come forward and she
does not see possible abuse of the situation. She stated this is an ideal program to make all the
kids feel like they are on the same level. Her daughter came up with the name, Shoes for the Sole,
and Butte High School students came up with the logo. She has been asked by people how to
donate to the program. They are currently helping 3rd through 6th grade level but there is a need in
the junior and high schools.
Ms. Jonart stated this would be a K through 12th grade program and gave kudos to Ms. McCarthy
and Ms. Johnson.
Melissa Johnson, Dean, Butte High School Career Center, stated the career center team would
distribute the shoes and keep inventory of the shoes. She stated this was a positive program for
the children. She explained when it came to delivering shoes to the high school children, she
would deliver them so there was not any embarrassment.
Ms. Johnson explained there are forms for donations and the Career Center would send out “Thank
You” cards. A brochure has been made for all the schools and fundraising would be done for the
program. A social media page is also a possibility. She stated the children are excited for the
program and this will give a positive outlook for the Career Center. The program will kick off on
January 27, 2016 at 3:30 PM at the Career Center, with letters being sent to teachers and
counselors.
Item 4 – Update from BHS Student Representative
Katelyn Alley, Butte High School Representative, gave the following report:
The Butte High speech and debate team went to Missoula this weekend. R.J. Hyatt and Becca
Schnabel placed in semi-final in duo, Clint Connors made finals placements in Humorous
Interpretation and Expository and Shane Cox placed in finals in expository.
Butte high will be hosting a blood drive on Friday, January 29th. This will be a competitive blood
drive against Butte Central prior to the basketball match-up.
Jake Bentley broke three school records on Saturday in Great Falls. HE broke the 100 freestyle
and the 500 freestyle and the 200 freestyle record by more than 2 seconds. The 200 free mark was
held by Ethan Schrader and Jake Bentley’s father, Bob.
Butte High has finals starting this Wednesday. The schedule is as follows: Wednesday’s final is
6th period, Thursday’s will be 1st, 2nd, and 3rd periods, and Friday’s will be 4th and 5th period.

T.I.P. applications were distributed after break on January 4th and were due back on January 11th.
60 high school chaperones were chosen. The acceptance letters went out today.

Nicholls asked if there would be any restructuring taking place. Mr. Clague stated they are filling
positions for now and they will review after all has been filled.
Nichols asked if this might be a way to alleviate overtime. Mr. Clague stated it is a consideration.
Wold moved to approve the PAR as presented, second by Billteen, motion carried.
Item 8 – Approval of Memorandum of Understanding between Butte School District #1
and the Butte Teacher’s Union – Dennis Clague, Business Manager
Mr. Clague stated before the board they have a Memorandum of Understanding allowing a current
employee to take on additional duties.
Wold moved to approve, second by Billteen, motion carried.
Item 9 – Approval of Employment Contract for Payroll Supervisor – Therese McClafferty
Ms. McClafferty stated Alysha Blaskovich has been recommended for the position and the
contract is through June 30, 2016.
Wold moved to approve, second by Dauenhauer, motion carried.
Item 10 – Approval of Grant Application to One Class at a Time for Microscopes in 5th
Grade Curriculum – Kelly M. Rose, Emerson Elementary
Brenda Miner, Principal of Emerson Elementary, stated this grant was received from Montana
Tech.
Billteen moved to approved, second by Granger, motion carried.
Item 11 – Approval of Contract with SMA Architects for the Renovation of Butte High
School Auditorium – Judy Jonart, Superintendent
Ms. Jonart stated over the last several months they have been seeking architects for the renovation
of Butte High’s auditorium. She explained this includes all phases of the project. She has invited
Jason Davis, SMA Architects, to speak tonight, and added he is a Butte High graduate.
Wold moved to approve, second by Granger, motion carried.

Item 12 – Approval of the Alternative Delivery Method to Solicit Qualifications and
Request for Proposals for the Renovation of the Butte High School Auditorium – Judy
Jonart, Superintendent
Ms. Jonart explained this was for approval of the Alternative Delivery Method and she would ask
Jason Davis, SMA Architects, to explain. She stated she and Mr. Davis, have met at great length
to discuss this with Dennis Clague.
Jason Davis, SMA Architects, started with a personal note to say he was thrilled to be a part of the
project as the auditorium looks the same as it did when he was a student at Butte High. He stated
while it is a beautiful space, it is past its prime. The space is mainly plaster built in the 30’s. The
main focus is the IT side and it will be a complicated project. He stated while he is not sure what
all has to be done at this point, the historic nature of the building lends to the Alternative Delivery
Method.
Mr. Davis explained this process started between 8 and 10 years ago in the university system and
is a hybrid of the high/low bid idea. An RFQ/RFP is put out throughout the state requesting a
statement of qualifications. All contractors who apply are interviewed and this allows the school
district to meet the contractors before they are hired. This is in contrast to the low-bid method, a
process which is starting to phase out.
Mr. Davis stated many schools are starting to use the Alternative Delivery Method because it
makes the contractors part of the team from the beginning. The general contractor does not
necessarily do all the work; it still needs to bid out. This means the general contractor would have
to bid, as well, and it would put Butte School District in the driver’s seat.
Wold asked if they don’t still have to pick the lowest bid. Mr. Davis answered they don’t have to.
He explained in this method, if there is a problem in the low bid pack, they can throw out the bid.
Hepola asked what the projected start date was. Mr. Davis stated that was the challenge. He
explained they have a limited amount of time and the space is big. The big issue is the long lead
time and new seating should be ordered in March to be installed before school starts, for example.
The Alternative Delivery Method allows for them to order the seats early.
Ms. Jonart stated this method would eliminate many of the change orders that occur and they
generally have many during projects. She stated many have found this way to be successful and
it would save time and money.

There being no further business to come before the board, Trustee Billteen moved to adjourn,
second by Trustee Wold, motion carried. Vice-Chairperson Hepola adjourned the meeting at
5:47 p.m.

COMMUNICATIONS
Item 2 – Hillcrest Elementary Presentation with Recognitions – Susan Johnson, Principal
Ms. Johnson played a short video of the students of Hillcrest. She stated they have had a great
year and the students had fun making the video for the board.
Chairperson Boston stated they appreciated her time.
Item 3 – Montana High School Association Update – John Metz, Principal, Butte High School
Mr. Metz stated he was there to speak on the Montana High School Association, MHSA. He stated
it was the governing body for athletics and they had met in the third week of January. It usually
garners much press. Sunday was the day of committee meetings, with a committee for each
activity. He stated he was on the Wrestling Committee and they deal with changes requested by
the coaches.
Mr. Metz explained rule changes can occur during the meetings and each committee member for
each activity is from a different school. Monday the whole group came together. He explained
only principals could vote because this allows for voting from each school. AA has 50% of the

student population Montana but only has 14 votes total, so when it comes to change, it can be
difficult. He stated the smaller schools have more power, where 167 schools can vote.
There was a change to wrestling where there will be wrestling earlier in the week and they will
also allow for a 2 pound change. He stated Missoula Hellgate does not think it can fill a football
team and this has been an issue in the news lately. He explained much was spoken on regarding
the AA Conference Guidelines.
Mr. Metz asked the Board if they had any questions.
Trustee Nicholls stated she appreciated him telling them this information. She asked if they have
meetings ahead of time on issues they are going to vote on.
Mr. Metz stated the coaches will have meetings ahead of time and then come to the principals for
a “yea’ or “nay” answer. He stated these items come from the coaches first, then the Athletic
Director and then the principals. He also explained all the different sports activities have to be
treated fairly across the board and the principals may ask for them to justify their requests. He
stated they meet 3 times per year, with items implemented in the fall usually decided upon the past
spring.
Trustee Howery asked how the district was sitting with qualified officials.
Mr. Metz stated qualified officials was a big issue being faced by athletics. He stated the average
age of an official is 50+ years and it is a tough job. He explained they need to do better by them.
He also stated 20 to 24 year olds need to be recruited.
Trustee Howery asked if they have looked at putting a program in place to recruit qualified
officials.
Mr. Metz stated officials are currently being paid travel money when they come from somewhere
else and it is a good idea to put a program in place. He stated the officials themselves would recruit
others but the problem will get worse if they do not do something about it.
Trustee Howery stated a committee should be put together. Mr. Metz explained they have all seen
younger officials yelled at by a parent and then they do not see that official again. Anything to
promote a committee would be a good thing.
Trustee Howery stated Montana Tech has great kids to help.
Trustee Dauenhauer asked if 8th graders would be playing in C-school varsity programs.
Mr. Metz explained that they are throwing a young kid in with older kids and this can cause a
difficult situation. He stated local school boards had to vote to allow 8th graders to participate and
that it did not pass. He also stated that if it did pass, they would have kids showing up at different
schools to play.

Chairperson Boston asked if the MHSA thought of beginning a mentoring program.
Mr. Metz stated he has not heard of that spoken of in 11 years.
Trustee Wold stated the potential for harassment of younger players is frightening and asked if it
could come back on a school board if a student was harassed.
Mr. Metz stated they should let the students be younger for another year.
Item 4 – Update from BHS Student Representative – Katelyn Alley
The pep assembly took place last Thursday. The winter sports activities were recognized.
The class Poetry Out Loud competition took place last month with participating English teachers
choosing 3 students each from their classes. These students went to the school-wide competition
that took place last Thursday. The students who won will be moving on to the regional competition
in Butte this coming Saturday.
Jake Bentley won the 500 yard freestyle race as well as earning all-state honors for the fourth year
in a row. He also placed third in the 200 freestyle, posting a personal best time of 1 minute and
48.06 seconds, also breaking his own school record. Zach Johnson, Jake Bentley, Kyle and Trevor
Komm swam for relay team in the 200 and 400 freestyle placing 6th and 4th. The Butte High girls
also placed 12th in the 400 relay with Cynthia Trudgeon, Sidney Christie, Kennedi Ferriter and
Elsie Dickerson swimming.
Butte High Wrestling went to Bozeman for state this weekend. Five Butte High wrestlers placed:

Braxton Henningsen 3rd
Tyler Cassey 3rd
Clint Conners qualified for nationals in informative speaking. Shane Cox was 1st alternate in
informative speaking. Alyssa Cook took 3rd alternate in program oral interpretation. Shannon
Temple took 5th alternate in Lincoln-Douglas debate and Samantha Johnston and Gunther Clark
are 1st alternates in public forum.
Item 5 – Public Comment On Items Not On Agenda
None.
Item 6 – 1st Reading of Digital Academy Classes – Superintendent Judy Jonart
Superintendent Jonart wanted to point out changes; #11 change, all the courses were not part of a
student’s GPA. The change would make it part of a student’s GPA.

Chairperson Boston asked if it would make it an actual grade and Ms. Jonart stated it would.
Item 7 – 1st Reading of School Wellness – 2510 - Superintendent Judy Jonart
Superintendent Jonart stated language changes were needed and considerable work has been done
by Kurt Marthaller, which started last year. She explained it needed to be compliant with new
laws.
Item 8 – 1st Reading of Cell Phones and Other Electronic Equipment 3630 - Superintendent
Judy Jonart
Superintendent Jonart stated they are slowly updating things that need to be changed. She stated
this identified specific electronics when they have tried before to generalize it.
Item 9 – 1st Reading og Hiring Process and Criteria 5120 - Superintendent Judy Jonart
Superintendent Jonart stated this comes out of personnel and is for house-cleaning purposes. She
stated there is added language on the TB tests with an additional legal reference added.
Trustee Billteen stated he would like to recognize the policy committees and all the work they do.
Item 10 – Public Notice to Solicit Public Comment for the HVAC and Controls Upgardes at
Emerson Elementary - Superintendent Judy Jonart
Superintendent Jonart stated this is part of the Quality Schools Facility Grant and she needs to ask
for input. The approval of the grant would be next and this is a requirement needed. She stated it
has been publicly noticed and she is looking to solicit input.
Chairperson Boston asked if there was input from the audience. There was none.
Superintendent Jonart stated nothing was received in writing, either, and the deadline was that day.

Chairperson Boston stated there was an odd date under the “retirement” section.
Ms. McClafferty stated the employee did not provide 16 months’ notice.

Item 13 – Approval of Driver Education Director Contract – Therese McClafferty
Ms. McClafferty requested the Board’s approval of Mr. Josh Schad as the Driver Education
Director. Trustee Billteen stated Mr. Schad has already been appointed as director.
Trustee Nicholls moved to approve, second by Trustee Howery, motion carried.
Item 14 – Trustee Resolution Calling for an Election – Elementary District – Dennis Clague,
Director of Business Affairs
Mr. Clague stated that before the board is the resolution for an election in the elementary district.
He stated the levy election can be cancelled. He also stated this is being done a month earlier than
last year and the dates have changed regarding deadlines.
Chairperson Boston asked who the two 3-year terms are. Mr. Clague stated they are Trustee Linda
Sorini Granger and Trustee Becky Nicholls.
Chairperson Boston asked if there would be a levy this election. Mr. Clague stated by March 1st
he would know and he would then bring something before the board.
Trustee Billteen moved to approve, second by Trustee Dauenhauer, motion carried.
Item 15 – Trustee Resolution Calling for an Election – High School District – Dennis Clague,
Director of Business Affairs
Mr. Clague stated this was strictly for a levy, if they qualify, and it can be cancelled. He will be
able to report to board by March 1st.

Item 16 – Approval of Bentley Construction for the General Contractor/Construction
Manager for Butte High School Auditorium Renovation – Superintendent Judy Jonart
Superintendent Jonart stated the interview committee and the Butte High School Renovation
Committee recommend Bentley Construction. She explained they had requested qualifications in
writing and an interview. Bentley received the highest numbers. The school district appreciates
all those who applied and, with tonight’s approval, they can now start on the renovation project.
Trustee Howery stated she would like to echo Superintendent Jonart’s sentiments regarding those
who applied and is looking forward to seeing the process move forward.
Trustee Howery moved to approve, second by Trustee Nicholls, motion carried.
Item 17 – Approval to Increase the Tuition for the Driver’s Education Program – Josh
Schad, Director of Driver’s Education
Mr. Schad stated he is requesting this increase and that it is the first in over a decade. He stated it
would cover the increases in salaries, while still being in the lower end of tuition rates in the state.
Trustee Wold moved to approve, second by Trustee Dauenhauer, motion carried.
Item 18 – Approval to Advertise and Hire Instructors for the 2016 Driver’s Education
Program – Josh Schad, Director of Driver’s Education
Mr. Schad stated he was seeking approval to advertise and hire instructors for driver’s education.
Trustee Billteen asked how many would need to be hired.
Mr. Schad stated approximately 15 would be needed.
Chairperson Boston asked if there were two sessions.
Mr. Schad said yes.
Trustee Wold moved to approve, second by Chairperson Boston, motion carried.
Item 19 – Approval of Grant Application to One Class at a Time for School Camera –
Lindsey Randolph, Kennedy Elementary
Ron Ricketts, Principal, Kennedy Elementary, stated Ms. Randolph applied for this grant and it is
from Montana Tech and KXLF.

The Board of Trustees held a Regular Meeting on Monday, March 21st at 5:00 p.m. at the School
Administration Building with Chairperson Ann Boston presiding. Trustees present: Vice-
Chairperson Patti Hepola, Tom Billteen, Susanne Dauenhauer, Linda Sorini Granger., Kelly
Howery, Becky Nicholls, and Carol Wold. Also present were: Judy Jonart, Superintendent,

COMMUNICATIONS
Item 4 – Kennedy Elementary Presentation with Recognitions
Ron Ricketts, Principal, Kennedy Elementary gave a presentation. He stated the following:
Kennedy is in the process to become a “Bronze” MBI school.
The goal is to improve data and test scores.
They will be reviewed, including focus groups.
They will also look at a staff survey to improve moral.
The MBI team is Kristy Dallaserra, Jackie Delaney, Kerry Lowney, Kaila Sullivan,
Lindsey Randolph, and Ron Ricketts.
They have two trainings per month.
Mr. Ricketts showed a video regarding Kennedy’s participation in the program.
He stated the video shows why they should be an MBI school and they will continue to work
towards the “Silver” award. He stated he was looking forward to this year’s test scores. He also
stated they were working diligently towards a safety goal. He thanked the Board for allowing
the presentation.
Trustee Howery passed along a compliment given to her by a parent regarding the good behavior
of Kennedy students during a recent assembly at the school.
Mr. Ricketts spoke of a traveling choir from Pocatello that stopped by Kennedy for a show. He
stated it was a 69-person choir and the show was amazing.
Trustee Howery stated she has had children at Kennedy for almost 17 years. She commented the
portable classrooms at Kennedy are a hazard to the students.

Superintendent Jonart stated this is administrative cleanup and updating.
Item 8 – 1st Reading of Student Immunization – 3413
Superintendent Jonart stated this policy is being updated to include new regulations regarding
influenza and immunization records.
Trustee Billteen asked what the addition to “departments” meant. Superintendent Jonart stated it
was the Department of Public Health and Human Services.
Trustee Billteen asked if that should be clarified. Superintendent Jonart stated she would check.
Item 9 – 1st Reading of Equal Education, Non-Discrimination and Sex Equity – 3210
Superintendent Jonart stated that in reviewing Series 3000, she wanted to make sure the language
was the same. She stated this matches the Sexual Harassment Policy.

Superintendent Jonart stated this was a 2nd reading of Digital Academy Classes and the change
will be it will be part of a student’s GPA.
Trustee Dauenhauer asked what brought this forward. Superintendent Jonart stated the Pass/Fail
system was an easy way for students to get through courses and while some were taking more
advanced courses.

Superintendent Jonart stated there were quite a few changes to the policy and it had gone through
several revisions. She stated this was now a solid policy and encompasses the “wellness
philosophy”.

Item 16 – 2nd Reading and Approval of Cell Phones and Other Electronic Equipment –

Superintendent Jonart stated there were administrative changes made.

Item 18 – Approval of Annual 2016-17 Montana School Boards Association Dues and
Trustee Insurance
Superintendent Jonart stated the following:
The annual dies for MTSBA are $17,113.
They bill by average of budgets with about a 3% increase yearly.
They help with unemployment rates.
They help with policy.
Butte School District couldn’t do it without their help and guidance.
They help with the legislative process.
They also provide training.
Chairperson Boston asked if they are a part of the Montana Quality group. Superintendent Jonart
stated they work with them.
Trustee Granger moved to approve, second by Trustee Billteen, motion carried.
Item 19 – Approval to Purchase Seven (7) New School Buses
Jed Hoopes, Director of Transportation Building & Maintenance, stated this was a request to
purchase 7 new buses. He stated they applied for a grant and did not receive it. He also stated
he has been working with Mr. Clague and there is money to make the purchase. The money will
come from the bus fund.
Chairperson Boston asked if there was a trade-in value. Mr. Hoopes stated there was at $16,000
per bus.
Trustee Nicholls asked how many buses are there to replace in the next few years. Mr. Hoopes
stated they depreciate and are traded in regarding their depreciation value. He stated the buses
keep going up in price due to pollution control and computers and the current buses have
Cummings engines.
Superintendent Jonart stated they do have a depreciation list available.

Trustee Billteen asked how many buses there are in the fleet. Mr. Hoopes stated there are 30
total.
Trustee Billteen how new the newest buses were. Mr. Hoopes stated they are 2012.

Item 20 – Approval of the Middle School Summer Program
Kathy Cannon, Director of Special Services, stated students who attend the school summer
program are recommended for it.
Chairperson Boston asked if the number of students determined the number of teachers. Ms.
Cannon stated this was correct.
Trustee Billteen asked what the ratio was. Ms. Cannon stated there are 4 teachers for the whole
program.
Trustee Dauenhauer asked if there was a limit to the number of children who could attend. Ms.
Cannon stated no.
Vice-Chairperson Hepola moved to approve, second by Trustee Billteen, motion carried.
Item 21 – Approval to Advertise for the High School Credit Recovery Program
Kathy Cannon, Director of Special Services, stated this is offered to students who need credits.
It is only a pass/fail program with a strict attendance policy. She stated the teachers hired are
determined by the number of students.
Trustee Wold moved to approve, second by Trustee Granger, motion carried.
Item 22 – Approval to Advertise for the Extended School Year Speech Therapy Program
Kathy Cannon, Director of Special Services, stated this the 4th year the program has been offered
and the program has grown. She stated there are over 100 students and the teachers hired are
determined by the number of students.

Item 23 – Approval to Advertise for the K-12 Extended School Year Program
Kathy Cannon, Director of Special Services, stated the teachers hired are determined by the
number of students and the students have to be recommended to the program.
Trustee Nicholls asked if the classes were at the Career Center. Ms. Cannon stated they are.
Item 24 – Approval to Hire a Special Education Teacher
Kathy Cannon, Director of Special Services, stated this is for a teacher at Margaret Leary
Elementary School.

Item 25 – Approval of Exxon-Mobile Education Alliance Grant to East Middle School for

The Board of Trustees held a Regular Meeting on Monday, April 18th at 5:00 p.m. at the School
Administration Building with Chairperson Ann Boston presiding. Trustees present: Vice-
Chairperson Patti Hepola, Tom Billteen, Linda Sorini Granger, Kelly Howery, and Becky
Nicholls. Also present were: Judy Jonart, Superintendent, Therese McClafferty, Director of
Human Resource and Dennis Clague, Business Manager.

COMMUNICATIONS
Item 3 – SMA Architects Presentation regarding the Butte High School Auditorium Project
Becky Larson, SMA Architects, stated there had been one bid for the auditorium seating and the
seats are being ordered. She explained the bid for stage rigging was currently underway and the
project as a whole is on schedule. She showed before and after pictures of the project.
Trustee Howery asked how the entryway was being fixed. Ms. Larson stated there would be new
carpet, paint and a new ceiling with new lighting.
Trustee Howery asked if there would be sound deadening. It was explained that SMA was looking
at filling in the dead space.
Chairperson Boston asked if there was something about portable desks in the plans. Ms. Larson
stated there is and it would give the ability for testing and possible classroom use. She stated this
was a good facelift for the auditorium.
Superintendent Jonart stated SMA has been good to work with and they are professional and do
not miss details. She stated the auditorium project is a beautiful addition to Butte High School.
Item 4 – West Elementary Presentation with Recognitions
Pat Kissell, Principal, West Elementary, thanked the Board for being the host school this meeting.
He stated there were students here tonight to share with the Board what they have been working
on. He introduced Dylan Reynolds and Kera Moreno to the Board. They sang The Star Spangled
Banner to the Board and audience.
Mr. Kissell stated every morning at West Elementary is started with the Pledge of Allegiance and
the West Elementary Creed. He then gave a power-point presentation to the Board.

Item 5 – Update from BHS Student Representative
Katelyn Alley, Butte High School Student Representative, gave the following update:
Juniors at BHS will be administered the ACT test tomorrow, April 19th. Juniors will report to their
assigned classrooms between 8 and 8:15 a.m. Juniors will get out immediately after testing around
12:30 p.m. and freshman, sophomores, and seniors will report to school at 1 p.m.
HOSA students attended the state leadership conference on March 20th and 21st. At state, students
competed in a variety of events with students placing in the top 2 spots qualifying them for the
international conference in June. They had 5 teams/individuals qualifying for nationals:
1st Aid/CPR Cati Carmody and Maddie Hoff
Creative Problem Solving Quinn Cunnen, Caitlyn Shennan, and Cati Carmody
Interviewing Skills Lexi Challeen and Ashley Gamez
Med. Reading Kim Biere
The Germany kids left from Bozeman at 6:30 in the morning on April 6th. Twenty-two students
went. They flew from Bozeman to Salt Lake City to Atlanta. Then they boarded a 9 hour flight
to Stuttgart, Germany. Once there, families picked them up and spent four days with them and
around Germany. They have been to the Black Forest, a variety of castles, surrounding cities like
France, and made chocolate at the Ridder Sports Factory. They attend school three days a week
and will be returning on the 22nd of April.
HOSA will be hosting a spring blood drive on May 3rd.
Last Wednesday, Butte High held their annual Special Olympics swim meet. Twenty eight athletes
competed, with eleven from Butte High, six from East Middle School, three from Whittier, and
eight from West. The Butte High Swim Team helped the athletes. The local track and field meet
will be on May 4th at East Middle School.
Chairperson Boston asked how the practice was and Ms. Alley stated it was hard.

Item 7 – Butte School District #1 Accreditation Status
Superintendent Jonart stated the following:
She received a letter from the Montana Office of Public Instruction with the status of
each school.
All schools have received Level 1 status.
She is very pleased.
She appreciates the hard work teachers and administrators do.
Mr. Kissell spoke of accreditation and it does matter.
She is thrilled to report this to the Board.
She also gives credit to the trustees of the Board.
Chairperson Boston gave kudos to all the teachers and administrators.
Item 8 – 1st Reading of Sexual Harassment Reporting Form for Employees – 5012F
Therese McClafferty, Director of Human Resources, stated they have forms for other policies but
they do not have one for sexual harassment.
Item 9 – 1st Reading of Harassment Reporting Form for Employees – 5015F
Therese McClafferty, Director of Human Resources, stated this is similar to the previously
discussed form and that it will be available on the website.

Trustee Billteen stated he had a question regarding the travel request to Las Vegas. He asked if a
grant was paying for it. Mr. Metz stated that was included in the request.

Item 15 – Approval of the Butte School District #1 Audit Report for FY 2014-15
Dennis Clague, Director of Business Affairs, stated this is the audit report for last year and it came
back clean without any findings.
Chairperson Boston thanked Mr. Clague and his staff for the report. She asked him what the
trustees should read in the report. Mr. Clague said the Management Analysis and the summary
page.
Chairperson Boston asked what three groups were analyzed. Mr. Clague stated they were Striving
Readers, Title 2 Teacher Improvement, and Food Service.
Trustee Hepola moved to approve, second by Trustee Granger, motion carried.
Item 16 – Approval to Adopt a Resolution to Authorize the Disposal of Surplus Property
Dennis Clague, Director of Business Affairs, stated this is a request for a resolution to dispose of
surplus property that needs permission to be disposed of.

Item 17 – 2nd Reading and Approval of Education of Homeless Children – 3125
Superintendent Jonart stated the only change to 3125 is a slight change in legal references.

Item 21 – Approval for Request for Proposal of Network POE Switch Devices
Superintendent Jonart stated this is required for e-rate funding and allows the district Category 2
Services. She stated they are now allowed to put in an RFP for internal connections.
Trustee Howery asked if they were losing the discount on voice services. Superintendent Jonart
stated the voice costs are not high and they will gain more than they are losing.

Item 22 – Approval of Election Judges for the School District Election to be held on May 3,
2016
Dennis Clague, Director of Business Affairs, stated this is the list of judges for the upcoming
election and the precincts have been restricted to go from eleven precincts to seven. He stated he
had added a table in the Absentee Ballot Room, too.

Katelyn Alley gave the following update:
Softball will be heading down to Billings on Thursday, May 19th, to play Billings West for their
playoff game. State will be held in Kalispell the following weekend. Track divisionals for athletes
who qualified will be this Saturday, May 21st, in Billings. State will follow the next week in
Missoula on the 28th. Tennis traveled to Helena last week for divisionals. One team will be moving
on this week to State.
Seniors will be done with school next Thursday, May 26th. The Senior Banquet was held on May
12th. Tickets for admission were $5 and the event was held at the Front Street Station.
Cassagranda’s catered the event.
Twelve seniors accepted the Mariah’s Challenge scholarship.

Item 10 – Approval of the 2016-17 Staffing Projection
Therese McClafferty explained the staffing projections for the 2016-17 year.
Trustee Howery asked how many students are being forced-transfer. Superintendent Jonart stated
it is under 30 students this coming year. She stated keeping staff in balance has helped keep those
numbers low.
Trustee Gallagher moved to approve, second by Trustee Dauenhauer, motion carried.
Item 11 – Approval of Non-Renewal Notifications
Superintendent Jonart asked for the Board to look at Exhibit “A”.
Trustee Nicholls stated there were two non-tenured non-renewals.
Trustee Nicholls moved to separate and vote separately on the two non-renewals of the non-
tenured positions, second by Trustee Hepola, motion carried.
Trustee Gallagher moved to approve Exhibit “A” as amended, second by Trustee Hepola, motion
carried.

Chairperson Boston read the following:
The public is permitted to comment on the motion presently before the board. Any public
comment must remain germane to the motion. This means that a person may state whether they
support the motion to non-renew or oppose the motion to non-renew. The Board and the public
will not get into discussions about performance or start speculating about the “reasons” for the
recommendation. The Board’s function on a motion for non-renewal of a non-tenured employee
without cause is to accept or reject the motion so there may be limited Board discussion.

time. Chairperson Boston stated they would.

Trustee Gallagher moved to non-renew Chris Heiland, second by Trustee Howery, motion carried.
Trustee Howery moved for the Board to take no action regarding the non-renewal of Betty DeFord,
second by Trustee Nicholls, motion failed.
Trustee Hepola moved to non-renew Betty Deford’s contract. Second by Trustee Billteen, motion
carried.
Trustee Gallagher stated the following:
He understands this is heated and hard.
When it is a non-tenured position, it is hard to understand.
Non-renew means no explanation is needed.
The Board is voting in support of the non-tenure rule.
This teacher is not being dismissed.
He cannot go against the rules.
Trustee Howery stated she was glad the audience members were at the meeting and participated.
Item 12 – Approval to Advertise for Adult Basic Education Teacher for Summer School
2016
Superintendent Jonart stated this is for the summer school program for Adult Basic Education.
Trustee Hepola moved to approve, second by Trustee Gallagher, motion carried.
Item 13 – 2nd Reading and Approval of Sexual Harassment Reporting Form for Employees
– 5012F
Superintendent Jonart stated there are three policies for approval at the meeting. She stated 5012F
is a form to report sexual harassment.
Trustee Hepola moved to approve, second by Trustee Howery, motion carried.
Item 14 – 2nd Reading and Approval of Whistle Blowing and Retaliation – 5125
Superintendent Jonart stated this was the second reading for the policy and it was recommended
by the committee.
Trustee Hepola moved to approve, second by Trustee Dauenhauer, motion carried.

Item 15 – 2nd Reading and Approval of Harassment Reporting Form for Employees –
5015F
Superintendent Jonart stated this is the same type of form as presented in 5012F.

Item 16 – Approval to Adopt a Resolution to Authorize the Disposal of Surplus Property
Dennis Clague, Business Manager, stated this is to sell surplus assets and is requesting the Board’s
approval.

Item 17 – Approval of the Montana High School Association Annual Application and Fees
Remittance Form 2016-17
Chuck Merrifield, Athletic Director, BHS, stated this is for the annual dues and fees and it covers
concussions now.
Trustee Billteen stated “Drama” was not marked and asked if this was a requirement. Mr.
Merrifield stated there is not a Drama program at Butte High.
Trustee Hepola moved to approve, second by Trustee Dauenhauer, motion carried.
Item 18 – Approval for Early Entry into Kindergarten at Margaret Leary Elementary
Superintendent Jonart stated a student is requesting a 3-day early entry.
Trustee Gallagher asked if the student had been tested. Superintendent Jonart stated they had been
through testing and screening.
Trustee Gallagher asked if the principal of the school was in support of the request. Superintendent
Jonart stated he was.
Trustee Howery moved to approve, second by Trustee Nicholls, motion carried.
Item 19 – Approval of an Agreement with United States Department of Agriculture Forest
Service; Beaverhead-Deer Lodge National Forest Service
Superintendent Jonart stated this is a terrific opportunity for students to participate in the USFS
program and they will schedule the field trips, provide transportation and lunch to the students.
Chairperson Boston stated there had been an article in the paper where the Central students had
already participated in the program.
Trustee Dauenhauer moved t approve, second by Trustee Gallagher, motion carried.
Item 20 – Approval of an Agreement with M+R
Superintendent Jonart stated the following:
This provides services that work with our community group.
This is through SOARS.
They will come up with a needs-assessment.
They will prepare a strategic message and plan of action.
They will develop a plan regarding referrals.
They will provide an MOU.
We need to identify our role in the process.
We will develop approaches to getting the message out.

Trustee Billteen stated to echo Superintendent Jonart, this is a huge resource with over twenty
agencies represented in our community.
Trustee Hepola moved to approve, second by Trustee Howery, motion carried.
Item 21 – Approval of an Agreement with CompuNet, Inc. for POE Switch Devices
Superintendent Jonart stated the following:
She had come earlier to the Board with an RFP.
They received two proposals.
She recommends the CompuNet bid.
It is important to note they will only use this if they receive Category 2 funding.
Trustee Billteen asked what Category 2 funding goes through. Superintendent Jonart stated they
would apply for it when this passes the Board.
Trustee Billteen asked if the Butte High Career Center would be included. Superintendent Jonart
stated they would be.
Trustee Gallagher moved to approve, second by Trustee Billteen, motion carried.
Item 22 – Approval of a Memorandum of Understanding between Butte School District
and CCCS, Inc. SMART Program
Superintendent Jonart stated this would allow for more support for students and she is pleased to
offer this. She stated there would be counselors available when needed and this is at no cost to the
district.
Trustee Gallagher asked if the counselors would come to the schools. Superintendent Jonart stated
they would. She explained she had spoken at great length with CCCS and this will be flexible for
the students.
Trustee Dauenhauer moved to approve, second by Trustee Howery, motion carried.
Item 23 – Approval of the Butte High School Auditorium Renovation Update and
Agreements
Jed Hoopes, Facility and Maintenance Director, stated the following:
They have done the bid packages.
They are putting together a guarantee maximum price.
The construction cost is $1.954 million.
Two agreements need to be entered into.
This is a new process.
Trustee Howery asked how the process was progressing. Mr. Hoopes stated there are more
meetings and bid packages and more costs for advertising.
Superintendent Jonart stated the process has been positive and this way of bidding has allowed
them to get ahead of the project. She also stated SMA has been very patient with her.
Trustee Hepola moved to approve, second by Trustee Billteen, motion carried.
Item 24 – Approval of the Montana Preschool Development Grant
Superintendent Jonart stated the following:
She is pleased to present this grant.
Butte was one of the few communities allowed to bid the grant.
It is approximately $825,000.

The first year is a planning year.
Second year will go into full implementation.
We will be on the cutting edge of preschool.
This is a win/win for Butte.
Headstart kids will go to school 5 days a week with a longer school year.
There is money to provide summer programs, as well.
Trustee Gallagher stated this is a bonus for the district and it is important they enhance this.
Trustee Gallagher moved to approve, second by Trustee Nicholls, motion carried.
Item 25 – Approval to Submit the Arts in Schools and Communities Grant
Mike Kujawa, Butte High School Art Teacher, introduced River Newman. He stated Mr. Newman
found this grant and put it together. It is a $25,000 grant.
Chairperson Boston asked who would be teaching this program. Mr. Kujawa stated Mr. Newman
would be.
Mr. Newman stated Butte High School would be the only public school in the United States to
offer this program.
Superintendent Jonart thanked Mr. Kujawa and Mr. Newman for all their extra work.
Chairperson Boston thanked Mr. Kujawa and Mr. Newman for their work on the grant.

Item 26 – Grant Application – Montana Wild Transportation Grant
Superintendent Jonart stated this was Mr. Murto’s annual grant application.

Brenda Miner, Principal, Emerson Elementary School, asked the Board for approval of the grant.
She stated it has been quite a project.

district and that is Butte. She also stated Ms. Pomroy did an excellent job in getting Butte School
District to 100% compliance.

Item 11 – Approval of Proposed East Middle School Handbook Changes for 2016-17
Larry Driscoll, Principal, East Middle School stated the following:
The Board has last year’s handbook and the proposed changes for the upcoming year.
There is added information is regarding Infinite Campus.
There is information regarding the hot lunch program.
There is information regarding immunizations.
Updated electronic devices information.
Detention wording added.
Other generic changes were also made.
Superintendent Jonart asked if the changes to immunizations follows the new policy. Mr.
Driscoll stated yes.
Trustee Howery moved to approve, second by Trustee Boston, motion carried.
Item 12 – Approval of the 2016-17 Trash Removal Proposal and Agreement with McGree
Trucking
Jed Hoopes, Facilities Director, stated the current agreement expires on June 30, 2016. This new
one will run from July 1, 2016 through June 30, 2017. He stated it is for $37,646.72.
Trustee Wold moved to approve, second by Trustee Billteen, motion carried.
Item 13 – Approval to enter into an Agreement with Kestle Architects for design and
solicitation of bids to provide a new roof system at the Food Warehouse Building
Jed Hoopes, Facilities Director, stated the existing roof needs to be replaced. He stated the total
cost is $160,600.00, including design.
Trustee Gallagher asked what the timeline is. Mr. Hoopes stated it would hopefully be before
October this would start. He stated the roof is currently leaking and food is housed in the building.
Trustee Gallagher moved to approve, second by Trustee Billteen., motion carried.
Item 14 – Approval to Apply for Butte School District #1 to become part of the MY
STUDENT IN NEED Program
Jim O’Neill, Curriculum Director, stated the following:
He attended a homeless education workshop.
This is a 501c3 program.
It is a great program that will help students with basic needs.
The newspaper will publish the needs once a week.
It is at no cost.
He needs a letter from Superintendent Jonart.

Item 15 – Approval to enter into an Agreement with Noble Software Group
Jim O’Neill, Curriculum Director, stated this is an agreement that will be funded through the
Montana SOARS grant. He stated in past experience, some needs cannot be met through schools
and the Noble system is an electronic referral system. He stated this is a win/win for the children.

Item 16 – Approval of Lewis and Clark Public Health Contract
Jim O’Neill, Curriculum Director, stated this is for training on the Noble Software for people in
our community.
Trustee Gallagher asked if everyone could use this. Mr. O’Neill stated anyone who participates
in the program can use it.
Trustee Billteen stated this will be invaluable to the community and good for the school district
to take the lead on this.
Trustee Dauenhauer moved to approve, second by Trustee Gallagher, motion carried.
Item 17 – Approval of Listed Butte High School Organizations and Clubs for the 2016-17
School Year
Superintendent Jonart asked the Board to see the attached list of clubs and organizations.
Trustee Billteen stated he was unfamiliar with “React”. Brenda Floreen, Vice-Principal, Butte
High School, stated it was an anti-tobacco program.
Trustee Wold moved to approve, second by Trustee Boston, motion carried.
Item 18 – Appointment of Trustee Tom Billteen as the Butte Delegate to the Montana
School Board Association
Trustee Boston asked Trustee Billteen if he would be willing to serve.
Superintendent Jonart stated she would like to appoint him to the position.

Item 19 – Grant Application – Title I School Support for Mathematics
Jim O’Neill, Curriculum Director, stated East Middle School is eligible to apply for this grant and
he is pleased it is a math grant. He stated East jumped at the opportunity to apply for it. He also
stated this was similar to the Striving Readers grant in that it is to offer support on instruction.

Item 20 – Grant Application – Fuel Up tp Play 60 School Nutrition Equipment
Superintendent Jonart stated this is for equipment for the schools. She stated it is for fruit
wedgers and finger scanners.
Trustee Howery asked if the finger prints would be stored locally. Superintendent Jonart stated
they would be in the cloud on Infinite Campus.
Trustee Howery asked if there were any security issues. Superintendent Jonart stated it was very
secure and she was confident about the security.

Item 21 – Grant Application – Montana Wild Transportation & Lodging
Larry Driscoll, Principal, East Middle School, stated this is for a grant for the students to visit the
center.

Item 3 – East Middle School STEM/Computer Science Exploratory Teacher Position
Superintendent Jonart stated she was happy to present this pilot program. She stated they had a
retirement at the end of this past school year and the absence has left a gap. Instead of offering
sewing, the STEM program will be offered. It gives kids a hands-on opportunity and the kids will
enjoy it. She stated the program requires extensive training and the goal this year is two modules.
The following year it will add Computer Science II. She also stated this will allow every student
to at least have one semester with the program.

Item 7 – Approval to Hire Homebound Instructors
Kathy Cannon, Director of Student Services, stated this is a request to hire up to eight homebound
instructors. She stated they work 3:31 to 5:31, four days a week.
Trustee Nicholls asked what has caused the increase in students. Ms. Cannon stated there had
been a decrease in students and the instructors they have had have done a nice job of transition
plans. She stated it is typically a 6-week program.
Trustee Billteen moved to approve, second by Trustee Hepola, motion carried.
Item 8 – Approval to Advertise and Hire for ROCKIES Program
Superintendent Jonart stated this includes the summer programs of 2017.
Trustee Nicholls moved to approve, second by Trustee Gallagher, motion carried.
Item 9 – Approval of the Time Management and Tyler Technology Web Portal
Dennis Clague, Director of Business Affairs and Clerk of the Board, stated this has been
undertaken to update the technology. He stated it is an electronic timesheet for employees and
will reduce the time taken on paper timesheets. He also stated the web portal is a web-based
application for employees to pull their paystubs. This will also help those in Payroll.
Trustee Nicholls asked if the system is a clock-in procedure. Mr. Clague stated yes and this would
only be used with hourly employees. He stated the initial roll-out will be an electronic timesheet
and by this time next year, it is his goal to be using the clock-in feature.
Trustee Nicholls asked if there would be a time computer at the schools. Mr. Clague stated yes.
Trustee Hepola asked what makes this a legal document. Mr. Clague stated it allows for a digital
signature.

Item 10 – Approval of Memorandum of Understanding between Butte School District #1
and Butte-Silver Bow
Dennis Clague, Director of Business Affairs and Clerk of the Board, stated the Student Resource
Officer agreement provides for two officers. He stated Butte School District is responsible for the
pay of the junior officer and this includes an approximate $3,000 increase.
Trustee Hepola moved to approve, second by Trustee Billteen, motion carried.
Item 11 – Approval of Memorandum of Understanding between Butte School District #1
and Big Brothers Big Sisters Based Mentoring Program
Superintendent Jonart stated this is an annual MOU and is an ongoing and successful program.

Item 12 – Approval of Contract between Butte School District #1 and 2nd Judicial District
Youth Court
Superintendent Jonart stated this provides $55,000 of funding and has been extremely successful.
Trustee Billteen stated this had been a successful year and only one person in the program reverted.
Trustee Nicholls asked how many are in the program. Trustee Billteen stated there are over 100
and not all are juvenile referrals.

Jed Hoopes, Facilities, Maintenance & Transportation Director, stated the routes have not changed
too much and there are 24 routes.

Item 14 – Approval of Melrose Bus Stop
Jed Hoopes, Facilities, Maintenance & Transportation Director, stated the Beaverhead
Superintendent requested this. He stated they have been doing this for two years and he would
recommend approval.

Item 15 – Approval of Rocker School District Transportation Area Route Extension
Jed Hoopes, Facilities, Maintenance & Transportation Director, stated this is to transport students
in Ramsay and it has been allowed in the past.

Item 16 – Approval of Memorandum of Understanding between Butte School District #1

Kathy Cannon, Director of Student Services, stated this is an annual contract with Ms. Johnson.

Kathy Cannon, Director of Student Services, stated Dr. Kalarchik provides audiological services
to the students.

Item 18 – Approval of Comprehensive School and Community Treatment Services
Contracts
Kathy Cannon, Director of Student Services, stated these are annual contracts. She stated all the
schools have behavioral therapists and they are set to de-escalate situations.
Trustee Billteen stated he was curious to see if there is an opportunity for both entities to present
to the Board. He stated it would nice to see where they are and it would benefit the Board to have
an update. Ms. Cannon stated she would be happy to arrange it.
Superintendent Jonart stated she would look at the current list of presentations.
Trustee Hepola stated 2 to 3 years ago she remembered having these presentations from mental
health. She asked if there will be a clash of mental health professionals with the clinics coming
into the schools. Ms. Cannon stated all the entities seem to work well with each other.

Item 19 – Approval to Excess Surplus Textbooks
Superintendent Jonart stated this is a request to surplus outdated textbooks which have to be
updated every seven years.

Item 20 – Approval of Title I Position – East Middle School Reading Coach
Superintendent Jonart stated this position has always been in existence. She stated that after a
retirement, they held back initially on hiring someone but preliminary allocations show they can
sustain the position.

Item 21 – Approval for Use of the Athletic Training Services from St. James Healthcare
Larry Driscoll, Principal, East Middle School, stated in lieu of concussion information, it has been
found this is necessary and an addendum to the current contract.
Trustee Gallagher moved to approve, second by Trustee Hepola, motion carried.
Item 22 – Approval for Melissa Riley, Rochelle Ryan, Cori MacMillan, and John Magnus
to be granted four business days to chaperon students on a trip to New York City and
Washington D.C.
Larry Driscoll, Principal, East Middle School, stated last year was the initial trip to NYC and it
was a big success. He stated he is asking for four days for four teachers this year.
Trustee Gallagher thanked Mr. Driscoll for the tip as his daughter attended last year.

Item 23 – Approval of Request for Meal Price Increase
Kurt Marthaller, Director of Central Services, stated the increases are for students and adults. He
stated there has not been an increase since 2014 and this would bring them in line with other AA
schools.
Trustee Nicholls thanked Mr. Marthaller for his diligence, time and effort.

Item 3 – Professional Development Training Schedule
Judy Jonart, Superintendent, passed out an updated training schedule on PIR Days. She stated the
classified training will start August 30, 2016 and it is imperative the employees have this training.
She pointed out the list of training for the certified staff from the Curriculum Office and stated
there is an informational handout for all the policy meetings.
Trustee Boston clarified this is for informational purposes only.
Item 4 – PayneWest Overview Presentation
Rody Holman thanked the Board for its continued patronage. He spoke of the long standing
relationship PayneWest has with the Butte School District. He stated there was currently a 3-year
contract with no more than a 6% increase per year. He also stated there are added coverages this
year, with a recently added Travel Accident Coverage.
Mr. Holman stated they add value beyond the insurance policy and the premiums for Worker’s
Compensation is under $300,000. He stated this was achieved by safety training and hard work.
He also stated the Butte School District Administration has been remarkable.
Trustee Boston thanked Mr. Holman for his work with the Butte School District.

Item 7 – Approval to Increase Scheduled Hours for Accounting Bookkeepers
Dennis Clague, Director of Business Affairs and Clerk of the Board, stated this request is to
increase hours for the two bookkeepers and to help manage the workload they carry.
Trustee Boston asked if the union was in favor. Mr. Clague stated they are.
Trustee Hepola moved to approve, second by Trustee Wold, motion carried.
Item 8 – Approval of Proclamation of Septemeber as “Attendance Awareness Month”
Judy Jonart, Superintendent, stated the following:
She is requesting to proclaim September as Attendance Awareness Month.
When students have chronic absenteeism, they could drop out by high school.
Just this year, 3rd graders with a 98% attendance rate scored 88% or above grade level.
It is imperative that kids are in school every day.
She wants to make this positive.
Being in school helps all the students.
Karen Sullivan, Director of the Butte-Silver Bow Health Department, wrote an article in
the Montana Standard for Butte School District #1.
This brought volunteers forward.
Good attendance is a soft skill for employers in the future.
This is a positive approach.
Trustee Billteen stated he is very excited for this and hopes the community will pay attention to it.
Trustee Nicholls asked if there were incentives in place. Superintendent Jonart stated she is getting
a committee together to help with incentives and Montana Tech is also willing to help. She stated
it might be different at each school.
Trustee Howery stated having someone reach out may help and plus there is the social aspect of
missing school.
Superintendent Jonart stated there are people who want to help with this.
Trustee Hepola moved to Howery, second by Trustee Billteen, motion carried.

Item 9 – Approval to Add Attached Language to Elementary Handbook
Judy Jonart, Superintendent, stated the only changes being made are to add the reunification
process. She stated the form is in the handbook and readily available to all parents.
Trustee Billteen moved to approve, second by Trustee Gallagher, motion carried.
Item 10 – Approval for the Clinical Affiliate Agreement between Butte School District #1
and Montana Tech
Judy Jonart, Superintendent, stated this is an annual agreement with Montana Tech and it
includes malpractice insurance.
Trustee Gallagher moved to approve, second by Trustee Boston, motion carried.
Item 11 – Approval of Contract for Interquest Detection Canines for the 2016-17 School
Year
Judy Jonart, Superintendent, stated this is an annual contract with a total cost of $4,050.00.
Trustee Wold moved to approve, second by Trustee Dauenhauer, motion carried.
Item 12 – Approval of Memorandum of Understanding between Butte School District #1
and Butte-Silver Bow Stodden Park
Judy Jonart, Superintendent, stated she is pleased to bring this forward. She stated this gives the
right to use the softball field and the new locker rooms and will give the girls a home and
scheduling priority. She also stated it includes a one-time payment.
Trustee Howery asked how this compares to other agreements. Trustee Gallagher stated the
difference is in the facilities and it has been worked out to be a real balance for the girls. He stated
in the past, the agreement was year-to-year.
Trustee Howery asked if the agreements were staggered. Superintendent Jonart stated the payment
to the Bullock Field is annual. Trustee Gallagher stated there is not a charge for the golf or tennis
courts, either.
Trustee Wold moved to approve, second by Trustee Hepola, motion carried.
Item 13 – Approval of Memorandum of Understanding between Butte High School/Butte
High Career Center and Jobs for Montana Graduates
Judy Jonart, Superintendent, stated this is a class teaching soft skills and has been taught in the
past by a teacher from the Human Resource Council. She stated they have now agreed to partner
with Jobs for Montana Graduates for two of Butte School Districts teachers to teach the class. She
also stated this is a $15,000.00 turn-around for the Butte School District.
Trustee Howery asked if previously the Human Resource Council kept track of the data.
Superintendent Jonart stated that was correct.
Trustee Dauenhauer asked if this class is for the whole year. Superintendent Jonart stated it is.
Trustee Dauenhauer moved to approve, second by Trustee Wold, motion carried.
Item 14 – Approval of Agreement between Butte School District #1 and the Human
Resource Council, District XII/Action, Inc.
Judy Jonart, Superintendent, stated this came to her to ask if they were interested in leasing a
parking lot south of the Craven Garage. She stated the lease agreement is attached for review. She
also stated she spoke with the administration and they do not have a problem.

Item 15 – Approval of Memorandum of Understanding between Butte School District #1
and Ramsay School District
Kathy Cannon, Director of Special Education, stated this is an annual agreement and travel would
be required once a week.

Item 16 – Approval of Memorandum of Understanding between Butte School District #1
and Melinda Schott, Mobility Specialist
Kathy Cannon, Director of Special Education, stated this is a one-year agreement and she will
travel from Missoula.
Trustee Boston asked if she had a history of teaching braille. Ms. Cannon stated Ms. Schott does
have a history of braille and would provide information regarding this benefit to the student.
Trustee Hepola moved to approve, second by Trustee Dauenhauer, motion carried.
Item 17 – Approval to Advertise the 2016-17 Fall/Winter Adult Community Education
Class List
Kathy Cannon, Director of Special Education, stated this is a request for the start of the 2016-17
Adult Education Program.

Item 18 – Approval of Memorandum of Understanding between Butte High School and
Montana Tech
Judy Jonart, Superintendent, stated IT classes were being offered and this is an agreement for a
grant.

Item 2 – East Middle School Presentation
Larry Driscoll, Principal, East Middle School, stated the following:
He thanked the Board for their time.
Enrollment is a little down by 5 or 6 students.
East Middle School has made big gains in ELA scores.
They need to work in math areas.
Many activities that occurred during the summer include “Project Lead the Way”.
Landscaping was done in front of the building.
They implemented an athletic trainer at the school.
New social studies books have been purchased for the 7th and 8th grades.
The cafeteria was painted.
They have new teachers this year.
Item 3 – Update from BHS Student Representative
Katelyn Alley, Butte High School Student Representative, stated the following:
Clubs at Butte High are starting this week, including, Student Council, Student Bodies, Excel Club,
Art Club, HOSA, TASC, and Key Club.
Dog Days – Butte High recently held their first ever Dog Days at Butte High on September 9th.
Freshman had a chance to walk around and see all the clubs offered to them at Butte High.

Sports – Butte High sports are in full swing. With Butte High football facing CMR at home. Golf
will be heading to Bozeman for their final tournament before state. Cross Country will run in
Missoula.
Homecoming – Homecoming Week is October 3rd through October 7th. The homecoming theme
days are Monday, decade day, Tuesday, color day, Wednesday, cowboy day, Thursday and Friday,
spirit days. On Friday, there will be a pep assembly and following that will be the parade.

Therese McClafferty, Director of Human Resources, stated Ms. Hayden is the recommended
candidate for the position and is asking for the board’s approval.

Item 10 – Approval of Memorandum of Understanding between Butte School District #1
and the Human Resource Council District XII
Kathy Cannon, Director of Special Services, stated this is an annual MOU that provides special
education services to Headstart partners.
Superintendent Jonart asked if they were good with this name on the contract as they are in the
middle of a name change. Ms. Cannon stated Barb Brophy worked on the contract and there was
not a conversation regarding the name change.
Trustee Hepola moved to approve, second by Trustee Gallagher, motion carried.
Item 11 – Approval of Memorandum of Understanding between Butte School District #1
and Marnie Prigge
Kathy Cannon, Director of Special Education, stated this MOU provides supervision and Ms.
Prigge is a speech therapist.
Trustee Howery stated it says in the contract this is 6 hours per day, 5 days a week but it is limited
to 90 hours per month.
Ms. Cannon stated that Ms. Prigge may need to go into overtime some months.
Trustee Howery asked if the contract should be amended. Ms. Cannon stated it could be done.
Superintendent Jonart stated that is an error in the contract.

Item 2 – Emerson Elementary School Presentation
Brenda Miner, Principal, Emerson Elementary School, stated the following:
Ms. Miner and Ms. Shaw gave a power-point presentation.
The theme for their school year id “Hero’s”.
They are portraying the teachers as Heros.
Item 3 – Update from BHS Student Representative
Katelyn Alley stated the following:
Golf finished their season in Billings at the end of last month. Three Butte High athletes earned
all-state honors by placing in the top 15. Houston Green took 4th place, Isaiah Weldon took 11th
and Alexis Williams finished 7th. Both teams placed 7th out of 14 teams.
Girls’ soccer will have playoff game in Great Falls Tuesday at 3:30. Boys’ soccer will have a
playoff game against CMR at 3:00 in Butte at the Jeremy Bullock Complex.
Homecoming Week was October 3rd through 7th. Homecoming were as follows: Monday Decade
Day, Tuesday Color Day, Wednesday Cowboys and Cowgirls Day, Thursday was originally
Halloween Day but was switched to Twin Day die to safety concerns and Friday is Spirit Day.
Friday there was a Pep Assembly to introduce all sports and royalty. Royalty Court was as follows;
Abby Dodge, Kaity McGruder, Payton McGrath, Hannah Colvin, Katelyn Alley, and Mar Sorini.
Jorey Thatcher, Bryce Gallagher, Ethan Pezdark, Jacob Masters, Tyler Vetter and Brian Lafond.
A parade was held and the evening wrapped up with the football game, crowning of royalty at half
time and a dance after the game which was sponsored by Travel Club and Student Council.
The FAFSA is now open for all seniors to apply. The FAFSA priority deadline for most schools
in Montana and the rest of the country is December 1st. The University of Montana has set their
priority deadline at November 15th. There will be a student and parent FAFSA Completion Event
held from 6:30 to 8:30 PM in the library on Wednesday night, October 19th.

Free College Application Week is October 31st through November 4th. During this week, students
can apply to most Montana colleges for free. There will be a college Application Night Tuesday,
November 1st at 6 pm through 9 pm at the Butte High Library.
Sign-ups for the PSAT are now open until October 17th at 3 pm. The cost is $16 to take the test.
Both sophomores and juniors can take the test to prepare for the SAT. The test will be given on
October 19th.
Montana History Club held their annual Ghost Walk this Saturday at the Art Chateau. It was a
major success and fundraiser for the club.
Next month HOSA will be hosting their annual blood drive at Butte High where students can
donate blood.

Superintendent Jonart stated this is an annual MOU.

Item 9 – Approval of Contract between BSD #1 and Human Resources Council – Action,
Inc.
Superintendent Jonart stated this provides the opportunity for disadvantaged students in the district
and allows for after-school work. She stated the students will be paid by HRC.

Item 10 – Approval of Vocational Rehabilitation Contract between BSD #1 and the State of
Montana, Department of Public Health and Human Services
Superintendent Jonart stated the following:
This is a collaborative effort.
It is a very complicated program.
It has more emphasis on pre-employment soft skills.
It has the potential of collecting $71,000 in benefits for the kids to be prepared for
careers.
She is excited to offer this to the students.
Trustee Howery asked if these were new monies. Superintendent Jonart stated the money is being
re-shifted to pre-employment activities.
Trustee Wold asked if this program was for current Butte High students. Superintendent Jonart
stated the program is just for the high school.
Trustee Billteen moved to approve, second by Trustee Boston, motion carried.
Item 11 – Approval of Office of Public Instruction School Nutrition Equipment Grant
Kurt Marthaller, Director of Central Services stated he was requesting approval to submit the grant
for a new oven at the high school.

come out of his budget.

Item 12 – Approval of Naranche Stadium Project Change Order
Jed Hoopes, Facilities, Facility Director, stated he is requesting approval of this change order for
$10,000+.

Item 13 – Approval to Increase Scheduled Hours for Administrative Assistant
Kathy Cannon, Director of Student Services, stated she was seeking approval to increase her
administrative assistant’s hours from 7.5 to 8 each day.

Item 14 – Approval of Title I School Support Math Grant Consulting Services
Superintendent Jonart stated this was a requirement of the previously approved grant.

The Board of Trustees held a Regular Meeting on Monday, November 21, 2016 at 5:09 p.m. at the
School Administration Building with Chairperson Ann Boston presiding. Trustees present were

Item 4 – PayneWest Presentation
Rhody Holman, PayneWest, stated the following:
He has worked for 5 years on the Worker’s Compensation insurance with Butte School
District.
Hats off to Butte School District #1 regarding their worker’s compensation.
He sat down with Superintendent Jonart and the administration not too long ago.
4 years ago it was in a crisis mode.
It was 37% higher than another similar situation.
In time, the Butte School District has turned this around.
It is important to note that they must keep working at it.
It only benefits everyone involved.
He delivered a dividend check last week.
Chairperson Boston stated she appreciated all Mr. Holman’s work.
Superintendent Jonart stated they have not had one issue with training and this is a great partnership
with PayneWest. She also stated Butte School District has taught its employees to work safer and
training is always available. She added it is really about keeping the employees healthy.

Superintendent Jonart stated this aligns the policy with state law and takes out all of the “maybe”.
She stated it makes it more concise.

Superintendent Jonart stated this was an optional, but important, change. She stated it is aligned
with state and CBA language.
Item 8 – 1st Reading of Driver Training and Responsibility – 8123
Superintendent Jonart stated this was a required change and they currently don’t have a policy.

Jed Hoopes, Facility Director, stated this is a change order for the West parking lot.
Trustee Gallagher asked who is responsible for the locates. Mr. Hoopes stated if the Butte School
District has to do it, they would bring someone in but in this case, the city’s records were used.
Trustee Gallagher asked if in the general scope if it on the city to do it. Mr. Hoopes stated they
were told it came from the city.

John Metz, Principal, Butte High School, stated the following:
• They have 81.40 certified staff members.• They have 29 support staff members.• There are 34 types of activities at Butte High School.• There are 43 sponsored clubs.• New college courses, auditorium, field turf, annex heating/cooling system and
refurbished bathrooms.• He explained 10 years of enrollment data.• Challenges they face: attendance and transfer students.
Chairperson Boston asked how Coronation was. Mr. Metz stated it was very good with a greatturnout. He stated the kids had fun.
Item 3 - Recognition of Superintendent Judy Jonart as Educator of the Year by BLDC
Chairperson Boston stated Superintendent Jonart was selected as Educator of the Year by BLDC.She stated she would like to recognize her hard work.
Item 4 - Update from BHS Student Representative
The following was submitted by Katelyn Alley:
Coronation took place on November 24th. 600 tickets were sold and royalty was crowned. SeanStaples as king and Chelbe Cashell as queen.
On the 24ththere was also the annual Butte School District food drive. 64 baskets were made anddelivered to families in need around the community. In those baskets was enough food forThanksgiving dinner and a week after. There was great participation from the high school andalmost all the grade schools.
Winter sports are in full swing.

The wrestling duals took place on Friday, December 9th• The bulldogs finished 3-3. The Bulldogsare back in action next weekend when they travel to Great Falls for the CMR Holiday Classic.
The Butte High swimming teams placed second in combined standings Saturday at the Butte HighInvitational at the Butte Family YMCA. The Butte High boys took second, while the Bulldog girlstook third. Missoula Hellgate swept the team titles for the combined championship.

Chairperson Boston asked if Ms. McClafferty if she could explain the AmeriCorps Volunteers.
Ms. McClafferty stated they will help with SOARS.

Item 8 - 2nd Reading and Approval of Abused and Neglected Child Reporting - 5232
Superintendent Jonart stated this is the 2nd reading and this was revised by the MTSBA.

Item 9 - 2nd Reading and Approval of Military Leave - 5322
Superintendent Jonart stated it was recommended to make the policy more flexible.

Superintendent Jonart stated the changes to the policy were recommended by MTSBA.

Item 11 - Approval of M+R Contract
Jim O'Neill, Curriculum Director, stated the following:
• They are currently in the third year of the SOARS grant.• They are fortunate to receive it.• The main goals of the grant is to development a healthy community and healthy schools.• They have implemented much in the district.• They are addressing the needs of the students.• It is also a community-wide grant.• He is asking for approval of the contract.
Trustee Billteen stated he would like to commend Mr. O'Neill and his work and role in the grant.He stated he has been on some of the committees and it is a positive environment.
Trustee Gallagher stated he would like to invite SOARS to any of the venues they have and wouldlike to encourage healthy communities.
Superintendent Jonart thanked Mr. O'Neill and SOARS. She stated the grant has made a hugedifference and they have learned significant things through it. She stated she is very appreciative.
Trustee Gallagher moved to approve, second by Trustee Billteen, motion carried.
Item 12 - Approval of Harvest of the Month Mini Grant
Kurt Marthaller, Director of Central Services, stated he was asking approval to submit this grantbecause smaller grants do help.
Trustee Wold moved to approve, second by Trustee Billteen, motion carried.
Item 13 - Approval to Solicit Proposals for Telecommunication Services
Superintendent Jonart stated this has to do with the E-Rate application and discounted services.She stated she hopes to receive more than one response and they had recently received a fundingdecision letter from E-Rate.
Trustee Billteen moved to approve, second by Trustee Gallagher, motion carried.
