01 PrOjECT CONTExT

iNTrOdUCTiON Convic have been commissioned to deliver the Youth Activity Area associated with the proposed foreshore redevelopment in Busselton.

This site is identified within the Busselton Foreshore Masterplan 2013, which is a strategic document that outlines the overall spatial and physical approach to the regeneration and future developments of Busselton Foreshore. The Busselton Youth Activity Area (BYAA) represents a key and central part of the Masterplan.

The development is an opportunity to develop an active community and help provide improved youth provision within the Shire. It will further enhance Busselton as a tourist destination, attracting people from far and wide.

The following report outlines the development of the concept design, reflecting the community consultation.

01 PrOjECT CONTExT

siTE CONTExT The site for the proposed BYAA is located to the east of the main foreshore heart, in Yoganup Reserve and fronts onto Busselton’s iconic Geographe Bay. The site is also in close proximity to the vibrant central foreshore precinct and the famous Busselton Jetty, the longest in the southern hemisphere.

The existing site is currently an informal reserve containing play items which are to be relocated within the proposed design.

With the removal of Scout Road and the extension of Brown Street the site now has the opportunity to create strong connections west, to the central foreshore area. To the east of the site (across Brown Street) sport pitches provide formal recreational opportunities. Access to the site will be provided from the South West.

The site has a strategic position and frontage directly onto the foreshore area, which is a key spine and public realm hub for the Busselton community.

01 PrOjECT CONTExT

dEsigN BACKgrOUNd + VisiON As part of the initial funding application a design vision was established in order to guide the projects intent. This is as follows:

FUNdiNg APPLiCATiON dEsigN VisiON The Busselton Youth Activities Area offers a number of recreational and social opportunities for the Shire of Busselton youth and broader community.

Acknowledging the diversity of current user styles, the design incorporates a number of different skate elements and obstacles to provide continued progression for beginners through to experienced users. The design addresses the key consultation outcomes derived from the pre-design community consultations .

The changing levels throughout the site create a number of aspects, vantage points and intimate gathering/activation spaces for the community to use in a number of varied ways. These level changes also create banks, transitions & walls throughout the area that inform the skate elements and play space. The central axial boulevard provides a visual open corridor for the space, provides a link between the foreshore and broader landscape stages and creates a plaza skate experience.

Public art and wayfinding strategies have been introduced to form a cohesive pedestrian flow through and around the area while providing focal points at the key entry nodes. Feature walls within the play space and nominated for community driven public art projects. The paving and patterns throughout the plaza area direct and guide pedestrian and user circulation. Feature undulating surfaces promote and encourage exploration and offer activities such as skating and long-boarding.

The Youth Activities Area design is integrated into the surrounding Foreshore Development, building on the new connections to the foreshore, pier and existing infrastructure. Adding to these connections are a number of shaded refuge or viewing areas that direct users to gather in central areas. Landscape furniture such as drinking fountains and rubbish bins are included within these central gathering areas to ensure they are easily accessible.

The design response adopts the sense of theming, materials and colour palettes, major design principals and integration as manifest in the overall foreshore and Surf Life Saving Club development.

With the successful application for funding achieved, the concept that follows in this report aims to build on this design vision to deliver a successful youth activated built outcome.

02 CONCEPTUAL PrOgrEssiON

CONNECTiONs

1. THE drY jETTYThe theme to the design is developed around the significant Busselton Jetty, 1,841 metres long and the longest wooden structure in the southern hemisphere. It’s iconic presence and historic significance on the Busselton waterfront make it a major tourist attraction and central to the identity of the city. This thematic layer is sewn through the design with the inclusion of the ‘dry Jetty’ for spatial connectivity and circulation to key features across the site. It is supported with the inclusion of a historic disused crane salvaged from the jetty and used as a central iconic feature and connection to the identity and sense of place of Busselton.

2. CONNECTEd AxisAccess and circulation have aligned the orientation of the jetty to provide visual and physical links through the BYAA site including a primary link to the foreshore promenade and Busselton Jetty and a secondary link to the central foreshore precinct. Other key connections link to the recreational precinct and greater Busselton pathway network.

3. PEdEsTriAN/sKATE MOVEMENT HiErArCHY A pedestrian / skate hierarchy is overlaid to allow safe free flowing movement along the foreshore and uninterrupted access to the facility from the waterfront. Access to the site from the foreshore is pedestrian focused with material change to identify and divert skate to a secondary skate path that ties into a central skateable link connecting to the central foreshore precinct. The open lawn space extending from the Youth Centre, allows for informal gathering and access to and across the site.

1. TrAdiTiONAL sKATE iNFrAsTrUCTUrE Historically the standard perception of a skate park met the needs of avid and die hard skaters, protecting their patch at the exclusion of others. This persisted with an out of sight out of mind approach to facility provision and the ‘grey concrete square’ space that met skate-only user needs.

2. ExPLOdiNg TrAdiTiONWith the BYAA this unwanted perception is being broken down and ‘exploded’ into a different new version of the Youth Space, leaving the old perception of a skate park behind. The BYAA is demystifying prevailing negative perceptions and ‘exploding’ the stereotypes and functions of a skate space and exploring the new social trends for intergenerational spaces.

3. sKATE VEssELs With the theming of the youth space based around the ‘dry jetty’ comes the creation of the ‘skate vessel’. These vessels break down the regular skate park into smaller modular skate rooms orientated around the central crane. This key feature represents the loading zones and cargo stocks getting prepared and relocated for shipment to and from Busselton’s working wharf. These compartmentalized spaces provide different opportunities for skate within each vessel and defines a unique and new take on the idea of a skate park to be developed within a green parkland waterfront setting.

4. sKATE BOWL VEssELsForming the skate infrastructure, each of the skate vessels represents a direct link to the consultation outcomes and feedback from the City of Busselton. A main theme from the consultation was the inclusion of a combination skate space with both street and transition features. Two skate bowl vessels have been developed as a result of this feedback. One beginner bowl (3) and one deeper more advanced bowl (1). This provides users with a progressional skate space where skills can be developed safely on a smaller bowl then taken to the bigger bowl as users progress. Having these as two separate spaces allows for different and unique uses. For example a group of friends can practise and hang out in the smaller bowl vessel while a competition level event takes place at the larger bowl vessel.

5. sTrEET sKATE VEssELsThe street skate vessels have too been developed around consultation feedback. A high percentage of participants voted for street and plaza style features. These have been developed through several street skate vessels. Each vessel has a different street function and a variety of features. This allows increased capacity as individual spaces can be used independently by multiple people ultimately minimising potential for user collisions.

6. CONNECTiNg THE VEssELs The facility works as a holistically connected space with links between vessels being developed through different forms of skateable features and pedestrian accessibility. A main skateable spine through the centre of the space connects into the greater recreational precinct with secondary smaller links providing different fun forms of connection between the skate vessels. Connections ensure that users can do a long continuous run between spaces without interfering with individual use.

WidEr ACTiVATiON

1. ACTiVE PrOgrAMMiNgTo enable the facility to be a success and a vibrant space for the whole community, the design caters for all age groups and different types of users and activities. Features such as basketball, live music and hangout spaces received a high percentage of voting from consultation participants. These features have been programmed into the youth space in the form of a central performance space in the Youth Facility with an informal amphitheatre, multi purpose half court, climbing structures, parkour, outdoor ping pong and other youth related activities.

2. AdVENTUrE PLAY dUNEsAdventure play dunes have been incorporated to the north of facility catering for a younger user demographic and tying into the foreshore promenade and Yoganup park. Features such as the birds nest swing, stepping stones, playful moguls and soft fall dishes undulate throughout the space and are revealed through dune planting.

3. sOCiAL BArgEs To ensure a central community space with comfort for users and spectators, the facility provides a number of social opportunities in the form of ‘social barges’. These spaces provide areas of shade and refuge through the day as well as ongoing activation potential for community events, competitions and workshops. These are strategically located throughout the facility as a response to the different uses within each skate vessel and activation space.

1. COLOUr PALETTEThe colour palette has been developed from the rich colours of the Busselton sunset and foreshore environment. The colours of the skate facility play a key role in bringing the space to life and integrating and complementing the themes of the existing and proposed masterplan.

2. MATEriAL PALETTEThe materials selected for this design respond to the colour palette and the Busselton foreshore renewal approach. Limestone blocks are used in combination with charcoal concrete to highlight the rich colour of the natural stone. Recycled timber is used in areas to represent the ‘dry jetty’ and the shipping heritage of the Busselton community. Bright coloured soft-fall and steel attribute a sense of fun to the Youth Space.

3. zONiNg + WAYFiNdiNgA comprehensive zoning and way finding approach has been developed to reflect the ‘skate vessels’ and the numbering systems used for loading zones and cargo stocks getting prepared and relocated for shipment to and from Busselton’s working wharf. This defines each of the different skate vessels as a different and unique space. These add an element of fun to signage and individual spaces and act as identifiers for meeting friends or referring back to a trick landed; “I can skate every feature in number 3!”

1. CArgO sUiTEThe furniture palette utilises recycled jetty timber from the council depot, local Limestone and steel. It has been located throughout the facility as a response to the different uses within each skate vessel and activation space. The ideation of the furniture develops from the stacking and arrangement of cargo prepared for transportation from crane to vessels.

1. grEEN THE gAPsLinear low planting and rows of feature trees define the skate vessel and the transition between different spaces. As users move through the space along the main skateable link, other skate vessels are revealed as well as different links and connections to each space. The green gaps provide features to perform skate tricks over and contribute to the sense of parkland of the overall space.

2. EVENTs LAWNA large central events lawn provides a spacious area to watch community events at the Youth Facility. This turfed space has a gentle slope from the crane platform down to the performance space with informal seating and picnic space. This area forms part of the Yoganup park buffer between the foreshore promenade and the skate vessels to reduce the impact of conflicting use.

3. AdVENTUrE PLAY dUNEsThe adventure play dune zone makes up the second half of the Yoganup park precinct. This space has dense native dune planting with pockets of play revealing themselves as young users move through the space. The swaying of grass heads mimics the energy and movement of youth movement through and across the space.

VEssEL 1 | BOWL BYAA.1 offers an advanced bowl that will appeal to all user types with fast flowing lines allowing continuous flow. The bowl contains straight, curved and hipped sections to offer varying skate lines for a range of trick and skill capabilities.

The integration of a large tombstone extension allows spectators a unique opportunity to get in amongst the action with a panoramic view of the entire facility. Spectators can watch, up close, how users perform tricks or look back to the west along the line of the dry jetty to see the Busselton foreshore and jetty in the distance.

VEssEL 2 | sTrEET BYAA.2 provides a flat ground technical street area with central features to develop street style tricks. Features such as the slappy parking block ledge, arched manual pad and rail are technical skate features that allow for a combination of street trick variations. A vert wall with a doorway feature, forms an interesting entry to the space and a challenging feature to return on. At the eastern extent of the space a smaller quarter pipe provides an easier return with a small keyhole feature to roll over.

BYAA.2 connects to BYAA.4 with a flat-bank and a planter gap for users to perform tricks over.

VEssEL 3 | MiNi BOWL BYAA.3 is a small progressional mini bowl. It allows users to learn the basics of transition skateboarding, from dropping in to pumping a ramp and carving corners. Users can begin to progress there tricks on the coping and over the gentle hip. The platform area has two low level quarter pipes that can be used as part of the mini bowl flow or as a fun smaller feature for people to trial tricks on before they take them into the deeper adjacent area. A small tight corner pocket provides a fun feature to test new tricks on in a flowing run.

VEssEL 4 | PLAzA BYAA.4 is a flat checker board skate area that is centred around the game of ‘Skate’ that skateboarders, BMX and other riders play in which one participant does a trick and the other has to copy, the first eliminated player is the first person to spell the word skate. This has developed into a world wide phenomenon in the skate community named ‘Battle of Berrics’ where pro skaters have to compete against one another on technical street tricks.

This is a fun flat space to perform new tricks in a safe flat area and to hang out with friends. Other features in this space are a low slappy kerb, a steep flat-bank and a central feature tree to provide a focal point and shade amenity. A low manual pad ledge and a kicker to kicker over a swivel parking barrier provides the skateable link to BYAA.5. A small mogul provides the link to BYAA.6.

VEssEL 5 | sTrEET BYAA.5 is a more traditional skate space with flow between features allowing users to form a continuous line with speed off transitions to different elements. Quarter pipes at each end begin runs and allow diagonal cross flow to the ‘china bank’ or into the central feature with a multi-purpose hip, ledge and coffin manual pad.

VEssEL 6 | sKATE PATH BYAA.6 is a skateable link and future connection to the central foreshore precinct. This skate vessel is designed inline with the existing Busselton skatepark concept having a number of layered street ledges. It provides users with a long street run with multiple, different height ledges and rails for a long continuous street line. A set of stairs, kicker to flat-bank and rail all provide exciting features for spectators to watch from the events lawn. This street run grades up to the crane platform and viewing area. A central manual pad provides a large connection to BYAA.4 and other adjacent skate vessels.
