BUSINESS OPERATIONS

I. Unit Mission UNIT PURPOSE STATEMENT: The purpose of Business Operations is to provide financial and administrative support services to students and staff. II. Unit Goals

The goals of Business Operations are to: 1. Streamline and update the general ledger system to improve the available

information. 2. Prepare financial statements with detailed supporting schedules.

3. Provide auditors with accurate and complete financial records in order for the college

to get unqualified audit reports.

RELATIONSHIP TO NWCC PURPOSE AND COLLEGE WIDE STRATEGIC GOALS: The Business Operations unit purpose statement supports the Northwest goal to continue responsive administrative processes and the goal to ensure efficient use of financial and physical resources. III. Evaluations of the Unit and Use of Results Forms

Business Operations is evaluated each year as part of the Administrative Services Survey which is administered each February by the College Planning Council. Business Operations is also evaluated by students during the clearance surveys at the end of each semester. Copies of each survey for the last three years and the corresponding use of results forms are included at the end of this report. A new Business Office Services Survey was sent in the spring 2005 semester to faculty and staff. A copy of that survey is also included with this report. IV. Annual Plan to Improve The annual assessment reports for the unit’s Plan to Improve for the last three years are included at the end of this report.

1

V. Analysis of Unit Strengths, Weaknesses, Opportunities, Threats Unit Strengths: The strengths of Business Operations are: 1. The support and cooperation from the President and top administrators of the college. 2. The experience of the Business Operations staff. The turnover of employees is very low.

3. The strong funding for the college. While state appropriations have decreased as a

percentage of funding the last few years, local county revenues and tuition fees have increased to keep the college on a sound financial basis.

Unit Weaknesses: The major weakness of Business Operations is that the staff is lean compared to similar sized institutions. During peak periods of activity it is difficult to keep up with the work load. Business Operations needs to hire another accountant. Unit Opportunities: Business Operations could better serve the students and employees of the college by adding an additional accountant. The accountant could help prepare the financial statements faster as well as participate in the preparation of reports for outside agencies such as the U.S. Department of Education and the State Board for Community and Junior Colleges. Unit Threats: The major threat to Business Operations is that with an ever increasing volume of work it will be more difficult to complete tasks in a timely and effective manner.

7. Business Operations is located in the James P. McCormick Administration Building. The building was built in 1915. The basement of the building is accessible to disabled students but the first and second floors are not.

Business Operations has always accommodated disabled students by taking any paperwork down to the basement or to the outside of the building. Business Operations will continue to take the paperwork to the disabled students.

VII. Unit Improvements Resulting from the Planning Process

Responses on Business Operations related questions in the Administrative Services Survey and the clearance surveys completed by students the prior three years have been positive overall. The response to the Business Office Services Survey in the spring of 2005 was also positive. Even with a high satisfaction rate, Business Operations has still tried to make improvements. One example has been that the Financial Aid and Business Office functions have been separated into two positions at the Desoto Center. In response to requests made by faculty, staff, and students, tuition and fees may now be paid on-line so that students do not have to physically come to registration to complete the process. Business Operations has also extended the time frame to complete the registration process. VIII. Personal Information Sheets for Key Staff Members

Evaluation Follow-Up Form The following form is to be completed and signed by the appropriate service unit supervisor after reviewing the results of the unit’s evaluation and after a discussion with co-workers on needed changes identified in the evaluation process. The completion of this form is meant to stimulate reflection about the purpose of the unit and to encourage the best use of results of these evaluations. A copy of this form will be sent to the appropriate Vice-President and filed with the unit’s Service Review forms. Service Unit: Business Operations Date of Review of Evaluations: Spring, 2005 The unit’s strong points as identified by the evaluation are: The College Planning Council recognizes that significant financial resources are directed toward accomplishing major institutional goals and policies. The council also recognizes that there is an effective link between planning and budgeting. Opportunities for improvement identified by the evaluation are: Business Operations needs to work on improving the encumbrance system in order to provide more useful information to service units. Orientation sessions need to be developed to provide better training on purchasing laws for new employees. Goals for growth or specific activities to be undertaken and/or completed before the next evaluation are: Business Operations needs to hire an additional accountant. The new accountant would enable Business Operations to prepare reports for various internal and external uses faster. A new accountant would allow Business Operations an opportunity to expand services currently offered to students, faculty, and staff. Having met together and discussed this Evaluation Follow-up, we feel that the identified goals and specific activities adequately address opportunities for improvement and constitute evidence of attempted growth.
