arle Jones says the Best SouthwestPartnership was formed 20 yearsago to promote Southwest Dallas
County, but until now the partnershiphas been a well-kept secret.
The aligned chambers and cities ofCedar Hil l, DeSoto, Duncanville andLancaster formed the part nership totrumpet the excellence of our region, and now we want to trumpet ourregion more loudly, says Jones, director of economic development for
the City of Duncanville. We aremaking a major effort to get out theword to recruit new business.
Jones says the positives of this160,000-resident region are many, including the award-winningMethodist Charlton Medical Centerthat serves all four cities. Eachcommunity includes a strong schoolsystem, a relatively low cost of living, attractive amenities for retirees andrecreational opportunities that helpattract a diverse mix of professionals
to Southwest Dallas County. We are close enough to all the
advantages that Big D has to offer, yetfar enough away to be free of headachesthat go with big-city life, Jones says.As for the Partnership, we lobbytogether to get the attention of DallasCounty and the state of Texas to benefitour region. For example, if one of us issuccessful in getting a university, wewould all benefit to some extent. Andalthough our four cities are partners,
we can stil l keep our individuality.Jones says each of the four cities hasattractive amenities for both small
and large companies potentiallyseeking to settle in Southwest DallasCounty. He points out that DeSoto andLancaster have an abundance ofavailable land for large corporate orindustrial development, while CedarHill has an abundance of brand-nameretail stores and good nightlife.
Duncanville is a bedroomresidential community and is locatedthe closest to Dallas, but our city ispretty much built-out with homes, he
says. We are now looking to use salestax revenues to provide incentives forretailers that might be looking tosettle in our city.
Jones says recent success stories inDuncanville include the constructionof a Hilton Garden Inn, Bob KnightFieldhouse, The Shops at Waterview
Park retail/apartment community, aCostco warehouse and a Pappadeauxrestaurant.
Also trumpeting its accomplishmentsis Cedar Hill, which boasts scenerysuch as Joe Pool Lake and Cedar HillState Park.
Our city also has a growing officeand light-industrial base, and since1999 has developed more than3 millionsquare feet of retail space, says AllisonJ.H. Thompson, Cedar Hil l director of
economic development. But ratherthan grow alone as individual cities, the Best Southwest Partnership makesgreat sense. Its smart to go to Austinand speak with one voice, or addressour federal officials in the same way. Each of the four cities is on board toreally see this partnership thrive.

These Southwest Dal las Countycommunities boast t heir owndistinctive appeal, with top-notchrecreation facilities, new libraries, quality education, historic towncenters, golf courses, scenic parks andtrail systems and a lot less traff ic.
A growing a nd aff luent professionalbase has been drawn to Southwest

Southwest Dallas County is amelting pot of African-American,Hispanic and Caucasian populations creating diversity that is one of theregions many strengths, says Curt
Krohn, a senior pastor at Faith BibleChurch in DeSoto.
Many times you find one of thosegroups living in isolation from the
rest, but thats not true here, he says. Were better together as Americansand richer for being exposed to othercultures and backgrounds.
Krohn moved to DeSoto fromMinneapolis with his fami ly in 1994.His wife, Lana, teaches at DeSoto HighSchool, and their two sons attendedpublic school and graduated fromDeSoto High. The couple still lives inthe same house near the town center, just over a block from the citys tree-

Amber Fussell, 29, grew up inDeSoto and moved back after collegeto be near friends and fami ly.
We have access to all the perks of abig city, but we have breathing room
and thinking space, she says. Wearent overgrown, and we dont have a
lot of chain stores, by design. We havea lot of unique businesses.
Amber Hatley, a marketingdirector for Chick-fil-A, grew upin Duncanville, works in Cedar Hilland lives in DeSoto.
She and her 16-year-old daughter,
Jordan, spend a lot of time at UptownVillage at Cedar Hill, a725,000-square-foot, open-air retailcenter featuring upscale specialtystores and restaurants. The popularcenter attracts people of all ages andincludes a dinosaur-themed childrensplay area, interactive spray fountain, concert stage and giant checker board.

exas ranks fi rst in the nation as an exporter ofmanufactured goods, and the Southwest DallasCounty region is home to an impressive cross-section

The plant produces gelcoat fixtures, including showers,tub-showers, shower bases, bathtubs and accessiblebathware all of which move quickly and easily fromSouthwest Dallas County to markets around the UnitedStates and around the world.
We like Lancaster for several key reasons, says RickReysen, vice president of operations at Aquatic. Thelocation is excellent. Its in the geographic center of the
United States, with easy access to major north-south andeast-west interstates, which is key for shipping and efficientdelivery of our products to customers. This area also has a

While t his sophisticated transportation network allowsmanufacturers to distribute goods, it also helps them
receive supplies efficiently. For supply-chain logistics, were in an ideal location,
says Allison Thompson, Cedar Hills director of economicdevelopment.
And in many cases, supplies are readily available in theSouthwest Dallas County region.
Financial incentives and a pro-business climate givemanufacturers another key reason to choose BestSouthwest communities.
The local economy has a positive business climate very pro-business, says Randal Levingston, director ofmarketing for the DeSoto Economic Development Corp.
We want to see businesses grow and develop here, andwere always looking for companies seeking to expand theirexisting base of operations or relocate to our community.
Economic incentives for qualifying businesses caninclude tax abatements, financial assistance to instal lutilities or upgrade infrastructure, cash grants, fee waivers,fast-track permitting, land-cost assistance and salestax rebates.

exas has long been associated with t he oil and gasindustry, a connection along with the affordablecost of establishing itself and conducting business
that led Solar Turbines to DeSoto in 1987.The company is a leading manufacturer of industrial
gas turbines, and its DeSotofacility overhauls gas turbineengines for customers all overthe world. With DeSotos easyaccess to Dallas/Fort Worth
International Airport and adeep-water seaport in Houston, the location makes sense.
Proximity to key locationssuch as Dallas and the Dallas/Fort Worth airport are just a30- to 45-minute drive, saysJonathan Vendituoli, generalmanager of the overhaul facility.Theres less traffic andcongestion on the southwestside of Dallas, and most of ouremployees live in the SouthwestDallas area.
The DeSoto location offersrelief from property taxesthrough a Freeport exemption an advantage to any companywith a hig h volume of exportsout of state. And Texas doesnthave a state income tax.
The skilled labor pool isanother plus.
The region provides atalented and diverse workforce
for our overhaul operations,Vendituoli says. We are able toattract production technicianswith skil ls commonly found inthe aviation industry as well asengineers from local universities.
Solar Turbines DeSoto TexasGas Turbine Overhaul Facility hasexpanded twice since 1987, andserves as the hub of overhauloperations worldwide. DeSoto Overhaul employs about350 people and operates in 120,000 square feet of
production space. Its the citys fourth-largest employer. The companys success and growth benefit the city on
many levels, says Randal Levingston, director of marketingfor the DeSoto Economic Development Corp.
To have any company of that size and magnitude in ourcommunity is an advantage,he says. It speaks volumes toprospective companies as weremarketing the community, andthey want to be part of that
synergy. Its an obviousadvantage for us to be able tosay we have a company likeSolar Turbines here in DeSoto.
The companys DeSotofacility is one of 13 worldwidethat focus on repair andoverhaul. The process beginswith disassembling the gasturbine down to its components, which are closely inspected.Parts that require attention aremeticulously refurbished, andrequired upgrades are added. The unit is then t horoughlytested, and the end result isa like-new gas turbine.
Headquartered in San Diego,Solar Turbines Inc. is a whollyowned subsidiary of CaterpillarInc., a Fortune 500 companyand world leader inmanufacturing constructionand mining equipment, dieseland natural gas engines and
industrial gas turbines.Solar Turbines customersuse its products for a rangeof services, including the
production, processing and pipelinetransmission of natural gas and crude oil.
Solars products are also used to generate electricityand thermal energy to help manufacture chemicals,
pharmaceuticals and food products.Founded in 1927, Solar Turbines has about 6,000

trategic location and accessibilityare vital to successful
distribution, and the SouthwestDallas County region offers some of themost convenient and sophisticatedtransportation networks in the country.
Our location gives anymanufacturer a cost advantage froma transportation perspective, saysEd Brady, director of economicdevelopment for the city of Lancaster.
Easy access to Interstates 20, 35(known as the NAFTA Corridor) and45 as well as U.S. Highway 67 allowscompanies to distribute goods quickly
by truck to major population centers. For air freight and business travel,
the four Best Southwest communities,Cedar Hil l, DeSoto, Duncanville andLancaster, are just minutes fromDallas Love Field Airport, Dallas/FortWorth International Ai rport,Lancaster Regional Airport andDallas Executive Airport.
Rail transport is available throughUnion Pacific Railroads SouthernDallas Intermodal Facility, and BNSF

The Dallas L ogistics Hub is oneof the regions premier transportationassets. Located 12 miles south ofdowntown Dallas, this inland portis a 6,000-acre, master-plannedlogistics park adjacent to four major
highways, dual rail and intermodalfacilities for shipping products bymultiple transportation modes. Thehub has room for 60 million squarefeet of di stribution, manufacturing, office and retail development, andoffers readily available industrialspace for lease or build-to-suit sites.
Our mantra with regard to thatproject and our future is trucks, trainsand planes, Brady says. It will be an
important part of our economic futureand commercial base.
AAC AO
Logistics companies are noticing.Four of the nations leading
logistics-center developers haveprojects under construction or havepurchased property for future projectsin Lancaster, Brady says, includingIndustrial Developments International(IDI), White Rock Commercial,Seefried Properties and ProLogis.
Its all because of our strategictransportation location, he says.
Other factors help sweeten the deal, including incentives such as TripleFreeport Exemption from all localtaxing authorities, which applies toinventory shipped out of the statewithin 175 days a substantialsavings for interstate shippers thatturn inventory several times a year.
Some major distributors alreadyhave locations in the Best Southwestregion, including the 420,000-square-foot JC Penney Store Support Center, adistribution facility in Cedar Hill.
Our traff ic congestion isminimal, which makes for easiertransportation, says AllisonThompson, Cedar Hills director ofeconomic development. Add theavailability of land, the relatively lowcost of land and the available skilledworkforce, and it makes us a greatlocation for distribution.

The facilities and available land in
regional industrial parks help simplifythe process of locating to SouthwestDallas County.
Among the many properties are the150-acre Cedar Hill Business Park;DeSotos Eagle Industrial Park, hometo leading companies such as aWalmart distribution center, McGrawHill Publishing and ZEPManufacturing; and the DuncanvilleIndustrial Park.

Oh, baby. Nearly 2,000 babies areborn every year at MethodistCharlton Medical Center.
With the hospital also overseeing70,000 emergency room visits eachyear, it has become a very busy health-care facility. So hospital officialsdecided to expand the medical centerto better serve residents of thegrowing Southwest Dallas Countyregion, which includes Cedar Hill,DeSoto, Duncanville and Lancaster.
An eight-story tower with 72 patientbeds in private rooms was added tothe campus in 2009, bringing thehospitals total bed count to 301.
We serve the Southwest DallasCounty region, which has seengrowth in recent years, so we neededto expand the medical center to meetthe needs of our communities, saysJonathan S. Davis, president ofMethodist Charlton, which is par tof the Methodist Health System. The$116 million tower was constructed
and four of the eight f loors are alreadyoccupied. The other four f loors will beequipped in the future as needed.
Besides the 72 new patient beds, thetower also has seven operating rooms.
In September 2010, the hospitalintroduced a heart surgery programheadquartered in the tower. We havealso broadened our orthopedic surgeryprogram thanks to al l the space weadded in the expansion, says Davis.
Prior to the tower construction, a
91,200-square-foot medical officebuilding opened on the hospitalcampus in spring 2008, on the heels
of a 476-space parking garage foroutpatients and visitors. In addition, a$14 million renovation occurred in theemergency department, and a $30million comprehensive cancer centerand radiation therapy treatmentcenter was added.
Another major upgrade has been arenovation of the cardiac catheterizationlab, which included the addition of aleading-edge, all-digital imagingsystem.
All our upgrades mean thatresidents of Cedar Hill, DeSoto,Duncanville and Lancaster dont needto leave Southwest Dallas County toreceive top health care, Davis says.
That top health care has resultedin the highest rating f ive stars forclinical excellence in maternity care, based on a 2010 study issued byHealthGrades, a nationally knownindependent health care ratingorganization. Methodist Charltonhas also received awards for its Level
II special care nursery as well as itscancer program, and the hospitalsMethodist Joint Academy has beenrecognized for helping hip and kneejoint replacement patients return tonormal activity faster after surgery.
Methodist Charlton also operatestwo clinics in Cedar Hil l and is oneof the largest employers in SouthwestDallas County, with 1,300 employeesthat include 240 physicians on staff,Davis says. A total of 475 active
volunteers also work at the medicalcenter. Weve come a long way sincefirst opening in 1975.

Enrollment at the school hasincreased an average of 14 percent peryear for the past 10 years, says GregoryTomlin, director of marketing, newsand information for the university. In2009, enrollment reached the equivalentof 1,000 full-time students, allowing thegovernor to authorize physical
expansion of the campus.A three-story, 103,000-square-foot
facility will join the current75,000-square-foot building, Tomlinsays, and the University of NorthTexas at Dallas is the first publicuniversity located in Da llas.

Just miles from downtown Dallas and Fort Worth, and a world away from the steel-and-concrete high-rises, snarling traffic and hectic city streets is one
of the best-kept secrets of Dallas County. With rugged, wooded terrain reminiscent of the Texas Hill Country,Cedar Hill State Park encompasses 1,826 acres of landuntouched by the developments surrounding it, a welcomeescape for Texans who long to get back to nature and oneof Southwest Dallas Countys most appealing features.
You feel like youre in the middle of nowhere, but youreminutes from downtown, says Mercy McBrayer, the parks
special events and volunteer coordinator. Its great forfamilies who are looking for things to do without going toofar or spending too much.
From the southeastern border of 7,500-acre Joe PoolLake, visitors can catch reflections of the Dallas skyline,as well as the new Cowboys Stadium, glimmering in thewater at night.
With 355 campsites, Cedar Hill State Park is the mostvisited park in the state not just because of its scenerybut also its diversity, says park manager Mike Spradling.
