model CT-3, 638 mbh, 95% efficient condensing boiler. This boiler is not direct vented. The main hot water lines provide two (2) Taco zone pumps (one stand-by) to the building. The boiler is monitored by the new JCI control panel located in the basement. Combustion air damper linkages are not equipped with end switch but damper motor operator appears to have been replaced in 2010. Two position outside air damper is interlocked to the boiler which provides raw air into the boiler room. There are uninsulated pipes nearby that poses a freezing risk if the pump should fail and/or the dampers gets stuck.

Hot water Pumps Existing hot water distribution pumps are Taco inline rTiodel638, 70 gpm, 40 ft hd, 1750 rpm, 2 HP, 208/3 GE motor model 5K49UG. The system is constant flow with valves in the system so the pumps ride their system curve. In the event that one fails, there is not automatic change-over. The air separator and expansion tank are about 10-15 years old also.

Insulation The basement has piping that is partially uninsulated.

Heating Devices The basement is heated by hot water unit heaters as well as radiation and heating coils with inline fans. The first level is heated by existing radiation with flow control valves thaI' are interlocked to the same thermostats that control the cooling roof top units on the town office side. The radiation is control is stand-alone on the police side.

Cooling There are four (4) cooling only, 2010 York roof top units (3) 2.5 ton and (1) 3.5 tons unit located on the roof above serving the first level. The units have gas heating sections but are not connected to gas service. Three of the units are ducted to a concentric grille. The police dispatch area has a ducted system with multiple ceiling diffusers. The lower level has interior spaces that are not cooled.

Exhaust Fan are from 1984. One toilet room is missing exhaust. The holding cells are exhausted to the exterior with n inline fan that operates on manual control. Misc. areas are exhausted with small inline fans with integral backdraft dampers to a common gooseneck. Exhaust fans operate intermittently from wall switch as needed. Total exhaust is 2420 cfm.

Replace existing pumps with new Taco pumps model Viridian VR-30 with an MPV. Pumps have integral, self-sensing ECM motors. Provide the boiler with a dedicated inline pump for minimum flow operation. Integrate with checkvalves and auto-changeover and lead/lag operation.

Pipe freezing is a risk with raw outside air entering the building where the outside air damper is providing combustion air. The hot water system does not have glycol.

Units are adequate for the current use of the space.

Ventilation There is a heating and ventilating fropm 1984 with hot water coil providing 1265 cfm to the holding area and it is manually operated as needed. Unit may not have a freeze-stat to alarm if the outside air damper failed open. Damper linkages are old and not equipped with end switch.

Temperature controls Boiler operates 24/7. Stand-alone thermostats by Taco interlocked to heating zone valves are located through out the police side of the building. These control the perimeter heating devices and are non-programmable. JCI programmable thermostats are located on the first floor where there are roof top units. The remainder of the heating zones are controlled by integral heating valve/thermostat on the radiation by Danfoss.

Generator fuel source Underground fuel oil tank serving generator was retrofitted with all new fill, vent and gauge lines in 1984. The 3/4" underground piping was replaced in 1984. There is a tank volume gauge within the building. The volume of the tank is not indicated.

Provide an indoor energy recovery unit to both properly ventilate and exhaust to current code required minimums throughout the year. Energy recovery will precondition the ventilation air which can then be tempered heat and cool as required by other means. Operable windows are allowable by code however are not utilized most of the year. This unit would take the place of all the exhaust fans serving all the areas of the building- toilets, cells, etc. provide a horizontal unit on the ground level for 1500 cfm and a roof mounted one for the first level sized for 1000 cfm.
