The ceremony was held at the State Cotton Museum in Lake Providence, La. The event was followed by a tour of the re- paired levee and a luncheon spon- sored by the Columbia Pipeline Group. Francis Thompson and Neil Riser, Reps. Andy Anders and Bubba Chaney, and representatives from the Columbia Pipeline Group, Sunoco Pipeline, Bunches Bend Protection District, Andy Brister of Brister and Brister Attorneys at Law were all in attendance. “This is the first planting season area farmers didn’t have to worry their investment would get washed away when the Mississippi River rose,” Strain said. Repairs to the Bunches Bend le- vee were completed in November 2014 which was funded with a $5 million bond sale paid for entirely by area property owners through a self-imposed property tax. Not only are landowners funding through property tax, but utility companies are paying about 40 percent of the cost through an ad valorem tax. Bunches Bend is a 100-year old levee that was built prior to the mainline Mississippi River levee and now protects thousands of acres of prime farmland. Bunches Bend is a 100-year old levee that was built prior to the

The breach subsequently flooded 8,800 acres of farmland and dumped tons of sand and silt on corn, cotton and soybean crops. The crops were a total loss. Baton Rouge, La. (August 11, 2015) – Louisiana Department of Agriculture and Forestry Commissioner Mike Strain unveiled the Homegrown by Heroes program over the weekend at Farm to Table International conference in New Orleans.

Homegrown by Heroes is a farmer-veteran initiative that highlights military service while also promoting agriculture.

Louisiana is the sixth state to adopt the program and is

partnering with the Farmer Vet Coalition.

“There are more than 300,000 veterans who call Louisiana home. The Louisiana Homegrown by Heroes program is an excellent way to provide military veterans an opportunity to engage in agriculture as well as aquaculture production. In addition, there are marketing materials that help enhance their visibility to better market these products,” said Strain.

“Whether they are gardening as a hobby or farming as a career, we will do what we can to help our veterans increase their ability to be successful as well as provide them tools for sustainability.”

The program was originally created by the Kentucky Department of Agriculture.

“Homegrown by Heroes is a national branding initiative that helps the consumer identify a product as one that is grown in Louisiana and by a military

veteran. The goal is to raise the profile of farm products grown and raised by these heroes at the point of sale,” said Ben Shaffar, creator of Homegrown by Heroes program and director of business development of the Kentucky Department of Agriculture.

The distinctive logo is red, white and blue.

CROWLEY, La. – South Louisiana rice farmers have had excellent weather to get the 2015 crop out of the field, but the yield is a decline from the two exceptional harvests of the past two years, according to LSU AgCenter experts.

“This is not going to be one of the harvests for the record books,” said Steve Linscombe, director of the LSU AgCen-ter Rice Research Station.

Linscombe estimated this year’s harvest in south Louisi-ana is down 10-15 percent from last year.

The north Louisiana rice crop has endured unusually hot, dry weather that could affect grain quality, he said. Harvest in that part of the state is just starting.

“This has been one of the most difficult years for rice producers that they’ve seen in a long time,” said AgCenter rice specialist Dustin Harrell.

Both listed heavy rainfall from March until May, and fre-quent overcast skies as major reasons for lower yields.

More clouds mean less sunshine for photosynthesis, and that resulted in fewer and smaller grains per plant, Lin-scombe said.

Harrell said the excess rainfall complicated the season because farmers were not able to make fertilizer applica-tions on time. In addition, small rice plants were submerged for a considerably long time, he said.

Disease was a factor in the harvest, Linscombe said. Blast disease was comparable to the 2012 levels, and it resulted in lower yields. “We did have some fields that had a signifi-cant issue with Cercospora.”

Bacterial panicle blight also showed up, he said, but sheath blight was not as bad as usual, probably because fungicides worked well against that disease.

“Quality seems to be okay, especially on our earlier-planted rice,” Linscombe said. But later-planted rice that matured during the hotter temperatures will probably have quality problems, especially with chalk, he said.

Even though planting was delayed by weather, harvest went smoothly with few rain interruptions, and dry weather prevented farm equipment from rutting the fields, Lin-scombe said. That means a good start for farmers growing

a second crop of rice.Linscombe said he is noticing more farmers manipulat-

ing rice stubble, either by rolling or mowing the remaining stalks, to increase second-crop yields as shown in studies conducted by Harrell.

AgCenter county agent Keith Fontenot said Evangeline Parish rice farmers were reporting mixed results, with yields from 40 to 55 barrels. He said one farmer only man-aged 26 barrels in a field suddenly hit with rotten neck blast disease.

for a second crop. “I’m amazed at the amount of work I see happening,” he said. “Everybody looks like they’re going to have a second crop.”

AgCenter county agent Barrett Courville said yields are off by about four barrels an acre from last year. But he said the second crop looks promising.

“Most of the stubble is coming back pretty good,” Cour-ville said. “I bet we’ll have 50 percent in second crop, at least.”

The LSU AgCenter’s recommended cutoff date for grow-ing a second crop is Aug. 15.

Courville estimated that 70 percent of the crop has been harvested in Acadia and Jefferson Davis parishes.

Alan Lawson, Crowley rice farmer and president of the Acadia Parish Rice Growers Association, said his yields early in the harvest started around 40 barrels an acre but improved as he went to more fields, moving up to the low-50 barrels per acre.

“Yields are not as good as they have been in the past few years, but they’re better than some I’ve heard in surround-ing parishes,” Lawson said.

Andrew Granger, AgCenter county agent in Vermilion Parish, said 80-85 percent of the crop has been harvested there, and yields also are down from last year.

“We’re four to five barrels short,” he said. “We’re not go-ing to average 44 barrels like we did last year.”

In 2012, Sens. Thompson and Riser au-thored Senate Bill 730 that became Act 570. The law created a special tax district, the Bunches Bend Protection District, which en-abled the farmers and other stakeholders to impose a property tax upon themselves in or-der to fund the repairs to the levee.

“Agriculture is an integral facet of the East Carroll Parish economy which is why I au-thored legislation in 2012, along with my colleague, Neil Riser, to create the Bunches Bend Levee Protection District,” Thompson said. “It was critical to make these levee re-pairs after the breach in 2011 in order to re-turn this farmland back into production.”

Riser added, “I was very happy to co-author legislation with Senator Francis Thompson regarding the creation of the Bunches Bend Levee Protection District. This was very im-portant legislation regarding repairs to the

levee after the 2011 breach in order to assist our farmers.”

Anders who helped push the legislation along in the house said it was a pleasure to work with the farmers and other stakeholders. “This is a unique partnership and I’m pleased I could be of assistance to these fine folks,” Anders said.

Bunches Bend Protection District Commis-sion President Tap Parker who farms 3,000 acres of land impacted by the levee breach said he and the other farmers were grateful for all the help from everyone who made the repairs possible.

“We were impressed with all of the hard work and effort put forth on our behalf,” Parker said. “We could not have completed this levee work without their guidance and support and for that we are grateful.”
