Sub : TANGEDCO – Establishment - Consideration of requesttransfer application during the currency of punishment -Instructions - Issued.

It has been brought to the notice that the request transfer application of theemployees, who are undergoing punishment are not being considered by the competentauthorities. Representation has been received to issue a common order in this regard.The same has been examined in detail and decided to issue necessary instructions.

2. On completion of the disciplinary proceedings and on issue of final ordersthereon, necessary entires would be made in the Service Register and the currencyof punishment commenced would also reflect in the Service Register as well as in theother records. Even on transfer to the other stations, the punishment ordered willdefinitely continue till its completion.

3. Therefore, all the competent authorities are herby instructed that the requesttransfer applications during the currency of the punishment shall be considered.

(Per.) CMD TANGEDCO Proceedings No.275 Dated the 11th December 2017.Karthigai 25, Heyvilambi Varudam,Thiruvalluvar Aandu 2048.

-----PROCEEDINGS:

The TANGEDCO directs that the employees of the TANGEDCO, TANTRANSCOand TNEB Limited on time scale of pay, be granted holidays during the year 2018 asdetailed in the Annexure.

2. The number of holidays allowed will not be a precedent for future years. Ifany one of the occasions mentioned in the Annexure, for which a holiday is declaredhappens to fall on normal holiday like Sunday in the future year, no substitute holidayon that account will be allowed. Besides, the TANGEDCO, TANTRANSCO and TNEBLtd shall also follow any other order that may be issued by the Government ofTamil Nadu, declaring holidays on special occasions and compensatory working daysin lieu thereof, during the year 2018.

3. The monthly rated employees of the Corporation may also have holidays onSundays or any other days in the week in lieu of Sundays.

4. The TANGEDCO also directs that the employees of the TANGEDCO,TANTRANSCO and TNEB Limited in a particular office or other unit, who have beenallowed a holiday on Second Saturday of each month during the previous years, maybe granted a holiday on the Second Saturday of each month during the year 2018also, if they continue to work in the same office or unit in the year 2018.

5. The TANGEDCO further directs that in addition to the holidays mentioned inthe Annexure, Pongal on 14.01.2018, Telugu New Year’s Day on 18.03.2018 andKrishna Jayanthi on 02.09.2018 which falls on Sunday shall be the holiday for theshift operation staff for whom those days are not holidays.

Sub : TANGEDCO – Secretariat Branch - Establishment - Class IService - Earned Leave on Medical Certificate applied bycertain Class I Officers - Avoidance of - Instructions - Issued.

It has been brought to the notice that certain Class I Officers keep applying forEarned Leave on Medical Certificate. If an employee applies leave based on MedicalCertificate, it should be dealt in accordance with regulation 17(2) of Tamil NaduElectricity Board Leave Regulations and the said leave has to be debited from his/herUnearned Leave on Medical Certificate Account only and not on Earned Leave onMedical Certiifcate. Regulation 16 of Tamil Nadu Electricity Board Leave Regulationsspecifically deals with sanction of Earned Leave to the employees/officers and thereis no provision for sanction of Earned Leave based on Medical Certificate.

2. All the leave sanctioning authorities are therefore instructed that theapplications for sanction of Earned Leave based on the Medical Certificate shall not beentertained.

3. Any deviation in this regard will be viewed seriously.

Due to OCKHI Cyclone and heavy rain fall, in the Kanniyakumari District, thepeople are suffering and their normal life is very much affected. The TANGEDCO’s LTConsumers are unable to make their LT CC bills on the due dates.

2. Hence, the last date of the collection of L.T. Service C.C. Charges fallingbetween 30.11.2017 to 16.12.2017 is fixed on 18.12.2017 without collecting theBPSC and DC RC fees.

3. The Superintending Engineer/Kanniyakumari EDC is instructed to takenecessary action in this regard.

In the reference 1st cited above, it was intimated that due to OCKHI Cycloneand heavy rain in the Kanniyakumari District, the last date of the collection of C.C.charges for the LT consumers in Kanniyakumari/EDC, falling between 30.11.2017and 16.12.2017 is fixed on 18.12.2017 without collecting the BPSC and DC RC fees.

2. In continuation to the above, it is informed that for the LT consumers ofKanniyakumari/EDC, the last date of the collection of C.C. charges falling between30.11.2017 and 30.12.2017 is further extended and is fixed on 31.01.2018 withoutcollecting the BPSC and DC RC fees.

The payment for the Suppliers and Contractors under the DDUGJY & IPDSSchemes have been facilitated through the centralized Public Financial ManagementSystem (PFMS) Portal of Government of India.

2. At present the bill passing authorities inthe Circles of TANGEDCO andTANTRANSCO were instructed during the training programme at Chennai to chooseIOB for making payment under these schemes through PFMS portal. As per thereference 3 cited M/s. ICICI Bank has replaced M/s. IOB as sponsor Bank for carryingout the payment facility through the PFMS portal.

3. Hence all the bill passing authorities of TANGEDCO and TANTRANSCO shallensure that the Bank to be selected for payment in the PFMS portal shall be as

ICICI A/c.No. 000905028671 for “IPDS”and

ICICI A/c.No.000105031105 for “DDUGJY”from 16.12.2017 onwards.

4. All Bill payments for which payment through IOB has been selected upto15.12.2017 shall be honored through IOB from 16.12.2017 the PFMS portal paymentwill be operated only through M/s. ICICI Bank.

5. Hence, the Chief Engineer of all Distribution Circles and TANTRANSCO Circlesare requested to instruct the official concerned to adhere to time line as mentionedabove and ensure smooth transition of payment in the PFMS portal through ICICIBank account from the existing IOB account.
