Auckland is proud to host the 2021 National Orienteering Championships. This year is set to be

better than ever with more than 500 competitors from across the country coming together to

compete, test their skills and have fun.

Auckland is a fantastic city for orienteering and outdoor pursuits. Throughout the competition you

will explore diverse landscapes and encounter some of the iconic natural features that Auckland is

famous for - from ancient volcanic cones and kauri forests to freshwater wetlands and more than

3,700 kilometres of coastline.

While you are here, I encourage you to also explore Auckland’s rich culture and world-class nightlife,

cuisine, and entertainment. We are proud to have something for everyone in Tāmaki Makaurau.

Kia Ora and Welcome It is my pleasure, on behalf of Orienteering New Zealand, North West Orienteering Club and the Nationals 2021 team to welcome you to this year’s National Champs in the Auckland region. We are excited to be able to showcase some of New Zealand’s best sand dune orienteering terrain and some challenging new maps - don’t forget to take the time to appreciate the great views over the Tasman Sea. Just as in 2020, planning for a major event in a Covid-19 environment with all the inherent uncertainty about lockdowns, has proven to be challenging. Our philosophy has been to plan for the worst and hope for the best! We would like to acknowledge all those who have helped us to negotiate plan A and plan B scenarios – from club members to the Technical Committee and Orienteering New Zealand. It has been a true team effort. The need to focus on public health has perhaps permanently shaped sporting events, so some aspects of Nationals 2021 may look a little different. However, come prepared to experience the great maps and course-setting that are the hallmark of a traditional Nationals. I would like to acknowledge our wonderful landowners; Long Bay College, Long Bay Primary School, Nga Maunga Whakahii O Kaipara (Woodhill Forest) and Karen and Grant Leighton who own the beautiful farm around Lake Kereta. Countless hours of volunteer time have gone into holding this event and the organising team has done a fantastic job. A big shout out to all those non-named volunteers from both our club and the surrounding clubs (AOC, CMOC, Whangarei and OBOP) for their help and allowing us to borrow equipment. Especial thanks go out to Annemarie Hogenbirk, our multi-talented Event Organiser, who put her hand up for the role before Covid-19 made a big task even more challenging. Thank you also to our great team of course planners and controllers and especially to Marquita Gelderman for her expert advice as Technical Controller. 1. Introduction Welcome to Bulletin 2 for the New Zealand Foot Orienteering Championship 2021 (NZOC2021), organised by North West Orienteering Club in Auckland, New Zealand. This event is sanctioned by Orienteering New Zealand and incorporates two WREs, the Long and Middle distance. We are looking forward to great orienteering for the four days of the Championship over Easter 2021. To all competitors, we hope you enjoy the challenging courses, the competition against fellow orienteers, and the camaraderie throughout the weekend.

Event Information The event website (www.nwoc.org.nz/nzoc2021/) is the main source of information for the Championships. Bulletins 1 & 2, start lists, results, and additional resources relating to the four-day event may be downloaded from the website as they become available. There is also a Facebook page (search for NZOC2021) if you wish to participate in any pre-race banter, online social interaction with your fellow competitors and/ or the event organisers. Photos of the event will also be posted here. The event will be run under the March 2021 version of the Orienteering New Zealand (ONZ) ‘Competition Rules for New Zealand Foot Orienteering Events’. International Orienteering Federation (IOF) World Ranking Events (WRE) are international events and will be run according to the ‘IOF Rules 2021, version 2.2 WRE’.

Contact Information Until the start of the Easter weekend, the preferred method of communication is by email ([email protected]). Please understand that, especially in the final week, all email correspondence will be read, but not necessarily answered. During the event, the organisation can be reached by mobile phone (0210 585252) provided there is mobile phone coverage. During most of the Long and Middle, this will probably not be the case. A satellite phone will be operational during the forest events. The number is printed on the map of all the forest events: this number should only be used for true emergencies, and after other forms of communication have failed.

2. Covid-related Information – Level 1 & 2 During these Covid-19 times, please operate within your own comfort zone, do not take unnecessary risks, and take personal responsibility for your own and others’ safety.

Personal Responsibility – general Competitors should not be attending NZOC2021 (or any other event for that matter): If they are unwell with a cough, fever, or other respiratory symptoms, are lethargic/ fatigued or

have muscle aches; If they have been in close contact with a suspected or confirmed case of Covid-19 until they have

completed the prescribed quarantine period, even if they are completely symptom free; If they have undergone Covid-19 testing and until they have received negative results and are

symptom free; If they have been advised to stay at home by a health professional. We also advise competitors who fit within the higher at-risk groups such as elderly or immuno-compromised individuals, or who live with someone who fits this category, to take particular care and/or make decisions on attendance with due consideration to the risks associated with Covid-19.

Personal Responsibility – during event Competitors must scan the NZ Covid tracer QR poster at each event, using the NZ Covid tracer phone app. All competitors’ contact details have been recorded while entering online, and this data will be kept for a minimum of four weeks to enable contact tracing if necessary. All competitors must follow good hygiene practices, including: Using soap and/or hand sanitiser before, during and after each event; Ensuring coughs and sneezes are contained using the elbow or a tissue; Avoiding spitting or blowing nasal mucus in places where others may run or be exposed to it.

Competitors are required to supply ALL their own water. There will be no ‘communal’ drink stations at Alert Level 1 or 2. The only exception to this rule is the Long – please check Chapter 6 for detailed information.

NWOC is planning NZOC2021 for both Alert Level 1 and 2. Clearly, we hope to be at Alert Level 1, but the event can still go ahead at Alert Level 2, albeit in a more ‘sombre’ version. This manual is written for a Level 1 scenario, but indicated with *) are Alert Level 2 exceptions, as explained below in detail:

NZOC2021 under Alert Level 2:

100 person limit at all times, including event officials/volunteers ‘Bubbles’ All competitors will be allocated to a ‘bubble’ soon after Registration closes on

Friday 19 March. These bubbles can be viewed online on the event website under the header ‘NZOC2021 & Covid-19’.

General Always maintaining two metre social distancing with people not in your bubble.

Maintain basic hygiene practices. Please bring own hand sanitiser. Minimise time spent at the event: turn up, compete, leave straight after

finishing. Withdraw from the event if uncomfortable about the event taking place at

Alert Level 2. Event Centre There is no entry on the day.

There will be no race bibs.

Registration is only necessary for competitors picking up their hired SI/ SIA card and those wanting to buy a safety whistle.

Please, no socialising before, during, or after each event. Non-competitors and spectators are not allowed at the Event Centre. Competitors bring their own water supplies: there is no communal water

available, either at Alert Level 1 or 2. The only exception to this rule is the Long – please check Chapter 6 for detailed information.

There are no gear vendors, coffee and/or food suppliers allowed at the Event Centre.

Start Start lists at Alert Level 2 will be different from the Alert Level 1 start lists. Alert Level 2 start lists will only be published if Auckland is at Alert Level 2:

competitors will be allocated a start time, to comply with NZOC regulations. Competitors will only enter and be present inside the Start area within their

assigned ‘bubble’ and close to their own start time. Within each ‘bubble’, competitors will self-start with a punch-start at their

allocated start time. There is no verbal briefing for competitors, only a written notice. It is the responsibility of competitors to read the briefing notes.

Finish Competitors can finish outside the allocated time of their ‘bubble’. All competitors must leave the event immediately. There is a mandatory post-race map collection per club. Maps will be posted

to clubs after the event. There are no TV screens with results: all results will be made available online.

Results will be posted online, latest by 7pm each night. Any protests will need to be logged latest by 8pm each night, using the

standard email address [email protected] . There is no on-site commentary. There is no prize giving.

Relay The format is changed from a mass start with hand-over format to the ‘bubble’ start format.

Competitors still run their course as assigned by their team, but as an individual, self-starting.

Relay results are collated after the event, by summing up the results of the three team members.

Elites To enable an elite competition to occur as per the normal rules, competitors in the elite grades will all allocated to Bubble A, and within Bubble A they will have a specified start time.

Elite competitors must NOT use the punch start. These measures will enable the WRE status of the Long and Middle events to be maintained.

3. General Event Information Competitors Entries to NZOC2021 must be from persons affiliated to ONZ or an IOF member organisation, or who pay a one-event participation fee. New Zealand Championship titles may be held only by individual members of ONZ-affiliated clubs who are also NZ citizens or permanent residents, as defined by the New Zealand Immigration Service. Payment of a one-event participation levy does not grant eligibility. Visitors from overseas may need a visa to enter New Zealand and require a mandatory 14 day quarantine period before they are allowed to enter the country. The New Zealand Government’s visa information website (www.immigration.govt.nz) provides details.

Maps NZOC2021 promises to be a compact event, with limited travelling times with three of the four events all located in the same area. The Sprint and Relay will be run on existing, updated maps, while both the Long and the Middle will take place on new maps, not used since the late 1990s.

All the areas used for NZOC2021 are embargoed. Older, previously used, maps of the areas under embargo can be found on the event website (high quality) or in Appendix 1.

Sprint Area + embargo The venue for the Sprint is Long Bay on Auckland’s North Shore. The grounds of Long Bay College and Long Bay Primary School are under embargo until the event. We realise that in a densely populated area like Auckland, it is impossible to find an area suitable for a Sprint where nobody from the orienteering community has worked / studied in the past or is currently working / studying. Access to the embargoed Sprint area is permitted for daily study or work. It is forbidden to train within this area with a map of any sort, to test route choices or take part in any activity that may give a navigational advantage. When travelling to the Sprint event, please ensure you follow the directions to the Event Centre described in Bulletin 2 to avoid entering the embargoed area. The distance from Auckland’s CBD to Long Bay is 25 kilometres, and 48 kilometres coming from Auckland Airport (25 minutes and 42 minutes travel time respectively, assuming there is no famous Auckland traffic jam).

Area for Long, Middle and Relay + embargo The Long, Middle and Relay events are scheduled to be run in Woodhill Forest, an extensive commercial forest northwest of Auckland. The terrain is similar for all three races. The forest is mostly radiata pine planted on undulating to moderately steep sand dune terrain, with good runnability in general. There are also pockets of native bush with reduced visibility and runnability, and a coastal strip that contains more intricate dune systems and variable vegetation including some rough open areas and some areas of windblown sand. There is a network of widely spaced forestry roads and some motorbike tracks.

Woodhill Forest is a private forest and no competitor may gain entry prior to the event. The distance from Auckland’s CBD to the forest events is over 70 kilometres, and 84 kilometres from Auckland Airport (64 minutes and 75 minutes travel time respectively, again assuming there is no famous Auckland traffic jam).

Transport The Sprint event can be reached by public transport bus from downtown Auckland, via Albany Station, combined with a short walk. Private transport is needed to reach the forest events on South Head. We would like to remind everyone to drive carefully, particularly if you are unfamiliar with the local roads.

The minor roads used to access Woodhill are narrow, windy, frequently unsealed and can have sharp, unexpected bends. In addition, rain, dust and/or darkness can change the driving conditions significantly. If you are driving in Woodhill Forest, lights are required to be on at all times. Vehicles must not deviate from the signposted routes to and from the event. Drive to the conditions and remember that there is never any reason to be, or excuse for, speeding.

Fee Refund Policy NWOC and ONZ agreed on a ‘NZOC2021 Cancellation Decision and Refund Policy’ in November 2020, given the additional complications created by Covid-19. The details of the policy is listed online, but as a generalised rule, if the event is cancelled due to changing Alert Levels, competitors will receive a 75% refund.

Withdraw Entry If you have entered for NZOC2021 and you have to withdraw for whatever reason, please notify the organisers as soon as possible by email. Refunds will most likely not be actioned until the week after NZOC2021. Providing your bank account details in your cancellation email will speed up the process. Unfortunately, NWOC cannot take liability for any loss associated with travel or accommodation cancellation.

Time Zone New Zealand will change from using New Zealand Daylight Saving Time to Standard time at 2am on Sunday 4 April 2021. Clocks will be put back one hour, resulting in an extra hour of sleep before the Middle.

Food and Fuel Be aware that many major supermarkets and other retailers will be closed on Good Friday, with some also closed on Easter Sunday. However, dairies and petrol stations will be open. Cafés and restaurants often have a 15% surcharge on public holidays. The last petrol before the forest events is at Helensville.

Dogs Dogs are not allowed at any of the event sites.

Event Centres Each race will have an Event Centre, which will incorporate Registration, toilets, First Aid (during the forest events), the Finish, and the unofficial O-Lynx results display*). There will be limited tent space available for competitors. At Alert Level 1 competitors are encouraged to bring their own tents, especially if the weather forecast promises rain. Mobile phone coverage is available at the Sprint. At the event centres used for the Long, the Middle and the Relay mobile phone coverage will be very patchy/ not available.

Registration Registration can be found at the Event Centre, and is the place to ask questions, buy a whistle ($3) or pick-up your hired SI card. At Alert Level 1, race bibs need to be collected from Registration before taking part in the first event. Please bring your own safety pins. A copy of the start list will also be available. This list must remain at Registration, but can be checked.

Vendors At Alert Level 1, MAPsport Shop and Grassy Knoll will be present with a range of orienteering gear. An external vendor with a coffee cart will be available during the competitions. Please bring cash, since EFTPOS will most likely not work during the forest events.

Results*)

Provisional live results will be displayed on the O-Lynx TV screens at the Event Centre. This will include information from the radio controls updating competitors' progress on the course. Official results will be available on the results page of the NZOC2021 website and Winsplits as soon as possible after each event finishes. WRE results will be uploaded to IOF Eventor as soon as practically possible after each event. Provisional live results will also be available via O-lynx live (http://www.o-lynxlive.com), so supporters back home can follow the results as they happen. Route Gadget course maps for each event will be published as soon as possible after the event.

Commentary*)

Race commentary will provide news and results based on live feeds from O-Lynx radio controls and recent downloads, and as such will be ‘unofficial’ times.

Photos and Videos NZOC2021 During the event, photos and videos will be taken and published on the NZOC2021 Facebook page. We encourage anybody who would like to share their photos for publishing on the Facebook page, to please contact the organisers via email, ideally before the event.

Health All competitors are expected to be fit enough to compete, and to comply with the New Zealand Government and ONZ Covid-19 guidelines. Competitors are required to carry their own medication if required, e.g. inhalers for asthmatics and an EpiPen or adrenaline for those with severe allergies. It is the competitor’s responsibility to notify the Event Coordinator by email of any potentially serious personal health challenges before the start of NZOC2021.

First Aid An external medical service provider will be available at all forest events. However, we also ask that you bring your own first aid kit and tend to minor injuries such as cuts and grazes yourself. There are ground-based wasp nests in the forest, so it is recommended to bring antihistamine tablets. For the forest events, the minimum driving time to a hospital will be 90 minutes.

For the Sprint, the closest emergency centre is: Shorecare Urgent Care Northcross, 948 East Coast Road, Northcross, Auckland (09 486 7777)

The closest hospitals are: North Shore Hospital, 124 Shakespeare Road, Takapuna, Auckland (09 486 8900) Waitakere Hospital, 55-75 Lincoln Road, Henderson, Auckland (09 839 0000)

Weather The weather at this time of the year can vary, with temperatures between 8 and 22 degrees Celsius. New Zealand is a small landmass surrounded by ocean, and the weather is therefore quite variable and prone to rapid changes: it could be wet and cold, so be prepared. In the event of bad weather, full body cover will be essential with thermals. Please also be prepared with sunscreen and extra water if it turns out to be a lovely warm Auckland

autumn day.

Clothing Full body cover is recommended during the three forest events, to protect arms and legs from pampas grass cuts. For the Sprint event, running shoes are preferable; rubber studs are allowed, metal tipped studs are not.

Zero Waste Event NZOC2021 aims to be eco-friendly, and minimise waste, following the Auckland Council Zero Waste Event guidelines. NZOC2021 runs a ‘carry in, carry out’ policy, so if you carry it into the venue, please carry it out again.

Childcare Parents need to make their own childcare arrangements. An unsupervised tent will be available as a shelter for parents minding children during the forest events; children are not to be left in the tent unattended.

Forest Evacuation Competitors are responsible for their own safety. In Woodhill Forest, the venue for the Long, Middle and Relay, an evacuation could be required in a number of scenarios, including fire, tsunami or storm damage (causing trees to fall, heavy branches to drop). Use common sense and take action if you smell smoke, experience an earthquake, or if there is storm damage occurring. Action to be taken by event organisers in the event of an emergency: Five long blasts from an air horn or car horn, which

will be repeated at intervals. Given the scale and remoteness of parts of the forest these blasts may not be audible everywhere.

If you hear these blasts, abandon your course and evacuate.

Actions to be taken by competitors in the event of an emergency: Abandon your course, evacuate from the forest; Help any other competitors to evacuate; If it is safe, evacuate to the Event Centre, inform

organisers, and download your SPORTident; If you evacuate to somewhere else, contact

organisers (satellite phone number on map); Call 111 if there is a fire or you require emergency assistance.

Evacuation direction: Preferred route for the Long, Middle and Relay is to head inland (north-east) towards farmland

and Wilson Road, as indicated by the safety bearing printed on the map. Event Centres for all three days can be accessed from Wilson Road.

If, in a fire situation, access inland is blocked, head south-west to the beach. Many kilometres to the south is the township of Muriwai.

Whistles It is strongly encouraged to carry a whistle for the three forest events. There will be a limited number of whistles available for purchase at Registration for $3, on a strictly first-come, first-served basis.

Camping at Leighton’s Farm A number of competitors are camping at Leighton’s Farm for the duration of the event, having pre-booked their camping spots. All campers will have received specific camping information before the start of the event – a copy of this information is available on the event website.

Local Amenities – South Head If you need a few extra things: Parakai is located about 20 minutes before Leighton’s Farm and has a Four Square, a bakery, a

pizza shop, a café, a liquor store and an ATM. The famous Parakai Hot Springs Pools are in Parakai township– see below. Five minutes southeast of Parakai is Helensville, which has more cafes and take-away options, as

well as a big Countdown in the middle of town. According to one local, ‘Helensville Fishery’ just before the supermarket has the best takeaways in Helensville or Parakai.

If you require petrol, you will need to go to Helensville.

Layout Leighton’s Farm

Parakai Hot Springs Pools Parakai is noted for its hot springs with geothermal mineral water occurring naturally. At Parakai Hot Springs Pools there are two pools filled with natural hot thermal spring water combined with two

exciting hydro slides, making Parakai Springs an ideal place to unwind after a day running around in the forest. The giant outdoor pool has a large shallow area for smaller kids and is maintained at 34°C, while the all-weather indoor mineral pool is a toasty, stress & ache-relieving 40°C. On Fridays and Saturdays, the pool closes at 8pm, on all other days at 7pm. NZOC2021 competitors receive a 50% discount on the entry price when mentioning this at reception during the Easter Weekend.

4. Competition Details

Fair Play All competitors shall behave with fairness and honesty. Attempts to gain any information related to the courses, beyond that provided by the organiser, is prohibited before and during the competition. A competitor who breaks any rule, or benefits from the breaking of any rule, may be disqualified.

Start Lists*)

Start lists for all four events will be published on the event website as soon as possible, but no later than Sunday 28 March 2021. A copy of the Start List will be available at Registration during the event.

The start lists for the WRE races will be compiled in accordance with IOF Rule 12.19 and drawn according to IOF World Rankings downloaded on March 16, 2021. There will be a reversed start order where the best-ranked athletes start at the end of the start field. There is a special WRE start list procedure as per IOF Rules (for M/W 20 & 21 elite classes only). For the Long, the only WRE is the 21E class. For the Middle, 20E run the same course as 21E. The start lists for the WRE courses will also be published on IOF Eventor, as will be the results.

Start Time Requests*)

Specific start time requests can only be considered for parents of young children who need split starts, and for event officials, including volunteers. Due to WRE requirements, start time requests may not be possible when competitors are running in the WRE part of the Long and the Middle.

Punching System The SPORTident (SI) punching system will be used in all NZOC2021 events in accordance with the ONZ Policy on Touch-free punching: both regular SI-cards and SI-Air cards (SIAC) can be used.

Use of SI Cards Regular SI-cards and SIAC must be cleared and checked before each race. Stations to clear and check SI-cards will be located in the prestart and again in the start box. The check boxes also turn on SIAC cards. At each control, either insert your SI-card into the control unit until the unit beeps and flashes, or pass your SIAC close to the control box and check that the SIAC beeps and flashes. If you punch an incorrect control, ignore it and continue to the correct control; the extra punch will be disregarded by the results software. If the SIAC stops working in Air mode (no beep or flash), it can still be used like a regular SI card to punch each station. If an SI unit does not function (there is no beep and no flash) then use the pin punch attached to the control stand and punch on your map in one of the spaces provided. If you have pin punched any controls on your map you must hand the map in at the Problem Desk before leaving the Finish area and explain what you have done. Competitors are responsible for punching their SI-card at each control using the punching device provided, and all controls must be visited in the correct order. At the Finish, punch at one of the SI units or, when using SIAC, pass your SIAC card over one and your elapsed race time stops. SIACs are automatically turned off by the Finish control. If you have hired an SI-card for NZOC2021, please make sure you return the card when downloading after your last race of the championship. Please return your hired SIcard to Registration and sign the register as proof of returning.

Lost or broken SI-cards will incur a charge of $50 (SI) or $130 (SIAC) to cover the cost of a replacement.

Controls Each control is equipped with: one electronic punching station (SI unit). Some control sites with high traffic (e.g. last control) may

have two SI units. one backup needle punching device, only to be used if SI unit fails. a control flag. The control code is located on top of the SI unit, or on the tag on the side. There are many controls in the competition terrain, so it is important to check the control codes when you punch. Some controls in busy areas (e.g. near the Start or the Finish) might be ‘doubled-up’: two controls close together, both with the identical number. Radio controls will be used at all four events. This makes no difference for competitors but enables the timing system to pick up ‘interim’ times and gives spectators the ability to follow the race in more detail, comparing split times of competitors still on the course.

Start procedure*) Each competitor is responsible for following the correct marked route to their Start area. The competition area is out of bounds until your start time. It is the competitor’s responsibility to be there on time. The pre-start area has clear, check and SIAC battery check boxes in it. In the Start area, competitors will pass through four consecutive starting pens, and remain one minute in each one.

-4 minutes: Competitor call-up. Bib, SI-card number and the starting time are checked. Competitors

without an SI-card or without a bib will not be allowed to start. -3 minutes: Each competitor inserts their SI-card into a Check box. Option to check SIAC battery. -2 minutes: Loose control description sheets are available for competitors to pick up (optional).

Control descriptions are also printed on the map. -1 minute: The competitor stands beside the map box labelled with his/ her correct course and class.

The start countdown will be indicated by a series of six beeps at -5 to 0 seconds. At the last (long) beep the competitor’s race time begins and the competitor can look at the map. Each competitor is responsible for taking the correct map.

Competitors will then follow the marked route to the start, which is indicated by a control with a flag (but without an SI punching unit) in the terrain and a triangle on the competition map.

Late Start*)

Competitors who arrive at the start late must report to the late start lane where an official will accompany him/ her. Control descriptions and a competition map will be handed over by an official, and the competitor will start the race when told to do so, using a punch-start. The results of competitors who start late due to their own fault will be based on their original start time, with no

time compensation.

Missing Control Punch A competitor with a control punch missing or unidentifiable will be disqualified unless it can be established with certainty that the punch missing or unidentifiable is not the competitor’s fault. During NZOC2021, this rule means that: If one unit is not working or appears not to be working, a competitor must use the backup provided

(a needle punch) and will be disqualified if no punch is recorded. If a competitor punches too fast and fails to receive the feedback signals, the card will not contain

the punch and the competitor will be disqualified, even though the control unit may have recorded the competitor’s card number as an error punch.

It is permitted for the organiser to read the backup from any control. A competitor can request that the organiser read the backup from a control, subject to the payment of a $30 fee. If the control is found to contain a complete (non-error) punch, the competitor must be recorded as having punched that control correctly and the fee will be returned; otherwise the fee shall be retained by the organiser.

Note that SIAC does not record a punch in the control unit.

Finish and Download The Finish is in or near the Event Centre for all four events. All competitors, including those competitors who do not complete the whole course, are required to pass and punch one of the Finish control boxes at the Finish. Competitors who do not punch the Finish will be considered as missing, resulting in a search for this competitor. Each competitor must download their SI-card at one of the manned download stations. There will be a Problem Desk for handling problems regarding download. Elite competitors competing in a WRE are requested to do a second download to secure their race times in case of equipment failure. The second download station will be indicated, directly after the primary download. This second download will not result in a print out.

After Downloading At Alert Level 1, competitors are required to leave their map in the designated bins located directly after the Finish, until the time that last competitors have started. After finishing their race, competitors are not allowed to re-enter the competition area until after the last competitors have finished their race. At Alert Level 2, maps will be collected per club, and distributed to each club a maximum of 2 weeks after the event. Each competitor is requested to leave the Event Centre area immediately.

Results Queries If there is anything a competitor wishes to clarify about the download, or if a control failed to beep and flash, was missing, or any other problem occurred on the course, please proceed to the Problem Desk near the download station. Officials there, in consultation with the Event Controller, will assist to resolve the issue as soon as is practical.

Classes Competitors are divided into classes according to their gender and age: Class eligibility is determined by the competitor’s age on 31 December 2021. Competitors aged 20 or younger are eligible to run in each class up to the end of the calendar year

in which they reach the given age. They are entitled to compete in older classes up to and including 21.

Competitors aged 21 or older are eligible to run in each class from the beginning of the calendar year in which they reach the designated age. They are entitled to compete in younger classes down to and including 21.

Classes offered for NZOC21– Men and Women: o A-Classes: 12, 14, 16, 18, 20, 21, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85 o AS-Classes: 21, 40, 55 o B-Classes: 12, 14, 16, 20, 21, 40 o Elite Classes: 20, 21 o Other: 10, Novice, Easy, Very Easy.

Classes—WRE For M/W21E, the Long Distance and Middle Distance are WRE events. In the Middle Distance, M/W20E will run the same course as M/W21E and can also gain World Ranking points.

Shadowing Shadowing by parents or anyone else is not permitted in any championship classes, including M/W10A. If shadowing or directly assisting of young children is required, the children must be entered in the non-competitive MW10N (Novice) class.

Maps Competition maps are digitally printed on synthetic waterproof paper (Teslin). The maps are produced using the current International Specification for Orienteering Maps (ISOM), or the current International Specification for Sprint Orienteering Maps (ISSprOM). The control descriptions are in the form of symbols and in accordance with the IOF Control Descriptions. Both IOF symbols and English written descriptions will be available for age classes 14 and under and for B, Easy, and Very Easy courses.

Scale of Map For the WRE, the scale of the map is decided by the IOF Competition Rules, with the base scale for all maps except the Sprint being 1:15,000. Due to the special terrain in Woodhill Forest, the independent IOF Event Adviser has approved a 1:10,000 scale for the Long, given that the mapping of the terrain cannot be generalised to make the map readable at 1:15,000. For all non-WRE races, the scale of the map is decided by the ONZ Competition Rules.

Complaints and Protests Complaints and protests will be handled in accordance with the ONZ rules 27, 28, 29 and 30. The only exception to this procedure will be in the case of WRE events for elite competitors, which are handled in accordance with the IOF rules. Before a protest is made, you are entitled to complain to the Controller about an infringement of the rules or organiser's directions. A complaint is made in writing on a form available from Registration, and handed to the Controller as soon as possible, but within 60 minutes of the affected competitor finishing. A complaint is adjudicated by the Controller. The Controller's decision on a complaint shall be advised to the complainant, and displayed on the results board as soon as possible, within no more than 60 minutes of the complaint having been received. If the complainant is not satisfied with the decision, a protest may be made against the Controller's decision.

Complaints and Protests—WRE*)

Complaints regarding a WRE event can be made by anybody in writing. They must be made as soon as possible after the problem is recognised. During the event, “as soon as possible” usually means within 15 minutes of the last result being displayed. A competitor can submit any complaints or query other aspects of the event, using a specially

developed form. The Controller investigates the case, seeking appropriate advice from quarters (including the independent IOF Event Adviser) other than that of the Jury. When all the necessary information has been collected and all people involved have been heard, the Controller then makes their decision and informs the complainant of their decision. A protest can only be made after a complaint. The Jury acts as a court of second instance and bases its final decision on the Controller's investigations and its reflections about the case. A protest is made in writing to the IOF Event Adviser or another member of the Jury. Protests must be made no later than 15 minutes after the decision about a complaint is known. Protests received after this time limit may be considered at the discretion of the jury if there are valid exceptional circumstances which must be explained in the protest. There is no fee for protests in WRE events.

Embargoed area For this event, the campus of Long Bay College and Long Bay Primary School are embargoed, as is that part of Ashley Avenue running between the two schools and Cavalli Road.

Directions Driving route to event from Northern Motorway and East Coast Road: Travelling from north or south on the Northern Motorway, take Exit 410 (Oteha Valley Road). Turn east, following the direction signs for Long Bay Regional Park. Travel 1.77km along Oteha Valley Road. Turn left (north) onto East Coast Road. Travel 1km up East Coast Road. Take the second road on your right, named Glenvar Road. The entrance to this road is slightly unusual: please be careful. Travel down Glenvar Road to the first roundabout and turn left into Glenvar Ridge Road. Travel 1.27 km down to the roundabout with Ashley Avenue. There will be orienteering signage from the Oteha Valley Road intersection with East Coast Road. Public transport to event: Take bus service 861 (Long Bay) from the Albany Bus Station to the Long Bay Village bus stop on Te Oneroa Way, Long Bay. Walk a short distance south from the bus stop to Windlass Street. Walk west to the end of the street and you will be opposite Ashley Reserve. Total walking distance is 420 metres. Buses run every thirty minutes. Albany Bus Station can be reached from downtown Auckland via the Northern Express buses (NX1 and NX2).

Parking There is very limited parking at Ashley Reserve. There is parking in the surrounding streets, particularly on Glenvar Ridge Road opposite the

Shopping Centre. There is plenty of parking at Long Bay Regional Park. Follow Glenvar Ridge Road all the way to the

Regional Park parking areas. Unfortunately, parking at the Regional Park is 2.3km from the Event Centre.

Please obey all council sign posted parking rules. A bigger, easier to read version of the map below can be found in Appendix C.

Roads Out of Bounds The following roads must NOT be used by competitors on the day of the event travelling to the event or for parking: • Ashley Avenue between the roundabout with Ian Sage Ave and the entrance to Ashley Reserve. • Ralph Eagles Place. • Cavalli Road, between Ashley Avenue and Pennant Street.

Event Centre The Event Centre has the Registration tent, a Download tent, live commentary*) and toilets. At Alert Level 1, at the Event Centre the interim results will be displayed and a coffee cart is available.

There is a limited number of toilets at the Event Centre. Please keep this in mind and be prepared for queues. There are two additional toilets at the Long Bay Shopping Centre, next to the New World on the North side. There is no toilet at the Start. At Alert Level 1, clubs can set up their own EzyUp tents, however on hard paved surface only. The use of pegs is not allowed, and sand/ water bags will be required to keep the tents grounded. There is no dedicated tent for small children at this Event Centre. Dogs are not allowed at the Event Centre, on the way to the Start, or on the course.

Out of Bounds The grass playing field at Ashley Reserve is out of bounds, as are the turf fields to the south of the Event Centre. Please respect all Out of Bounds signs.

Warm-up Area Competitors may warm up along the route to the Start. Please keep to the footpaths to walk to the start and for warm-up runs. Note: while these are quiet side streets, all roads are open to traffic.

Start and Finish The Start is a 400 metre sign-posted walk from the Event Centre (allow 5 minutes). Please follow the indicated route to the Start, crossing Ashley Avenue opposite Turutu Place. The Start area is in a residential street; please be friendly and respectful to the locals and be aware of local traffic. Take care crossing over Ashley Ave and Cavalli Road. The Finish is adjacent to the Event Centre.

First Aid There will be a first aid kit at Registration at the Event Centre. Shorecare Urgent Care Northcross is located nearby at 948 East Coast Road, at the intersection of East Coast Road and Oteha Valley Road. The clinic is open until 8PM on public holidays and can be reached on (09) 4786804. The closest hospital is North Shore Hospital, 124 Shakespeare Road, Takapuna, Auckland, and can be reached on (09) 486 8900.

Terrain The terrain is a typical college and primary school campus with complex building networks, sport fields, adjacent roads and parks. There are a few double storey buildings. There are detailed areas that will require close map contact and careful navigation. All courses have a short section of slow vegetation. Impassable artificial barriers have been added to the map (see details below). The area has some level changes, with the Start situated higher than the Finish.

Artificial Barriers A number of artificial barriers have been added to the map. These must not be crossed by competitors. On the map they are shown as symbol 708 (heavy purple line) with a fence underneath. Marshalls will be patrolling the event to check on compliance with artificial barrier rules and other un-crossable map features listed below.

Specific map symbols Competitors must not enter, follow or cross areas, routes, or features drawn with the symbols illustrated below on penalty of disqualification.

If a feature is marked on the map as impassable or un-crossable using any of the symbols above, you may not pass or cross it even if it is physically possible to do so. You will be disqualified if you try.

The out of bounds area (olive green on the map, symbol 520) pictorial control description is . Think of it as a flower in a garden that you are not allowed to walk on (you will be disqualified). Many of the olive-green areas on the map are gardens. A control site, for example, could be on the corner of an out of bounds (olive green) area. In the school campuses there are many controls in a small area. Take care to check control codes and punch the correct control.

Map Flip Course 1, 2 and 3 have a map flip.

Control descriptions Course 1 to 7 have symbol control descriptions. Course 8, 9 and 10 have text control descriptions. The Course 1 control descriptions are 16cm long.

Hazards Hazards to be expected are similar to any urban sprint event. Competitors should take care running around blind corners, especially when trying to read the map, so as not to collide with a competitor coming the other way. The terrain has steps and levels changes. If conditions are wet, the paths and sport fields may be slippery. Given the Sprint takes place on a public holiday, it is expected the campuses will be quiet, but there may be some staff, students or members of the public moving around the competition area. Please be considerate of other users of the space and avoid collisions with them, especially in narrow passageways and on stairs. There is a possibility of vehicles moving in the school campus carparks and driveways. Each course has a small amount of slow run, scratchy vegetation and rough ground.

Footwear Metal studded shoes are not permitted during the Sprint. If it is wet, flat-soled shoes may not be ideal for all parts of the course.

Road crossing All courses cross a public road, using a regular pedestrian (zebra) crossing. There will be a control on both sides of the crossing. This leg will be removed from a competitor’s overall time and is not part of the actual race. There will be a marshal at the road crossing. Please walk steadily over the crossing, obeying all road rules, obeying the directions of the marshal.

Aside from Orienteering?

The nearby Long Bay Regional Park has a long golden sand beach, ideal for a pre- or post-run swim, with cold open-air showers, and showers in the toilet blocks. The Auckland sea will still be warm in early April. Cafes and restaurants may be open at the nearby Long Bay Village shopping area or in Torbay, but a 15 per cent surcharge may be applied as it is Good Friday. Please note that Westfield Albany will be closed on Good Friday, as will New World and some other supermarkets. Dairies and takeaways are allowed to open all weekend. .

Directions and Parking From Auckland, follow the Western Motorway (SH 16) for 46km until the roundabout with Parkhurst

Road, just north-west of Helensville (start orienteering signage). Turn left onto Parkhurst Road,

which becomes South Head Road and travel 16km to Wilson Road. Turn left onto Wilson Road and

travel 7km to the parking area.

Parking is 400m from the road in a farm paddock – please follow the instructions of the parking

marshalls. The access track to the parking is not suitable for campervans or light front-wheel drive

vehicles (vans) as there is an uphill section which is a little loose and will make leaving difficult. 2WD

cars with confident drivers should have no trouble.

Owners of campervans and nervous drivers are strongly encouraged to park on Wilson Road and

walk the remainder of the way. In addition, the access track is single lane so if you intend to leave

early, please park on the road.

Mapping of Motorbike Tracks Much of the pine plantation in the competition area is used occasionally for motorbike racing, but

not recently. In fact, there are many faded motorbike tracks in the area and we have applied the

following rules when preparing the map.

In areas of open forest mapped as white…

Indistinct motorbike tracks are not mapped. These tracks are narrow, windy, not visible from a

distance, barely visible up close, and do not offer better runnability than the surrounding forest. A

photo-example of an unmapped motorbike track in a forest area is shown on the next page.

In areas of reduced runnability…

In areas of reduced runnability (mapped as green or green

stripe), motorbike tracks are mapped. Although the tracks are

narrow and covered in pine needles, their visibility in such areas

is made clearer because of the path they take through the cutty

grass and rotting branches. They offer higher runnability than the

surrounding forest.

Small and medium sizes tracks…

Tracks that are not mapped as indistinct tracks (i.e. tracks

or small tracks), are mapped as such based on their width,

even if they are covered in pine needles. Some of these

are used inconsistently by horses and motorbikes and

others are old forestry access tracks with a noticeable gap

between the planting of the trees. It is possible to cross

these tracks without noticing if they are covered in pine

needles.

See the legend at Registration or the Start to clarify the difference between those symbols if you are

unsure.

Terrain The terrain is a combination of rolling and detailed sand dunes with pine plantation, coastal

windbreak plantation, steep slopes with mature manuka forest and hilly farmland with areas of

dense manuka forest and grazed grass. Runnability varies from very good in areas of mature

plantation to very poor in areas close to the coast, areas with dense cutty grass and low branches,

and some areas of manuka forest.

Hazards There are wasp nests in the competition area. The nests are holes in the ground and wasps can be seen flying in and out if the weather is dry. These have been taped off in the terrain, please do not cross the tape. Many courses cross a major forestry road which may have vehicles driving on it. Look both ways before crossing this road. Take care around the parking area, with cars arriving, turning, and leaving.

Quarantine & Model Map There is no quarantine for the Long WRE races, nor is there a Model Map.

Event Centre Parking is adjacent to the Event Centre, unless you have parked

out on the road, in which case there is a 500m walk. The Event

Centre offers spectating of the Finish; there are no spectator

controls or run-throughs. Toilets will be in the Event Centre.

Out of Bounds With the exception of walking to and from any parking on

Wilson Road, and walking to the start, competitors must not

leave the Event Centre, as defined by the fence bounding the

paddock, before or during the competition.

Warm-up Warm up options are available in the Event Centre paddock, on

the marked routes to either starts or on the access track from

Wilson Road to the Event Centre.

Start There are TWO start areas, Blue and Green

The Blue Start is 900m from the Event Centre: this start is for competitors on Courses 1 – 13.

The Green Start is 700m from the Event Centre: this start is for competitors on Courses 14 – 21.

There are no toilets at either start.

Control Descriptions Loose control descriptions are provided at the pre-start. Dimensions for Course 1 (M21E) are 4.5 x 20.8cm. For Course 3 (W21E) they are 5.1 x 16.8cm.

Map Flip Many courses have a map flip. The side of the page with the first part of the course will be labelled “Course X, Part 1” and the other side is labelled “Course X, Part 2”. The first part of the course ends at a control circle; the corresponding point on the second part of the course is marked with a triangle.

Finish The Finish is in the Event Centre.

Water on the Course At Alert Level 1, water will be available at some controls as marked on the control descriptions.

Please observe proper hygiene rules, use the disposable cup provided and after use, put your cup in

the rubbish bag supplied.

At Alert Level 2 water will ONLY be available on the course for the four Elite classes (W20E, W21E,

M20E, M21E), using their own water bottles. In this scenario, clearly marked water bottles may be

dropped off at Registration on Friday or dropped off by 8am latest at the parking lot for the Long.

There is no water at the finish at either Alert Level: please bring your own.

Safety Bearing Safety bearing is northeast to the farmland or Wilson Road.

Prize Giving ONZ Annual awards prize giving, followed by Middle prize giving. As soon as possible when top three place getters in all grades are known.

Directions and Parking From Auckland, take the North Western Motorway/ SH16 towards Helensville. At the roundabout just before Helensville, turn left to Parakai. Continue straight through the township and onto South Head Road for approximately 15km. Turn left into Wilson Road (gravel) and continue 3.7km, then turn right into the Leightons’ farm gate. Follow the farm track carefully and slowly for 1km to the parking area. Please remember to close all the gates you go through on Leighton’s Farm. There are large numbers of deer roaming in the property which the landowner likes to keep in his property.

To the Event Centre The Event Centre is a 2.2km, fairly flat, walk from the parking and camping area. The route is on a

mixture of gravel forest road/sandy track/farm track. Please stay on the marked route – the forest

either side of the route to the Event Centre is out-of-bounds.

Families with very young children, the elderly and infirm can be transported to the Event Centre by

prior arrangement - please lodge your requests at nzoc2021@gmail prior to the start of NZOC2021.

Terrain The Middle takes place in plantation forest on classic Woodhill sand dune terrain with complex

contour detail. Vegetation varies from younger trees with slightly reduced visibility to other areas

with very open mature trees. Runnability is mostly very good with only a few small areas of thinnings

or windfall.

There are several old indistinct motorbike tracks in the area – they are not mapped (see mapping

notes for Long).

Hazards Expected hazards for a forest orienteering map are rough ground, steep slopes, vegetation, possible

vehicles or motorbikes on tracks. Leg covering is recommended to minimise the cutty grass damage.

Event Centre The Event Centre consists of Registration, Finish,

Download and Results areas, and toilets. The Event

Centre is located in a large clearing with plenty of

space for club tents. These can be transported to the

arena – please leave them at the camping HQ before

8am.

Courses 1-4 have a spectator leg through the Event

Centre. Please observe out-of-bounds areas.

Model Map A model map is available 700m from the Event Centre. Model maps will be available in three different scales and can be collected from the boxes at the 4-way road/track junction on the way to the arena. If you are running a ‘red’ course, it is highly recommended that you take a look at the model map. Please note that the vegetation on the model map has not been fully updated from the original mapping and is generally a bit scrappier than the competition area.

Timing Please ensure you leave enough time to walk the 2.2km from your car to the arena; walk the 700m to the model map; potentially walk 1.7km around the model map controls; walk the 700m back to the arena; walk the 500m to the quarantine or 600m to the start. We would recommend allowing at least 2 hours from arriving at the parking until your start time, more if you are the chatty type.

Luckily daylight savings ends the night before so it will feel like you have an ‘extra’ hour to use.

Out of Bounds All areas adjacent to the walking route to and from the parking areas and all areas adjacent to the

route to the Start are strictly out of bounds.

Warm-up Warm-up options are participating in the model map and/or on the way to the Start.

Quarantine There is a start quarantine for all elite classes. All competitors in M/W20E and M/W21E must be in the quarantine area by 10:15am. The quarantine area is 500m from the Event Centre, near the Start. There will be a tent and a toilet.

Start The Start is a 600m walk from the event arena (in the opposite direction to the model map).

Control Descriptions Loose control descriptions are provided at the pre-start. Dimensions for Course 1 (M20E, M21E) are 5.1 x 19.3cm. For Course 2 (W20E, W21E) they are 5.1 x 15.6cm.

Water There is NO water provided on the course. There is NO water at the finish - please bring your own

water for after your run.

Safety Bearing and Event Area Boundaries North to Inland Road (large gravel road) then southeast (turn right) to the Event Centre.

Course Notes As noted before, Courses 1-4 have a spectator leg. You MUST follow the taped route from one

control to the next. Failure to do so will result in disqualification.

The course numbering is a little cramped around the spectator leg and Finish with the result that the

control number for the spectator control appears next to the finish circle. Please study the

illustration on the right, so you know what to expect.

In this example, the spectator leg is from 15 to 16. The numeral for

the control at the end of the spectator leg is positioned in the same

place for all four courses that have this leg.

Note also the dashed line indicating the taped route runs partly

through the finish circle.

Directions and Parking Same directions and parking area as for the Middle Event. The Event Centre is adjacent to the Parking and Camping areas.

Terrain The map is divided into two distinct areas. All courses will start and finish on fast farmland with pockets of scattered manuka with sand dune hillsides that contain more extensive vegetation. There are many buildings and an extensive track network that makes the area surprisingly detailed and adds to the complexity of navigating at speed.

The Mixed Open, Mixed Masters and the 1st and 3rd legs of Mixed Veterans will also cross into Woodhill Forest. This area mixes a large complex manuka hillside with very fast open pine forest. There are some old, faded motorcycles tracks which are not mapped.

Event Centre Details Registration, Start and Finish areas are all together at the Event Centre.

Out of Bounds

The area to the south of the carpark and Registration is out of bounds.

Warm-up Warm up areas are limited to the camping and car parking area. All

courses have a very short loop after the Spectator Control, so you will need to warm up in advance of your teammate arriving here.

Maps To improve legibility in the arena area, the Start and Finish symbols size have been reduced on the map.

Start We expect to start directly after the 10am briefing. All first leg runners must be ready to start immediately. At Alert Level 1 we hope to have all first leg runners from the five different courses start together.

Finish

All first and second leg runners will pass through the map fence before they finish. They will need to discard their used map and collect the new map for their next team runner. They will then pass through the finish line to stop their time and pass the map to their next leg runner. The prizegiving will be held as soon as possible after completion of the event.

Water

There will be no water on the courses.

Safety Bearing and Event Area Boundaries

On the farmland, do NOT cross any fences. In addition, most downhill tracks will lead back towards the Event Centre. In the forest, head north to the crossing points through the deer fence.

Course Details There are controls very close together in parts of the maps to provide forkings between the courses. They are on different features, but competitors need to be careful to check the control numbers before punching. Control descriptions will only be provided on the map. Competitors are responsible for collecting the correct map from the map fence. A team will be disqualified if they take another team’s map.

if the Long was not contested). Orienteering clubs have been contacted before the event with an overview of their members participating in the Relay event, to assist with Relay team formation. The Relay team composition per club will need to be confirmed during the event by 3pm on Saturday 3 April 2021 at the latest: earlier is no problem.
