As construction costs rise, it becomes increasingly important for churches to thoroughly count the cost. Completing this form can help you estimate the amount of money you will need to construct your building. The total should be entered on the Project Cost Financial Analysis Form (FactSheet 23).

Completing the Form

Plan Development Cost 1. Texas state law does not require that you have

an architect unless your building has more than 20,000 square feet of enclosed space. Many cities require an architect for smaller projects. At the very least, you will need someone who knows and understands life safety and accessibility codes to design your building.

2-7. Texas state law requires the seal of a Registered Structural engineer (Line 3) on the plans for all church buildings. The need for additional engineers varies by city and type of project.

8. Most church building plans must be reviewed for compliance with the Texas Accessibility Standards.

9. Most cities and some counties require a building permit.

10. Copies of construction documents will be needed for carpenters, plumbers, etc. You will also want a complete set for the church to keep permanently.

11. Anything else required to get plan approval (i.e. Community review board)

Material Cost 13. This item relates specifically to the area under

the building. Includes soil stabilization, select fill, equipment rental, etc. Parking, drives, etc. will be on another form.

14. Includes the cost of excavation, drilling piers, pad sand, underlayment, reinforcement steel, etc.

15. Cost of under slab preparation, piping, extending line to city main or septic system, sinks, toilets, drink fountains, fire sprinkler systems, etc.

16. Includes wiring, lighting, breaker boxes, transformer, connecting to utility, etc.

17. Includes HVAC units, ductwork, registers, thermostats, etc.

18. The trusses engineered and delivered to the site.

19. Materials for the wall and roofing systems, temporary bracing, etc.

20. Decking, felt, shingles, nails, metal trim, etc.

21. Insulation for walls and ceiling to comply with current energy code.

22. Drywall of size and type to comply with current fire code (corridors and large rooms have different requirements).

23. Bricks/rock, mortar, ties, etc.

24. Doors and windows that meet fire code rating for specific location.

25. Hinges, door knobs, cabinet hardware, etc.

26. Steeple and baptistry with pumps, heaters, etc.

27. Paint and wall coverings including tile, trim materials, etc.

28. Carpet and flooring materials.

29. Other materials, including cabinets, marker boards, toilet partitions, fire alarms, security systems, appliances, etc.

Other Costs 31. All labor not in a specific material bid. There

will still be some labor cost even when volunteers are employed.

32. Any cost involved in the overall supervision of the construction of the building.

33. Fees for testing soil compaction, concrete strength, etc.

34. There are always surprises. Plan for them.

35. If it doesn’t fit anywhere else, put it here.
