SIWI conducts original studies, develops new tools, and provides in-depth analysis that enables policy-makers to make informed decisions on water issues that are based on the latest scientific research. SIWI works with a range of partners to develop and implement high-impact and relevant capacity building programmes for improved water management outcomes. Courses are tailor-made to be basin-, country- or region-specific, based upon the needs stated by the partners. Over the past half-decade, we have provided training to over one thousand people from ninety countries who have returned to help strength- en their institution’s ability to deliver on their mandates. BUILDING A KNOWLEDGE SERVICES HUB IN BOTSWANA SIWI will support the DWA in establishing a Water Knowledge Hub, which will be a national centre of excellence, conducting applied research, monitoring local and global trends in water management, and providing policy advice to the Department. Course 1:Corporate transformation and Change management

The process of restructuring the Botswana water sector requires the redeployment of staff into new institutions and/or roles, and may be fraught with uncertainty and resistance to change. Thus, it is essential that sector organisations are capaci-tated to effectively perform their revised functions. This course comprises the following elements:• Botswana water sector

reforms – objectives, rationale and opportuni-ties analysis.

• Organisational change management strategies.

• Water sector-specific project planning and management.

• Leadership skills for the water sector.

Course 5: integrated Data management

The collection, interpretation and communication of hydrological, hydrogeologi-cal and climatic information are essential water resource management. This course will be presented in colla-boration with the Swedish Meteorological and Hydro-logical Institute (SMHI), on the following topics:• Data collection and col-

lation for hydrological modelling.

• Hydroclimatic modelling for flood and drought forecasting.

• Integrated data manage-ment.

• Water quality monitoring. • Biomonitoring. • GIS and remote sens-

ing for water resources management.

BaCkgrounDRecognising that its existing policies and organisational structures for the water sector were no longer meeting the needs of its citi-zens, the Government of Botswana undertook a review of its Na-tional Water Master Plan in 2006. The review made several recom-mendations for reform. Under the guidance of the Ministry of Minerals, Energy and Water Resources (MMEWR) and based on the recommendations of the review, a reform of the water sector was initiated in 2008. Under the reform, the Department of Water Affairs (DWA) would relinquish its service delivery responsibilities in order to focus on water resources management as its primary function, the Water Utilities Corporation (WUC) would take on the role of providing water and wastewater services for the entire country, a modern regulatory regime would be developed, and an independent Water Resources Council would be established to oversee and allocate the nation’s scarce water resources. These reforms have required redeployment of staff from DWA and local municipalities to WUC, as well as capacity building in the new institutional mandates.

Programme managementIn July 2011, MMEWR signed a Memorandum of Understanding with SIWI to support the capacity building of DWA, WUC and other water sector stakeholders. With co-funding from MMEWR and the Swedish International Development Cooperation Agency (Sida), the Botswana Water Sector Capacity Building Programme started in January 2012 and will end in December 2013. The programme is administered through a Management Team under the guidance of a Steering Committee. The steering commit-tee is the decision-making body of the programme. It meets every six months to evaluate the programme and make recommenda-tions for its improvement.

an eight CourSe moDular Programme The capacity building programme is made up of eight courses. Each course consists of three one-week modules, spaced about two months apart. This modular structure enables participants to more effectively integrate their learning into their day-to-day work, and avoids long absences of essential staff from their duties.

Course 2: integrated Water resources management

This course will support the development and imple-mentation of the National IWRM Plan, and is targeted at Department of Water Affairs (DWA) and external stakeholders who are en-gaged in the national IWRM planning process. The course covers:• IWRM – concepts,

principles and approaches.

• Catchment management • Allocation of environ-

mental flows. • Water use efficiency.• Transboundary water

management.• Groundwater manage-

ment in the IWRM context.

Course 3: research, knowledge management and Benchmarking DWA intends to strengthen its capacity to conduct re-search, in order to achieve its vision of becoming a global leader in water re-sources management. The Department also intends to benchmark its own systems and processes against international best practice. This course will build capacity in:• Research methodology. • Participatory research. • Bridging research and

policy for sustainable outcomes.

• Knowledge management.• Benchmarking and per-

formance management in the public sector.

Course 4: Water resources Policy

As the Department seeks to revise the existing policy and legislation that guide the sector, it is important that key role-players develop a clearer understanding of the changes required and how to implement them. This course contains the follow-ing elements:• National water law and

policy – an overview of the existing policy and legal framework of the Botswana water sector.

• Water resources policy development and analysis.

• Approaches to intra-gov-ernmental policy harmo-nisation.

• Socio-economic analysis in water resources management.

Course 7: Climate Change and variability in Water resources management

Climate change and variability complicate water resources planning, as future climatic conditions can no longer be predicted based solely on historical patterns. SMHI will collabo-rate with SIWI in presenting this course on the following topics:• Climate variability.• Climate change

mitigation. • Climate change

adaptation. • Methods for assessing

climate-related risk. • Response mechanisms

for climate-related risks.

Course 8: Water allocationand demand management

This course will be particu-larly relevant to the mem-bers of the independent Water Resources Council, who will be responsible for water allocation. DWA will provide technical support to the Council, and has identi-fied the following capacity building needs: • Water conservation and

demand management. • Conjunctive surface water

and groundwater management.

• Environmental-economic accounting for water.

• Water pricing and alloca-tion strategies.

• Compensation for eco-system services.

Course 6: Sanitation and Wastewater management

DWA’s new mandate includes management of waste water as a resource.WUC is embarking on de-velopment of new wastewa-ter collection and treatment systems. This course aims to support both organisa-tions and will be offered in collaboration with CIT Urban Water Management AB, a Swedish organisation spe-cialising in providing support for strategic planning and development of urban wa-ter and wastewater systems. The course will consist of the following modules:• Sanitation planning. • Faecal sludge manage-

ment. • Innovative technologies.• School sanitation.
