Statistics of ENSVET in Slovenia
Up to 2014 the ENSVET was organised by GI ZRMK:
In the period after the year of 2014 the ENSVET is within Eco Found
The number of executed activities:
2014 4.344 77% presents individual energy consultations
2015 5.230 82% presents individual energy consultations
2016 7.530 75% presents individual energy consultations

Need for reorganisation of ENSVET
The energy consultancy network ENSVET was created 25 years
ago on the national level.
Within this time Local Energy Agencies were created all over
Slovenia with the support of local communities and European
Commission.
It would have sense to incorporate the services of the ENSVET
network to the normal work of the Local Energy Agencies and in
this way make the services more professionally and coherent with
the activities in the local communities.
Enlargement of the activities for in the field of promotion,
availability of information and electronic interactions, more
supports for services directly connected with implementation.

Training and Education on national level
Energy Consultants as well as architects, construction engineers and
installers involved in the energy rehabilitation of the buildings, have many
times the lack of knowledge and experiences.
The sector is continuously in development so there is a need to learn from
(GPs) and also from good and bad experiences.
The GPs should be well documented and present the basis for permanent
training, education and certification of procedures and involved persons.
There is also the luck of knowledge regarding the integration of renewable
energy sources (RES) in the building.
The knowledge and experiences are mainly coming from the continues
research and implemented projects.
There is a need for periodic training and education. The Eco Found and
OERB should find the way to organise or support regular information and
education on the national level.

1. Households apply through „form“ at Social Work Center
2. With letter they get information on who will visit them, afterwards energy adviser calls them and set the date
3. On visit: electricity, heating and water invoices are reviewed, electricity, heating and water consumption analyzed, review the status of windows and radiators
4. Afterwards data are filled in form and equipment, according to the need, is installed or given instructions for installation
5. Leaflets on soft measures are given to the households

Available financial supports
For the socially weak people people 100% subsidy are available for:
Change of old boilers with new boilers on wood biomass.
For their part of costs within the energy rehabilitation of the multi apartment
buildings.
The share of households, which could not assure the adequate space heating of their flat, 2015

EE of Individual Buildings – a need for
special attention to energy poverty
A big series of EE measures were already implemented by the owners of
individual buildings and households.
The majority of the EE actions were managed by financially better situated
individuals. Such owners need information about GPs and some small stimulation.
The building owners with lower incomes are unfortunately not taking part, yet.
The low income owners would need service companies, or other institutions to
carry and finance the energy rehabilitation on long term basis.
There is a need to find instruments and supporting mechanisms to stimulate
energy suppliers and ESCO companies to enter also in this kind of buildings.
The good practices (GPs) should be well analysed, elaborate and be available
on the internet and promoted in the relevant media.
