    Day one, June 4

    The key objective of Bucharest Energy Forum is to offer an annual, high level convening platform for

    private and public stakeholders in the Energy Sector in the Black Sea Region. An inclusive, educated

    conversation with key sector leaders and experts provides policymakers and investors with valuable,

    accurate and actionable information and offers a clear vision for decision makers.

    ENERGY SECURITY IN EUROPE

    Global energy markets but also the impact of climate change make the collaboration between the

    United States and the European Union ever more essential for ensuring energy security. Regional

    developments in the Black Sea area and elsewhere only underlined the relevance of transatlantic

    energy cooperation. European and the American energy markets combined are the worlds largest.

    With TTIP negotiations in full swing the sector is important from an economic, strategic but also

    regulatory perspective. In recent years, both actors have steadily increased their dialogue on topics

    such as collective energy security, energy efficiency and alternative energy sources. Since 2009 an

    EU-US Energy Council was established, with the purpose of bringing together key actors working on

    energy issues in three areas: energy security, energy technologies research and energy policy. In

    addition, starting with June 2013, the European Commission initiated trade and investment talks with

    the United States. The aim of this session is to analyze the common EU and US approach on the need

    to promote open, transparent, competitive global energy markets.

    CHALLENGES AND POTENTIAL IMPACTS

    Redefining the global energy mix has become one of the most important priorities for the international

    community. Natural gas, the cleanest fossil fuel, situates itself as a vital component of the global

    energy mix. Although previous efforts were made in exploring the Black Sea basin potential for gas,

    the basin characteristics required costly high-tech equipment and not much gas has been produced so

    far. At a time when European reserves are being depleted, and consumers' appetite continues to

    increase, natural gas is becoming critically important to the EUs aim for energy independence. As so

    the EU is currently involved in the creation of an efficient and well-functioning internal market for

    gas. However, major long-term capital investments in the infrastructure sector are vital.

    I. Energy Security & Regional Geopolitics

    Energy security, exploration and production, energy transportation and geopolitics are the main

    challenges that bring along multiple opportunities at the Black Sea. Exploratory drillings in the Black

    Sea continental shelf revealed a major potential for this area to become important in oil and gas

    upstream development for Europe. In energy terms, the Black Sea basin constitutes a bridge between

    the Caspian region, Europe, Middle East and the East Mediterranean. With important stakeholders in

    the area, gas and oil pipeline investment decisions are still to be taken. Political and economic issues

    will play a significant role in these investments. Specific issues in relation to the Bosphorus Straits, to

    new quantities entering the market from fossil and renewable sources but also to future gas pipelines

    linking the region, all will contribute to the oil and gas mix for the wider Black Sea area. Through this

    panel we aim to clarify the issues these new developments raise as to develop a potential framework

    both at political and economic levels.

    II. Black Sea Upstream Development Opportunities

    By building on the momentum presented by the energy opportunities in the Black Sea Region, both

    policymakers and investors could create a winwin scenario that would benefit a regional growth

    model creating jobs, infrastructure innovation and horizontal positive effects. Some of the key aspects

    to be discussed include what conditions need to be in place for successful investments leading to a

    transparent, stable, secure and reliable gas market in the region.

    DEVELOPMENT IN THE BLACK SEA REGION

    09:30 - 11:00 Plenary Session: THE CASPIAN LINK IN THE EUROPEAN ENERGY

    MARKET

    The Caspian Sea region has become increasingly central to European energy security projects and

    prosperity owing to its rich human potential and its significant oil and gas resources. The current

    East-West energy supply routes will enable oil and gas transportation from the Caspian region to the

    West, while enhancing stronger co-operation between all the countries concerned. The implementation

    of the Trans-Adriatic (TAP) and Trans-Anatolian (TANAP) gas pipeline projects is to make a great

    contribution to ensuring the region's energy security along with that of Europe. In this context, Turkey

    and Azerbaijan are important partners for Europe in ensuring energy security. Yet, this redefined

    geopolitics has an impact on the existing actors and stakeholders currently activating in the European

    market. This plenary session is to address the importance of the Caspian link while identifying main

    challenges to be addressed in the near future. The issue of energy security has been for quite some

    time a major element of the European Energy Strategy. In the current regional context and the

    Ukrainian crisis many voices have expressed the need for a clear roadmap that can ensure that energy

    and energy trade does not become either an instrument or a victim in regional crisis.

    A LOW-CARBON ECONOMY (pipelines, energy efficiency, exploration

    and new sources)

    European Union commitment toward making its economy more climate-friendly and less energy

    consuming is to take effect through major investments in clean technologies, low- and zero- carbon

    energy and increased innovation. However, such investments require major capital investments; this is

    partly because the current infrastructure and energy transition planning is estimated to become

    operational no sooner than 2050. There are significant costs related to both maintaining adequate

    supply and planning for a low carbon future while ensuring the competitiveness of regional

    economies. To activate the private capital, governments need to implement functional private-public

    partnerships, clear strategies and a coordinated European approach.

    The current explorations along with the start of shale gas exploitation have brought into public

    attention this industrys environment safety actions. The oil and natural gas industry has a strong

    safety record, despite a work environment that often involves heavy equipment, hazardous materials,

    high temperatures and high pressures. Actors in the field constantly reaffirm their commitment to

    develop technologies, standards, and programs for environmental risk reduction, as safety is their top

    priority. The purpose of this panel is to foster further debates on offshore production in a formula that

    reunites government representatives, industry actors and relevant regulatory agencies. Within the

    framework of a fair and open dialogue, all parties are encouraged to involve actively in setting real

    and clear benchmarks.
