    Brimbank City Council is excited to announce three municipal park upgrades in Dalton Street, Sunshine West; Parmelia Drive, Sydenham and Wahgunyah Drive St Albans, which will provide high quality play spaces for years to come.Sunshine Wests Dalton Street Reserve $430,000 upgrade includes equipment to help feed imaginative play such as a giant birds nest swing and blue lizard scale, as well as picnic tables, shade sails, BBQ,

    drinking fountain, park furniture, pathways, tree and shrub planting.St Albans Wahgunyah Drive Reserve $440,000 upgrade has seen a top-to-toe transformation of the park. Features include a new playground with a fl ying fox, half basketball court as well as an all abilities basket swing and carousel. Sydenhams Parmelia Drive Reserve $100,000 upgrade has included a combination of play units, springers,

    climbing nets, a drinking fountain, new picnic settings and tree planting.In the six years since the adoption of Brimbanks Creating Better Parks Policy and Plan, Brimbank City Council has spent about $17 million upgrading around 75 parks across the City. This year, Council has set aside $1.3 million for open space projects in the 2014/2015 Annual Budget.

    Temporary relocation of Sunshine Library and Customer Service CentreIn August the Sunshine Library and Customer Service Centre will temporarily relocate to make way for works on the $52 million Community and Civic Centre. The Customer Service Centre will close at 12noon on Friday 1 August at Hampshire Road and reopen at the usual time of 8.45am on Monday 4 August at the Sunshine Municipal Offi ces, 6-18 Alexandra Avenue. Sunshine Library will close at 5pm on Sunday 3 August and reopen at its temporary location in McCracken Street, Sunshine, at 10am on Monday 11 August.     Small Business Festival

    This August, Council will provide an exciting program of events as part of the Victorian Small Business Festival. The festival is a Victorian Government Initiative coordinated by Small Business Victoria in collaboration with Local Government, industry groups, businesses and private sector organisations. This year the focus will be on fi nancial statements, cash fl ow and budgeting. There is also a separate networking Business Breakfast on 21 August, from 7-9am ($25).

    More than 160 people have submitted objections to what they call major changes to the River Valley quarry site in Sunshine North.

    The original plan was for a lake within the abandoned basalt quarry to be retained and landscaped.

    But now the sites owners have submitted plans to Brimbank council to fill in the quarry and build homes and an ornamental lake on the landfill.

    Michael Vella, who has has lived in the area for 12 years, said he would like the owners to stick with the original plan. Brimbank council

    is planning a major change and has told residents we have no appeal rights, Mr Vella said. The major change involves infilling the quarry site and building housing on top of the fill. The original plan assumed no landfill and residential premises inside the quarry site in and around the existing lake.

    Don Erskine, a co-director of River Valley Developments which acquired the land in 1992, said the abandonced quarry was dangerous and needed to be filled.

    Brimbank city development director Stuart Menzies said the amended development plan did not propose any major changes. He said the council had received 160 submissions,

    including a petition with 127 signatures. Filling of the former McGrath quarry hole is proposed to involve importing clean fill only, Mr Menzies said.

    Filling works propose to raise the level of the lake from 12 metres AHD [Australian height datum] to 33 metres AHD, with the land around the lake also filled and battered gradually to the natural contours at the top of quarry hole, which is approximately 45m AHD.

    The developers have not provided any indication of when they wish to commence filling, should approval be given.

    The state government has refused to commit to funding much-needed upgrades at Essendon Keilor Colleges three campuses.

    Last week, the state Labor Party announced that if elected in November, it would spend $10 million to fix up the appalling condition the students and teachers had to deal with.

    Niddrie MP Ben Carroll said the funding would help fix long-standing issues at the school. It was promised by Rob Hulls [former Labor MP] and the Liberal Party has refused to rebuild the school, Mr Carroll said. It has publicly been called disgusting and unsafe by Education Minister Martin Dixon. We encourage them [the Liberal Party] to match Labors promise.

    Principal David Adamson said the funding was needed as the school continued to deteriorate.

    The technology building and canteen at the Niddrie campus need to be knocked down, while the science wing needs to be refurbished at the East Keilor campus, Mr Adamson said. [Niddries] windows are rotting, the ceilings falling in and one room cant be used; its that bad. To replace all the windows in one room would cost $10,000.

    Asked whether the government would fund Essendon Keilor College rebuilding and repairs, a spokesman for Mr Dixon said it had invested $500 million in school capital projects in the recent budget.

    If we had to cap rates, it would be highly likely that Council would be forced to stop some of these important services that our residents depend on and abandon future projects earmarked in the capital works program, such as traf c congestion measures along Caroline Springs Boulevard, the potential for an Aquatic Centre or the potential to duplicate Hume Drive.

    So, while at rst glance this policy may seem appealing to ratepayers, it would have long-term negative impacts for our community. My priority as a Councillor isnt for short-term gain but for a sustainable and liveable community long into the future.

    When you think about your day-to-day life, have you stopped to think about all the things that are provided by Council? The playgrounds your children play on, the roads you drive on, walking and cycle paths, kindergartens, maternal and child health services, libraries, sporting grounds, garbage and recycling collections, aged and disability services....the list goes on and on.

    In fact, Melton City Council provides over 120 services and many Council buildings for its residents that make our community a better place to live.

    Earlier this year, Victorian Opposition Leader, Daniel Andrews, expressed the idea of capping rates for all Councils in Victoria if his party was elected at the November State election. A similar policy in NSW has had very negative impacts on councils but more importantly the residents. This Council does not want to see this happen here.

    strong friendships are starting to form. I wish the group well for the remainder of the program - keep up the good work.

    me about the roadworks at the intersection of Coburns Road and Barries Road, Melton. These works are being undertaken by the developer of Woodgrove Shopping Centre, QIC. Council has been advised by QIC that works will commence this week and are expected to be completed in October.

    Following the success of his music school which opened in Kealba last year, music therapist Neil Ta has opened a second school, this time in St Albans.

    While his first school focused on music, the Victorian Institute of Performing Arts (VIPA) will look at expanding its programs.

    VIPA, which opened on July 12, is a hybrid institute teaching a variety of performing arts, including music, dance, fitness and yoga.

    Mr Ta, a music therapist for 30 years, says the keys to success in performing arts are confidence and adaptability.

    I teach my students how to play the guitar and then encourage them to play the piano or sing all you have to do is apply what you have learnt to a different instrument, Mr Ta says. Its the same for dance; once youve learnt hip-hop, you apply your knowledge and adapt it to the steps of acrobatics. And you can use this technique for everything in life.

    He adds: No one has dared do anything like [VIPA] before. The aim of this institute is to help kids become successful in whatever they choose to do for the rest of their lives.
