Residents and visitors to Laolao will have noticed by now some changes to the parking area at the central Laolao Beach. Over the past few months, the CNMI Coastal Resources Management Office has been partnering with CNMI Division of Public Works to put into action part of a long-term plan to reduce sedimentation and improve public access in Laolao Bay.

CRM’s project involved construction of a permeable parking lot to meet two objectives: to reduce sedimentation to protect our Laolao Bay coral reefs, and to provide a beach access point that allows residents to enjoy the beauty of Laolao Bay while protecting the fragile coastal resources in the area.

A permeable parking area allows for sediment-laden stormwater to filter back into the ground instead of running directly into the ocean. It is well known that the health of our marine resources in Laolao Bay is jeopardized by sediment coming from parking areas, roads and cleared land, and CRM hopes that the permeable parking lot will prevent some of this sediment from reaching the sea. A close look at the parking area will also reveal “curb cuts” to allow the planters surrounding the parking area to catch stormwater from Laolao Bay Drive, in addition to easily-accessibly trash and recycling bins to encourage the public not to litter.

With a clear designated area for parking, CRM intends to replant native trees in several nearby areas where cars used to park. The replanting will help to further reduce sedimentation by stabilizing sandy areas, and improve habitat for native birds and other wildlife in the area. Plants such as Half-flower (Nanasu), Zebrawood (Hunik) and Velvet Leaf (Panao) will be used to revegetate.

CRM thanks the National Oceanic and Atmospheric Administration for funding this project, and encourages members of the public to contact them directly with any questions or concerns regarding public access, sedimentation or the coastal resources of Laolao Bay.

Coastal Resources Management Completes Permeable Parking Area at Laolao Beach

Located on Saipan’s eastern shore, Laolao Bay is adjacent to the few land owners living in the area with the majority living upland. The only access road to the bay which has been partially paved, a result of the Division of Environmental Quality’s ARRA project, for the most part is eroded and affected by the rainy season which contributes to erosion and sedimentation within the area. The result of runoff delivers large quantities of sediments into Laolao’s waters impacting the bay’s water quality and coral reef ecosystem. CNMI environmental agencies are working collaboratively to reduce nonpoint source pollution in efforts to restore and protect both the marine and terrestrial resources within the area.

The Mariana Islands Nature Alliance was awarded funding from the CNMI Coral Reef Initiative to aid in the efforts to restore and protect the Laolao Bay’s near-shore marine resources through implementation of the Tasi Watch Project. The Tasi Watch project is a collaborative effort between MINA and DEQ, CRM and DFW by providing opportunities to residents and visitors of Laolao Bay to manage their near-shore marine resources. The Laolao Bay communities and visitors will engage in numerous outreach events to help raise awareness on how to improve and maintain a healthier coral reef ecosystem and the need to perpetuate marine life for our children to benefit from. “Such practices like preventing marine debris from entering our waters is an important concept to remember when we are out either fishing or enjoying a Sunday picnic,” says MINA’s Executive Director Sam Sablan. The goal of the Tasi Watch Project is to provide the communities with the adequate tools and training to properly manage Laolao Bay’s activities so that we can continue to improve the health of coral reefs.
