Safety and scalability are equally important for design of any unmanned traffic system Airspace isn’t as big as you think it is -- surrounding UAVs and manned aircraft with unnecessarily large “hockey pucks” mean we run out of space But these “hockey pucks” usually represent the worst-case scenario --- the real risk-based boundary is dependent on lots of things, like relative airspeed, relative heading, equipage We can allow that picture to get more realistic… if we are willing to take advantage of available technologies

New technologies mean we can satisfy both requirements simultaneously. We believe we can ‘have our cake and eat it too’ if we introduce a series of technologies GPS, rapid and secure data transmission, increased computation capability, big data analytics to provide an overview to any human operators as necessary

• The paradox: we can’t operate at a nationwide scale without data to make the safety case, but we can’t get the data we need unless we operate at nationwide scale

The FAA is trying to break the paradox through the creation of existing small-scale understanding of risk (provided by, for example, Pathfinder) that can drive the creation of a concept of operations in the near term for a subsection of Class G airspace that: Will allow for safe data gathering on national level operation Directly addresses the primary use cases of precision ag and critical infrastructure surveillance There has been data collection efforts in particular sponsored by the FAA BUT the logical next step is to build on those results and expand to the national scale because when we think of these technologies… it’s how they can operate on national scale to define the risk profile.
