THE MILLER HOMES DEVELOPMENT ON BREARY LANE EAST SITE

The Planning Decision

In December last year Miller Homes won their planning appeal and were granted outline planning permission for 380 dwellings, a convenience store and public open space on land at Breary Lane East. The planning inspector attached 31 conditions to this approval, for example, archaeological and ecological surveys. The site is not green belt land and permission was granted as it was judged that Leeds City Council did not have a 5 year supply of housing land.

LCC decided not to exercise its Right to Challenge. The decision can only be challenged on legal grounds, and Leeds City Council has lost all recent appeals on the 5 year supply of land issue, even though these decisions override the Leeds strategic housing plan. The Parish Council then took professional advice, including counsel's opinion. It was reluctantly decided that based on the advice received the Parish Council should not exercise the RIght to Challenge. The loser in such appeals bears all the costs which could be considerable

What is the Parish Council doing?

Parish Council policy is to engage with the developers and the planners to obtain the best possible outcome for the whole village.

LCC Planning and Highways officers attended the January meeting of the Parish Council to answer questions concerning the proposed development. A formal meeting was held in February with a representative from Miller Homes. All councillors had attended the Miller Homes consultation event in January giving details of proposals for 316 homes and a convenience store. Councillors used the meeting to comment on the proposals and make recommendations which have subsequently been submitted in writing to Miller Homes

As a result of these meetings the Parish Council will be making proposals on the housing design, green buffers around the site, tree and hedge preservation, lighting pollution, flood prevention through permeable surfaces and storage ponds, the preservation of dry stone walls, new bus shelters, wildlife protection and the extension of Spring Wood to the north.

Spring Wood and the field to the north will remain in the green belt. However Leeds City Council proposes removing the field to the south of the wood from the green belt. The Parish Council believes that this field should remain in the green belt. Note that this is where a new school may eventually be located.

The planning inspector stated that the provision of a store would result in a reduction of car usage as more shopping would be done locally. This would help to make the site sustainable. However the effects of a new store on the viability of existing local shops in Bramhope also have to be considered. The Parish Council actively seeks the view of residents on the store in order to decide policy on this aspect of the development. Please contact the Parish Clerk or use the form on the website.

Roundabout on the A660

Leeds City Council, the highways authority, will be responsible for the construction of a roundabout giving access from the A660. LCC consider a roundabout to be the best form of access with the optimum location being at the end of The Poplars. The Parish Council has drawn LCC’s attention to the potential for rat running along The Poplars and other local roads. A local traffic management scheme is likely to be needed to solve this problem. There will be no vehicular access from Breary Lane East to the site

Timetable and Planning Applications

LCC Highways are developing a detailed design for the roundabout. The Planning Application will be submitted in Spring 2017 with a view to gaining full approval in Summer 2017. If approved, detail design work would begin, with roadworks commencing in early 2018. The development work on the site would commence once the highway works are completed in late 2018.

Both the highways works and the development itself will require formal planning applications. Once these have been submitted to Leeds City Council there should be an opportunity for further comments concerning the access, appearance, layout and landscaping of the site. EXPANDING THE PARISH BOUNDARIES

The new development is on land that is "unparished". The Parish Council are submitting a proposal to the 2017 local boundaries review to expand the boundaries of Bramhope to meet the Arthington parish boundary and the boundary of the Adel Neighbourhood plan. This proposal would add all the new dwellings on the Breary Lane East development to the Parish and also 35 additional dwellings that are currently unparished. This boundary change will enable the Parish Council to claim a percentage of the Community Infrastructure Levy the developers will pay to LCC. Residents in the new development will also become liable to pay the parish council precept. This seems only fair as they will benefit from the amenities and services of Bramhope.

DENIS JOHNSON

Councillor Denis Johnson has, to the great regret of his fellow councillors, decided to retire from the Parish Council. This is a real loss to the Council as Denis has such knowledge about the village and he is well known and highly regarded by residents.

Denis joined the Parish Council in August 2004 and served as Chair for 6 years from 2010 to 2016. Parish Council meetings under Denis's chairmanship were very far from the conventional image of local government. He chaired meetings with an efficiency and focus that enabled the Parish Council to cover the often lengthy agendas at a rapid pace. His blunt pragmatism ensured that complex topics were crisply reduced to the essential issues and the resulting decisions greatly benefited the community.

Denis has always been extremely supportive of the efforts of his fellow councillors and his sage guidance has been much appreciated. We wish him an enjoyable and healthy retirement.

RECRUITING A NEW PARISH COUNCILLOR

Notices have been posted on noticeboards and the website seeking candidates for co-option as a Parish Councillor. Closing date for applications is 14 April. If you are interested, contact the Clerk.

SPEEDING AND ROAD SAFETY

The signs defining the new 20 mph zone for Bramhope Village have been erected by Leeds City Council Highways Department. Highways has proposed that the zone is extended up Old Lane to just beyond the Village Hall and along Moor Lane to just beyond Manor Gates. The Parish Council is in agreement. The legislation on speed restrictions on unlit roads means that the 20 mph zone cannot be extended further up Old Lane. A request has been made to the Neighbourhood Police Team to monitor speeds in the zone.

Speed bumps are currently being installed on Breary Lane to limit speeds in the vicinity of the shops and the school. A further speed bump is to be installed where Moor Road meets Old Lane. and Eastgate to act as a further deterrent at an accident black spot.

Additional yellow lines have been laid down on Church Hill and Breary Lane. Unfortunately they have been painted the wrong colour and width for the Conservation area. Removal would be unsightly so the Parish Council has recommended that the lines are left as is but repainted when the roads are next resurfaced.

Installation of a Speed Indicator Device (SID) on Kings Road has been approved. A location has been identified on the left hand side travelling out of the village visible from both directions of travel. (Attaching the device to an existing lamppost is considerably cheaper than running an electricity supply under the road to a free standing post.) Leeds City Council will consult with residents on Kings Road prior to installation.

The SID will pivot so that it can be turned to face in either direction. The speeds of passing cars will be monitored and recorded. The data will be downloaded and analysed on a monthly basis to help establish the most effective use and set the direction for further safety measures. It is expected that the SID will be operational by July. A further SID for Moor Road is in the budget for 2017/18.

BRAMHOPE IN BLOOM

Spring has finally arrived and the longer days and sunshine have encouraged the bulbs to flower. As one gentleman said to me “it is a joy to see the tête-à-tête down Breary Lane”.

Our group have not been idle over the winter months and the completion of the bed adjacent to the Parade on Breary Lane has been warmly welcomed. Three barrels have been installed at the Village Hall and small beds either side of the hedge have been planted up, enhancing an area that is widely used.

A walk down the bridleway, opposite St Giles Church to the ancient Well site, will reveal our efforts to introduce wild flowers making a “nectar bar” for bees and a haven for insects and birds. Ivy, snowdrops, comfrey, hellebore, narcissi, primroses, cowslips, erythroniums, woodruff, wild garlic, rose rugose, arum italicum and September flower are amongst the flowers that you will find there. Conservation is a priority in this area and we are trying to emulate a woodland setting to enhance what is an historic part of the village.

Spring Judging by Britain in Bloom is on Tuesday 4 April. In preparation, a litter pick was held on Saturday 25 March and Bramhope in Bloom would like to thank everyone, including seven children, who took part.

A SUMMER BREEZE BLOWS INTO BRAMHOPE Events for all the family at this year’s Summer Festival.

This year's Summer Festival brings together the extraordinary range of events staged in Bramhope over the summer months under one banner. The two churches, Bramhope Village Hall and Bramhope WI are all putting on events as part of the Festival.

The Festival Committee has responded to requests for family friendly events with the Mini Breeze event at West Park Rugby Club on 3rd June, providing rides, entertainment and fun for all ages of children, and on 25th June a Family Picnic and Games at the Recreation Ground.

It wouldn’t be a Summer Festival without the ever popular Cabaret Evening, this year featuring Jenny Smith (see left) who joins guitarist Derrick Harris as part of his quartet at Bramhope Village Hall on 17th June.

On Saturday 13th May St Giles Church is hosting Encore, a singing and dancing group, followed by a Salvation Army Concert with tea and cake on the afternoon of 10th June and a Wine and Cheese Evening on 1st July.

Bramhope Methodist Church is showing a film, the multi-Oscar winning and very popular La La Land, on Tuesday 6th June at 7.00 pm. This is bound to be a sell-out, so book early to avoid disappointment. The church has also organised an Afternoon Tea on 27th May with entertainment by Serendipity. This looks to be great fun as they present a costumed programme of wartime memories, featuring music that kept the spirit of Britain alive during World War 2.

Bramhope Village Hall is the venue for the play No Job for a Woman staged by The Jay Walkers on Saturday 20th May, with another murder mystery

(accompanied with a pie & pea supper) Murder at Dragon’s Nest from Adel Players on Friday 26th May. The Bramhope WI will hold a scrumptious Afternoon Tea at the Village Hall on 24th June.

Councillor Diane Fox will once again be leading two History Walks around Bramhope. These have been extremely popular in the past and Diane is covering different aspects of the history of Bramhope, with particular focus on Bramhope in the 1901 census. The walks start at the Puritan Chapel, the first at 6.30 pm on Tuesday 30th May and the walk is then repeated on Sunday 11 June at 2 pm. Both are free events. The final event is the annual Royal British Legion Brass Band Concert at West Park Rugby Club on Saturday 29th July.

THE PURITAN CHAPEL - OPENING TIMES

The Puritan Chapel will be open on one Sunday each month from 2 to 4 pm from May to September. Volunteer guides will show visitors this historic Grade 1 listed building, one of only two churches built during the Commonwealth period. The chapel is unique and gives a fascinating insight into the history of our village. Admission is free. The opening days are:

MARIE CURIE NORTH LEEDS FUNDRAISING GROUP

The Marie Curie North Leeds Fundraising Group is now up and running (well, perhaps just jogging at the moment!) We had our first meeting in February and have started to plan some events across the area for the forthcoming months.

We are currently a small but very friendly group, hoping we can get some more people “on board”. So if you enjoy fundraising, meeting people, or maybe just helping out with refreshments or selling raffle tickets, you will be made very welcome.

We would also love to hear from you if you have any ideas for future events or would like to donate a raffle prize. We plan to set up a Just Giving page to enable donations direct to Marie Curie. Watch this space!

We are so pleased that the Parish Council has chosen us as their charity of the year and we look forward to working closely with them. So far we intend to have a display at the Annual Village Meeting on 17th May to officially launch activities in the village. We will be closely involved with the Bramhope Festival with a presence at many of the events. We also plan to run a stall at the Bramhope Show in September. Please pop over and say “Hello” if you are attending any of these events.

Bramhope Rolling Scones WI has started 2017 aiming to have its most successful year yet. In March we had over 100 members and visitors, our highest to date, when we welcomed William Hanson, the UK's etiquette and Royal Protocol expert who made it a brilliantly entertaining evening.

We have a varied programme planned for the remainder of the year including: Japanese Culture, Tap Dancing and learning about and sampling the World’s most expensive perfume!

We offer much more than the monthly meetings. Our vibrant walking group organises walks of varying lengths around the local area, (and always managing to find a place to stop for tea and cakes on route). This year we will be offering mid-week walks in addition to Saturdays.

Our book group shares ideas and thoughts on many different types of books and we have regular meals out supporting local independent restaurants and small chains. We have theatre trips, including musicals, plays, ballet and celebrity one night shows, and trips out to stately homes, open garden visits and much more.

We are led by our members and the meeting programme and other activities are based on our member’s suggestions and interests.

We are a very friendly group that encourages and welcomes new members and visitors.

We meet on the first Thursday of the month from 7.15pm at St Giles Church Hall.

FILM CLUB

We are coming to the end of yet another successful Film Club year. Many films have had a high appreciation rating and the committee are always pleased to see that so many people respond so positively on the end of evening appreciation sheets. Films have ranged from the whacky, amusing film Eddie the Eagle to the thought provoking Suffragette. Both films based on true stories and yet so different. Love and Friendship, based on the Jane Austin novella ended the season.

The annual supper and social evening will be on April 25th at 7.00 pm. In a departure to the film usually shown we will be screening Singing in the Rain which topped a ballot of our members. The evening will include a pie and pea supper (with vegetarian option). Tickets £8. We welcome anyone who would like to join us.

La La Land is the choice for the Bramhope Festival at the Methodist Church on Tuesday 6th June at 7.00 pm.

Many thanks go to all those who support the Film Club during the year, often turning out on cold and wet winter evenings. We enjoy seeing you and look forward to welcoming all again in October for the 2017/8 season.

is pleased to announce that we are once again holding a Brass Band Concert in July. The event will once again be held at the West Park Rugby Club, The Sycamores, Bramhope on 29th July 7.30 pm. Ticket price £10.00 available nearer the time from David Marshall or John Broadley, so please put the date in your diaries.

We are looking for any ex-service people, or anyone who would be interested to help the Royal British Legion, to join our branch. You don't have to have been in the services to become a member of the RBL. Also we are seeking volunteers to help with the Poppy Appeal collections around the village. It is Spring again. .Time to get the racquets out. Time to take up tennis for the first time as part of a lively and sociable club.

Come along to the Tennis Club Open Day on Sunday 30th April from 11 am to 3 pm. Meet Danny and Pete, the two great new young coaches who are joining us. They’re going to bring lots of fun and new activities to the club. We’re thrilled to be introducing Cardio Tennis and Summer Camps to our repertoire, as well as junior and adult coaching.

BRAMHOPE BOWLS CLUB

The Bowling Green will be open at the end of March, weather permitting. Bramhope Bowls Club is a great place to make new friends and learn a new skill. Everyone (over the age of sixteen) is welcome to come and give it a go. We run social events, and are a very friendly crowd. You will never be lonely at Bramhope Bowls Club. Any experienced

bowlers looking for a change, will be made most welcome at a club that has good facilities and an exceptional welcome. Contact the Secretary, Bryan Curtis by email on [email protected]

BRAMHOPE ART CLUB

It is easy to see when Spring is in the air because members of the Arts club start talking about going outside to paint. Some of us less hardy souls are not quite so adventurous. Personally I am inclined towards the old adage “ne'er cast a clout till May is out “, so you won't see me painting outside till June. Still, on a sharp shiny morning such as this I look across to Almscliffe Crag and feel tempted to join them.

As always our Club evenings have been jolly, sometimes quietly concentrated, events where we have explored ideas which tempt us to try different styles and mediums. We have had some interesting demonstrations ranging from pencil sketching to flowers in watercolour, interspersed with our members-led evenings of self-portraits, iconic buildings, and cut, stick and glue. Our AGM and prize presentations will be taking place on the 10th of April and I shall report the winners in the next issue. Just as interesting I am sure will be an evening of Acrylic Painting With Twigs. There is always something new!

Loving. Living. Learning. At St Giles Bramhope

Here at St. Giles Bramhope we have been reflecting on Bishop Nick’s words (the Bishop of Leeds Diocese) and his message of ‘Loving, Living and Learning’.

We are a lively and inclusive church that hopes to encourage those who are interested in exploring or deepening their faith to visit us and join in the many activities and services that we run outside of and as well as our regular Sunday Services. So far this year we’ve seen our Pop Up Breakfast in March welcome people of all ages from our village and beyond (see photo right). Our Mother’s Union also ran a Soup & Sandwich lunch which was well attended.

With our Easter Crafts for Children (this year it’s on Good Friday 14th April from 9.30 am) regularly attracting over 100 children as well as our visits from 80 Key Stage 1 children from Bramhope Primary School our church buzzes with the sounds of children’s voices and vibrant energy around our Easter celebrations.

Our Lent course has been well subscribed offering everyone the opportunity to explore the Christian Faith and what it means to be a Christian in today’s modern world; examining the traditions of the service itself and the origins of our faith – overall, reinforcing its meaning for us today.

With our new St Giles Facebook page and our website, please do keep up to date with what we’re doing. We really do have something for everyone and would encourage you to take a look and join us one day. We are committed to Loving, Living and Learning together this year at St Giles, so do join us!

Spring has arrived once again and the signs of new life are all around us, with flowers blooming in our gardens, leaves budding and growing on our trees and new born lambs gambolling in the fields surrounding Bramhope. BRAMHOPE PRIMARY SCHOOL

One of my earliest memories is of sitting on the staircase in the early hours of the morning re-living the impossible journey through the rustle of fur coats to the magical land of Narnia. Reading was a big part of my childhood and in today's world where paperbacks compete with iPads, X boxes and extra-curricular clubs, it can be difficult to make it part of children's routines once the initial task of 'learning to read' is out of the way.

We are fortunate at Bramhope to have parents who value books and encourage reading. Despite the introduction of more demanding SATs in Y2 and Y6, our reading results far exceed National Average, and therefore this year's focus on reading is not aimed at raising standards, but fostering a lifelong love of reading.

Earlier this month we marked World Book Day by dressing up as a favourite book character and taking part in various book related activities including creating some performance poetry, working with an illustrator and reading a selection of

Spanish books. Perhaps most heartening was seeing the number of parents and grandparents who came into school to take part in story telling; there was a real buzz about reading on the day!

We also marked World Book Day by launching our new Library project. Our library areas in both upper and lower school are to be refreshed and revamped over the Summer with new book display cases and seating areas. The aim is to create two spaces, a KS1 story telling space and a library for the whole school, with a far wider range of reading material to engage and excite children of all ages. School is often the catalyst for our children to start their love of books and reading, and by creating the right environment and with the right resources our children will be encouraged to fulfil their potential.

The PTA has been wholly supportive of the project and I have been really touched by the number of parents who have volunteered to help us complete the project for a grand opening in September. If you would like to find out more about the project or be involved in the development of either space, please contact the school.

Of course, not all children will come to love reading as I did - and still do. However, you may be familiar with the quote that 'I read because one life is not enough'. If we can encourage more children to explore others' lives as they grow up and find their place in a world of greater uncertainty, it will be a real achievement for all of us, and of lasting value to every child who comes to Bramhope.

BRAMHOPE PRIMARY SCHOOL PTA SUMMER FESTIVAL IN AID OF ‘THE GREAT LIBRARY PROJECT’

This year all money raised by the Bramhope Primary School (BPS) PTA fundraising efforts will go towards funding the ‘Great BPS Library Project’.

So far this year our fundraising efforts have raised over £8,000 but with our aim to raise closer to £20,000 to fund the ‘Great BPS Library Project’ we have a long way to go. And so, we look to our big Summer Event; the Annual Scarecrow Hunt and this year, our BPS Summer Festival, which will take place around the village and on the school field on Saturday June 24th.

The theme for our Scarecrow Hunt will be ‘Children’s Books’ so get your thinking caps on as we support the Library Project. We invite you all to these events to join in the fun and help us to reach our fundraising goals. BRAMHOPE BEAVERS

It’s been a really busy spring term at Bramhope Beavers. Our session on construction showed that we’ve got some budding engineers in our colony. We celebrated Chinese New Year and the children enjoyed learning a traditional Chinese New Year song and Lion dance. A big thank you to Miffy Loxton, from Prince Henry’s Grammar School, for telling us all about the custom.

You could have been watching an episode of Bang Goes The Theory during our science experiment session when the Beavers made erupting volcanos! They also showed their creative flare by making spaceship portholes during space week. More recently, the Beavers have learnt how to fix a bike tyre puncture (very handy!) and they’ve made grass heads in time for the spring sunshine to arrive. The children have also been working towards the Disability Awareness badge by putting their senses to the challenge and learning some Braille and sign language.

Our spring term finished with a fantastic Bramhope Village Scout Group activity day. Our army of Scouts, Cubs and Beavers had to overcome a series of challenges to escape from the enemy and survive in the wilderness (the Bramhope Scout Campsite!), before safely returning their weapons (eggs!) to their leaders and being crowned victorious after an ultimate challenge. Following a night hike around the woodland, the children stayed overnight at the Campsite to earn their Nights Away badge.

2nd Bramhope have had a busy few months with 7 new Brownies joining the pack and enjoying learning all about animals while working towards our Friends to Animals Badge. We have had a visit from a vet, and guide dogs for the blind where we all had a turn walking the two beautiful labradors.

Next term we will planning our annual pack holiday trip and visiting the Donkey Sanctuary.

This year we are taking part in the Bramhope Village Festival by running our Afternoon Tea on Saturday 24th June 3pm at The Bramhope Village Hall. As you would expect from the WI there will be dainty finger sandwiches, homemade scones with jam and clotted cream and a wide selection of small homemade cakes and delicacies. All beautifully presented and served on our best china and tiered cake stands.

WALK, JOG OR RUN A MILE FOR RED NOSE DAY

It was a great day, a day to remember as the weather wasn’t very encouraging. I went round at 10 am on Sunday morning to mark the track with spray paint and some cones borrowed from the scouts. By the time I finished all the work, I was almost soaked through. I was worried and nervous because, it is very disheartening if after putting in a lot of hard work and time, the turnout is not good and you do not raise a decent amount.

But the rain and the wind suddenly stopped just before 11 am and people started arriving. To my surprise the turnout was good and a lot of brave people / families came out to support the cause. Everyone seemed to have a good time and helped us raise £625 (including Gift Aid) meeting my target for this year. So Thank you very much to all who supported our effort to raise money for the Red Nose Day.

Now we are hoping to get Team Bramhope together to take part in the coming Leeds Half Marathon on 14th May. 4 volunteers so far but we need at least 5. I'm sure you would love to be part of Team Bramhope and raise money for the same two amazing cancer charities again this year. The Yorkshire Three Peaks walk will be 20th August. This is always a great event. Please let us know as soon as possible if you would like to run as part of Team Bramhope or take part in the Three Peaks walk.

I would also take this opportunity to say a very BIG Thank you to everyone who responded to our “make Bramhope Bright” appeal last Christmas. There were certainly a lot more lights this Christmas than previous years. Some of the houses were so beautifully lit that they looked amazing. I am pretty sure that we will see a lot more lights this year.

BRAMHOPE SHOW 2017 – SUNDAY 10th SEPTEMBER

The annual Bramhope Show is on Sunday 10th September from 1.30 pm at the Bramhope Village Hall. The popular format will remain almost the same with entertainment, afternoon teas, stalls and competitions for all the family, plus the popular BBQ and bar.

The classes to enter are similar to last year, including the new class - a Showstopper Cake! The entries were absolutely magnificent last year. The ‘men only ‘ apple pie class which created a lot of fun and yummy entries last year returns by popular request.

The Photography Classes - always popular - have the same titles as last year:‘Holiday Memories’, ‘Yorkshire Landscape’, ‘Wildlife’ and ‘Sunset or Sunrise’ - with a slight twist - entries can be in colour or monochrome. So keep your camera handy, you never know when a photo opportunity may arise.

We look forward to seeing all the usual entries into the Children's Classes - so imaginative and well supported we hardly need to change a thing. So children enter as many classes as you can!

Spring has arrived and with it new and exciting developments from your village hall. We are very pleased to welcome our new Treasurer, William Shaw, to the Trustees Management Committee. He brings with him a wealth of knowledge and experience in financial management and already has made a significant difference (though he is not due into post until April).

The Trustees are seeking funding for the renovation of the Hall. Advice and quotes from several sources indicate that the work required to bring the Hall up to scratch is extensive. This whole body of work will be called the Phoenix Project (see our logo on the right) and will be carried out in several stages. We have listened to the regular users and their comments have helped us prioritise and focus on key areas.

We recently formed a group to plan the social and fundraising events this year and we will be working closely with the Parish Council to support the activities of the Summer Festival and to develop a new Christmas Programme of events. We are delighted that the Rolling Scones, Bramhope’s own WI, will be donating the proceeds of their Afternoon Tea on Saturday 24th June to the Phoenix Project. So please support them. Our social planning group is open to anyone who would like to help; please email me for further information. You can give as much time as is convenient for you. All help in whatever capacity is very welcome.

The Hall is buzzing with activity. Several new groups have started including: Karate, Yoga, Let’s Get Creative, Toddler Sense. We are keen to provide events that will appeal to a wide range of local people; so in the pipeline so far this year are:

This term the Children have been celebrating a number of different festivals and special days and particularly enjoyed Australia Day! School provided a deliciously themed meal and the children explored maps of Australia, boomerangs, didgeridoos and lots of aboriginal instruments.

World Book Day saw a number of our parents coming in to read to our children and on the day itself, children and staff came in fancy dress to raise money for charity, which this year, supported ‘Crackerjacks’, a charity that supports disabled children and their families. In addition to offering weekly rugby classes at nursery, we have also reintroduced tennis classes, now that the weather is becoming a little better. The children quickly learn new ball skills and learn to play as part of a team. We have also had a number of our parents come in to talk to the children about the jobs they do. We have had visits from a Doctor, a Nurse and a Sing and Sign Teacher. The children enjoyed learning how to sign and exploring the Doctor's case and the Nurse's bag!

The New Year also brought an OFSTED inspector to nursery! We had a lovely day with her and were delighted to be awarded an OUTSTANDING. “They have an outstanding commitment to learning”, “Children make exceptionally good rates of progress and are superbly prepared for moving on to school”, “Staff practice is of an extremely high, professional standard”.

DOG FOULING AT THE KNOLL PLAY AREA

Complaints have been received about a number of distressing incidents of dog fouling at the Children's Play area at the Knoll. It is unacceptable for children to be put at risk of the Toxicara canis parasite at the playground. Dogs are not allowed in this play area. It is also illegal not to clear up after a dog in any area to which the public has access. If a detailed witness statement is received from anyone who sees a dog fouling offence being committed, including details of the dog owner, a fixed penalty notice can be issued or a maximum fine in Court of £1,000 plus costs imposed.

Notices have been posted around the Children's Play Area at the Knoll. and delivered to neighbouring households warning dog owners of their responsibilities with regard to dog mess. The majority of Bramhope dog owners are responsible and clear up after their dogs. Unfortunately a few irresponsible owners cause problems in several parts of the village

CONSIDERATE PARKING / GRASS VERGES

Parking in Bramhope is being raised as an issue with increasing frequency. Some residential roads in Bramhope are difficult to negotiate at certain times of day because of parked cars, increasing the likelihood of accidents to vehicles and pedestrians. The Parish Council wants to avoid a Bramhope festooned with yellow lines but the rise in car ownership means that the tarmac is under increasing pressure. The problems could be alleviated if people made greater use of their drives and garages. We all park our cars on the road for convenience, and it may be unavoidable but recent road resurfacing works have shown that it is possible to keep roads relatively clear. So please, if you have a drive, garage or parking area off the road, use it.

Increasing damage to grass verges throughout the village has been reported. Extensive grass verges are one of the attractive features of Bramhope, so it is a matter of concern. Some of the damage is caused by parking, so again we would ask that people park considerately. (The area outside the Tredgold Avenue shops is a case in point.) Some damage is caused by lorries and vans using the verges to turn corners or access building sites. Responsibility for the verges is a complex matter but the Parish Council is exploring the options available to ensure that muddied and rutted verges are made good and that serial offenders are identified.

TRIM TRAIL AT THE RECREATION GROUND

The Parish Council have been looking at the introduction of a Trim Trail facility at the Recreation Ground. The online survey (advertised in the Winter 2016 Newsletter) received an equal number of responses from men and women, from a wide age range. 77% said that they would use outdoor gym equipment if it was available. Useful comments and suggestions were made on the possible equipment and configuration.

The Parish Council will therefore develop a formal costed proposal for a Trim Trail (with timber equipment as this is more in keeping with the surroundings). There will then be

further consultation with residents and users of the Recreation Ground. Details will be available at the Annual Village Meeting on 17th May.

External funding will be sought for this project. S106 money from past contributions made by developers to offset their impact on the environment is currently held by Leeds City Council on our behalf. The Trim Trail may well be eligible for money from this source.

THE PARISH COUNCIL PRECEPT 2017/18

The precept is the main source of funding for the Parish Council, collected through your Council Tax Bill with the amount varying according to the Band your property is in. The January meeting of the Parish Council decided to hold the precept at its current level. For example, the charge for Band D will remain £30.79, Band E £37.63 and Band F £44.47. This will raise almost £56,000.

Our precept levels are remarkably low given the wide range of village assets to be maintained and the increasing complexity of regulations. We receive a very low level of Council Tax Support (under £1,000) and are responsible for a Grade 1 listed building, the Puritan Chapel. In February the BBC carried out a detailed review of Parish Council precepts across England as many Parish Councils have significantly increased their precepts in recent years. The average Band D precept (the standard basis for comparison) was £57.40 in 2016/17, compared to an average of £50 in 2013/14.

The final accounts for 2016/17 will be approved at the end of April. Expenditure will exceed income and our substantial reserves will be somewhat reduced. This was anticipated and represents the significant fees for professional legal and planning advice relating to the Miller Homes development.

The parish finances are explained in detail at the Annual Village Meeting on 17th May.

CARLTON VILLAGE REPORT

All the road signs damaged in winter storms have been re-instated. Concerns have been raised with me about the volume of litter on Cemetery Road. I have reported this to the Ward Councillors and I also carried out a litter pick myself in early February. The fly tipping in the layby on Carlton Lane turned out to have been perpetrated by Leeds City Council workmen and LCC are now clearing it up!

Bramhope in Bloom are spreading their splendid efforts to improve the look of the area to Carlton and are providing flowers for the planters in Carlton. Cutting of the grass verges in Carlton will be carried out monthly until October as part of the overall contract for grass cutting for Bramhope & Carlton

The lower speed limit zone for East Carlton is on Leeds City Council Highways Programme for 2017 but as yet I have no committed date. The defibrillator is scheduled to be fitted in the Red Phone Box in summer.

FASTER BROADBAND FOR KINGS ROAD / THE TREES – 2019?

Kings Road and "The Trees" is the remaining area of the village without access to faster broadband. Many houses have "Exchange Only" lines, a direct copper connection to the Adel exchange, which makes upgrading the infrastructure complex and costly. The Parish Council has lobbied strongly for this part of the village to be included in Phase 2 of the Superfast West Yorkshire & York infrastructure roll out programme. (SFWY is funded by BT, the EU, Whitehall and the West Yorkshire Combined Authority to extend faster broadband to communities that do not already have this essential service.)

BT Openreach has recently advised me that these post codes are now included with the Phase 2 roll out (subject to a detailed technical assessment). The scheduled date is the 3rd quarter of 2019. Good news that we are now part of the rollout, but a disappointing timescale. There is a possible route to bring faster broadband to the affected areas - a BT Community Fibre Partnership (CFP). This requires considerable community commitment and local fundraising (Parish Council funds cannot be used.) It takes a minimum of 15 months from registration to delivery, but a Community Fibre Partnership could deliver in 2018, 12 months earlier than the SFWY route. The Parish Council has registered for a CFP. We now need to create a working party of residents and councillors. If you are interested in taking part, please contact me via the Parish Clerk.

Logically, the Miller Homes development should reinforce the case for faster broadband at the Adel end of the village. The Parish Council have raised this in discussions with both BT and Miller Homes. Fibre broadband is to be provided to the new development but BT regard it as a separate project from the SFWY roll out.

Bramhope & Carlton Village Newsletter is published three times a year by Bramhope & Carlton Parish Council to inform residents of Parish Council policy and actions and to provide a means for village institutions to ensure their activities reach a wide public.
