    BRAC-RAB meeting Oct. 16.

    What is the RAB

    The restoration advisory board is an advisory board to the Navyagendas, since the

    earliest meeting. I added the word environmental because when we were soliciting

    for advisory boar dmembers in 1994 I was contacted by people who wanted to do

    building restoration. Its on the env. Cleanup program

    Update on Radioogical survey program..

    Current and upcoming navy activites related to the radiological program.

    Information that building 570, the gate had been open, CDPH came out, surved the

    building 570 area, lookd at area where radiological material may be stored, and

    determined radiological material was stored in a safe manner.

    they came out to the Pandemonium site, and also what was a former salvage yard,portions of

    Areas covered by CDPH.

    This was a health and safety survey by CDPH. This doesnt mean the Navy and reg

    agencies wont do with formal detailed inspection of the same areas. Well still be

    doing a scoping survey of those areas in the final tech memo

    WEll still do scoping surveys to clear out areas identified in tech memo.

    Status of Tech Memo.

    Submitted to agencies Aug. 6.

    Werere in the process.

    Final document planned 12/26/2012.

    The final document will be the final version of the document, incorporating all the

    docs, and appendeces will include cmments, and direct response to theose

    comments

    WEre currently scheduled to conduct demolition at the end of the year

    Site 12 and 31 close out those sites.

    Building 233 area. We had demolished, and were invetigativing and removing

    utilities

    Site 12, west side drive, wel ldemolish two additional buildings.

    Another contractor coming on board

    Because were a public agency, we go through public contracting process. Youll seedifferent contractors at different times. Demolish two buildings and remove them

    to grade, leave foundation in place, that will be future phase

    Seawall, berm..

    Conduct surveys touside solid waste disposal area. Prepare a work plan for that as

    well

    Will cover areas outside the fenced areas. Will do survey of Pandemonium one, and

    two

    The final scope of these surveys will be determined through the work plan process

    342 elevated Cesium.

    There was a complex of three buildings. 342, 343, 344. 344 is a vault that is semi

    below ground. If you drove by them they look like metal prefab buildings from the

    1950s.

    343 was previously investigated, and we have pre-release clearance. 342, based on

    the evaluation in the technical memo, I think there was, I wish I knew off the top of

    my head there was cause to impacted as requiring additional survey.

    Sept 17, 342.

    Sept. 17 building 342. I believed what they did is went out to the publically

    accessible areas around the building. The building has been vaant since the baseclosed. Because of its use as a radiac training school, the buildings interior itself is

    going to havea scoping survey based on its historic use as a training school

    DTSC established hotline number

    They came out in 2011, CDPH came out to do a survey of publically accessible areas,

    and they identified these anomolies adjacent to the fence line

    Focusing on Site 31.

    Boys and girls club and daycare.Weve completed the excavation. It was for lead and dioxin

    All lead and dioxin results came back clean. 225 cubic yards of soil, additional 34 soil

    camples

    Analyzed for cesium and strontium

    Area D North,

    Site 31, high rad source, big as a five gallon bucket, was removd. All eradings were

    less than static levels.

    Took 34 soil samples, and they came back below release criteriaCesium and strontium was non detectable as well

    Upcoming activites at Building 233, removal of subsurface drain lines

    Water break that occurred at site 31. Occurred outside site 31 area. When water line

    broke, it filled existing excavation of site 31. Navy had to work with SFPUC to repairwater line break. We took samples downstream of where break occurred. We made

    a notification to regional water quality control board. Well submit a report to them

    by the end of this month. That was with compliance office of the water quality

    control board.

    Tymoff asked what waste had been discposed of recently, and we need to get to DCT

    in November. We just need to manifest what waste has been taken off the base in

    the last couple of years, in part because of the interest in trucing on the part of the

    community.

    SFPUC questions on water quality. If anyone has water quality concerns, call 311.

    A water quality inspector will make contact within the next biz day

    RL McClain when they found out his level Monitoring they had been

    doing. After they found that out, they could do a whole-body count, which would

    show his internal exposure. They didnt want to pay for it. He doesnt really know

    what.

    He said the reason it happened was, they kept finding foil things. When they

    first found them, the levels were pretty high. He was handling them a lot with some

    kind of extended tool.
