1 MEI DEVELOPMENT:COUNTRY ESTATE WITH RURAL AMBIANCE R4 billion suburb for Helderberg The development of a new sub- urb in the Helderberg of “un- precedented size” was launched with a ground-break- ing ceremony on 16 April. This R4 billion lifestyle and se- curity development is situated between the N2 and the R102, neighbouring Croyden Olive Es- tate, and will offer over 3 150 resi- dential properties. The developers behind this de- velopment is the Uvest Property Group, who are keeping the de- tails of the development under wraps until the official launch in July this year. Executive Director of Uvest, John Coetzee, has been meticu- lously planning and designing various aspects of this unique de- velopment for over three years. He certainly has the experience for a venture of this kind, having been involved in the planning and bringing to market of other large developments such as Burgundy Estate (in excess of 5 803 apart- ments and homes plus a commer- cial component) and Buh-Rein Es- tate (in excess of 3 500 apart- ments and homes plus a commercial component). “I have certainly used my expe- rience in planning this project, but Sitari is very different in many ways. Sitari Country Estate is set on 192 hectares, and it is one of the last private access-control- led estates that will be built with- in the Western Cape. It is a coun- try estate in the truest sense of the word. Obviously one moves from rural towards urban when you de- velop, but we are attempting as far as possible to maintain a rural ambiance yet with all the modern conveniences one could wish for,” says Coetzee. Without revealing too much, buyers can expect to see a combi- nation of orchards, trees, vine- yards, olives and parks perfectly matched with contemporary ru- ral architectural design. “We pride ourselves on the care that we are putting into every lit- tle detail as we wish to ensure that Sitari Country Estate remains ab- solutely unique.” Power Construction has been tasked with completing all the civil works on Sitari Country Es- tate. Dr Graham Power, Helderberg local and Executive Chair of the Power Group says the Helderberg has very little space left for devel- opment. “The only sizeable land available is here on the R102 route. This area is perfect for what is going to be an absolutely prime addition to the Helderberg. It is a beautiful area, and the site has a wonderful feel about it. I am de- lighted that we are involved with Uvest Property Group in Sitari – and I see nothing but success for this entire project.” The construction is set to roll out over the next seven years, and in terms of accommodation there will be 3 150 residential units, which includes single residential country homes, sectional title apartments and a retirement vil- lage. There will also be private schools, a shopping centre and a medical centre. Coetzee says that Uvest Proper- ty Group will allow for a limited number of sectional title develop- ment pockets to be sold to exter- nal developers. “Our develop- ment strategy is focused on Sitari Country Estate being developed in the shortest space of time and for this to happen we need to work with other developers. Howdo I knowwhen it’s time to scale down?Many property owners who cur-rently own properties larger thanthey need, wonder when the besttime is to sell and scale down.

As we move through the differentphases of our lives our needschange. The large home that wasonce buzzing with the noise of ourkids is now quiet as they havemoved on with their adult lives.

It’s a very difficult decision formany to make due to the strongmemories that are associated withtheir homes – andwith thesememo-ries comes much emotion.

But at some point in time every-one sells and moves on. The bigquestion is: When?

In answering this question hereare some points to consider:

) Do you have any health issuesthat impact on your ability to enjoyyour property as you deserve to en-joy it? For example, do the stairsposeaproblem? Is this impactingonyou physically or emotionally?

) Are you able to care for andmaintain the property as you needto? Large properties, while offeringthe obvious benefit of space, alsocome with the added obligation ofmaintenance. And maintenancedoesn’t comewithout cost. So, if youareunable tomaintainyourproper-ty properly then it may be time tomoveon.Apoorlymaintainedprop-erty will sell for much less than itshould – so you could be damagingthe value of your asset.

) Are you able to handle the in-

creasing costs associated with own-ing a larger property? Increasedrates and taxes, electricity, and wa-ter costsoftenputhugestrainon thebudget and eat away at capital thatwill be needed later.

If you answer “yes” to any one ofthe above questions then it may betime to consider selling. It’s usuallya very tough decision to make.There are many additional ques-tions that will need to be answeredsuch as: Where does all the excessfurniture go if we scale down? Whatwill we be able to afford? What arethecostsassociatedwithsellingandpurchasingagain?Howwillwecopewith the stress?

As challenging as it may be to an-swer all of these questions, you will

be comforted toknow that they canall be answered. It isbest to speak to aprofessional real es-tate agent that youtrust who can helpyou.

For example, aknowledgeableagent will be able togive you an accurateappraisal on yourhome. But be sure to ask for thefacts! It is no use planning on a“thumbsuck” or unrealistic value.

Why not start looking around tosee what properties are availablethatcouldsuityou? Ifyoufindsome-thing you like then it is always pos-

sible tomakeanoffersubject to the sale ofyour existing home.

Approximatecosts of transfer andagent’s fees can alsobe given – so you canplan your financeswell. And eventhough selling yourfamily furniture ishard to do – it can bedone. Perhaps other

family members could benefit?While it is a difficult decision to

make the important thing is thatyou make it yourself – on yourterms. Stay in control of the processby being pro-active and sourcingknowledge and sound advice early.

Buyers should invest inCapepropertiesBuy-to-let investors looking for tips onareaswhere they can still buyat very lowprices but with a potential for increasesin the coming year or two, should be in-vestigating the opportunities in theCape’scountryandcoastalvillages, espe-cially those within reach of Cape Town.

This is according to Bill Rawson, chair-man of the Rawson Property Group, whosays previously only the inexpensive homesin Strand saw big value rises but now theyare seeing freehold prices in the R800 000 toR1,5 million bracket rise by 12%.

“What is more, it appears that this in-crease is likely to continue, and it seemspos-sible that themany luxuryunits, priced any-thing from R1,5 million to R6 million, willstart finding buyers by the end of this year,”he said.

A similar scenario, says Rawson, is un-folding at Betty’s Bay and Pringle Bay.

Prices have remained low since 2008, themajority still being in the region of R800 000toR1,5 million - but in the last twelvemonthsthe Deeds Office has recorded 21 sales in theR1,5 million to R3 million bracket and thisfigure is apparently on the increase.

“Almost none of these prices represent aprice upturn, they are still being offered atbig discounts - but the improved volumessuggest that this situation is due for achange.”

He says in Hermanus, the local Rawsonfranchisee Peter Greyling reports that be-low R1 million, demand far exceeds supply

There is however still some good stock onthemarket, despite being discounted by 30%since 2008, while in other cases sellers haveeither withdrawn from the market or are

staying there with unrealistic prices.“Looking at the overall situation, I agree

with Greyling in that investors with re-sources should be taking the gap here andbuying because analysts are telling us thatnext summer Hermanus’ worldwide reputa-tion will once again be pulling in both up-country and international buyers,” saysRawson.

In Langebaan, he says, it is also now ac-cepted that the falling off of prices, whichwaspossiblymoredrastic than inmostotherareas, is now over, and a 20 % rise in salesis expected this year.

This, it is said, will be boosted by thesteady influx of contractors coming to workon the new Saldanha Bay Industrial Zone.

Right now, however, the area can still pro-vide a well-built, three bedroom home on a1 000 m² stand for as little as R1,3 million. A

similar home in the southern suburbs ofCape Town will probably cost about R3 mil-lion.

In the Shelley Point/Paternoster area, asthe local agent has recently pointed out ina press statement, bargain sales are still pos-sible any day of the week.

At themoment, forexample, this franchisehas a two bedroom freestanding townhouseavailable at Shelley Point for R870 000, anda freestanding two bedroom home at Pater-noster for R1,4 million.

Homes of this kind only a few years agoweresellingatR1,5 millionandR2,5 million.

Moving inland, saysRawson, is it alsonowclear that Boland and Overberg towns suchas Malmesbury, Bredasdorp, Robertson,Montagu and Wellington are still able to of-fer buyers good prices on homes.

EFTsnowpossible to speedupbuildingplanapprovalThe City of Cape Town has beensuccessful inthefirstphaseoftheimplementation of the new De-velopment Applications Man-agement System (DAMS) for thesubmission of development ap-plications.

Since 1 April 2014, customershave been able to submit plans inPDFformatbyusingamemorystickand it is now possible to make online payments for development ap-plications through an electronicfunds transfer (EFT).This is a first for ametro in South

Africa.“I would like to thank the City’s

Planning and Building Develop-ment Management Department forthe efficientway inwhich theyhave

handled this enormous task, whichaims to improve the turnaroundtimes for the development proposalprocess. Someapplicationswerede-layed as a result of thenormal teeth-ing problems associated with sucha massive overhaul of an existingsystemandwe thankour customersfor their understanding. As the sys-tem is bedded downwithin the nextfew months, we anticipate thattheremaybe teething problemsandwe will address these as quickly aspossible.The City has managed to process

Kia Motors South Africa (KM-SA) launched an exciting online competition to the SouthAfrican public. As an industryfirst, entrants were required tobuild the newly launched Cera-to Koup on KMSA’s Facebookpage, by collecting and swop-ping various part codes. Overthedurationof thecompetition,38 part codes were hidden allover the internet, inKia dealer-shipsandinprintandradioads,each one unlocking a differentpart towards the completion ofthe virtual car.

During the last week of the com-petition at the end of March, over4 000 players were competing forthe prize, with 248 Kia fans insearch of the last code. The finalcode was released at 12:00 on 31March 2014 and was hidden in theCerato Koup microsite. This codewas very strategically placed and

hardtofind. Itwasonlydiscovered26 hours later by Matthew Burke.Matthew, a financial advisor at

Liberty Life in Edenvale, made ithis toppriorityto findthelastpart.“I started playing the game to-wards the middle of February andstarted to collect the various codesthroughout the competition”,comments Matthew. “Getting thelast few parts were very difficult,and I was in total disbelief whenI found the last part”. The boxbody is fitted out with very spe-cialised equipment for carryingout mammographic screeningand is valued at approximatelyR10 million.“This is our second mobile

mammography unit while wealso have a truck-mounted edu-cational unit that traverses thecountry alongwith three educa-tional cars,” explained thefounder and director of Pink-Drive, Noelene Kotschan,“The mobile mammography

units travel to semi-urban andurban areas with the objectiveof enabling various disadvan-taged communities access to ed-ucation, physical examinationand how to do breast self-exami-nation in the fight against can-cer. We have already providedover 5 000 free mammograms,done over 54 000 clinical breastexaminations, educated over79 000 people and distributed
