The Report of The BOBLME Project National Inception Work shop. 10 – 11 February, 2010, Myanmar Fisheries Federation, Yangon, Myanmar. Preface The main objective of the project is to improve the food security and poverty reduction in the BOBLME region. Objectives The main objectives of the National Inception Work shop is to establish the National Task Force (NTF) and to develop the National Work plan and to define the Project Component and sub-component. Venue Thiri annawa Hall, Myanmar Fisheries Federation, Bayint naung Road, Yangon, Myanmar. Date 10 – 11 February, 2010. Participants from FAO Dr. Chris O'Brien (Regional Coordinator) and Dr Rudolf Hermes (Chief Technical Adviser) BOBLME Project, FAO, Asia and Pacific Regional Office, Pra Athit Road, Bangkok, Thailand. Participant from Myanmar Total (65) participant of Myanmar attend the work shop.

The First Day First, the opening welcome speech was delivered by the Director General of the Department of Fisheries, Myanmar. Second, Dr. Chris O'Brien, Regional Coordinator of the BOBLME Project delivered opening remarks, and he also explained about the BOBLME yearly work plan. Third the National Coordinator U Mya Than Tun, presented the Review of recent events and activities in Myanmar that are relevant to the BOBLME Project. At the afternoon session, Dr. Rudolf Hermes, Chief Technical Advisor presented and explained the issue of Transboundary Diagnosis Analysis (TDA) and Strategic Action Program (SAP). After that Dr. Chris O'Brien defined the Ecosystem Approach to the Fisheries. The participants from the related Ministries, Universities and NGOs, presented the research activities and case studies which related to the Project Component. The National Coordinator informed all participants to establish the National Task Force (NTF), the next day. The first day of BOBLME Project National Inception Work shop end at 16:30 pm.

The Second Day The second day started at 09:00 am, the work shop proceeded according to the provision agenda, all participants agreed to nominate for the member of the National Task Forces (NTF). All participants requested that the Department of Fisheries have to request related Government Ministries, Universities and NGOs, for the nomination of the member of the NTF. Total 12 separate organizations agreed for a member of NTF, UNDP, nominate himself as an observer. Dr. Rudolf Hermes, Chief Technical Advisor answered the questions from the participants which unclear items, comments and suggestion of the project component. Dr. Chris O'Brien, Regional Coordinator presented the recommendation which reflect for the national work plan, all participants gave the comments, suggestions and inputs for the last vision. U Khin Ko Lay the Director General of the Department of Fisheries, concluded the last day of session, he also delivered words of thank to all participants for their time and expertise to achieved the work shop goals. The closure of the BOBLME Project National Inception Workshop successfully finished at 13;00 pm. The Recommendation of the National inception Workshop.(Myanmar)
1. Monitoring sea water quality including physical, chemical and biological aspects.
2. Bathymetric data, including tidal gauge information is important for understanding ecosystem and storm surge effects.
3. Enhancement of the tidal gauge network (to augment the UNESCO-IOC tidal gauge network).
4. Conservation of pristine habitats such as seagrass, seaweeds, mangroves and coral reef areas.
5. Rehabilitation of damaged areas. Re plantation of mangroves.
6. Education on the importance of ecosystems should be implemented to al stakeholders, but especially in coastal communities –those communities in tourist areas.
7. Livelihoods diversification in the Mergui Archipelago – including potential employment in tourism, and multiplier effects.
8. Conservation and research on sea turtles, cetaceans, dugongs, sea cucumbers, sharks, rays and skates .
9. The linkages between mangroves and fisheries communities needs to be better understood.
10. The linkages between coral reefs fisheries communities needs to be better understood.
11. Stock assessments and management plans for focus species .
12. Research that will improve our ability to undertake stock assessments .
13. Improving the quality of fisheries statistics .
14. Better understanding the possible impacts of climate change, including sea level rise.
15. to consider the needs of indigenous communities.
Project implementation/ approach
16. The Project should operate in collaboration with existing activities and bodies operating in Myanmar to the extent possible.
17. The project should support capacity building and support for students to the extent possible.
18. Emphasis on communications, in particular getting information to resource users.
