4. The overall security classification is NATO CONFIDENTIAL. The WG shall involve Partner nations for the discussions scheduled for the first few days of the meeting (two full days Tuesday 22 to Wednesday 23 September and initial morning session on Thursday 24 September). 5. The WG is encouraged to identify and involve any relevant NATO Military Bodies, NATO accredited Centres of Excellence (COE) and other NATO entities. The WG may involve Partner nations, and shall promote cooperation with civil Standards Developing Organizations (SDOs) and other interested parties in standardization activities within the guidance provided by the Council and in accordance with NATO documents, on a case-by-case basis, and subject to the approval of the Military Committee Maritime Standardization Board (MCMSB). If participation of a Partner nation has already been addressed in the Partner Cooperation Menu1, then no further approval is required. TASK AND AGENDA 6. The task of the WG will be governed by its Terms of Reference (TOR) (Reference A) and the MC Standardization Boards’ (MCSBs’) General Guidance (Reference B). MCMSB priorities for the NMWWG and the WG’s objectives for 2015 are at Annex A. 7. In accordance with a process aimed at improving the management of MCMSB Working Groups and Panels, a final agenda for the meeting will not be issued until two weeks prior to the meeting (i.e. early September 2015). A tentative agenda is at Annex B, detailing anticipated agenda items. The final agenda will be based on the tentative agenda and modified in response to information received from nations after review. The tentative agenda is therefore intended to stimulate pre-meeting dialogue between nations, the Acting Chairman and Chairman Designate, and Secretary. Nations are asked to notify the Secretary ([email protected]), copy to the Acting Chairman ([email protected]) and Chairman Designate ([email protected]), of additional items (or other changes) to the tentative list of agenda items no later than 15 August 2015. 8. Further information on the administrative and logistic arrangements for the meeting, including recommended hotels, messing arrangements and security requirements etc, may be found at Annex D and on the 2015 NMWWG meeting web page on the EGUERMIN (NMW COE) website at the link below. By 31 July 2015, national and NATO staffs are requested to: a. Circulate required Custodian Reports and Liaison Reports using the format

provided in the TOR. Any delegate with responsibilities for liaison who has difficulty obtaining relevant reports for other Groups is requested to contact the Secretary for assistance.

b. Provide an update on the status of action items detailed in the 2014 Required

Action List (RAL) to the Secretary. 13. By 15 August 2015, national and NATO staffs are requested to: a. Register online for NMWWG 2015 using the following website address: http://www.eguermin.org/2015-nsonmwwg-meeting/ b. Advise the Secretary via email (copy to the Acting Chairman and Chairman

Designate) of any items they wish to see added to, or deleted from, the tentative agenda.

c. Provide the Secretary with an electronic copy, and summary, of any lengthy

statement to be made at the meeting. d. Post scheduled briefings and presentations on the NMWWG forum

(dependent on classification).

14. Prior to commencement of the WG meeting, delegates who intend to deliver a presentation/brief are requested to provide the Secretary with an electronic copy and a summary (50-100 words) for inclusion in the WG Report.

15. English speaking nations and commands sending English speaking delegates are requested to note the need for a drafting team during the meeting. As the meeting will be held outside the NATO HQ, it will be conducted in English. Interpreters will not be provided.

MCMSB PRIORITIES FOR THE NMWWG AND WG OBJECTIVES FOR 2015

MCMSB REVISED PRIORTIES FOR THE NMWWG FOR CY 2015 AND BEYOND 1. Continue to develop concept of operations for Autonomous Underwater Vehicles (AUVs) and Side Scan Sonar (SSS) to include Planning and Evaluation (P&E) software. 2. Inclusion of targeted NMWWG standards into live exercises/validation of publications. 3. Focus on potential implications of the NATO Defence Planning Process (NDPP) in standardization, tactics doctrine and concept issues related to NMW. NMWWG OBJECTIVES FOR 2015 1. (#1 2014) Ongoing. Submission to the NSO for ratification the WG-agreed FDs of ATP-06 Vol I and MTP-06 Vol I, ATP-06 Vol II and MTP-06 Vol II, ATP-06 Vol II (SUPP), ATP-24 Vol I and MTP-24 Vol I and ATP-24 Vol II.

Note: Custodians of the aforementioned APs to submit the AAP-03(J) compliant Edition D FDs to the NSO for the ratification process by end Jan 15.

2. (# 1 2014) Ongoing. Completion of review and update of AMP-16.

Notes:

(i) Continue to progress review of AMP-16 with a view to completion in 2016.

(ii) Lead nation responsibility for organising workshops to transfer from NLD to GBR.

(iii) Publication of the structure of the new AMP-16 on the forum page as soon as

possible.

(iv) GBR to agree to resume custodianship of AMP-16 and convene an experts meeting as soon as possible in order to keep it on track.

(v) EGUERMIN (NMW COE) offered to facilitate workshops if required.

4. (# 3 2014) Ongoing. Progress and status of Project TRITON Increment 2 phase (NMW requirements) to be monitored.

Notes: Following actions still to be arranged in close cooperation with the NCI-Agency:

(i) MARCOM and/or EGUERMIN (NMW COE) to consider providing an

observer to attend the forthcoming Maritime Information Systems Conference (MISC) in La Spezia (ITA) 19-21 Nov 14 in order to ascertain whether or not there is a longer-term user interaction requirement with the NMWWG.

(ii) MARCOM and/or EGUERMIN (NMW COE) to provide an observer to attend

the forthcoming Project TRITON User Group meeting in The Hague (NLD) 25-26 Nov 14 in order to ascertain whether or not there is a longer-term user interaction requirement with the NMWWG.

5. New. Development of P&E algorithms for future MCM Capability.

Notes:

(i) MARCOM to liaise with the NCI-Agency in order to arrange and coordinate activities on interim development of P&E products.

(ii) MARCOM to liaise with the NCI-Agency in order to monitor activities on

maintenance of current P&E products.

(iii) NMWWG to form a P&E sub group that will support development of P&E TDA (algorithms) in CMRE JRP P&E if required.

6. (# 4 2014) Ongoing. NMWWG 2014 to contribute to the new capability requirements review (CRR 16 / NDPP 17), in particular, the capability codes and capability statements (CC&CS) and capability assignment logic (CAL).

Notes:

(i) ACT SEE to convene a specialist workshop in Jan 15 to assist the preparation of NDPP Step 2 with regard to NMW capability codes and capability statements (CC&CS) and NATO National and Collective Targets.

(ii) ACT SEE to investigate the possibility of convening a workshop or meeting

with relevant NMW SMEs to discuss the current or new Scenarios with respect to Mine Threat and required MCM-effort.

(iii) ACT SEE to convene a specialist workshop in 2015 to review the capability

assignment logic (CAL). 7. (# 5 2014) Ongoing. Continue development of concept of operations for AUVs and SSS / SAS, including new terminology, algorithms and P&E software.

(i) NMW VSW Panel to continue active liaison with the AMPHIBOPSWG by inviting representatives and participating in 2015 WG-meetings.

(ii) EGUERMIN (NMW COE) to coordinate with other COEs enhancing

information exchange between the listed entities. 9. (# 7 2014) Ongoing. Continue to progress development of AAP-03(J) compliant RDs as follows:

(i) AMP-13 Vols I & III, AMP-14, AMP-15 CONF SUPP, AMP-17 and MMP-17, and AXP-05 MW SUPP will be made AAP-03(J) compliant in 2015.

(ii) AHP-07 Vols I-VI, AMP-12 and AMP-16 will be made AAP-03(J) compliant at

a later stage (TBD). 10. (# 8 2014) Ongoing. Continue to include the following targeted NMWWG standards / EXTACs into operational exercises / validation of publications:

GENERAL ADMINISTRATIVE DETAILS

1. EGUERMIN (NMW COE) will host the 2015 meeting of the NMWWG at the Bootsman Jonsen Naval Barracks and will coordinate the administrative and logistic arrangements. The WG meeting will run from Tuesday 22 through to Friday 25 September. 2. The address of the naval barracks is: Kazerne Bootsman Jonsen, 3de & 23ste Linieregimentsplein, 8400 Oostende, Belgium. Directions may be found at: http://www.eguermin.org/welcome/misc/directions-nmw-coe/ 3. EGUERMIN (NMW COE) has established a web page for registration for the 2015 NMWWG meeting. Detailed information on registering for the meeting, recommended hotels within the local vicinity, messing arrangements and security requirements etc, may be found at the link below: http://www.eguermin.org/2015-nsonmwwg-meeting/ 4. Transportation between the recommended hotels and meeting venue will not be provided as they are within easy walking distance. 5. As EGUERMIN (NMW COE) is a military establishment, delegates should ensure that they bring their identity card/passport to support their identification on entry to the site each day. Delegates should hold a Certificate of Security Clearance valid for the meeting period which should be presented during the registration period on the first day. Belgium has no requirement for a Request for Visit (RFV) form to be completed in respect of the grant of access to the naval barracks. (Please note that a RFV should not be confused with a visa, which may or may not be required dependent upon an individual’s national requirements). 6. The meeting will open in plenary and break into syndicate sessions as required. Plenary, Operational Syndicate and Combined Syndicate sessions will be held in Building G (Blue Room), whilst Technical Syndicate sessions will be held in Building H (Room 2.26).

7. Delegate registration will take place in the plenary meeting room between 0900-1000 on Tuesday 22 September. A conference fee of 60 EUR per delegate, payable in cash, will be required for participation; a receipt will be provided on payment. The conference fee covers the cost of facilities, coffee during the meeting, the icebreaker event and the hosted dinner.

8. Refreshments during morning and afternoon meeting intervals will be provided adjacent to the meeting rooms to reduce the amount of time required for breaks. Lunch may be taken, at own cost (i.e. not included in the conference fee), in the Mess Building. 9. There will be an icebreaker event in the EGUERMIN Mess Building between 1730-1900 on Tuesday 22 September. In addition, a hosted diner will be organised in the EGUERMIN Mess Building between 1900-2100 on Wednesday 23 September. Again, transportation between the recommended hotels and function venue will not be provided as they are within easy walking distance. USE OF COMPUTERS AND ASSOCIATED EQUIPMENT 10. The use of portable computing devices at this meeting is authorized if the information to be discussed is classified no higher than NATO CONFIDENTIAL, with no special categories. In meeting rooms, portable computers may be operated and a limited number of power supplies will be available around the table, however delegates should also be prepared to operate their computers on batteries. Wireless internet access is not available. Mobile phones are to be switched off in the meeting rooms. 11. Conference facilities support Microsoft Office and LCD projectors for Microsoft PowerPoint briefs will be available in the meeting rooms. A computer will be provided to consolidate the briefs. The computer will support transferable means of data in the form of CD ROM and USB (memory stick) technology. There is no facility to produce a CD of presentations for delegates on conclusion of the meeting, however non-classified2 presentations will be made available on the NSO Protected Website following the meeting. DOCUMENTS 12. Delegates should bring their own copies of the necessary documents such as TOR, Convening Order, handouts or other documents they will need during the meeting. Papers may be left in the meeting rooms during breaks, however at the end of each day, all notes, documents, briefcases and personal items must be removed. Each delegation is responsible for transporting any required classified material to the meeting venue. If delegates can anticipate the full breadth of their requirements, particularly references, and arrive with them in hand, it would greatly assist WG discussion and progress. Hand carrying of classified materials may require a courier letter from a delegate’s national command. Electronic transfer of classified information should be coordinated in advance with the Host Nation POC (NSWAN/CRONOS3 E-mail address: [email protected], thereby allowing such information to be uploaded to the dedicated stand-alone computer available for the meeting as and when required for designated agenda items, as should prospective requirements to store/secure classified material at the meeting venue. 13. Delegates can obtain non-classified STANAGs, Allied Publications (APs) and other relevant documents through the NSO Protected Website (internet) at https://nso.nato.int.

14. NATO delegates can obtain classified STANAGs, APs and other relevant documents through the NSO Intranet Website on MINERVA (accessible through the NATO Secret Wide Area Network (NSWAN)) at http://nso.hq.nato.int or through national organizations following national procedures. 15. Partner nations’ delegates may request classified documents through the Military Partnership Directorate (MPD), B-7010 Mons, Belgium, Tel: +32 6 544 7644 / 45 / E-mail [email protected]. TRANSPORTATION AND TRAVEL ARRANGEMENTS 16. Visa requirements (if appropriate), hotel reservations and travel arrangements are a national or NATO staffs’ responsibility, and should be coordinated well in advance. 17. Transportation will not be provided for delegates’ travel from/to the airport/rail station and hotel accommodation. The main international airports are Ostend-Bruges airport (in Ostend), and Brussels national airport (in Zaventem). Brussels national airport is located approximately 120 km (or 1hr 30 minutes by car or a 2 hour journey by rail) from Ostend. The Bootsman Jonsen Naval Barracks is a 10 minute walk from the railway station. 18. If travelling by car, enter Ostend via the A10 highway on the ‘President Kennedy plein’ roundabout. Go straight ahead via the Verenigde Natiënlaan to the Vuurkruisenplein roundabout. Go straight ahead into the Leopold III laan. Turn right at the first traffic lights into the Graaf De Smet De Naeyerlaan. After 300 metres, you will find EGUERMIN and the Bootsman Jonsen Naval Barracks on your right.
