Subject: Approve a $100,000 allocation from District Two's Fiscal Management Reward Allocation to Fund Program Services at the Eden Youth and Family Center, Hayward
Recommendation:
It is recommended that the Alameda County Board of Supervisors approve $100,000 allocation from District Two Fiscal Management Reward Account to fund program services at the Eden Youth and Family Center in Hayward, in order to continue the programs of Child Care, Computer Clubhouse, New Start Tattoo Removal Program and general administration that support the Silva Clinic, The Community Day School, and Head Start.
SummaryIDiscussion:
The Eden Youth and Family Center (founded in 1977) resides on a 25,000 square foot facility on a large campus in south Hayward, formerly an elementary school. The Center provides a home for ~y independent programs for youth and Hayward Community Day School classes for adolescents. The Center's Main Office handles all the day-to-day operations of the Center-Center bills, support needs, mail, utilities, etc.-and provides coordination services to all programs. Without its structure and presence, many ifnot most programs could not afford to offer programs to the Eden Area Community which so greatly needs them. Hundreds of children and family members come to the Center every day.

This recommended additional appropriation will provide a portion of the funding which supports these vital community services, and makes their provision possible in the very low-income and highly diverse area of south Hayward.
Financing:
There is $100,000 in existing funds in District Two's budget to cover this allocation to the Eden Youth and Family Center in Hayward.

where children, newborns through five years of age, can
explore, learn and grow.
Goals
• Provide opportunities for children to grow and develop emotionally, physically and cognitively.
• Provide an atmosphere of worth and care in which the child is secure. • Instill a sense of self-worth which enables the child to relate to others with confidence. • To be of assistance to parents/guardians during their child's development.
Programs
Infant Care (0-18 months) The Infant Care program give special attention to the individual needs and development of each child. Caregivers focus on the visual, auditory, tactile and physical development of the child.
Toddlers (18-30 months) The Toddler Program focuses on the development of motor and language skills, social development and the beginning of self-help skills. Caregivers also work with parents to begin potty-training those children showing signs of readiness.
Preschool (2 1/2-5 years) The Preschool program focuses on continued development of language, motor and social skills. Caregivers assist preschool students to grow in reading and math readiness, self-help skills and personal hygiene. Activities include arts and crafts, dramatic play, storytelling, dance, blocks, math activities, simple cooking and science experiments and plenty of physical activity.
EDEN CLUBHOUSE
C2C
What is C2C? C2C stands for Clubhouse to Community, Clubhouse to College and Clubhouse to Career. The Clubhouse provides tools used by professionals in the real world. C2C supports members in planning for the future and leveraging their potential in technology fields. C2C helps members explore professional jobs and economic opportunities, and learn with people who have already succeeded in professional careers.
C2C Shop Talks: The Clubhouse invites guest artists, educators, and "techies" from the professional world to give members an inside look at their careers, hobbies and passions. Guests do not necessarily need to be technologically fluent, but must have the enthusiasm to share experiences with young, creative minds. Shop Talks have included a lesson in reason (music making software), using Photoshop to create Andy Warhol type images, a OJ workshop, a talk on chiropractic care and health, a GO cover making workshop using n-gen, and understanding copyrighting.
Hayward New Start, a Tattoo Removal Program
New Start is a comprehensive support program that provides the removal of gang or drug related tattoos for individuals ages 13-25.
Program participants receive removal treatments by qualified medical professionals, as well as counseling, goal setting, and group support to help make a positive change in their lives.

Raise self-esteem! Increase job opportunities! Connect youth with community! Increase personal safety!
How are Tattoos Removed?
Tattoos are removed through a laser process that breaks up the tattoo pigment and causes it to fade over the course of multiple treatments, depending on the size, quality and colors of the tattoos.
Scheduled treatment sessions are held in Hayward every other month through Kaiser Penuanente and St. Rose Hospital for those participants who keep up t~eir commitments to the program.
Program Requirements
Each participant must meet the following criteria:
1. Be a resident of central Alameda County (Hayward, San Leandro, San Lorenzo and Castro Valley)
2. Be employed, enrolled in school or receiving job training 3. Complete 50 hours of community service through community
mentors 4. Attend monthly meetings
