BE IT REMEMBERED that a regular meeting of the Board of Mayor and Aldermen of the City of Yazoo City, Mississippi was convened in the Board Room at City Hall on July 27, 2020, at 2:00 P.M., being the fourth Monday of said month when and where the following were had and done to wit:

Alderman Thomas noted that the minutes should be corrected to reflect the report by telephone of Historical Preservation report and vote of Alderwoman Thomas on the 2/12/2020 emergency order vote was “Yea”.
Alderman Rucker moved to approve the July 13, 2020 Regular Board Meeting minutes with the stated corrections to the minutes: Alderman Johnson seconded.

Mississippi Achievement School District – Superintendent Wright expressed concerns surrounding the reopening of school with COVID-19. School is scheduled to start September 8, 2020 and end June 18, 2021. A/B Hybrid scheduling with 2 days a week in the classroom or 100% virtual options are being considered for the upcoming school year. Superintendent would like more options to be available for pre k – 2nd grade because of the difficulty of learning to read in virtual settings. Implementing safety protocols, sanitizing, and hand washing are also concerns for the school year.
Mayor Delaware moved to suspend the orders of the day to move the 2018/2019 audit review to the Hearing of Complaints /Appeals section of the agenda.

Hearing of Complaints and Appeals
2018-19 Audit Overview – The opinion of the audit remains as unmodified; change in net position; increase of $470,066.00; unrestricted amount of $7,786,537 or $2,671,058.00 withoutthe effect of the pension.
Report of Special Committee
Alderwoman Thomas moved to move the Public Service Commission report up the agenda; Alderman Rucker seconded.

Public Service Commission – reported water net income of $220,295.82, sewer net income of $422,511.06, and electric net loss of $114,781.89; all disconnects were suspended for 112 days due to COVID-19. All payments to Public Service Commission are being accepted at Grand Avenue location only. SEDC is in the process of implementing new billing software.
Alderwoman Thomas moved to move item 10e up to this point in the agenda; Alderman Johnson seconded.

Discussion of item 10e was conducted but no action was taken.
Alderman Johnson moved to suspend the orders of the day to move the Housing Authority up to this point in the agenda; Alderman Rucker seconded.

Yazoo City Housing Authority Board – reported that the RAD Project is complete at Lindsey Lawn Apartments; Delta Circle Apartments, Fouche Apartments, and Woolwine Apartments rehab has begun. Yazoo City Housing Authority Board thanked Waste Pro for providing garbage cans to residents of the apartment complexes. The Housing Authority will build a walkway from Fouche Apartments to Campanella Park along with the rehab of the dugouts at Campanella Park. Full renovation of Fouche Apartments will begin once tenants are moved back into Delta Circle and Woolwine Apartments. The Yazoo City Housing Authority Board asked the Mayor and Board of Alderman if any property was available to expand affordable housing in Yazoo City.
Message of the Mayor/Alderman
Mayor Delaware – spoke about COVID-19 relief efforts and praised the citizens that are wearing their masks and following the ordinances. She also mentioned the fire at the Rubbish Pit and stated that it is a crime to start a fire in the City of Yazoo City.
Alderman Thomas – asked the parents to be mindful of their children on bikes and scooters; the children are not wearing helmets.
Alderman Lloyd – asked citizens to be aware of their daily activities. He also asked the citizens of Yazoo City to treat the city as if it were their own yard. Please do not trash the City.
Alderman Rucker – expressed his condolences to the family of Kelvin “KC” Bradfield and all of the bereaved families. He also thanked Senators Thomas and Hopson for bringing funds to the City of Yazoo City.
Alderman Johnson – stated that trash, along with garbage is being thrown out and it is ridiculous. He encouraged all citizens to wear their masks, sanitize, practice social distancing, and please complete the 2020 Census.
Alderman Rucker left the meeting at 5:20 p.m. and joined the meeting telephonically and electronically.

Waste Pro – representative, Stormy, stated that she would let Mayor Delaware know if there are any changes in the garbage collection schedule. She also stated that across the industry, more families are home because of COVID-19, and they are trying to let their employees know to be more understanding for garbage outside of the can.

CITY OF YAZOO CITY
NOTICE TO CONTRACTORS
Sealed bids will be received by the City of Yazoo City in Yazoo County, Mississippi until noon on
Monday, July 27, 2020 and publicly opened for the construction of streets, street repair, milling,
drainage, minor concrete structures, striping and other items needed in the repair of city streets in
the City of Yazoo City, Mississippi at 2:00pm in the boardroom in City Hall. The project is being
funded by the city's 2019 street improvement bond issue. All bids will be taken under advisement
for tabulation. The lowest and/or best bids will be awarded at the city council meeting on unless all
bids are rejected by the City. The City will not issue any single purchase order for any
combination of pay items for less than $500 . However, Hot Bituminous Pavement purchase order
shall be no less than 50 tons unless a lesser amount is agreed upon by both parties. Bidders may
bid on individual sets of items, such as street repair, street paving, erosion control, etc or any
combination of items.
The principal items of work will be paid for at the contract price bid per item, complete and
accepted, which price shall be full compensation for mobilizing, removal of existing structure,
excavation incidental to construction, furnishing all materials, loading, hauling unloading and
placing and for all labor, equipment, tools and incidentals necessary to complete the work.
All existing structures, if not used in re-construction, are and shall be the sole property of the
contractor and shall be removed and disposed of by the contractor at his expense unless specified,
otherwise by the specifications.
All bids shall be firm and will be effective until December 31, 2020. The time period will begin on
date of Notice to Proceed. All sealed bids may be hand delivered to the City Clerk's Office located
at City Hall, 128 East Jefferson Street, Yazoo City, MS 39194 or mailed to P. 0. Box 689, Yazoo City, MS 39194.
Basis of Award: The award, if made, will be made to the lowest qualified bidder(s) on the basis of
published per unit cost that is determined to be the lowest and best bid in favor of the City of Yazoo
City. The City reserves the right to reject any and all bids for any reason. The City also reserves the
right to waive any and all formalities. All materials must be approved by the City of Yazoo City.
Bidders are hereby notified that any proposal accompanied by letter qualifying in any manner the
condition under which the proposal is tendered will be considered an irregular bid, and such
proposals will not be considered in making the award. Copies of bid specifications and bid form
can be obtained during normal business hours from the City Clerk's Office.
All bids submitted shall contain on the outside or exterior of the envelope or container of such bid
the contractor's current certificate number, and no bid shall be opened or considered unless such
contractor's current certificate number appears on the outside or exterior of said envelope or
container. The contractor’s current certificate number shall be included with all electronic bids forconsideration and should be submitted as an attachment with the electronic bid submittal.
The City requires bonding and insurance coverage in an amount of not less than One Million
Dollars ($1,000,000.00), and bidders shall be permitted to either submit proof of current insurance
coverage in the specified amount or demonstrate ability to obtain the required coverage amount of
insurance if the contract is awarded to the bidder. Proof of insurance coverage shall be submitted
within five (5) business days from bid acceptance.
