Agricultural Districts are reviewed every eight years pursuant to Section 303-A of the Agriculture and Markets Law. The anniversary date for Agricultural District Number Three is October 7, 2019 and the statutory review process must be completed prior to that date.

October 7, 2019 will mark the anniversary of Allegany County Agricultural District No. 3 which was first formed on October 7, 1979.

Consistent with the requirements of the Agriculture and Markets Law, your legislative body must conduct a review of the District. This letter serves as a notice to initiate the review and generally defines the review process and timeframe.

The review is designed to gauge the District's effect on local government policies concerning community development, environmental protection and preservation of the agricultural economy. The review must also consider how District farms and farm acres have furthered the purposes for which it was originally established, the extent to which it has achieved its original objectives and its degree of consistency with community economic and land use conditions.

The Agricultural District 8-year review procedures and forms are detailed on the Department's website at: http://www.agriculture.ny.gov/ap/agservices/agdistricts.html.

Consistent with the requirements of the Agriculture and Markets Law 25AA §303-a, the County legislative body must conduct a review of the District. This memorandum serves to alert you that the review process should be initiated and to provide several aids, which may benefit your respective review roles. ·

Enclosed maps identify the state certified boundaries of the districts as adopted by your County legislative body. The maps have been provided through the facilities at IRIS, 1015 Bradfield Hall, Cornell University, Ithaca, New York 14853-5601. Should the eight-year review process result in District modifications, the change must be shown on a revised mylar or may be submitted digitally after contacting Cornell IRIS at (607) 255-6529 for further guidance. Please be reminded that the Commissioner will not recertify an agricultural district until a map is filed with IRIS.

Also, please include all properties added to the District during the annual inclusion/open enrollment period . The attached maps do not include the annual inclusion properties.

STOP – On 12/6 had a lunch meeting with Pam Aini to introduce her to Brian Perkins. STOP – On 12/10 held annual cookies & wassail event to raise awareness of alcohol free holiday party alternatives. Had privilege of the floor during the Legislators meeting to recognize December as National Impaired Driving Month. Youth – On 12/12 attended the Western NY Youth Bureau meeting in Clarence. Youth – On 12/13 attended monthly Youth Court Board meeting. STOP – On 12/21 attended meeting with Cattaraugus and Steuben County STOP-DWI coordinators to continue planning for upcoming events. STOP – On 12/22 attended the Dan Barkley Showcase media day event at Alfred State College which we also sponsor through the STOP-DWI program. Youth – Received final billing for all agencies to be reimbursed for the 2018 year. STOP – Received final billing for all police agencies to be reimbursed for the 2018 year. EFNEP/Nutrition:

• Teri Lynn Violet is retiring from the EFNEP position after 20 years of service to CCE Allegany and Allegany County. She will be missed!

• Patty Amidon will be starting on January 31, 2019 as our new EFNEP Educator. Patty brings with her many years of experience in delivering community health and wellness programs. We are lucky to have someone coming on board with such great credentials!

Horticulture and Master Gardeners:

• Monthly Gardening Radio WLSV Program 4-H and Youth Development:

• Dairy Bowl practice has begun in preparation for March competition.

• New enrollments have been coming in regularly

• 4-H Public Presentations is scheduled for February 2 at Belfast CSD

• 4-H has been actively involved in teaching the Job and Life Skills Boot Camp at both Friendship CSD and Bolivar Richburg

• Wilson Beef Sticks Fundraiser starts Monday January 14 and runs through February 15.

• STEM 2035 Program (funded through the Ralph C. Wilson, Jr. Foundation) will begin in February. Lisa Reynolds has been hired to spearhead the project in Allegany County.

Administration:

• Filled EFNEP and STEM 2035 Positions.

• Preparing for Annual Extension Director Meeting in Albany, January 21-23.

• Assisting in teaching Job and Life Skills Boot Camp at the Friendship CSD and Bolivar Richburg

• Wrapping up Leadership Allegany Program

• Received funding for the FLAVOR Kitchen from the Garman Family Foundation and the Allegany County Area Foundation. Completing full application for WNY Foundation. Total of $20,600 raised thus far.

Farm-to-School:

Partnerships: • Assisted NYSAWG (New York State Sustainable Agriculture Working Group) and the Allegany

County Sheriff’s Office develop and solidify a MOU such that the Sheriff’s Office can process and freeze in season produce for local school districts. An earlier version of MOU was edited by the County Attorney, redrafted by NYSAWG, and is now in the hands of Jail Administrator, Chris Ivers. Ivers will decide the proper next steps to solidify this partnership moving forward.

Assisting Cafeteria Managers: • Met with Cindy Winchell and Jenn Capelleltti of Scio CSD, and Carlos Guildemeister and Alex

Leyva of Cuba-Rushford CSD to discuss planning for local food procurement in SY 2019-2020.

• Attended the monthly Allegany-Cattaraugus Cafeteria Association Meeting, held at Hinsdale CSD.

Next Steps: • Plans to contact interested local farmers during the months of December/January to help

farmers crop plan according to participating school districts’ needs. These plans are heavily contingent on the Cafeteria Managers providing the CCE-Allegany Farm to School Coordinator with quantities of specific crops they will need for the next school year. Estimated date to get all quantities: January 31, 2019.

Grants: • Wrote a NYS Ag in the Classroom Grant proposal on behalf of Bolivar-Richburg CSD teacher,

Patricia Eshelman. This grant is to procure a high tunnel for their Wolverine Environmental Education Center.

• Awarded: $39,211 from the New York State Dept. of Ag and Markets. This grant was written by the CCE-Allegany Farm to School Coordinator on behalf of Wellsville CSD and three partner districts in the county. These funds will be allocated to procure an outdoor freezer for the purpose of storing in-season processed and frozen local food.

Job and Life Skills Boot Camp:

• Classes continue in Friendship and began at Bolivar Richburg in early 2019.

• Schedules have been arranged for Scio and Whitesville

• A Facebook page has been initiated to assist with follow-up contacts and evaluations.

• Recruiting volunteers to assist in the delivery and sustainability of the program. A Lunch and Learn has been scheduled for January 17 to train and educate volunteers who are interested in helping the Job and Life Skills Boot Camp move forward.

Stay Active This Winter

Winter in Western New York can be tough. It’s snowy, windy, cold and often times grey. The winter weather does not motivate most of us to get outside and take part in winter activities. But, being physically active during the winter (and all year round!) can help to keep our minds and bodies healthy. Physical activity that increases your heart and breathing rate help to build endurance and keep you strong to do the tasks you need to do each day. Just getting outside can boost your mood and there are many winter activities that burn lots of calories. Many activities, like walking, shoveling snow, or sledding, are free. For only a few dollars per person (the cost of renting the equipment), often you can snowshoe, cross-country ski and ice skate. Check out what is available in your area. You may be surprised at just how inexpensive it can be to try a new winter-time activity. Here is a short list of how many calories a 150-pound woman can burn doing these winter time activities for 30 minutes:

How much food equals 250 calories? One cup of toasted o’s cereal with ½ cup of fat free milk and a medium banana is 245 calories. You can see that these activities are a good way to burn calories and they are a great way to get your family off the couch and outside this winter!

Citrus fruits are in season in January. Look for good buys at the super-

market on oranges, grapefruits, tangerines, Clementines, lemons, limes,

kumquats, pummelos and Ugli fruit.

Head to the library with your child and borrow “Gregory, the Terri-ble Eater” by Mitchell Sharmat. It’s a funny story about a goat who eats all the wrong things (like fruits and vegetables), and what his parents do to help him start eating a healthy diet of old shoes and tires. This mixed-up story is sure to get a laugh from your child. When you have finished reading the book, have your child make a book mark from paper, crayons, markers or paints that shows his/her favorite part of the story.

Ingredients: 2 15-ounce cans diced tomatoes, Mexican style 1 15-ounce can black beans, drained and rinsed 2 cups frozen corn or (1) 15-ounce can corn, drained and rinsed 1 14.5-ounce can sodium-reduced chicken broth 2 cloves garlic, minced or 1/2 teaspoon garlic powder 1 teaspoon chili powder 1 teaspoon ground cumin (optional) 1/4 teaspoon ground black pepper 1 pound skinless, boneless chicken breast Directions: 1. Add tomatoes, beans, corn, broth, garlic, chili powder, cumin

and pepper in large saucepan. 2. Remove and discard any visible fat from chicken. Cut chicken

into large chunks and add to the saucepan. Heat to boiling, reduce heat and simmer, covered, for 20 minutes, or until chicken is tender.

3. Remove the chicken and place on a plate; use forks to shred the chicken. Return the shredded chicken to soup. Serve with optional garnishes: chopped cilantro, sliced or chopped avoca-do, light sour cream, shredded cheddar cheese.

A G R E E M E N T

AGREEMENT made this ___ day of __________, 2019, by and between the COUNTY

OF ALLEGANY, a political subdivision of the State of New York, 7 Court Street, Belmont, New

York, hereafter called "County," and THE ALLEGANY COUNTY AGRICULTURAL SOCIETY,

a membership corporation duly established under the laws of the State of New York, with

principal place of business at Angelica, New York, hereafter called "Society,"

WITNESSETH:

The County agrees to furnish to the Society the sum of $8,000 heretofore appropriated for the fiscal year 2019 in the following manner and subject to the following conditions: 1. The County shall advance the sum of $8,000 to the Society. 2. The Society shall expend such sum or any portion thereof only for the object and purpose specified in subdivision (5) of Section 214 of the County Law, namely, for grounds and buildings for the improvement of agricultural conditions in the County, when owned and operated by the Society. 3. The Society shall expend such sum or any portion thereof on or before November 1, 2019, and shall return any unused portion of such sum to the County Treasurer on or before November 30, 2019. 4. The Society shall make an accounting in regard to the expenditure of such sum or any portion thereof to the Planning and Development Committee of the Board of Legislators, in such form and manner as the Committee shall determine, on or before November 30, 2019. 5. The Society shall reimburse the County for any portion of such sum which was expended by the Society and found by the Board of Legislators, after audit, to have been expended for an object or purpose not authorized by section 2 of this Agreement. Such reimbursable sum shall be made to the County Treasurer within ten days of receipt of a written demand from the Board of Legislators specifying each unauthorized expenditure and amount thereof. 6. A copy of this Agreement shall be delivered to the Allegany County Treasurer and shall be considered a Memorandum Receipt in compliance with Section 224 of the County Law. 7. The Treasurer of said Society shall not be required to furnish a Bond.
