6. Presidents Report – Simon Howse

Mandatory Education announced by HPO in March, 2015 We’ve been advocating for education for over 12 years and our courses meet the benchmarks for the 7 core competencies HPO requires. CHBA BC traveled to 13 communities with HPO to talk about education and introduce industry to our association. All courses offered by CHBA BC are now approved and fully accredited by the HPO. Marketing Plan for Education Program The work done with SEEDs Consulting and the Continuing Education department has come to focus with the revitalization of the Education brand and builder certification programs. Membership decals and certification decals have been sent out to members as part of their designation membership to display on vehicles, job sites or offices. We are working with local associations on boosting uptake in education courses. Uniform Building Code received Royal Assent in March, 2015 CHBA BC participated on the Modernization Advisory Group that contributed extensively to the changes that will update and streamline the province’s building regulatory system. Highlights include: Affects all local authorities that enforce the building code, only the province can set building requirements and comes into force by regulation with 2 year transition periods. BC Hydro Connect Program Improvements Members expressed concern with facing unnecessary delays and challenges as a result of BC Hydro’s connection wait times and lack of accessible communication channels. CHBA BC worked closely with BC Hydro to improve the process with follow up meetings with Hon. Bill Bennett, Minister responsible for BC Hydro. We have received word from members that the process is improving thanks to the advocacy work by the provincial office. Rebar Tariff The Canadian International Trade Tribunal (CITT) has initiated a public interest inquiry in order to determine whether imposing duties on rebar is valid. CHBA BC has been providing

information from our membership on how such a tariff may affect project affordability. Results of the inquiry are due out later in September. Local Events CHBA BC attended MLA meetings in Victoria and participated in Leaders Invitational - Liberal provincial golf tournament chaired by Minister Rich Coleman which added great value for the association, allowing CHBA BC to speak and share our messaging to many government representatives. Simon also spoke during the CHBA Okanagan and CHBA Central Interior AGMs. CHBA BC Strategic Plan CHBA BC worked with a third party facilitation company, the Board of Directors and Committee Chairs to update the CHBA BC strategic plan and build a clear roadway for moving the association ahead. Strong Partnership and Communication with CHBA National We attended National meetings in Ottawa along with the Forum for Growth meetings, Day on the Hill, National conference, Marketing Committee meetings and conference calls. CHBA National is in the process of purchasing the Renomark program and branding it as a CHBA initiative. They are also working with the Minister of Revenue on the National level to fight against the underground “cash” economy with renewed government support for the “Get it in Writing” campaign.

7. Tresurer’s Report – Michael Delich

The year-end financial statements as at June 30, 2015 were provided to the Board and presented by CHBA BC’s Chartered Accountant. The association had a great year, doubling performance with a healthy contingency fund which largely came from the increase in membership dues.

MOVED by Bryon Gallant and SECONDED by Ron Rapp to approve the financial statements as presented. CARRIED

8. CEO Report – Neil Moody

There has been a lot of membership growth happening in BC and one local is up 19% in membership. Prince George has been very active with education over the past few months with the first cohort nearly complete for the region. The provincial office will support each local office as much as possible with education programs. Following lead of national, we are implementing a new database, aligning with CHBA and updating the membership side. The new database will also have an education component as well making it easier to reach more students throughout BC.

We are pleased to have received a response from Minister Coleman to attend our Roundtable discussion during the Provincial Meetings. We continue to share our messaging with MLAs and we are getting positive response. We update membership on these types of events through our e-newsletter Provincial Update.

Rina Popat has joined CHBA BC as the Director and Registrar of Continuing Education and she has been working on developing cohorts for each local office that is interested in running

a series of courses in their region. Rina will be traveling to Prince George and Victoria to speak on the education programs and Vanessa Joehl will be joining her to speak about the ENERGY STAR® program.

CHBA BC is organizing our second annual Builders’ Super Week which will be held in March 2016. We are confirming speakers to participate allowing members to attend and get their CPD credits for the Enhanced Builder License process through HPO. Builders’ Super Week will also include the CHBA BC Provincial Meetings, AGM, President’s Night and close with the Georgie Awards.

We participated with a booth at the UBCM conference where we spoke to municipal representatives on key issues within the residential construction industry. It was a great face to face opportunity for the association.

ACTION: Please submit any issues for the pre-budget submission which happens every October. Past submissions can be viewed on the CHBA BC website.

CHBA BC has been invited to attend a breakfast roundtable hosted by ICBA in October discussing the potential shortage with skilled labour in the province. They have invited CHBA members to attend and participate. Registration details can be viewed in the Provincial Update.

CHBA National will be participating in the International Builders’ Show in Las Vegas and will do another networking event for CHBA members. A discounted rate to attend the show will be available for all CHBA members.

9. CHBA National Update – Blake Hudema

CHBA National has made substantial improvements over the past three years with a healthier budget, improved communication and an active board of directors.

Some areas in the country are doing very well with membership increases and other areas are struggling. National recognizes this and are working with each area.

Government Relations is a very important role and a big part of the improved communications. During the election, CHBA has been working with each party and we are pleased to see that all three parties have many platforms that include CHBA initiatives. The Forum for Growth continues to be a great opportunity to spread the CHBA message, CHBA’s CEO Kevin Lee is getting great media coverage and partnerships are strong with stakeholders in Ottawa.

The Get it in Writing campaign, Renomark and eRenovate are all new initiatives gaining momentum and as individual issues come up, such as Rebar, Canada Post, Electrical Requirements, CHBA responds strategically.

10. Presentation and Approval of Strategic Plan – Simon Howse

The strategic plan has been updated, reformatted and each initiative has been assigned a staff member and timeline. Included in the strategic plan is a three year forecasted budget as well. The finalized three year budget forecast will be presented to the membership in March during the AGM.

11. Governance Term Review – Neil Moody

There has been a discussion surrounding the extension of the CHBA BC Presidency term from one year to two years. At the Executive level, a term timeline was presented and it was

decided that a one year term as president is sufficient given the time served on the Executive to get to the VP and President role.

The board discussed the need for the president to be a builder or renovator as stated in our bylaws when in fact, many supplier members are just as involved in the residential construction industry. Some local offices stated that they no longer have the restriction in place. It was agreed that the CHBA BC Executive should consist of at least 50% Builders or Renovators.

MOVED by Gordon Bliss and SECONDED by Bryon Gallant for CHBA BC to review the bylaws and revise the presidency requirements to include supplier and developer members. CARRIED.

MOVED by Gordon Bliss and SECONDED by Ron Rapp to remove the 2nd 2nd Vice President role from the Executive Committee. CARRIED.

12. Other Business

In CHBA South Okanagan, an invalid complaint has been launched against a past CHBA member and clarification is requested on how to handle such an issue. ACTION: Neil to send documentation to each CHBA Local Office regarding membership support and procedure when a complaint is launched.

Annual General Meeting Resolutions Revised March 2, 2016 NEW SPECIAL RESOLUTION #1 CHBA BC Resolutions – as approved by Board of Directors for submission at AGM 2016. WHEREAS, the existing By-law Article 19(e) states: “To qualify to be appointed as either 1st or 2nd Vice-President, a candidate must have been a member of the Board for at least one full term in the immediately preceding four terms prior to the election of such Officer. Additionally, the 1st Vice-President must be a Builder or Renovator in good standing with a Member Local.” WHEREAS, at the SEPTEMBER 25, 2015 Board of Directors Meeting, the motion to alter the By-laws as amended Jan. 2013 from the existing Article 19(e) CARRIED, as follows;

THEREFORE, BE IT RESOLVED THAT: The By-laws of the Society be altered by deleting the following words from the existing Article 19(e): “Additionally, the 1st Vice-President must be a Builder or Renovator in good standing with a Member Local.”

Annual General Meeting DRAFT MINUTES

1. Call to order at 7:10pm

2. Approval of Agenda MOVED by Karen Thompson and SECONDED by Dave Pfuetzner to approve the agenda. CARRIED.

3. Approval of September 28, 2013 Minutes MOVED by Gordon Bliss and SECONDED by Ron Rapp to approve the minutes. CARRIED

4. Treasurer’s Report – Michael Delich

The annual budget for CHBA BC was discussed in June 2014 and approved at the September provincial meetings. As the AGM and presidental term has been moved from September to February to allign with Builder Super Week and the Gerogie Awards, the presentation of the financials is a formality and do not require our auditers to be present.

For the record, the 2013-2014 fiscal year closed with a surplus of $50,000 for the contingency reserve.

Special thank you to Neil Moody and CHBA BC staff for guiding us through program transitions to end the year in a positive light.

MOVED by Rod Croome and SECONDED by Dave Pfuetzner to accept the financials as presented. CARRIED

There are four months left in this fiscal year, and CHBA BC is projecting a surplus of nearly $80,000. The surplus will be placed in a contengency reserve fund.

The 2015-2016 budget will be circulated in June for review by the board.

5. Appointment of Accountants

Secretary Treasurer, Michael Delich, recommended that the accounting firm, Wolridge Mahon Chartered Accountants be secured to continue performing the financial review.

MOVED by Gordon Bliss and SECONDED by Lynn Harrision to remain with the exisiting accounting firm. CARRIED

8. Incoming President’s Report & Remarks – Simon Howse

Simon Howse began his remarks by thanking the Board of Directors, Executive Committee, Local Executive Officers and staff for trusting him with the position of president.

The turn out for CHBA BC’s Builder Super Week has been positive and the event, sprouted from an idea around this table a year ago, is a great foundation for years to come.

There are many items that face the association ahead including the pass of the mandatory education regulation, the unified building code, continued progress and communication from CHBA National as well as the transition of Energy Star delivery in BC.

We have come a long way and the momentum is felt throughout all three levels of the association. We saw the benefit of getting a third party consulting firm involved with

marketing the education and training programs and the Government Relations committee has been a great experience. We have a lot of support from many ministers.

The Built Green transition has been a challenge but 12 months from now, we will be happy we have made this decision.

There are challenges ahead with code changes and it would be in our best interest to be more proactive with building code changes and be involved much sooner.

We will continue to leverage the national message right down to the local associations, providing value to our membership. Communications from National has made a tremendous difference.

9. Report from CHBA National – Bard Golightly

Bard Golightly began by acknowledging the amount of volunteer time given by many members of the association and we are grateful for their efforts. We are here to serve our members.

Our big focus over the past two years has been on advocacy and we have seen big moves on Parliament Hill with government officials. We have started to change the conversation. The government has begun to understand that the Canadian Home Builders’ Association is a large industry with solutions.

Communication and alignment of the associations at all three levels has been successful and we will continue to provide consistent messaging. We have a federal election coming up and we need to stay close to our messages.

a good document to have available for members – demonstrates value.

• Timing is right to invite all members in BC through an eblast to subscribe to Provincial Update view summary on our website, and the Advocacy Update.

• Frequency on updating the Wall of Wins, quarterly or bimonthly. Will include cycling

information, keep key items, threshold on homebuyers. Happy for more input as we go along.

• Comments provided on Code issues in conjunction with TRC on NAFS, Arc fault, &

Guards; need to constantly monitor other “public comment” requests to ensure CHBA BC can respond in a timely manner.

• Currently using weekly email and direct approach for call for public comment.

• Fire Sprinklers Working Group summary report should be available soon. Will circulate

Meetings in Victoria – Summary Neil, Simon and Gordon Bliss attended meetings in Victoria and hosted MLA reception with Coalition of BC Businesses – October 6-7. Neil and Simon met with Jarred Hutchinson, Acting Executive Director and John Nicol, Senior Policy Analyst Buildings and Safety Standards Branch (BSSB). New Building Act – Fundamental sections in Force. Raised concerns for cost of code changes and processes. Agreed that CHBA BC can collaborate to provide assistance with collection of key data and provide feedback on new Building Act and other code modifications in the future. Junichi Jensen Senior code analyst continues to sit on CHBA BC’s Technical Research Committee. Members can speak to issues through technical research committee, which will now meet on a regular basis between the provincial meetings. A summary can then be forwarded to BSSB. Line of communication is open, BSSB prefers to deal with one industry voice, so important to solidify our voice through CHBA BC. Provided them with a list of local offices. Funnel information through Jarred, primarily code and Building Act, fire sprinkler group. Channel of communication is open. Raised issue of Loan Reconstruction with request that fee be stopped on multi-density. , Rollout of Building Act - expected cost not significant $400 Building Officials’ Association of BC (BOABC) members, plus exam fee $250 and fully expect the municipality to pay under their resources. Inspectors should (expected) be up to standards. Strategic rollout plan, stay in contact, connect with BOBC, any concerns or issues.

• Neil and Simon attended reception for political staff. Reinforced presence and issues. Many remembered us from last year and discussed key issues.

• Both had lunch with Minister Bill Bennett. Discussed BC Hydro, build relationship with

Jessica MacDonald, communication is open. .

• Question Period in the Legislature, recognized (read in session) CEO and CHBA B by Minister Bond and Minister Bennett.

Meeting with Ministers in Victoria

• Rich Coleman. Very good meeting, Simon brought up the PPT, - noted Minster cannot elaborate but we left message that any new taxes or levels are not supported. Assistance for first-time homebuyers should be addressed.

Minister suggested/reiterated the need for CHBA BC to prepare paper comparing DCC charges and other municipal charges. Langley, Prince George. Need to work with a third party to get more information and data. Community Amenity Contributions also an issue. Possible funding available through BC Housing.

Reception with 35 MLA’s this year even better, good turnout and discussions about our industry. Very successful couple of days. Good one on one discussions took place with ministers. Response on Changes to Permit Ornamental Guards

• Guard rail, National building code, article 9.8.6….use of them. GVHBA Member asked to take it Minister Coleman, BSSB has replied there would be no ERRATA on this issue. Regardless, it demonstrated members have a voice with membership value/benefit. Pre-Budget Submission to Select Standing Committee on Finance and Government Service Added Loan Reconstruction issue, requesting fee be eliminated, dating back to 1998, program stopped 2010. Submitted, and posted on CHBA BC website. ACTION ITEM: CHBA BC to consider follow up letter recommendation on PTT to Finance Minister. UBCM Booth at the UBCM, Mark Sakai found it useful, hard to measure how effective it is for CHBA BC. Our presence was a good opportunity, mayors dropped by. Every two years, next year a different format, Mark got good results from it, starting to recognize him, good value. 5. Telus / BC Hydro update Charlotte Mitha provided a written follow up report and response to current issue in Chilliwack. Minister Virk on Telus, added it is a budget situation on the installation of fiber optics through communities. Two years out, before they start to change. Sub-division agreement, onus is on the development to provide infrastructure to Telus. ACTION ITEM: CHBA BC to obtain additional information from Minster Virk’s office. Meeting with Telus to be arranged. 6. New Issues Skills training • Lack of framers, talent. • No tangible/meaningful results for training, an immediate need. • Discussion on giving though apprentice training, how to get there from here, what is the requirement, need? • CHBA BC supporting the CITN a web based portal for training and education in the

Government Relations Update Report

In February, Neil and Alycia attended the provincial budget lockup in Victoria. It was a great opportunity for CHBA BC to attend as a stakeholder group as the Finance Minister announced changes to the property transfer tax for new construction valued up to $750,000. This measure was a big win for the association as it comes after years of advocating for much needed changes to the existing tax structure. CHBA BC was able to have an expanded media presence in the post-budget coverage by interacting with journalists first-hand at the lockup and by sharing the statement with staff, members and subscribers shortly after the budget was announced. We are working to grow our media contact list for future announcements to continue to improve our presence and be seen as an industry source for journalists. Neil and Alycia also attended a federal budget consultation roundtable in Vancouver Centre with Member of Parliament Hedy Fry where they were able to share messaging on infrastructure and housing affordability from CHBA National. It was a great example of working together for the common interests of CHBA as a Canada-wide association and for members. CHBA BC continues to participate in two groups through the Building Safety and Standards Branch in the provincial government to advocate for members and their interests, including the Fire Sprinklers Working Group and the Climate Leadership Plan – Built Environment Stakeholder group. This is a great way for CHBA BC to speak first-hand about the issues and share their unique perspective before policy decisions are made by government on these files. We are working on the reconstruction loan program issue with the Minister of Small Business, Red-Tape Reduction. We have passed on the program information to her office to share our thoughts. As a follow-up, we attended a red-tape event through the Vancouver Board of Trade in early-March to interact with the Minister’s staff first-hand on the issue. Lastly, we are actively working with Landcor to finalize an interactive database of municipal fees, taxes and charges across the Province. As requested by Minister Coleman, this will help us demonstrate the impact that these individual fees and taxes, once compounded together, have on the final costs of the project. Municipal fees continue to be a big topic; we supported CHBA Okanagan in January with a letter for their government meetings in Kelowna on charge increases. We will continue to develop messaging on the topic in case the need arises in other jurisdictions. For more information on our activities, the next edition of the Advocacy Update will be released in late-March or early-April.

5. Update on marketing material available Laura Chok

CHBA BC has been working on promotional materials to create a consistent CHBA brand within all provincial activities including Education, Membership and the Georgie Awards.

A Continuing Education marketing pamphlet has been created and distributed along with a CHBA Membership Benefits brochure. We are happy to share these materials with members and local offices. There is now also CHBA branded clothing available for purchase online.

CHBA BC created pop up banner stands for the Continuing Education programs, ready for the HPO Building Smarts seminars throughout the province announcing the Enhanced Builder Licensing program. Each Local CHBA office has been given a banner to use at their various events.

CHBA BC recently hosted a Houzz Workshop which was well attended by members from all over BC including Vancouver Island, Cranbrook and the Fraser Valley.

CHBA BC participated with a booth at the UBCM, speaking to various municipal representatives on housing affordability and other hot CHBA topics. We will be also be at BUILDEX Vancouver again in 2016 with a CHBA Member Pavilion. This year, BUILDEX will be separated from our Builder Super Week to follow in March.

New this year, we are introducing a large Continuing Education component for our second annual Builder Super Week which will help our members reach the HPO education requirements. The week will also include our CHBA BC Provincial meetings, the AGM, President’s Night and the final event will be the Georgie Awards Gala. All events will be taking place at the Hyatt Regency Vancouver.

6. Get it in Writing Campaign Update Lynn Harrison

CHBA National will be traveling around the country introducing stakeholders, industry and consumers to the Get it in Writing campaign. Federal funding will be used for the initiative and from BC’s perspective, it is extremely important that travel and events are coordinated in the best effort to ensure wide reach.

ACTION: The Marketing committee and the Renovator’s Council will work together to bring forward comments and suggestions to the CHBA National office during the National Meetings hosted this October in Ottawa.

7. Provincial Georgie Awards Lynn Harrison

The Georgie Awards are a good source of revenue for CHBA BC and are the most recognized awards program for Builders in BC. When we asked why some members did not enter, the feedback was that there are not enough categories that fit builders in areas of the province outside of the lower mainland.

Increased marketing support has been requested by the Local Associations, building value and encouraging members to enter the awards.

We have harmonized the awards entry form to make it easier for members to enter their local awards program as well as the Georgie Awards.

The price spread of the categories was discussed as this can be a deterrent for members to enter the awards. The Georgie Awards committee will look into this further for the next awards call for entry release.

Marketing Committee Report Georgies 2016 The 2016 Georgie Award program was another success for the Association. We have seen an 13% increase in entries over the last 3 years which has achieved a high level of competition. All nine CHBA locals were represented in the entries. Finalists in the 44 categories were announced in November 2015 and finalists were highlighted in the Provincial newsletter, on the Georgies website and newspapers. This year the Gala Event sold out before Christmas, unprecedented for the association. Over 600 guests will join us on March 11 to help celebrate the efforts of our winners and finalists. Media will be on-hand to capture the winners for additional media opportunities. As always, a Post-mortem meeting will be held in the coming month to look at what worked and what didn’t. Our discussions will include possible barriers to entering, benefits to entering, value of finalist and winner designations and how to reach more great projects so that the overall competition is the “Best of the Best”. Buildex – CHBA-BC’s involvement This year CHBA BC partnered with GVHBA to build a 2000 square foot pavilion within the tradeshow. Over sixteen Member Companies came together with Association Staff to produce a well-received presence. This resulted in very good traffic and lots of membership inquiries. The staff at the local offices has begun to follow-up on these excellent leads. Again, a post mortem will be done to identify where we can do better for future events. Planning of Builder Super Week Builder Super Week 2016 was our inaugural 3-day conference. CHBA’s goal is to offer as many courses/seminars to our members throughout the province to assist them in meeting the HPO’s requirements. We also saw this an important tool to reach out to non-members to help them with their CPD requirements, and encourage them in seeing the value of membership in CHBA. We planned and executed a full complement of Education sessions plus the Provincial meetings. The half-day and full-day Technical courses were well-subscribed, but registration for the shorter seminars was slow. Our plan was to offer a compact package of seminars for members from across the Province that they could take in while attending the meetings and Georgie Gala. For those not attending the meetings, this suite of courses could accomplish a large chunk of their required CPD credits in one convenient location. We’re encouraged with the amount of interest that was attained but hope to see interest in this concept grow with time. We’ll be holding a Post-mortem to see what worked, what didn’t and how to improve.

They include: Rack Brochures highlighting ‘Services of CHBA BC’ and ‘Education Opportunities available through CHBA-BC’ Decals for member’s offices, email signature Georgie Awards Finalist and Winner decals Golf Balls available for locals having a golf tournament The Provincial Marketing Subcommittee was formed last year to provide for open discussion and action on common marketing efforts. The subcommittee’s purpose is to provide marketing and communication advice to CHBA BC. The subcommittee shall be an operational subcommittee and is to meet either in person or by teleconference throughout the year to develop strategies, discuss tactics and provide feedback on marketing initiatives to assist staff and make recommendations to the Board. The Marketing subcommittee shall be guided by the CHBA BC Strategic Plan.

6. Environmental Program Update

We continue to supply the EnerGuide label and report to builders participating in the BUILT GREEN® program and supply all the necessary information for home to be certified without the additional program delivery costs we have seen in the past

EnerGuide enrolments continue to come in at a steady pace and since January 01, 2015 there have been 247 entered into our database, which is down from this time last year. The changes could be due to the incentive program changes made by BC Hydro who now incentivize Energy Star built homes – therefore we should see an increase in Energy Star certifications.

We have begun preparing for the launch of the New Generation of the EnerGuide program, with some of the CHBA BC Certified Energy Advisors having already completed the new required Foundation Level exam. We have the CEA training for new students currently on hold until we have the New Generation launched in BC. A revised EnerGuide label showing the amount of GJ used per house is expected to launch in BC in the New Year.

CHBA BC’s energy advisors have finalized their training and have become licensed to deliver the ENERGY STAR® for new homes program. We have signed an agreement with Natural Resources Canada, launching the CHBA BC delivery of the program early in April of this year.

We have delivered three webinar sessions for builders interested in building and certifying their homes to the ENERGY STAR® standards. We have a wait list for another live webinar later in the Fall of 2015.

CHBA BC has been in communication with BC Hydro regarding the launch of the new Power Smart BC incentive programs that provide $2,000 back to builders that have completed an ENERGY STAR® rated home. ENERGY STAR® enrolments are starting to come in with the largest development beginning construction in Harrison Mills, BC by Odessa Ventures.

7. LEEP Update

The LEEP Initiative in the Lower Mainland has been very successful with a high level of interest and appreciation for the third party research. The group started with 40 products that were reduced down to 13 items, with costs analysis performed to further reduce down to a feasible number of technologies to field test. The last meeting will occur early in October and then builders will field trial actual technologies and be able to see how well the technologies are performing.

LEEP is expecting to roll out in Okanagan area thanks to the success in the Lower Mainland, providing a great opportunity for Natural Resources Canada to work with local builders and discuss current practices and equipment.

Environmental Programs Report

Built Green® Certification

� We continue to supply the EnerGuide label and report to builders participating in the BUILT GREEN® program and supply all the necessary information for home to be certified without the additional program delivery costs we have seen in the past. We enrolled a total of 507 EnerGuide labels for BUILT GREEN® certificated projects. This is an increase over the 227 projects enrolled in 2014.

EnerGuide for New Homes Certification

� EnerGuide enrolments continue to come in at a steady pace and we have enrolled a total of 273 in 2015 with 134 projects already underway in 2016.

� We have been preparing for the launch of the New Generation of the EnerGuide program which will begin in British Columbia April 01. Preparations required a rigorous examination process for all Certified Energy Advisors as well as our Service Organization Manager, Vanessa Joehl. Many, including Vanessa, have completed their training requirements, passing the examinations. Builders can expect to see a revised EnerGuide license agreement coming to them via email soon as well.

� We currently have the CEA training for new students on hold until we have the New Generation launched in BC and update our curriculum. CHBA BC currently manages a total of 32 Certified Energy Advisors throughout BC.

� We look forward to delivering a more comprehensive EnerGuide label, which not only rates energy usage in GJ, but will also provide the homeowner with much more information on how their home uses energy.

ENERGY STAR® for New Homes

� CHBA BC’s signed an agreement with Natural Resources Canada, launching the CHBA BC delivery of the program early in April 2015. To date, we have enrolled 56 projects in the ENERGY STAR program with more expected this spring.

NET ZERO ENERGY Builder Training Partnership

� CHBA BC has been working with the CHBA National office as well as the CHBA Net Zero Committee to deliver two training sessions to CHBA Members interested in participating in the Net Zero Pilot Program.

� The training will be two day sessions delivered both in Burnaby April 4 & 5 as well as in Kelowna on April 7 & 8.

Education and Training Committee Update

We are seeing an increase in registrations for our courses each month. In 2015, we had over 400 registrations for our courses and this is an over 300% increase from the previous year.

The cohort model has been a success across the province, including groups in Prince George, Central Okanagan, Fraser Valley, Sea to Sky and Rocky Mountain. We are also working with organizations to enroll their staff using the same cohort model.

There is a possibility of putting together a formal cohort pricing model for the seven core competencies going forward, such as offering 10% off to non-members, with an additional 5% rebate once they become members. With the increase in non-members we want to ensure our discount reflects the usual 15% we give to members for the cohort and provide an incentive for non-members to become members while participating in the cohort and for the future.

We continue to increase our enrolment for courses. Communication & Negotiations was piloted in December 2015 and was a success. We have scheduled two more sessions for this course in the near future. The new Leadership in Safety course has been offered three times so far, including a session at Builders’ Super Week. We also featured Building Science for Renovations and Service & Warranty at the first Builders’ Super Week, and saw a good uptake for those courses.

We will likely plan another roadshow in the future to follow-up on the Homeowner Protection Office Requirements introduced last year and speak with builders across the province first-hand. This will allow us to collect the needed feedback and ensure we are providing the best value for members, no matter where they are located.

4. Provincial Renovators Courses

We have new certification logos and decals available for certified builders with many having been mailed out and displayed earlier in the year.

There are five courses currently for renovators and CHBA BC is currently working on upgrading the course specific to marketing as a Renovator. In the meantime, while the course is being developed, the Building Science for Renovators can be used as an equivalent.

The intent is to push the education programs forward and grow the certification programs for Renovators. Currently, there are 16 certified Renovator members in the province.

In talks with the Homeowner Protection Office, they would like to see at least 500 Renovator members within CHBA before exploring a possible education requirement program. We have an opportunity to engage new members here if there are association benefits and programs specific to Renovators.

ACTION: Identify how many Renovator members we have in the association.

ACTION: Through local offices, send out communication to see if there are others that have taken the courses but not registered for their certification.

5. National Update

eRenovate – Review of website and offering

The website is currently under construction but eventually will act as an online resource for homeowners to find renovators. CHBA members would get a fee discount for their online listing but the website in not a sole CHBA initiative. There is resistance from council nationally as the program opens the door to other renovators that may not be professional as they are not members with CHBA.

Homeowners will be able to select categories they require, indicating location and needs. System will link them with renovators in their area and is very similar to how Houzz works.

The site will be open to all industry – not just renovators – so individual trades can be searched as well. The initiative is not fully supported by CHBA as there are many questions from national that need to be answered.

There have been government dollars allocated to CHBA National with a three year commitment to promote the Get it In Writing campaign, which will be run out of the national office by Gary Sharp. There have been many questions coming in on what this means for local associations. There is concern over the effectiveness of the current traveling plans as there are many BC locations and events missing.

ACTION: The Renovators Council and the Marketing Committee will work together to summarize to committee and executive comments, driving questions to the CHBA Reno Council Nationally and to the CHBA Board of Directors as well as provide a schedule of events in BC.

6. Renovator’s Council Terms of Reference Approval

The committee reviewed the Renovator’s Council Terms of Reference and made some slight adjustments.

MOTION: MOVED by Karen Thompson and SECONDED by Bob Deeks to amend the terms of reference as discussed and approve. CARRIED

ACTION: Send out revised terms of reference to members and ask for local representation on a subcommittee.

Schedule of Directors The By-Laws of CHBA BC state each Local Association in good standing is entitled to appoint Directors to the Board of Directors in proportion to the number of its members. Our By-Laws require that at least one of the Directors appointed by any Local, shall be the President/Chairman of that Local. A Local Association may remove any Director appointed by it and appoint an alternate at any time by advising CHBA BC in writing and otherwise complying with the above requirements. Based on the By-Laws of CHBA BC, the number of permitted Directors would be as follows:

See full By-laws for more information. Note: “in good standing”- a member is in good standing unless it has failed to pay its current annual membership fee or any other subscription or debt due and owing by it to the Association and it is not in good standing so long as the debt remains unpaid. As indicated in the By-Laws of CHBA BC each Member Local is entitled to one vote at the Annual General Meeting of Members. Each Member Local will determine which individual Board representative will carry their vote at the AGM.
