ARural Entrepreneurial & Educational Initiative

Page 15: Board of Directors Organizational Meetingcarrollcountyva.gov/...140925CrossroadsInstitute.pdf · 10/11/2014  · Crossroads Institute Board of Directors Annual Organizational Meeting

INTRODUCTION

The Crossroads Institute, which officially opened June 27, 2005, serves Carroll and GraysonCounties and the City of Galax - known as the Twin Counties. Unique in Virginia, Crossroadscombines economic development and education to offer those with dreams, determination, andan entrepreneurial spirit a path to better themselves and strengthen the regional economy. Thefacility has also become a major conference center, complete with on-site catering services.

Among those providing approximately $5.7 million in initial funding were the federal EconomicDevelopment Administration, the Virginia Tobacco Commission, the Virginia Department ofHousing and Community Development through a Community Development Block Grant, and aU.S. Department of Agriculture Rural Development Authority loan. These funding sourcesjoined with us, understood our vision, and enabled us to pursue it.

Contributing to the vision, local government officials created the Southwest Regional EnterpriseCenter, a business incubator located in the facility. Here start-up firms can gain stabilityoperating with reduced expenses and easy access to professional guidance for their first fewyears. Wytheville Community College, who wanted to expand in the region, created a satellitecampus at the Crossroads Institute with programs tailored to the Twin Counties' needs. Inaddition, the Blue Ridge Crossroads Economic Development Authority (BRCEDA) and SmallBusiness Development Center (SBDC) have offices here. Since 2006, the Small BusinessDevelopment Center has been servicing Carroll, Grayson, and Galax entrepreneurs in developingbusiness plans, seeking capital, and growing their businesses, resulting in significant impact onjob creation and capital investment in the region.

A goal of expanding educational offerings to inelude bachelor's and master's degree programswas realized with the opening of the Crossroads Institute Higher Education Center at 208Cranberry Road in Galax (adjacent to the main facility) in the spring of 2012. The expansionwas made possible through a Virginia Tobacco Commission grant, a U.S. Department ofAgriculture Rural Business Enterprise Grant, and through interim financing by the CarrollCounty Industrial Development Authority. Partnerships with colleges and universities havemade the Higher Education Center a hub for distance learning in the Twin Counties, thusoffering our community access to a variety of bachelor and master degree programs. In additionto the expansion of educational opportunities, state of the art technology allows the HigherEducation Center to function as a premium site for professional development and training. Thenewer space enhances the institute's current small business and workforce developmentprograms, and gives the Crossroads Institute the ability to host conferences and larger meetings.

Through partnerships forged with many local, state, and federal organizations and agencies, theCrossroads Institute has become known throughout the Commonwealth. Many describe theCrossroads Institute as an example of what rural communities can do when seeking to combineeconomic development and education.
