TO: COMMISSIONER BRYANT NOLDEN, CHAIRPERSON GOVERNMENTAL OPERATIONS COMMITTEE FROM: Marlene Collick, Director Community Corrections DATE: August 9, 2016 SUBJECT: FY 2017 Genesee/Shiawassee Prisoner Reentry Extension Background: Genesee County Community Corrections is currently the Administrative Agency for the Prisoner Reentry (PR) in Genesee and Shiawassee Counties. Genesee County Community Corrections has served in this role since 2006. On June 13, 2016, the Board of Commissioners approved to submit a proposal to the State of Michigan Department of Corrections to provide Administrative Agency Services for Region 6 Prisoner Reentry for Fiscal Year 2017. This request for proposal has been cancelled by the Michigan Department of Corrections (MDOC). The MDOC is requesting a one-year extension (Thirteenth Amendment) for October 1, 2016 through September 30, 2017 (Letter attached). The MDOC funding provides for an additional $495,278.00 in State of Michigan PR funding for FY17. As the Administrative Agency, Genesee County will received $49,500.00 for general administrative services. NO MATCH IS REQUIRED. Action Requested: Approval for Genesee County Community Corrections to accept the FY2017 Prisoner Reentry funding amendment from the State of Michigan Department of Corrections, and to forward to the Board of Commissioners (BOC) meeting on August 22, 2016 for final approval, and signature when received.

Re: Offer of Contract Extension – Offender Success Administrative Agency Contract
Ms. Collick,
The Department of Corrections’ (MDOC) intent is to extend its Offender Success (OS) Administrative Agency
contracts an additional year. The extension will be for the period of October 1, 2016 through September 30, 2017.
Your agency’s one-year extension budget would be $495,278.00 for the Genesee Site.
The Fiscal Year 2017 extension budget is based on maintaining current spending levels established within Fiscal
Year 2016. Since it is anticipated that the current demand for services will continue into next year, maintaining
current spending levels will ensure non-disruption of services.
Please respond to this letter by accepting or rejecting the possible contract extension by emailing Ethan Todd at
[email protected] by Friday, August 12, 2016.
If you accept the extension, please complete the attached Budget Template and Impact Summary that are attached
using your agency’s budget allocation for FY 2017 listed above. Your Budget Template and Impact Summary
are to be completed with input from the existing Steering Team and Co-Chairs and submitted to Mariam DeLand
at [email protected] by Friday, September 23, 2016.
