BNSF: New report shows benefits of railyard nearLong BeachBy Karen Robes Meeks, Staff WriterPosted: 09/27/2012 09:39:01 AM PDTUpdated: 09/27/2012 09:24:42 PM PDT
Artists rendering of the Burlington Northern Santa Fe railyard project. An EIR on theproject was released on Thursday.
Developers of a controversial $500 million railyard project on Long Beach's western border sayan updated environmental study released Thursday affirms the proposed project's environmentaland traffic benefits to the community.
The new study, which is based on updated data on expected port cargo demand, as well astraffic, noise and pollution impacts, says that without the railyard, truck traffic along the LongBeach (710) Freeway will drastically increase in the coming years.
"This report validates that building SCIG is the right choice for green growth in Los Angeles,"Burlington Northern Santa Fe Chairman and CEO Matthew K. Rose said in a written statement."I'm proud of the hard work we've done over the past seven years
to design the greenest intermodalrail facility in the country."
BNSF has proposed building the153-acre Southern CaliforniaInternational Gateway railyard inWilmington near the TerminalIsland (103) Freeway, south ofSepulveda Boulevard, north ofPacific Coast Highway and eastof Alameda Street.
Community and school groupsfrom Long Beach and Wilmingtonhave fought the new railyard sinceits inception, citing concernsabout potential pollution and trafficimpacts.
Railroad officials contend that the project will use green technology at the facility and help remove1.5 million trucks per year from the 710 Freeway.
According to the environmental impact report, without building the railyard, the 710 will have an
additional 212 daily truck trips in eachdirection in 2023, increasing to 6,082 extratrips per day in 2035.
The study points out that because ofincreased cargo at the ports of Long Beachand Los Angeles, air pollution in the areawill increase regardless of whether theSCIG is constructed.
The Port of Los Angeles Board of HarborCommissioners will use the report todetermine whether to allow the project to bebuilt.
Proposed in 2005, the facility is designed tohelp accommodate
the rising demand in cargo by allowingtrucks to load containers and put them ontrains closer to the ports of Long Beach and

trains closer to the ports of Long Beach andLos Angeles, rather than having trucks drive
24 miles away to another BNSFfacility in downtown Los Angeles.
John Cross, a West Long Beachresident and a vocal opponent ofthe railyard project, said thereissued EIR doesn't change hisor other residents' position on theproject.
The railyard "will still be a fewhundreds yards away from fiveschools, a day care center andhomeless housing for veterans,"Cross said.
"They'll tell you they're not drivingby the schools, but they'll be onthe other side of the railyard, where you can see them," hesaid. "They'll still be affected bythe pollution coming off of thefacility and into theneighborhoods."
Cross also bristled at anotherchange outlined in the report - an extension of the planned lifetime of the railyard. Originallyplanned to operate for 30 years, from 2016 to 2046, the report now shows SCIG operating for 50years, from 2016 to 2066.
The public has 45 days to comment on this newest report, with comments limited to only theupdated chapters of the draft EIR.
The report is available at www.portoflosangeles.org/EIR/SCIG/RDEIR/rdeir_scig.asp.
A public hearing to receive comments on the document will be from 6-8 p.m. Oct. 18 at Banning'sLanding Community Center at 100 E. Water St. in Wilmington.

Progress? I don’t think so. There’s nothing “green” about this project. BNSF is throwing in that buzz-word to distract from the real pollution that will be created. THE RESIDENTS DON’T WANT TO LIVENEXT DOOR TO A NOISY POLLUTION FILL RAILYARD. Imagine that? I live a mile away from theproposed site. I can clearly hear the whistle and bells of the one track that currently goes thru thearea. I heard it last night ‘til 1AM. I can’t imagine the din an entire rail yard would make with dozens ofengines moving 1000s of cars all day and night. My quaint train whistle off in the distance will becomean obnoxious racket. If this were a wealthy neighborhood, this would not even be an issue. Theoutrage would be too great and the Port officials could not be paid off so easily. And clearly the portis being paid off at some level by the r...See More

I have worked in the Long Beach area for the past 3 years. I have a family of 6, which i count on myjob to put food on the table. I have kids ranging from 2 years to 18 years, which i am struggling tokeep him in college. I came here for stability. I don't have anywhere else to go. Where am i to go andfind a job like the one i have and in the area. You don't understand that people like me and may, manyothers will be without jobs, why would you want to do this. I know BNSF has other options onlocations for this project ,which wont affect our jobs. They say they are creating jobs but they areactually eliminating 1500 of them.

Yeah. It's not abandoned land like the BNSF would have people believe. Their are dozensof businesses there already contributing to the economy. After the initial construction ofthe site, there will be NO JOBS from the proposed yard. It's an automated railyard. Therewill be maybe two operators and a security guard. Thx BNSF for contributing soooooomuch to the local economy while making our children sick. That was sarcasm in case youmissed it in the extra "o"s.

The BNSF SCIG project is STILL being proposed to be built next to two communities that are alreadyheavily impacted by pollution. This project will produce more pollution and will be just another toxic sitethat people are exposed to. Now that the World Health Organization recognizes diesel as a knowncarcinogen, how can we ignore the seriousness of having a railyard in a community?
According to the California Air Resources Board, each year there is an estimate of 360,000 schoolabsences due to pollution from ships, trucks and trains. Why do our communities have to continue topay for projects like this will their health? My community deserve better and I do NOT support thisproject.
