"Peruvian music" usually calls up sounds of Andean panpipes and images of colorful Inca dancers. The cost of Peru has also

given the world a unique musical tradition that blends Spanish, indigenous, and especially African influences into a dynamic,

percussive dance style with a character and energy of its own. African rhythms forbidden on drums could be played

surreptitiously on pacing boxes, giving rise to the signature instrument in the music of black Peru, the Cajon. Afro-Peruvian

music contains a wealth of rhythms and dances.

Victor Padilla is an award-winning performer who has devoted much of his life to music, dance. A Peruvian artist notable

for his talent and energy as a singer, dancer, and percussionist. Victor was a member of the international group "Peru

    Negro".

Victor will share the rich heritage of the Afro-Peruvian folklore to the audience, and demonstrate el zapateo. Zapateo

literally means shoe tappingand sometimes is called "Peruvian tap dance."

The audience will also have the opportunity to learn how to play "El Cajon."

The Dance Group "Mamauca" will demonstrate the most popular and traditional Afro-Peruvian dances, such as lando, festejo and others. The dances reflect the cultural and ethnic mixture of the Peruvian coast, with the festejo being the mostsensual and lively.

Nine Years of U.S.-led War in Afghanistan, With No End in SightOn Oct. 7, the U.S. war on Afghanistan will enter its 10th year. Despite the ever-shifting justifications for a

continued presence and repeatedly delayed timelines for withdrawal, the White House and Pentagon have

been incapable of concealing the colonial nature of the criminal war. As of last month, more U.S. troops had

As an abstract artist my paintings are created by using multiple layers of information. Tlayers consist of collage, repetitive shapes and contrasting colors. One layer may bepartially removed in order to expose the one below. By exposing these fragments ofinformation I strive to give the composition a history and complexity all its own.

My inspiration is a response to my surroundings. Tangible items such as a child's toy oran object in nature can inspire me. So can intangible events like a conversation. Mynatural impulse is to redefine the source of inspiration.

    Small Countries Poetry Reading

One of my favorite annual diplomatic events is the Small Countries Poetry Reading which will

take place this year on Thursday, Oct. 14, at American Universitys Katzen Center.

Ambassador Claudia Fritsche of Liechtenstein has been a leader within this group from the beginning, when she a former Maltese Ambassador John Lowell, whose father was poet laureate of Malta, created the event as a distinctive way for smaller countries to promote themselves, their products andtheir heritage.

The Small Nations Poetry Reading has become a wonderful tradition showcasing the unique culturesfrom countries that may not have the same opportunity as bigger embassies do to reach out to a largegroup of people, said Fritsche. The audience experiences poems read by ambassadors from 10countries with the last stanza read in their native language. Afterwards the guests get to interact with

representatives of the embassies to learn more about their countries, enjoying some good food andwine.

The event, now in its sixth year, will feature food from the Embassy of Bahrain, which is participatingalong with Austria, Bulgaria, Cyprus, Iceland, Liechtenstein, Luxembourg, Malta, Monaco andSlovenia.

Jacob Hacker, Yale political scientist, is the author of 5 books, including The Great Risk Shift, was also

the author of the health care proposal that introduced the public option, supported by progressives

    and unions.

Paul Pierson is chairman of the political science department at the University of California, Berkeley -

and the Avice Saint chair in public policy. Pierson's first book, Dismantling the Welfare State?, won the

American Political Science Association's Kammerer Prize for the best work on American nationalpolitics published in 1994. He and Hacker also co-authored Off Center: The Republican Revolution and

the Erosion of American Democracy. 2005.

    Winner-Take-All Politics

How Washington Made the Rich Richer--and Turned Its Back on the Middle Class

By Jacob S. Hacker and Paul Pierson

    Simon & Schuster, September 2010

A groundbreaking work that identifies the real culprit behind one of the great economic crimes of our

time: the growing inequality of incomes between the vast majority of Americans and the richest of the

    rich.

We all know that the very rich have gotten a lot richer these past few decades while most Americans

haven't. In fact, the exorbitantly paid have continued to thrive during the current economic crisis, even

as the rest of Americans have continued to fall behind. Why do the "haveit- alls" have so much more?

And how have they managed to restructure the economy to reap the lion's share of the gains and shift

the costs of their new economic playground downward, tearing new holes in the safety net and

saddling all of us with increased debt and risk? Lots of so-called experts claim to have solved this great

mystery, but no one has really gotten to the bottom of it-until now.

In their lively and provocative Winner-Take-All Politics, renowned political scientists Jacob S. Hacker

and Paul Pierson demonstrate convincingly that the usual suspects-foreign trade and financial

globalization, technological changes in the workplace, increased education at the top-are largely

innocent of the charges against them. Instead, they indict an unlikely suspect and take us on an

entertaining tour of the mountain of evidence against the culprit. The guilty party is American politics.Runaway inequality and the present economic crisis reflect what government has done to aid the rich

and what it has not done to safeguard the interests of the middle class. The winner-take-all economy is

primarily a result of winner-take-all politics.

In an innovative historical departure, Hacker and Pierson trace the rise of the winner-take-all

economy back to the late 1970s when, under a Democratic president and a Democratic Congress, a

major transformation of American politics occurred. With big business and conservative ideologues

organizing themselves to undo the regulations and progressive tax policies that had helped ensure a

fair distribution of economic rewards, deregulation got under way, taxes were cut for the wealthiest,

and business decisively defeated labor in Washington. And this transformation continued under

Reagan and the Bushes as well as under Clinton, with both parties catering to the interests of those atthe very top. Hacker and Pierson's gripping narration of the epic battles waged during President

Obama's first two years in office reveals an unpleasant but catalyzing truth: winner-take-all politics,

while under challenge, is still very much with us.

Winner-Take-All Politics-part revelatory history, part political analysis, part intellectual journey-

shows how a political system that traditionally has been responsive to the interests of the middle class

has been hijacked by the superrich. In doing so, it not only changes how we think about American

politics, but also points the way to rebuilding a democracy that serves the interests of the many rather

than just those of the wealthy few.

    Reviews:

    "Engrossing. . . . Hacker and Pierson . . . deliver the goods. . . . Their description of the organizational

dynamics that have tilted economic policymaking in favor of the wealthy is convincing." - Justin Fox,

    Harvard Business Review

"How the U.S. economic system has also moved 'off center' toward an extreme concentration of wealth,

and how progressive efforts to reverse that trend have run aground. . . . A very valuable book."- Ed

    Kilgore, Washington Monthly

"Hacker and Pierson argue strongly that the concentration of income at the top is not just the work of

deep economic forces. It is aided and abetted by politicians who favor the very rich or allow policiesthat once favored the rest of us to erode. Hacker and Pierson look closely, sharply, and entertainingly

at the way that interest-group politics and the political power of money have allowed this travesty of

democracy to happen. This book is a wake-up call. Read it and wake up."- Robert Solow, winner of the

Nobel Memorial Prize for Economics in 1987

"Buy a copy of Hacker and Pierson's book and read it. Seriously. . . . This is the most complete and

sustained explanation I've ever read of why, over the past 30 years, America has gone the direction it

has even while most other countries haven't. . . . For me, it was a 300-page 'Aha!' moment."- Kevin

    Drum, Mother Jones blog

"The worst social change in America during my lifetime has been its shift from the land of middle-classopportunity to the land of super-rich privilege. The economic polarization of America is a familiar

problem, but Jacob Hacker and Paul Pierson approach it in an original way, using detective-story

procedure to identify an unsuspected culprit -- one that has little to do with 'globalization' or

'technological revolution' or China or the like. Their case is convincing, and it builds to a

recommendation of how Americans could organize to save their country's promise. I hope people read

the book and follow its advice." - James Fallows, National Correspondent, The Atlantic

"Hacker and Pierson make a compelling case. If Marie Antoinette were alive, she might aver of today's

great economically challenged masses, 'Let them nibble on passbook-savings-account interest' - if they

can manage to save anything, that is." - David Holahan, The Christian Science Monitor

"This is a transformative book. It's the best book on American politics that I've read since Before the

Storm. . . . If it has the impact it deserves, it will transform American public arguments about politics

and policymaking." - Henry Farrell, Crookedtimber.org

"Jacob Hacker and Paul Pierson combine enormous learning about how our political system actually

works with a spritely facility for getting their ideas across-rare gifts in American political debate.

Winner-Take-All Politics carries forward the argument from their path-breaking book Off-Center. It

explains why the 2006 and 2008 elections only began a reform process that still has a ways to go.

Hacker and Pierson have always stayed ahead of the conventional arguments and Winner-Take-All

Politics keeps them in the lead." - E.J. Dionne, Jr., author ofWhy Americans Hate Politics and Souled Out

"Hacker and Pierson deftly pose and solve a political mystery: How could our democracy have turnedaway from a politics of broadly shared prosperity that served most citizens? Clue: take a close look at

the elite capture of the Democratic Party. Winner-Take-All Politics-stylishly written and well

documented with evidence-is a must-read for understanding the great political puzzle of our time." -

Robert Kuttner, author ofA Presidency in Periland co-editor ofThe American Prospect

"Jacob Hacker and Paul Pierson brilliantly break the intellectual logjam over the causes of runaway

inequality. Their findings put responsibility and control back into the hands of officeholders, elected

and appointed. Winner-Take-All Politics is crucial reading for all those engaged in American politics." -

Marilee Shapiro began her art education at a class being offered in her neighborhoodthrough the Work Projects Administration (WPA). She then studied with sculptorAlexander Archipenko. Although her life's work has been in sculpture, at the age of89 she took her first computer graphics course at the Corcoran and now uses hercomputer as an expressive painting tool. Her work is found in the collections of theKreeger Museum and the Bowdoin College Museum of Art among other private

    collections.

    Aging Artfully

Why does Iona Senior Services consider the arts important to aging well?

Iona has long known about the link between creative engagement andhealthy aging through our relationship with the late Dr. Gene Cohen. Dr.Cohen's longitudinal studies of professionally conducted cultural programs

and older adults found significantly better overall health of adults involvedin programs like the one at Iona. Benefits include: significantly fewerfalls and less hip damage, significantly fewer doctor's visits; diminished

use of medications; better scores on the Geriatric Depression Scale andthe Loneliness Scale and increased involvement in activities. In acommunity scan completed in late 2007, Iona found that there are no

organizations in the local area focused on helping people age well and live

well through engagement and involvement in the arts. Even thoughWashington, DC is rich with cultural and arts organizations, very few areplaces or spaces that are accessible to people who are dealing with the

challenges of aging like low vision or memory loss. There are no spacesthat are dedicated solely to the celebration of professional senior artists inWashington. The Gallery at Iona provides a place where an

intergenerational audience can celebrate older artists' work. Through theArtist in Residence workshops and art therapy through the Adult DayHealth, Wellness and Arts Center, Iona provides a place where older

people can experience the arts in multifaceted ways and brings awarenessto the link between creative engagement and healthy aging to ourcommunity.

National Urban Fellows' leadership development program is a rigorous, 14-month, full-time graduate degree

program comprising two semesters of academic course work and a nine-month mentorship assignment. Fellows

receive a $25,000 stipend, health insurance, a book allowance, relocation and travel reimbursement, and full

payment of tuition, in addition to their ongoing personal and professional development.

The program culminates in a Master of Public Administration (MPA) degree from the City of New York's Bernard

    M. Baruch College, School of Public Affairs. During the mentorship, Fellows complete course work via distance

learning. An MPA degree is awarded to Fellows upon completion of all academic and program requirements.

Following graduation, Fellows become part of a prestigious group of well over 1,000 multicultural, multiracial

alumni who are graduates of the National Urban Fellows program and who are effecting positive changes in

communities nationally and internationally. Individually and collectively, they are helping to create an equitable

and just society while serving as role models for future generations.

Fellows apply their expertise in the public sector, contributing their newly acquired leadership skills to public

service for the betterment of their communities and the nation. They return to their former or new occupationsmore experienced in public policy decision-making and are better prepared to make a strong commitment to

equity and social justice, thereby fulfilling the mission of the program. Finally, Fellows give back to the

organization that supported them, recognizing that their ongoing commitment, engagement and involvement

and/or annual giving will help to secure the future of National Urban Fellows.
