Indicators
• Percentage of children under five years of age whose birth is registered
• Reasons for not registration of children under five years of age
Goals World Fit for Children (WFFC)Protecting children against abuse, exploitation and violence and under general protection to• Develop systems to ensure the registration of every child at or shortly after birth, and fulfill his or her right to acquire a name and a nationality, in accordance with national laws and relevant international instruments
Millennium Development Goals (MDGs)
The MD declaration calls for the protection of children against abuse, exploitation and violence but no goal, target or indicator is included
Why to measure birth registration?
Reasons:
• Identify the magnitude of the problem as well as its characteristics• Evaluate impact of programs and interventions based on trends
Data sources/methods
• Vital registration• Population census• Household surveys
Which is the approach in MICS3?
• Estimation of indicator based on household survey data• Present obtained results by background variables to localize the problem• Promote the design and implementation of further analysis of the main determinants of birth registration to help the design of policies and the development of programs and interventions

Methodological issues
• Reasons for not registration need to be adapted to the particular conditions of the country
• In MICS2, many responses were just “OTHER”, which is of not use if not coded into a usable category (either existing or new)
• Importance of the subject for disparities among disadvantaged groups
• Additional analysis needed in countries with high levels of registration compared to values from vital registration data
