From A Chaired Workman
The constitution of India supports the right of universal education until age 14 and has
had a long-standing goal of free and compulsory education for all children between the
ages of 6 and 14. However, India remains a land of contradictions. Despite a vibrant
emerging economy and a string of excellent colleges that produce high caliber
professionals, India has not made the grade yet on primary education. Primary
Education is a vital means for the potentialities of a human being to emerge in a
positive direction so that a man can live in society with full of dignity and can mould
the habits, tastes and character of individuals living in society by imparting knowledge
and information. Therefore, in a democratic country like ours the government has felt
the needs and importance of primary education and has an onerous responsibility to
implement plans and programmes for democratization of primary education in the
country. But it is very unfortunate that most of the civil members of our society are
much concern about the higher education or specific to say the job skill oriented
education rather than the life skill oriented education, through which the human being
will be a complete person and loyal to every stages in his or her life. It is also an
undoubted proclamation that this can be planted into the human being only during his/
her childhood and through the Primary Education System.
Since Last two years, (After radical changes in the Political and Administrative
Scenario of West Bengal), the District Primary School Council of Birbhum is trying to
regenerate the issue through the primary schools under its jurisdiction. Many Seminars
and Workshops have already been organized by involving the primary teachers and
other stake holders on this particular issue and we are receiving encouraging
responses from them. This council also realized that continuous and comprehensive
practice of this culture is a felt need for the sustenance of step forwarding of the stake
holders towards rethinking on strengthening the Primary Education, which is an
essential for life skill development of children, who will be considered as development
partner in near future. This council also realized that it is also a very hard task for any
single organization to wide spreading this issue. But if we would get an elongated
hand from experienced and celebrated institutions from our society, the mission of this
council i.e. “to create strong, effective schools that provide a wholesome learning
environment; create value and refresh the future generation through quality education
and make a difference” will be achieved.

Introduction
Birbhum is one of the important district of “RARH REGION” in West Bengal. It is situated in the west
side of west Bengal bound by Santhal Paraganas of Jharkhand State to its West & North,
Murshidabad in the East & North East and Burdwan in the South. The features of soil in Birbhum are
the khoai the red soil (ranga mati), with palm trees visible from a long distance and protected forest
areas on the western side.

The District Primary School Council
The Birbhum District Primary School Council was established to carry out
multidimensional activities related to the upliftment of the standard of primary schools of
Birbhum District. It is very difficult as well as tough to explain the multifarious activities of
the council in black and white. But it is our little effort to publish a glimpse of the DPSC
activities in black and white so that the community may able to know about our
organization.
ACTIVITIES:
01. Inspection and Supervision of Primary Schools under District Primary School Council.
02. Monitoring the activities related to Sarva Siksha Abhiyan
03. Inspection of Mid-day-Meal.
04. Distribution of Nationalized Text Books through Office of the DI of Schools (PE)
05. Enrolment drives for Primary Schools.
06. School Sports from Gram Panchayet Level to State Level.
07. Child Health Check-up Programme through governmental and non-governmental
organizations.
08. Orientation and Training of Teachers through Sarva Siksha Aviyan.
09. Planning of Education at different level.
10. Matters relating to Primary Teachers Training Institutes.
11. All programmes related to Primary Schools including Teacher’s incentive Programme.
12. Appointment of Primary School Teachers.

RECENT INITIATIVES
Up gradation of Website:
It is a matter of gigantic pride for us that Shri Chandranath Sinha, Hon’ble Minister-in-
Charge, Statistics and Programme Implementation; Govt. of West Bengal had
inaugurated the link. After the link was opened, thrust was given on continuous
development of the web site by feeding of information, govt. orders, circulars, and letters
regularly with the help of NIC, Birbhum unit.
Not only that separate initiative was also taken to develop the website as an information
hub/ literary unit, where we put many scholarly articles on primary education. With an
intention of developing this website for the interested researchers of the society, the
DPSC is continuously worked on it.
Apart from the above, the DPSC is also working to facilitate with the teachers of the
district and other districts by tagging different web links like Rabindra Open School, NIOS
etc. in out link
Development Block Maps:
Physical School maps have already been developed by the SI of Schools of different
circles and placed it in the website. By using this maps public may find out the location
and approach towards the schools.
Apart from the above, with the help of the NRDMS, Birbhum, the DPSC, Birbhum develop
the Block Maps of all 19 blocks of Birbhum district, where school have been placed with
proper indication of its route and mouza.
Development of Land Bank:
The DPSC, Birbhum has also worked on developing a land bank of the primary schools
under its jurisdiction. Steps have already been taken to collect data on it and the bank will
be developed and preserved. It is expected that, this kind of information as well as asset
bank will help the other stake holders to come forward for new initiatives.
Training of In Service Primary School Teachers:
The Council has successfully completed the first phase training of the in-service primary
school teachers. The PTT Institutes of the district (both the private and the govt.), have
been used for the said purpose. Before start the training programme a District Level
Workshop has been organized by the DPSC in Bolpur, where Hon’ble Minister-in-Charge,

School Education Dept., and President West Bengal Board of Primary Education, Govt.
of West Bengal were present and addressed the teachers on the issue and government’s
initiatives.
Conducting Teacher’s Eligibility Test:
Like the other parts of West Bengal, The District Primary School Council, successfully
organized the Teacher’s Eligibility Test (TET) on 31st March 2013.
Inspection of Mid-Day Meal Scheme:
Continuous Monitoring and Inspection have been made by the DPSC and the SI of
schools regularly. Apart from the inspection, all circulars and govt. orders in connection
with the Mid-Day Meal Scheme have been circulated among the schools. Presently all
schools have been covered under the scheme.
Monitoring of Sarva Siksha Aviyan:
Apart from our regular services, the DPSC is closely attached with the SSM Unit of
Birbhum and work together. Inspection of civil work under the SSM scheme is undergoing
jointly by the Engineering wing of DPSC and SSM, Birbhum.
Opening of School for Street Children:
As discussed earlier with Hon’ble MIC, School Education, Govt. of West Bengal, steps
have already been taken to open a school for the street children. First hand dialogues
have been made in this regard with the State Project Director (SPD), SSM, West Bengal.
The DPSC have identified the land for the construction. Children for admission in to this
school have also been identified. As discussed with SPD, formal proposal/ letter will be
submitted shortly by the DPSC.
Inauguration of New School Building:
On October 9th 2012 Sri Bratya Basu, Hon’ble Minister-in-Charge, Dept. of Education and
Sri Chandranath Sinha, Hon’ble Minister-in-Charge, Dept. of Fisheries, Govt. of West
Bengal was present and inaugurated the newly constructed building of Uttarnarayanpur
Colony Primary School. Apart from them, Sri Jagadish Prasad Meena, IAS, District
Magistrate, Birbhum was also present there. On the occasion of the inauguration
programme, the students of Birbhum performed a cultural programme on the day.
Sahaj Path:
In collaboration with the Sarva Siksha Mission, Birbhum Unit, the DPSC, Birbhum taken
up a programme on publicity of Universalization of Education through Prasar Bharati.
Akashbani Santiniketan has been used for the purpose. Many programme on primary

education, views of educationists and other administrative personnel, programme of
primary schools etc., were telecasted through Akashbani Santiniketan. This programme
was astoundingly accepted by the stake holders of Birbhum district.
Annual Games & Sports:
The Annual Games and Sports of the primary schools of Birbhum District were held in
December 2012 at Bolpur. Participants from all 32 circles had participated in the sports.
Tracksuits, Shoes and Shocks, Jerseys and Pants were given to all the participants with
financial help from West Bengal Board of Primary Education. The events were
successfully conducted with the help of the Secondary Teachers of the District. The
champion from each event/ group had participated in the State Sports Meet held at

Meeting of the Governing Body:
After constitution of the new Governing Body of the DPSC, Birbhum the first meeting of
the Body of the DPSC was held in September 19 2012. In the very first meeting of the
body (after the formation of new government), the House unanimously decided to form
different sub committees and approved many decisions taken by the chairman and also
empowered chairman in many aspects for day to day functioning of the council.

The Sarva Siksha Mission, Birbhum headed by the SSM Committee as well as executive
functioning by the District Magistrate (who is Ex Officio District Project Director of the SSM,
Birbhum), successfully running the projects in Birbhum. In consultation with the District Primary
School Council, the Sarva Siksha Mission, Birbhum (SSM, Birbhum), comply its
multidimensional activities in the district. The reflections are as follows:
UNIVERSAL ACCESS
Universal access is main feature of Universalization of elementary Education (UEE). The significant of
access in elementary education cannot be limited to school infrastructure but must encompass
residential facility, transport facility, curriculum, pedagogy, assessment etc .In comprises children
participation in learning by overcoming economic, social and linguistic barriers.
The main object of the Sarva Shiksha Mission is to bring all the children at school premises. As per
RTE norms our district always tries to fulfill the criteria for positive efforts in the district wise education.
New Schools Opening
Primary:
Total number of habitation in our district is 3805. Out of that 3745 are covered by primary schools
following the rules of 1 or 11/2 K.M. radius. The rest 60 nos. of habitations are not covered by primary
schools. In the GIS mapping, there are 45 nos. of villages where found without primary school/SSK.
However, field enquiry has been made and it is found that those 45 nos. of villages are covered by
primary school/SSK. In this connection it is pointed out that earlier we had received a sanction of 25
nos. of new primary schools and those schools are already set up and functioning at present.
Upper Primary :
In respect of setting up new Upper Primary School, we have received a sanction of 280 from Govt. of
India, out of which recognition from Board of Secondary Education has been received for 188 nos. of
schools and building construction of 140 nos. have been completed and 33 construction works are
going on. The construction work could not be started for 16 nos. due to legal litigation and non
availability of land. As per GIS mapping, 98 nos. of habitations have been found where there was no
upper primary school. However, field inquiry has been made and 14 nos. of proposal are received for
setting up new upper primary schools covering 98 nos. of habitations.
Special Training for the Out Of School Children:
As per Right to Education Act, that all the out of School Children are to be enrolled in neighboring
formal school to their age appropriate classes for providing Special Training to them because it is
expected that special training can prepare the student much better to be at par with others.
No. of out of school children identified for special training in 2012-13 is 11083, out of that 6903 nos. of
out of school children have been admitted to school and 4180 children remain out of school as on
date. Then total children 11083(6903+4180) are eligible to get special training in 2012-13. In the

meantime preparation of Child Register has been completed in the month of March-April, 2013. The
latest Out of School Children as per Child Register Report stands 13671.
Out of 13671 numbers of children 7392 numbers are in primary level and 6279 are in upper primary
level. At present the Special Training programme is going on. No. of children covered under special

R E T E N T A T I O N In order to arrest high drop out in rural areas as well as within the children of back ward communities,
different kind of programmes were taken in the year 2012-13 like folk based campaign, boul song,
street drama etc. As a result, the no. of drop out has been decreased considerable and retention rate
becomes high.
Free Text Book:
As per AWP&B 2012-13, Free Text Book Grant was provided to 174202 number of students of Class
VI to Class VIII of upper primary schools and 15352 numbers of students of MSK. As per the order by
the State Project Director, PBSSM, 61358 numbers of students of class VI, 58507 numbers of
students of class VII and 54337 number of students Class VIII have been distributed the Free Text
Books which are printed and supplied by WBBSE in the academic year 2013. Expenditure Rs.
209.428 lac.
Uniform :
As per guideline, two sets of uniform have been provided to all girls student, all S.C, S.T. & BPL boys
of Class I to Class VIII with in a ceiling of Rs. 400.00 per child per annum. As per the order by The
State Project Director, PBSSM, 244937 number of girls, 85518 number of S.C boys, 19326 numbers
of S.T. Boys and 72388 number of BPL boys have been provided fund for uniform grant in the year
2012-13. As such, uniform grant was provided to 422169 numbers of all girls, S.C. boys S.T. boys and
BPL boys of Class I to VIII in the year 2012-13. Expenditure Rs. 1688.676 lac.

ENHANCING QUALITY
Curriculum, teaching learning transaction, evaluation:
Section 29 of the RTE Act is crucial to design of an enabling curriculum, by the designated academic
authority. The curriculum here stands for all the components of schooling including in classroom
processes, teacher development programmes, the syllabus and textbooks, assessment procedures,
etc, and is meant to ensure: (a) Conformity with Constitutional values; (b) all round development of
the child; (c) building up the child’s knowledge, potentiality and talent; (d) development of physical and
mental abilities to the fullest extent; (e) learning through activities, discovery and exploration in a child
friendly and child-centered manner; (f) the child’s mother tongue serving ‘as far as practicable’ as the
medium of instruction;(g) making the child free of fear, trauma and anxiety and helping the child to
express views freely and (h) Comprehensive and continuous evaluation of the child’s understanding
and knowledge and the ability to apply it.
To translate the above mentioned eight factors enumerated in RTE 2009 in to ground reality, our
district has been providing all the efforts within all the interventions such as classroom processes,
teacher development programmes, distributing the text books in the hands of the learners in time,
assessment procedures, close supervision and monitoring etc. Apart from this our district is strictly
following the NCF 2005 and all the suitable provisions as recommended by the Expert Committee to
review the School Curriculum and Syllabus in preparation of the AWP&B 2013-14,so that the
elementary education of our district can be ensured in accordance with the RTE 2009.
Learning Enhancement Programme (LEP) :
Up to Rs 29.61 Lakhs of the Project Management cost is available for Learning Enhance Programme
(LEP) for the year 2012-13.
In 2012-13, we have released for setting up the science activity room in respect of Class VII in favour
of 07 nos. of selected model schools under 07 CLRC. In the academic year 2011-12, all the children
from class I to IV under all primary school (2380) have been given learning package(SSUU) and all
the children class VI to VII under upper primary school/Madrashas have been given the learning
package-“ Kajer Majhe Bigyan”and ‘Kajer Madhamay Ganit”.
Educational tours was conducted in Science city. Science Centre, Zoological Park, Botanical Garden.
School covered 9, student 450. Expenditure Rs. 36.449 lac.
Teachers Training :
The Govt. of West Bengal has introduced new syllabus for both Primary and Upper Primary level in
order to ensure quality in learning. For this purpose SSM has arranged teachers training at primary
level and a total 10570 teachers including para teachers, VRP and Sahayika at primary level have
been trained. In the Upper Primary Level, 5244 nos. of teachers including para teachers and
Samprasarak/Samprasarika at upper primary level will be trained within 2012-13. Expenditure Rs.
79.528 lac.

Teachers Grant :
In the Academic year 2012-13,teachers grant for TLM have been provided to 8944 nos. of regular
teachers,para teachers,VRP,special educator at primary level and 4767 nos. of regular and para
teachers at upper primary level @ Rs. 500.00 each teachers with a view to enhance activity based
learning and develop childrens participation in the learning process. Expenditure Rs. 68.555 lac.
School Grant :
In the academic year 2012-13,school grant @Rs 5000.00 was provided to 2403 primary schools and
Rs 7000.00 for upper primary schools in our district. Expenditure Rs. 160.820 lac.
Maintenance Grant :
In the academic year 2012-13, 1483 primary schools have been provided maintenance grant @ Rs.
5000.00 and Rs 10000.00 provided each schools for 1344 upper primary level. Expenditure Rs.
212.600 lac.
Teaching learning Equipments (TLE):
Teaching learning equipment will be provided in 93 no of New Set Up Upper Primary School where
sanction has already been received from the MHRD. Expenditure Rs. 6.5 lac.
Training of untrained Teachers :
The RTE act attaches immense significance to the role of teachers in improving elementary education
by making available professionally trained teachers for the school system. In Birbhum district Total
No of 10002 teachers (regular teacher + Para teacher+ VRP+Sahayayika+ Samprasarak) at both
Primary and Upper Primary level have been identified who need the teacher training as per NCTE
norms. This programme will be undertaken soon.
BRC Grant has been released including CLRC level Sikshabandhu’s remuneration. Expenditure is Rs.
57.879 lac.
CRC Grant of 179 CRC including CRC level Sikshabandhu’s remuneration. Expenditure Rs. 155.250
lac.
Computer Aided Learning (CAL) & ICT- 2012-13
169 nos. of Upper Primary Schools were covered by the CAL programme up to 2012-13 among which
SC/ST /Minority concentrated 22 nos. Upper Primary Schools were selected for CAL Programme for
2012-13. Accordingly 4 nos. of Desktop Computer with 4 speakers, 4 nos. UPS, 2 nos. of Projectors &
one Headphone were installed in those schools. One computer is for the teachers for CAL material
preparation at staff-room and other three computers and 2 projectors is for showing CAL presentation
at classes VI to VIII.

6 set of CAL CDs developed by SCERT with the technical support of CDAC which was received from
the State Project Office were supplied to each of the 169 CAL school for using at classroom as and
when required.
During 2012-13 six days residential KRP training were organized by the State Project Office and the
Birla Industrial & Technological Museum (BITM), Kolkata for 22 nos. CAL Schools which was very
interesting and effective also.
Also one day orientation of Head Teachers from those 22 CAL schools were done jointly by the State
Project Office and BITM Kolkata.
Lastly 3 teachers for each of the 22 CAL schools were trained by the BITM Burdwan Unit which was
also six days residential in nature. After the completion of CAL training the trained teachers are
capable to make their own subject CDs.
The District Resource Group (DRG - CAL) members, the Circle Project Coordinator (CPC) and Siksha
Bandhus are entrusted for School visit for monitoring of the CAL Programme which will be completed
within February, 2013.
Upto 2012-13 total 69621 nos. of student were covered & 497 nos. of teacher were trained.
BRIDGING GENDER AND SOCIAL CATEGORY GAPS
Inclusive Education for children with special needs (CWSN) :
Following activities were undertaken 2012-13
To materialize the Right to Education Act, 2009, Sec-3(2) following activities have been undertaken in
the year 2012-13 as per AWP & B 2012-13 throughout the Birbhum District. Assessment and
Screening Camp at 32 Circle Level Resource Centres covering with 167 Gram Panchayet.
Aids and Appliance distributed to 836 numbers of CWSN.
Grant for construction of Ramp and Handrails to 50 Schools done by the Civil Section. 32 numbers of
Resource Rooms functioning under 32 CLRCs.
Activity has already taken under process for strengthening 2(two) Resource Room as Multipurpose
Rehabilitation Centre.
Activity has already been under taken for uplift one study centre for CWSN at Bolpur Intensive CLRC.
Started to maintain individual education profile at the Resource Rooms.
Braille Books distributed to 57 sightless students.
Braille Kits distributed to 198 sightless students.

5-days CRE (continuing Rehabilitation and Education) done. Now, Special Educators are able to take
classes as class teachers in inclusive set up.
Activity of KRPF has been done for home based service at G.P. level. The scheme was worked as a
bridge of parents and others.
2-days orientation of IE done for parents of CWSN at CLRC level.
Orientation of KRPF (5-days) done at the district level.
Inclusive game held from G.P. level to District Level in collaboration with Birbhum District Primary
School Council.
Fifteen no of CWSN were participate at state level Special Olympics and five no of CWSN
paeticipated at National Level Disability Sports in collaboration with Special Olympics , Bharat.
Two no of visually impaired child restored their sight through corrective surgery.
World Disabled day 2012 ceremonially observed at CLRCs and Municipalities.
Various allowances (Transport, Escort, Readers) disbursed to concerned CLRC for proper use.
Regular Meeting with Special Educators and other is going on periodically.
In the year 2012-13, the district had identified 11301 CWSN and the total Expenditure Rs. 213.947
lac.

Girls Education
Under Innovative head for Girls Education the following activities were done in the year 2012-13 and
for such activities were done in the year 2012-13 and for such activities the financial achievements
are as follows :
All the programmes were successfully implemented for the purpose of supporting the retention of girl
students.
Total 39340 girls students were covered by the above mentioned programme. Expenditure Rs. 9.471

Activities (in details) in the year – 2012-13:
1) Under Life Skill Training the following Programmes were taken for the girls children for the
age group of 6-14 years. :
i) Training on Tailoring/Knitting/Stitching (any two on need based).
ii) Training on Son, Dance and Drawing.
iii) Training on Yoga or Exposure visit or Educational Tour (only one need based).
For giving such Life skill Training Camps were the attached Pry. School where girls enrolment ≥70.
All Trainings have been conducted for three months and after completing the training programme with
the involvement of the girls and inter CRSGs competition was conducted at the CRSG level.

Extracurricular, skill development and any other initiative undertaken to enhance the
confidence level of the girls
To enhance the confidence level of girls, various type of vocational trainings such as Tailoring,
Stitching, Knitting etc. are given, on the other hand on regular way deferent type of performing art and
fine art classes are organized by the skilled teacher available from local areas. Also in every Sunday
and holiday the warded of concern hostel arrange specific Life Skill Training to the all girls which are
concern about increasing the confidence level and as well as the to enhance their knowledge about
how to tackle the problematic situation which the girls may face in some extent in the daily life.
At state level 4-days training workshop was organized for the warden through the DISHARI
Organization.
The present status report regarding construction work of KGBV Hostel buildings which were sanctioned in the year 2010-11 is given below :

REMS Activity
Under the REMS head the undermentioned activity were undertaken in the year 2012-13 following the
state and PAB guideline :
1. Cohort Study completed in all Upper Primary School.Data entry will be started soon , because
the software has been received from SPO recently.
2. Action Researchs were undertaken in 46 schools ( 25 Primary and 21 Upper Primary
Schools).Report received from 17 Primary and 14 Upper primary schools. Reports have already
been submitted to SPO as per guideline of SPO.
3. Child Registrer Primary and data collection regarding child survey.
4. Monitoring work from district, subdivision and CLRC level.
Expenditure Rs. 30.621 lac.
INNOVATIVE ACTIVITY
SC/ST
In the year 2012-13 the following activity were undertaken innovative activity(SC/ST) head :
1. In school science extibition at upper primary level,total 21 school having >50% ST
enrolement and 72 schools >60% SC enrolement as per DISE 2011. Three Sub Division
approxmetely 1500 student involved in the mentioned activity.
2. Karate Training in the Six girls upper primary school in SC/ST dominated block. Covered
student approxmitely 300.
Expenditure Rs. 6.730 lac.
Minority
1. Karate Training in Girls Upper primary schools in minority dominated area. Covered
student approxmitely 1000.
2. Educational Tours for the students of upper Primary schools having minority students
greater than 97% as per DISE 2011. Covered schools 13.
Expenditure Rs. 9.978 lac.
COMMUNITY MOBILIZATION
In the year 2012-13 the following programmes regarding Community Mobilization that were taken
throughout Birbhum District is as follows :-
To implement the RTE Act, 2009 ‘Bhartikaran Karmasuchi’ was taken in the month of June-July,
2012 so that the children from 5+ to 13+ age group and the children with special need from the
age group up to 18 years in VEC/WEC specific can take admission in formal schools or its
equivalent. To make this programme successful ‘Bhartikaran Saptaha’ was observed throughout
the district form 18th June, 2012 to 23
rd June, 2012. Due to this programme it was possible to
enroll a large number of OOSC (1059) in schools.

‘International Literacy Day’ was observed on 8th
September, 2012. In this day SSM took part in
Padayatra with Tableau.
To highlight the concept of RTE Act an exhibition stall was installed on behalf of SSM at Old
Circuit House Complex, Suri to observe Hool Divas from 30/06/2012 to 01/07/2012 and another
stall was also installed in Santinikatan Pous Mela from 23/12/2012 to 25/12/2012.
The Broadcasting Programmes were also taken regarding RTE Act, Bhartikaran
Karmasuchi,Siksha Ka Haq Abhiyan and Other activities of SSM through All India Radio FM
Service.
To highlight the RTE Act and other activities of SSA advertisement have been given in various
souvenir, displaying Banners in Mela, leaflets distributions, wall writing, posters distribution etc.
In the light of RTE Act 2009 Wall Writing Programme in Bengali was taken to all schools to
highlight the main issues regarding Rights of children in school.
Book Day’ was observed on 2
nd Jan, 2013 in every Primary and Upper Primary School by
distributing class wise books to the enrolled students. Some of the parents were present in that
day.
Independence Day on 15th August 2012 and National Education Day on 11
th November 2012 was
observed organizing various programme in school level such as Rally, Padayatra, Cultural
Programme etc.
Republic Day on 26th January 2013 was observed sharing joint Tableau with Mass Literacy
Programme Cell at police parade ground, Suri.
‘Siksha Ka Haq Abhijan’:
To implement the programme ‘Siksha Ka Haq Abhijan’ the process has already been started. For
this purpose the block level voluntary working groups have been formed with teachers, retired
teachers, govt. employees, social activists etc. After forming the Block Level Voluntary Working
Group (570 Volunteers), they have been given training for the school visit. At present the school
visit is going on.95% school visit is completed and remaining will be completed very soon.
Community Training :
To make Elementary Education more effective, we are going to start the training to strengthen the
SMC/PRI/Local Authority Members. As per AWP & B 2012-13 no. of 45428 community members
were to be trained. In this regard Birbhum district SSM is going to organize three days Residential
training with 22362 and three days Non-residential training with 22362 SMC/PRI members at
GP/Municipality level. It is also to be noted that total 692 members of local authority are to be
covered by three days residential training at GP/Municipality level. These training will run on the
basis of RTE Act, 2009.
Expenditure Rs. 53.122 lac and expenditure in PRI/SMC training 136.248 lac.

SCHOOL INFRASTRUCTURE
1) Construction of New School Building :
Construction of New School Building has been given highest priority in this district. As such out of the
total sanctioned of 43 nos. primary school, construction has been completed in 41 cases and 2 nos. of
construction works are in completion stage. All such primary schools are functioning fully.
In case of NSB upper primary out of total sanction of 188, 138 nos. construction works have been
completed and 33 nos. of construction are in progress. Only 15 cases of construction work could not
be started due to legal litigation and problem of availability of land. Status of construction work is
furnished in the following table :

AUGMENTING EXISTING SCHOOL INFRASTRUCTURE
a) Boys Toilet :
As per DISE-2012 report, it is found that 13 nos. SSK and 46 nos. upper primary schools do not
have boys’ toilet. After extensive field verification by FJE, it is found that only 46 nos. new set up
upper primary school do not have boys toilet and the list has been sent to sanitation cell, Birbhum

Zilla Parishad for construction purpose. In case of 13 nos. of SSK the sanitation cell, Birbhum Zilla
Parishad has taken up the construction work.

b) Girls Toilet :
As per DISE-2012 report, it is found that 747 nos. primary school, 558 SSK, 118 nos. upper primary
schools and 48 MSK do not have girls’ toilet. So, there are 1471 nos. of schools do not have separate
girls toilet, out of that 865 nos. are primary or upper primary school. In the year 2012-13, we have
released 1382 nos. of Girls’ toilet to different schools where there was no girls’ toilet and as per field
verification report separate girls toilet construction are in progress in 89 nos. of schools. So, after
completion of all such works, all primary school, upper primary schools, SSK & MSK will have girls
toilet.

c) Drinking Water :
As per DISE-2012 report, it is found that 95 Nos. primary and 56 Nos. upper primary (including SSK &
MSK) do not have Drinking water facility. Such list of drinking waterless schools has been sent to
Public Health Department, WB for setting up tube well.

d) Barrier Free Toilet (BFT) :
It is found from DISE 2012 report that there are 7829 nos. of enrolled CWSN in 2613 (1876 + 274 +
184 + 279) nos. of schools. So in all such schools BFT are required for the purpose of access to
CWSN. Previously we have released fund from BFT to 29 of schools (Primary & Upper primary) fund
for residual school is required in the financial year 2013-14 with an additional requirement of 10%.

e) Office cum-store-cum Head Teacher Room :
In previous years, 218 nos. of primary and 89 nos. of upper primary schools have been granted fund
for HT/HM room. It is found from DISE 2012 report that there are 321 nos. of primary school/SSK and
213 nos. of upper primary/MSK having head teachers room at present.
f) Boundary wall :
Previously 200 nos. boundary wall have been allotted in 200 nos. schools. In the year 2012-13, 664
nos. boundary wall have been allotted in 664 nos. of schools where construction is going on. As per
U-DISE, 2012 there are 1499 schools having boundary wall and 664 nos. of boundary wall are under
construction. So, the total schools having boundary wall becomes 2163(1499+664). It is also found
from field verification that 1423 nos. schools required only green fencing which may protect the
children from outside hazard. For setting up green fencing the matter will be taken up with district
MGNREGA Cell.

g) ACR :
Since inception 8356 (6588 + 1768 in 2012-13) nos. ACR have already been released. Now it is found
DISE 2012 that the total enrolment in primary including SSK is 296079 and total existing class room
9042. In case of upper primary including MSK, the total enrolment is 249499 and total existing class
room is 3950. At present, out of total 8356 nos. of ACR, construction works have been completed for
6513 nos. of ACR and 1768 nos. of ACR grant was released/to be released in the year 2012-13. So,
actually 75 nos. (8356-6513-1768) of ACR constructions are under progress for which fund were
released previously.
Extensive monitoring from the district and sub-district level are made through of the year for
construction works in different schools. In case of construction of ACR model plan and estimate as
provided from the State Project Office is strictly followed. In case where construction work could not
be made as per model plan due to ground reality, revised plan and estimates are prepared by the
Field Jr. Engineer and vetted by the District Engineering Cell. As a part of monitoring regular monthly
meetings are held with Field Jr. Engineer and CPCs where progress of all kinds of civil works are
reviewed. Apart from it, regular field visit are made by the Engineers of District Engineering Cell and
from Block Level.
