A Bill to amend the National Drinking Age Act of 1984 to

allow States to change their Alcohol Consumption Laws.

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. States will be allowed to lower the age of purchase, consumption, and

public possession of alcoholic beverages from twenty-one to eighteen

without any form of penalty.

SECTION 2. An alcoholic beverage is defined as any drink that contains more than .5%

of the total liquid as alcohol.

SECTION 3. Each respective State Legislature will be allowed to change their laws as

they see fit, while the Secretary of Transportation shall be in charge of the

allocation of funds.

A. The State Legislature will decide if it will alter the current drinking

age of the State, or leave it unchanged through regular legislative

means.

B. The Secretary of Transportation will withhold funds to States that

lower their drinking age below eighteen, as it currently does for States

with a drinking age below twenty-one.

SECTION 4. This law will go into effect for the 2018 fiscal year.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Increase Immigration to the US in order to Promote Economic Growth

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:SECTION 1. The number of available lawful permanent resident cards for immigration

will be increased by 10% of current US demographics.  Foreign business

owners and entrepreneurs that receive U.S. investment may move and

grow their business in the U.S.

SECTION 2. A.   U.S. investment is defined as money or capital from a U.S. centered

corporation to promote the foreigner’s business.

B.   A U.S. centered corporation is defined as a corporation whose

headquarters and more than 50% of its workforce reside in the U.S.

C. US demographics will be defined as population data collected by

private corporations and the US Census Bureau.

SECTION 3. The Department of Homeland Security will oversee implementation,

auditing employers believed to be hiring illegal aliens.

A. Businesses found in violation will be ordered to cease and desist, and

are subject to a fine not less than $15,000 and not more than $50,000

per infraction of current illegal alien employment laws.

B. Magnitude of compensation will go by a case by case basis and will be

decided by the courts.

SECTION 4. This bill will begin implementation over the course of its inaction to the end of fiscal year 2017.

A. This will safeguard the democratic interests of American voters who may live in an area heavily populated by one of the above non-voting groups.

SECTION 1. The United States Federal Government shall grant any state or local police

department funds necessary to implement Law Enforcement Assisted

Diversion (LEAD).

SECTION 2. LEAD shall be defined a programs similar to the ones recently

implemented by the Seattle Police Department and Santa Fe Police

Department, in which police officers are trained to identify low-level

offenders involved in drugs and prostitution and enroll them in

community-based services rather than entering them into the court system.

A. Low-level offenders and community-based services shall be

defined in the same way that the Seattle and Santa Fe Police

Departments have defined them.

SECTION 3. The Department of Justice and Department of the Treasury shall oversee

the implementation of this legislation.

A. The Department of Justice shall evaluate programs implemented

by states and local police departments in order to determine if they

qualify for federal funding provided by this legislation.

B. The Department of the Treasury shall determine how much

funding is needed by each state or police department to implement

an LEAD program and provide that funding.

C. The Department of the Treasury may disperse up to one (1) billion

dollars total under this legislation.

SECTION 4. This bill shall go into effect upon passage.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A BILL TO GUARANTEE TWO YEARS OF POSTSECONDARY EDUCATION

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States federal government will subsidize tuition costs for the

first forty-eight credits of post-secondary education taken at non-profit

institutions which issue accredited degrees, certificates, or diplomas.

SECTION 2. The terms of this bill are defined as follows:

A. Tuition costs refers to only the amount paid to the institution for course

in which the student is enrolled. Books, fees, room, and board are not

covered by this legislation, but are still eligible for other federal grants or

loans.

B. Forty-eight credits is calculated based upon models of credit calculation

in which one credit is roughly equivalent to fourteen hours of post-

secondary instruction.

SECTION 3. The Office of Postsecondary Education within the United States

Department of Education will oversee the implementation of this

legislation.

A. Funds will be provided through the normal fiscal year 2017 budgeting

process.

SECTION 4. This law shall go into effect in the fiscal year 2017.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Engage in Nuclear Stockpile Reduction

WHEREAS, China, Russia and the United States attain too many nuclear weapons; and

WHEREAS, Nuclear weapons from all these countries pose a major threat if misused or

not handled properly; and

WHEREAS, the most pressing security threat is not nuclear war, but nuclear terrorism

and proliferation; and;

WHEREAS, nuclear stockpile reductions can translate into greater global support for

stopping the spread of nuclear weapons to other states or terrorist

A Bill to Prohibit Drone Strikes Until Precision Technology Advances Further

BE IT ENACTED BY THIS CONGRESS THAT:

1. SECTION 1. Drone strikes directed at urban areas will be prohibited for a

2. stretch of time of 5 years. During this time, $10M will be earmarked from

3. the federal budget for funding unmanned aircraft research

4. and development each year.

5. SECTION 2. The ban will be in effect in areas classified as “urban” or with high civilian

6. populations (over 10% civilian inhabitants).

7. SECTION 3. A. The military will be responsible for the cancellation of any scheduled

8. strikes and enforcing the ban on future strikes throughout their various

9. branches.

10. B. They will also be responsible for the most efficient dispensation of

11. provided funds to the correct departments to ensure that when the ban is

12. lifted, strikes can be made with pinpoint accuracy.

13. C. In order for the military to continue to receive funding, inspectors

14. unaffiliated with the military must confirm responsible fund usage and

15. significant progress annually.

A Bill to Grant Voting Rights to Felons to Ensure that AllCitizens Can Vote

SECTION 1. Felons who have criminal histories will be allowed to participate in the voting

during the next local, state, or federal election after they have served their term of

incarceration.

SECTION 2. A felon shall be defined as an individual who has committed a crime or felony in the

past, and has been sentenced to spend time incarcerated. Term of incarceration is

the duration of time in which a convict must spend in prison. During this time,

felons will not be allowed to vote; after they are released, this legislation will apply

to them.

A military base shall be defined as a facility directly owned and operated by, or for, the military or one of its branches that shelters military equipment and/or personnel, and facilitates training and operations.

SECTION 3. This bill shall be enforced by the Department of Defense.

B. The funding for this bill shall come from the Department of Defense’s budget for the fiscal year of this bill’s implementation.

commence, specifically entailing the promotion of the South-North Water

Transfer Project.

A Bill to Limit Death Row Inmate’s Appeals

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. A. Death row inmates residing in federal prisons shall be limited to a

maximum of three appeals.

B. Executions after third appeal is denied shall be scheduled to occur

within one month of the failed appeal.

C. Current death row inmates will be allotted their three appeals at time of

passage.

SECTION 2. A. Death row inmates shall be defined as inmates residing in federal

prisons awaiting execution.

B. Appeal shall be defined as an application to a higher court for a

decision to be reversed.

SECTION 3. The implementation of this bill shall be overseen by the Department of

Justice.

SECTION 4. This bill will be put into effect 2 months after passage

A Resolution to More Clearly Define What a Religion is to

Prevent the Abuse of Tax Exemption and Evasion of Criminal Charges by Fabricated Religious

OrganizationsWHEREAS, It is particularly facile to establish a religion; and

WHEREAS, The tax-exempt status of religious organizations can be abused; and

WHEREAS, Some religions already take advantage of this status and make substantial

amounts of money that should be going to the government; and

WHEREAS, The establishment of such religions allows these religions to justify the

committing of crimes; therefore be it

RESOLVED: That the Congress here assembled clarify and limit the definition of what a

religion is; and, be it

FURTHER RESOLVED, That institutions that follow religions that do not fit these

guidelines be taxed accordingly.

A Bill to Reform Police Indictments

1. Section 1: The Department of Justice will create the Federal Indictment Bureau

2. specifically to review indictment cases made against police misconduct in federal,

state,

3. and local law enforcement.

4. Section 2: Indictment is defined as the statement charging a law enforcement

officer for

5. misusing power as an upholder of the law. The review process will range from

inspection

6. and oversight, to full investigation and prosecution.

7. Section 3: $100 million will be allocated to fund this agency for its first year of

8. enactment.

9. Funding after the first year of enactment will be decided by how many cases the

Federal

10. Indictment Bureau receives.

11. Section 4: This bill will be enacted on January 1, 2017.
