History

Structural challenges of the regions

Initial situation

Marginal position in addition to the geographical disadvantages

North Sea and Weser border economically underdeveloped region

Opening of the Wesertunnel 2004, new chances

Generally underdeveloped intermodal transport

Originally based on shipbuilding and fishing industry

Unemployment rate of appoximately 26 % purchasing power

Need of a fundamental structural change

- car-isochrones (30- and 45-min.)

- without consideration of the

opening of the Wesertunnel

close to Dedesdorf/ Kleinsiel (in 2004)

- proximity to the city center

- close to the fishing harbour as

provisions center and container

terminal

- immediate connection to BAB 27

The location

Historie

Airfield as an instrument of the business development

Business Location Location Factors

Function as a „hard“ location factor (know-how)

Potential of the development towards a business location

With given basic conditions

Location factor for already settled industries in the region

Business location itself through settlements nearby the airport

Integral part of an overall traffic system

High significance for economically underdeveloped regions

Politics, economy and Chambers constituted a stated action

Targeted actions for the improvement of the general conditions

Accessibility is demonstrably of high significance

Objective target was on the systematic structural improvement

Task: central share in the development of the infrastructure

Business LocationLocation factors

Traffic infrastructureCompetetive capability

Time sensitive transports require effective infrastructure

Use of positive impulses of EU-market / eastward enlargement

Requirements have to be fulfilled by the region

Airports rank third among investment decisions

Infrastructure reforms have to be consistent with structural reforms

Traffic infrastructureCompetetive capability

Globalisation, E-Commerce, B2B, B2C require mobility

Precondition: functioning / efficient transportation infrastructure

Air traffic: surety for a timely accessibility

SMBs will then be able to participate in global trade

Pre-condition: target-oriented development according to the requirements

Traffic infrastructureCompetetive capability

„The less a region / location is economically developed, the higher is the need for optimal connections

for (all) intermodal transport.“

Optimal flexibility paired with highest speed

Use of demand gaps as additional source of transportation

Connection between underdeveloped regions and economic centers

Traffic infrastructureCompetetive capability

The original infrastructure-task needs to be diversified

Besides operational readiness, potentials for the improvement of the revenue situation need to be opened up

Increase further settlements/ enhance attractiveness

Diversification lessens the dependency on air traffic

But: Investments in traffic infrastructure are already justified by the „serving character“

Objective target has to be: The creation of an attractive and impulse giving location factor/ business location

Acquisition and revenue factors

Diverse and positive impact on increase in employment

Infrastructure will improve employment rate and revenues with hindsight

Traffic infrastructureCompetetive capability

Competition among the regions demands best accessibility

Mobility needs of people and businesses

Traffic infrastructureCompetetive capability

Compliance with technical and security relevant equipment induces a continuous adaptation as needed

Bremerhaven: A microeconomic loss was taken with the perspective of the advantages for the national economy

Focus of the strategy was on business air traffic

Basis for the development

Subject of the development actions

The projected development

- Runway 16/34 with an overall length of 1.200 m

- In addition 100 m Stop- and Clearway on both ends of the runway

- IFR-lighting

- Permission for night flying

- Permission for instrument flying operation IFR incl. Airspace F

- Approval for airplanes up to 14 t

(beyond with the approval of the aeronautical authority)

- 24 hours air traffic operating with limitations between 10 pm

and 6 am

- Determination of a safe area according to § 17 aeronautical act

Subject of the development actions

The projected development

- Modern, architectural appealing terminal building

- 7 hangars with 6.000 sqm storage area

- On-site parking and single garages

- Service orientation and implementation of the service character

- Successive finishes through a considerable increase in business flying

- Distinct positive influence on the business development

- Share in the distinguishing of the upper center of Bremerhaven

- Development of freight and transportation services (24h-operation)

- Night- and Instrumental air traffic

- Settlement of „airport-affine“ business enterprises

Civil works I-III (1988-1991)(preliminary charges, contingency measure, SLB).............................................................

Civil works IV – VIII (1993 - 1996)(building construction, base operations, Hangar I - IV, maintenance, apron...................

Civil Works IX – XI (1997 - 2002)(Extension RWY 16/34, approach lighting system, Hangar VII, preparative measures)...

Future prospects

Further actions...

- continue the positive and sustainable effects of the development

- take measures which meet the given requirements and standards

- more consistent integration in business development concepts

- the corporation has to be enabled to provide and market areas

Best practise

Can this approach be transferred to other regional airports in the SEAPLANE countries?- reasons for settlement of companies at Bremerhaven Airport: good marketing or operational requirements, can other, non- aviation companies, settle at the airport

...an attractive ratio even for large airports- the aim was to become independant from limited volumens of landing fees- ownership an construction in the hand of the airport management instead of public development agency

Development from an airfield to a regional airport

- Establishment as a strong partner for business air traffic,

science, industry and enterprises

- Essential partner of the city-tourism, in the offshore field

as base for provision flights to the wind energy plants

(e.g. research platforms ahead of Borkum)

- Support of the relocation of pilots in 24-hour-service

- Adequate partner in the field of rescue/ rescue flights

Chances

Potentials, chances, alternative actions

- Connection to the single European market

- Logistic intersection for the regional business travel to Scandinavia,

Western and Eastern Europe

- Tourism to the North Sea Islands

- Regular scheduled transportation has to be increased

- Chances by means of the Columbus Cruise Center Bremerhaven

(CCCB)

- Enhancement of business, scheduled and charter traffic

- Attaining of a regional economically advantageous function
