Constitution of Pakistan
1Pakistan is one of the few developing countries whose constitutionguarantees the social security of its citizens. Clauses (c) and (d) of Article 38 on the ‘Promotion of social and economic wellbeing of the people’ stipulate:__________________________________________________________
“The state shall: provide for all persons employed in the service of Pakistan or otherwise, social security by compulsory social insurance or other means; and provide basic necessities of life, such as food, clothing, housing, education and medical relief, for all such citizens, irrespective of sex, caste, creed or race, as are permanently or temporarily unable to earn their livelihood on account of infirmity, sickness or unemployment” [Constitution of Pakistan (2010)].

Launched in 2008, the Benazir Income Support
Programme is a key pillar of the National Social
Protection Strategy.
Payments are made to female head of the family, a
measure to promote women’s empowerment.
Programme in giving cash to women only increase their
decision making role in household expenditure, financial
security, intra-household respect and social status.
Objective

According to section 4 of the BISP Act 2010, following are the objectives and purposes of the program,
• Enhance financial capacity of the poor people and their
dependent family member;
• Formulate and implement comprehensive policies and targeted
programmes for the uplift of underprivileged and vulnerable
people;
• Reduce poverty and promote equitable distribution of wealth
especially for the low income groups

7Cash Transfers• 7.7 million families consisting of more than four crore
individuals have been identified through Poverty Scorecard Survey for disbursing monthly cash grant.
• More than 4.7 million deserving families are receiving cash grant of Rs.1500/month
Waseela-e-Haq• Provides interest free loans up to Rs.300,000 to help the
recipients to set up small businesses • Facility provided to approximately 11,000 beneficiaries,
so far.

8Waseela-e-Rozgar• Launched for provision of technical and vocational
training to the deserving youth, who do not have any skill, through public/private training institutes
• More than 57,000 young male and female members of our beneficiary household have completed training so far.

9Waseela-e-Sehet:• Life Insurance• BISP is providing insurance cover of Rs.100,000 to the bread earner
of the poor family. All beneficiary families are being extended this facility
• Premium is paid by BISP and in case of death of the bread earner of the family, the support of Rs 100,000 is provided to the family.
• Life insurance has already been provided to more than 3 million beneficiary families
Health Insurance• Health shocks are the major reason for pushing people below the
poverty line • Rs.25,000 health insurance is being provided to the poorest families
for the first time in Pakistan • More than 74,000 families are using this health insurance through
the Pilot launched from Faisalabad

• 85% money from government funds• 15 % expenditures were come from donor sources in the form of
loan, which the government of Pakistan will repay with interest.
BISP management paid Rs2.648 billion to State Life Insurance Corporation without open competition, SLIC did not participate in the advertised invitation for proposal, SLIC did not have any health insurance experience as it only deals with life insurance.

Findings and Conclusion13 • The BISP has been able to cover 4.7 out of 7.7 million
families • 39% identified families still await support• waseelae-e-haq and waseella-e-rozgar programs, have
been covering relatively low numbers• The data available at BISP only tells about numbers of
beneficiaries, it does not give qualitative analysis• Data does not present real number of beneficiaries
who came out of poverty due to any BISP program• Though the program covers a huge number of poor
beneficiaries but it still dose not completely full fill the purposes mentioned in its inspection document.
