navigate the CANS online system easily. The
CANS online system helps you share information
with other professionals, generates reports about
your clients and tracks their progress over time.
Getting started on an unfamiliar system can
sometimes be daunting. With a little bit of
practice, and with this step-by-step manual in
hand, you will be able to become familiar with
this system quickly! We hope that it will greatly
assist you in completing the CANS for your clients!

1. Your CANS Online Account
In this section, we will bring you through the process of accessing
and personalising your CANS online account.
This section will contain the following components:
a. CANS URL, User Account and Password
b. Logging in
c. Changing your profile details
a. CANS URL, User Account and Password
CANS Online URL The website address for the CANS online system is https://eservice.msf.gov.sg/cans/. User Account and Password You will automatically be given an account after you are CANS certified. Please log in with your SingPass ID and SingPass (see Section 1b below for more information). Please email us at [email protected] if you are still unable to log in after 5 working days from the date that you have passed your CANS certification test.

b. Logging in
Step 1: To log in, please enter your SingPass ID (this is usually your NRIC or FIN) and your SingPass Password. Then click ‘Login’.
If you FORGOT your SingPass ID or Password, click on “SingPass ID” or “Password” (see (i) in the screenshot above) and follow the instructions. If you DO NOT have a SingPass, you can:
(a) Apply Online
Click on “Register Now” (see (ii) in the screenshot above) to apply for a SingPass at the SingPass website and follow the instructions.
For online applications, this will take about 4 working days for your new SingPass to be issued and mailed to your address.
(b) Apply in person or receive your SingPass on the spot

Step 2: Set up your SingPass 2FA, if you have not already done so. From 5th July 2016 onwards, all government e-services involving sensitive data will require SingPass 2FA to perform sensitive e-transactions. This means that you will need to enter a 6 digit One-Time Password (OTP) each time that you login using your SingPass. To set up your SingPass 2FA, you will need to:
a. Register for SMS or OneKey Token via the SingPass website (https://www.singpass.gov.sg)
Users can log into their SingPass account and click “Set Up 2-Step
Verification (2FA)” under the Quick Links section. They can choose to receive OTPs via SMS or generate them through a OneKey token.
Upon successful registration, a PIN mailer will be sent to their registered address within seven working days for them to activate their 2FA.
b. Activate 2FA using PIN mailer password
Users can activate by:
I. Sending the activation code in the PIN mailer to 78111 via SMS
II. Log into Assurity’s website (https://portal.assurity.sg/activate) using their NRIC and the password in the PIN mailer to activate their 2FA
Upon successful activation, their SingPass 2FA setup is complete and they will go through a 2-step login process when performing sensitive government e-transactions.

Step 3:
Follow the instructions and click on ‘Get OTP via SMS’ to get your One-Time Password (OTP). You will receive an SMS with your 6-digit OTP.
Enter the 6-digit OTP in the box and click ‘Submit’.

Congratulations, you have arrived at the CANS Online Dashboard.
Look out for any new updates under ‘Announcements’.

c. Changing Your Profile Details
Step 1:
Click on ‘My Profile’ on the top right corner of the page.
Step 2:
On the ‘View Profile’ page, click on ‘Edit Profile’ at the bottom right of the page.

Step 3: You can only edit your details in the following fields: (i) Name (ii) Email (iii) Designation
Step 4:
Click ‘Save’ when you are done editing OR click ‘Cancel’ if you do not want to edit your information.

2. Creating a Client and/or Caregiver
In this section, we will bring you through the process of adding a
new client and his/her caregiver/s, searching for clients, and
making changes to clients’ information.
This section will contain the following components:
a. Adding a New Client

a. Adding a New Client
Step 1: Under ‘CANS Assessment’ on the left panel, click ‘Client’.

Step 2: Under ‘Client Management’, click “Add New Client”.
Step 3: Under ‘Child’s/Young Person’s Information’, enter the client’s full name into
the ‘Full Name’ textbox. Then select ID Type from drop-down box.
Step 4: Enter the client’s identification number in the ‘Client ID’ textbox. Note that if
you had selected “Singapore Pink Identification”, the Client ID must follow the NRIC
format.
Step 5: Enter the client’s Date of Birth in the ‘DOB’ textbox in the format
DD/MM/YYYY. You can also use the date picker, by clicking on the calendar icon and selecting the correct date.

**IMPORTANT: Please ensure that the Full Name, ID Type, Client ID and Date of
Birth (DOB) are entered correctly. If any of the fields in Steps 3 to 5 are missing or
incorrect, you will NOT be able to add the client successfully.
Step 5: Enter the rest of the client’s information.
Step 6: To save, click ‘Save And Proceed to CANS Assessment’ or ‘Save’, located
near the bottom.

You will see a pop-up message (see below). Click ‘OK’.
This successfully adds the client and saves the information you have entered.
Alternatively, you can click on “Save and Proceed to CANS Assessment”, which
brings you straight to the Create CANS Assessment page.
You will now be able to see the client in the database, when you do a client search
(see Searching for a Client, to find out how to search for clients).
**IMPORTANT:
If the client is between 0 to 4 years old, you will be directed to the CANS
Assessment for 0 to 4 years old when you click on ‘Save and Proceed to CANS
Assessment’.
If the client is between 5 to 17 years old, you will be directed to the CANS
Assessment for 5 to 17 years old when you click on ‘Save and Proceed to
CANS Assessment’.
If the client is above 17 years old, you will see a pop-up message asking if you
want to proceed with the CANS assessment when you click “Save and Proceed
to CANS Assessment”. If you wish to proceed, click “OK”.

b. Adding a New Caregiver
(i) For a NEW Client
Step 1: Under ‘Family Background (Repeated For Every Significant Caregiver)’,
click on ‘Add Caregiver’, located near the bottom of the page.
Step 2: You will see a pop-up window. Enter caregiver’s Full Name in the textbox.
Select the ID Type and enter the caregiver’s ID in the ‘ID’ textbox. Note that if you had selected “Singapore Pink Identification”, the ID must follow the NRIC format.

**IMPORTANT: Please ensure that Full Name, ID Type, and ID are entered correctly. If any of the fields in this step are missing or incorrect, you will not be able to add the client successfully.
Step 3: Enter the rest of the caregiver’s information.
**IMPORTANT: The Date of Birth (DOB) of the caregiver must be earlier than that of the client. If DOB of caregiver is after the client’s DOB, you will not be able to add the caregiver successfully.

Step 4: To save, click ‘Save’, located near the bottom.
You will see a pop-up message, informing you that the caregiver has been saved
successfully. Click on “OK” to return to the ‘Create New Client’ page.
You will see that the caregiver has been added to the table under ‘Family
Background (Repeated for Every Significant Caregiver)’.
(ii) For an EXISTING Client
Step 1: Search for the client (see Searching for a Client, to find out how to search
for clients) whom you need to add the caregiver for. Once you find the client, click on the relevant Client ID to see the full details of the client.

Step 2: The rest of the steps are the same as if you were adding a caregiver for a
new client. Follow Steps 1 to 4 in (i) For a New Client.
**IMPORTANT:
If a client has caregiver(s), you must add the caregiver(s) of the client, in order to
activate and rate the Caregiver Assessment (in CANS Assessment).
c. If Client Does Not Have a Caregiver
If the client does not have any known caregiver, TICK the checkbox next to
’Declaration for No Known Caregiver’. This will disable the ’Add Caregiver’ button.
Then click ‘Save and Proceed to CANS Assessment’ or ‘Save’.

You will see a pop-up message, asking if you would like to proceed. Click ‘OK’.
If you had previously entered some information about the client’s caregiver(s), all the
information will be removed.
Next, you will see another pop-up message. Click ‘OK’.
This successfully saves the declaration of no known caregiver, as well as any other
information you have entered for the client.

d. Searching For a Client
After adding a client successfully (see Adding a New Client to find out how to add a
client), you will be able to search for the client in the database.
Step 1: To start with the search, click on ‘Client’ under ‘CANS Assessment’ on the
left panel.
Step 2: Under ‘Client Management’, enter the client’s information into one of the
fields and click ‘Search’. You can search for the client using one of the following: Full
Name, Client ID, Client Status, Organizational Placement, or Assessor. In the
example below, the name of the client is used for the search.

Step 3: You will see a table of results that had met your search criteria. The
following details of the client will be shown in the table of results: Full Name, Client
ID, Date of Birth, Gender, Organizational Placement, Assessor, Assessor Email, and
Client Status.
Step 4: To see the full details of a specific client, click on the corresponding Client
ID. For example, if you are interested to look at the details of Jack Lim, click on
“S0131339H”.
You will see the rest of the information about the client, including the information
about the client’s caregiver(s). (To see the CANS Assessment of the client, see
Viewing CANS Assessments).

**IMPORTANT: You must be authorised in order to view the details of the client. To
be authorised, you must either be the Case Manager of the client, Supervisor of the
Case Manager, or the Organisation Administrator. If there are any issues with
authorisation, please contact your Organisation Administrator or the System
Administrator/s.

e. Editing Client Information
Step 1: Search for the client (see Searching for a Client) whose information you wish to edit. Once you have found the client, click on the relevant Client ID to see the full details of the client.
Step 2: Update the details of the client. The example below shows a change in client’s religion, from “Free Thinker” to “Christianity”.

Step 3: To save the edits, click on ‘Save and Proceed to CANS Assessment’ OR
‘Save’, located near the bottom.
You will see a pop-up message which says ‘I hereby declare that all the information
provided on the above client and his/her caregiver (s) have been verified correct as
of <today’s date>’. Click ‘OK’.
This successfully saves all the changes you have made in the client’s information.
You will see the updated information reflected in the page.

f. Editing Caregiver Information
Step 1: Search for the client (see Searching for a Client) whose caregiver
information you wish to edit. Once you have found the client, click on the relevant
Client ID to see the full details of the client.
Step 2: To edit the information of an existing caregiver, click on the Status of the
caregiver. For example, if you wish to make changes to the information of Martha
Danny, click on ‘Active’.
Step 3: You will see a pop-up window ‘Add / Edit Caregiver’, containing the information of the caregiver. Update the relevant details of the caregiver. The example below shows a change in the monthly income of the caregiver.

Step 4: To save the changes, click ‘Save’.
You will see a pop-up message, informing you that the change to caregiver
information has been saved successfully. Click “OK”.
The updated information will be reflected in the caregiver information. You can check this by opening the pop-up box ‘Add / Edit Caregiver’ for the caregiver information (see Step 2).

g. Adding a Previously Discharged Client (Re-Entry into the
System)
You will not be able to create a new client if the case had been in the system previously and the case is presently closed. If you try to do so, you will see this pop-up message:
Step 1: Send us an email at [email protected], with the following:
(a) Name of Client; (b) NRIC of Client; (c) Organisational Placement.
The System Admin will assist you to change the status of your client from ‘Closed’ to ‘Open’.
Step 2: You will now be able to see the client in the database, when you do a client
search (see Searching for a Client, to find out how to search for clients). You will also be able to edit the client details (see Editing Client Information), and proceed with Creating a CANS Assessment.

3. Creating a CANS Assessment
In this section, we will bring you through the process of creating a
CANS Assessment.

There are 4 types of CANS Assessments, namely:

b. Creating a NEW CANS Assessment
Step 1: Under ‘CANS Assessment’ on the left panel, click on “Client” and search for
the client that you want to complete a CANS Assessment for (see Searching for a
Client).
Step 2: After you have clicked on the Client’s ID, your client’s information will be
displayed under “Child’s / Young Person’s Information”. Scroll down to the end of the
page.

Step 3: Click on ‘Save and Proceed to CANS Assessment’ at the bottom of the
page.
Step 4: You will be directed to the ‘New CANS Assessment’ page. The ‘CANS
Type’ (i) will be selected automatically based on the age of the client.
The ‘Date of Assessment’ (ii) should also automatically display today’s date.
However, if you would like to change the ‘Date of Assessment’, enter it in the textbox
in the format DD/MM/YYYY. You can also use the date picker by clicking on the
calendar icon and selecting the correct date.
Step 5: Scroll down to ‘Question’ for the CANS Assessment. The domains and
supplementary modules are displayed in a table.

Step 6: Under ‘Assessment Information’, choose the ‘Reason for Assessment’ from
the drop-down list. The ‘Reason for Assessment’ drop-down box should also
automatically display ‘Initial’ if you are creating the first CANS Assessment for your
client.
**IMPORTANT: You can only create a subsequent CANS assessment AFTER
your CANS Assessment AND Case Management has BOTH been
submitted and approved by your Supervisor.

Reason for Assessment Description
Initial First CANS Assessment done at point of admission
Reassessment Subsequent CANS Assessment done every 6 months
Discharge CANS Assessment done at point of discharge
Transfer CANS Assessment done when the client is being transferred to another organisation
Critical Incident CANS Assessment done when a critical incident occurs
Examples of critical incidents include (but not limited to):
Running away
Admission to IMH/ hospital for reasons such as self-harm, suicide threats, hurting another child, etc.
Suicide attempt/ serious self-harm
Re-abuse/ new allegation of abuse
Involvement with police (e.g., youth is caught stealing and may be charged for the offence)
Escalation of behaviour that may result in child’s placement being jeopardized (e.g., caseworker from VCH wants child transferred as child is very aggressive to other children)
Moderate to severe sexually reactive or sexually aggressive behaviour

Step 7: Click the ‘v’ drop-down arrow (i) at the right of each domain to see the
CANS items. Domains indicated with a red asterisk (ii) are compulsory and must be
completed in order for the CANS Assessment to be submitted successfully.
Step 8: Click the individual items (i) to see the item descriptions. You can also click
the ‘v’ drop-down arrow (ii) to minimise the domain and expand another one.

Step 9: A ‘Question Details’ pop-up window with the item description (i) will be
displayed. Click the blue buttons (ii) to enter your rating. The window will close
automatically after you have clicked on your desired rating. Alternatively, click ‘Close’
(iii) to close the window.
Alternatively, you can also click the bullets ‘0’, ‘1’, ‘2’ or ‘3’ (iv) to enter your rating.

Step 10: Add additional comments/ notes about each item by clicking the textbox
on the right of the ratings.
The ‘Notes’ pop-up window will be displayed. Click on the textbox (i) to type your comments. Then click ‘Save’ when you are done editing OR click ‘Cancel’ if you do not want to input your comments.
Step 11: Scroll to ‘Caregiver Assessment’ near the bottom of the page to complete
the CANS Assessment for the Caregiver/s. You can do one CANS Assessment for
each caregiver that is added for the client.

Step 12: Tick the box next to the caregiver’s Full Name and an ‘Assessment
Information’ table will automatically be generated for that caregiver.
Step 13: Choose the ‘Caregiver Type’ from the Drop-Down Bar.
The CANS Assessment will be automatically loaded once you have clicked on the
Caregiver Type. You may see the following pop-up:

Step 14: The CANS Assessment will be displayed below the Caregiver Type. Click
on the arrow to expand the domain.
Step 15: Complete the CANS Assessment in the same way that you did for the
client (see Steps 7-10 for more details).

Supplementary Modules
Step 16: If you had rated ‘1’, ‘2’ and ‘3’ on the trigger items, please rate the
corresponding Supplementary Module (see table below):

For easy reference, all trigger items for the Supplementary Modules are tagged with
an asterisk in the Life Functioning and Child Risk Behaviour Domains.
Please note: Accidental ratings in the supplementary module currently cannot be
undone. If you have begun rating in the wrong supplementary module, either refresh
the page (however, this will remove all CANS item ratings that were not previously
saved) OR rate ‘0’ for all items in that supplementary module and include ‘Accidental’
in the Notes section for all those items.
If you are required to complete a Supplementary Module, click on it to expand the
module. In the example below, the ‘Child Behavioural Needs’ and ‘Child Emotional
Needs’ supplementary modules are rated.

Step 17: Rate the ‘Residential Care’ module if your client is currently residing in a
Voluntary Children’s Home or Youth Residential Care facility (e.g. Singapore Boys’
Home).

c. Saving a CANS Assessment
Step 1: To save a CANS Assessment, scroll down to the bottom of the page and
click ‘Save’.
Step 2: A pop-up message ‘Validating Assessment’ will be displayed, followed by
‘Saving Assessment’. This process may take some time so please be patient.
**IMPORTANT: Do not refresh or close the page while the system is saving your
CANS Assessment.

Step 3: When the CANS Assessment has been saved successfully, the following
pop-up window will be displayed:
Click ‘Ok’. Your CANS Assessment has been saved and the CANS Status will be
updated as ‘Assigned’.
d. Submitting a CANS Assessment
Step 1: Once you have completed all the ratings and are ready to submit the CANS
Assessment to your supervisor, scroll down to the bottom of the page and click
‘Submit’.

Step 2: A pop-up message ‘Validating Assessment’ will be displayed, followed by
‘Saving Assessment’. This process may take some time so please be patient.
**IMPORTANT: Do not refresh or close the page while the system is saving your
CANS Assessment.
Step 3: When the CANS Assessment has been submitted successfully, the
following pop-up window will be displayed:
Click ‘Ok’. Your CANS Assessment has been submitted to your Supervisor and the
CANS Status will be updated as ‘Submitted’.

e. Searching For a CANS Assessment
Step 1: Under ‘CANS Assessment’ on the left panel, click ‘CANS Assessment’.
Step 2: Enter the details of the CANS Assessment into one of the fields and click ‘Search’. You can search using any combination of the following: CANS Type, CANS Status, Organizational Placement, Assessor, Client ID, Full Name, Supervisor, or Reason for Assessment. In the example below, the Client ID is used for the search.

Step 3: You will see a table of results that had met your search criteria. Click on the
relevant Client ID.
The ‘View CANS Assessment’ page will be displayed with the information of the Client and the CANS Assessment. The example below shows the status and date of the CANS Assessment.

Step 4: Scroll down to ‘Question’ and click the ‘v’ drop-down arrow on each domain to see the CANS ratings.
Step 5: To see the notes for each item, click on the notes textbox.

You will see a pop-up with the full description of the notes. Click ‘Cancel’ to close the pop-up window.

f. Editing a Returned CANS Assessment
If your Supervisor has approved your CANS Assessment, the CANS Assessment will be displayed on your dashboard as ‘Approved’. An email will also be sent to you to inform you of the approval.
If your Supervisor has rejected your CANS Assessment, the CANS Assessment will be displayed on your dashboard as ‘Returned’. An email will also be sent to you to inform you that the CANS Assessment has been returned to you for modifications.

Step 1: To edit a ‘Returned’ CANS Assessment, click ‘CANS Assessment’ on the left panel.
Step 2: Search for the ‘Returned’ CANS Assessment (see Searching for a CANS Assessment) that requires your modifications. Once you have found the CANS Assessment, scroll down to the ‘Question’ section.

Step 3: Under each domain, you will be able to read your supervisor’s comments
for that domain.
Step 4: Click the drop down arrow (i), and make changes to your ratings (ii) based on the feedback or comments from your Supervisor.
Step 5: When you are ready to re-submit the CANS Assessment to your Supervisor, click ‘Submit’ (see ‘Submitting a CANS Assessment’ for more details).

Step 1: Under ‘CANS Assessment’ on the left panel, click ‘Client’ and search for the
client that you want to complete a CANS Assessment for (see Searching for a
Client).
Step 2: After you have clicked on the Client’s ID, your client’s information will be
displayed under “Child’s / Young Person’s Information”. Scroll down to the end of the
page and click on ‘Save and Proceed to CANS Assessment’.

Step 3: You will be directed to the ‘New CANS Assessment’ page. The ‘Reason for
Assessment’ should automatically be ‘Reassessment’.
Step 4: The previous CANS Assessment will automatically be loaded.
Please note: Once the previous CANS ratings are loaded, these ratings will remain
even if you subsequently select other reasons for assessment.
Make changes to the CANS ratings as needed (see ‘Creating a CANS Assessment’
on how to complete the CANS Assessment).
Step 5: Once you have completed the CANS Assessment, submit the CANS (see
‘Submitting a CANS Assessment’ on how to submit a CANS Assessment).
Step 6: When your CANS Assessment has been submitted successfully, proceed to
complete a Case Management by clicking ‘Open Case Management’ (see ‘Creating
a Case Management’ on how to complete a Case Management).

In this section, we will bring you through the process of completing
the Case Management section of the CANS assessment.

a. Criteria for Proceeding to Case Management
Before you can proceed to case management, the follow criteria must be fulfilled:
1) All compulsory items and their respective supplementary modules must be
completed
2) The CANS Assessment must be submitted
(Although it is advised that the CANS Assessment be approved before the user
creates a Case Management Plan, it is not a requirement).

b. Creating a Case Management Plan
Step 1: Under ‘CANS Assessment’ on the left panel, click on ‘Case Management’.
Step 2: Search for your client (see Searching for a Case Management Plan on how to search for a client’s case management). In the table of results, check the box (i) under the ‘Open’ column and click ‘Open’ (ii).

Step 4: Under ‘Assessment’, you will see a table of all the needs and strengths rated ‘2’ or ‘3’. Ignore or ‘Delete’ (i) the Strength items, which are denoted with ‘(Str)’ (ii), as there is a section for strengths below the ‘Assessment’ section. Similarly, ignore or ‘Delete’ (i) the Trauma items, which are denoted with ‘(Tr)’ (iii), as the trauma items are static/historical and therefore should NOT be included in the Case Management plan. Next, click ‘Edit’ (iv) on the items that you would like to change your comments under ‘Remarks’ or ‘Delete’ (i) if you do not want to include an actionable need in your case plan (e.g. the need is not a priority).
Step 5: Click ‘Add’ (v) if you would like to add other CANS items / needs that you would also like to work on.

Step 6: You will also see a table of the client’s strengths under ‘Strengths’. Click ‘Edit’ (i) on the items that you would like to change your comments under ‘Remarks’ or ‘Delete’ (ii) if you do not want to include it in your case plan.

Step 8: A pop-up window ‘Case Management Edit Popup’ will be displayed. Enter the CANS item or group of CANS items that you want to work on into the ‘Targeted Area of Intervention’ textbox (i). Next, enter the previous CANS rating into the ‘Previous Assessment’ textbox (ii) (if any) and the current CANS rating into the ‘Current Assessment’ textbox (iii). Enter the goals and intervention into the ‘Progress’ textbox (iv).

**IMPORTANT: Remember to state the goal and intervention clearly (see example below) and make sure that they are SMART (Specific, Measurable, Attainable, Relevant, Time-Based).
Step 9: Click ‘Save’ (v) when you are done or ‘Cancel’ if you do not want to add it into your Case Management Plan. The Targeted Area/s of Intervention that you have added will be displayed in a table (as shown below).

c. Saving a Case Management Plan
Step 1: If you are still in the midst of editing your Case Management plan and would like to save your work, click ‘Save’ near the bottom of the page below the ‘Intervention’ table.

Case Management Plan.
Step 2: When the Case Management Plan has been saved successfully, the
following pop-up window will be displayed:

Search for your client by entering your client’s information into the following fields: CANS Type, Case Management Status, Organizational Placement, Assessor, Client ID, Full Name, Supervisor, or Reason for Assessment. f. Editing a Returned Case Management Plan
If your Supervisor has approved your Case Management plan, the Case Management status will be displayed on your dashboard as ‘Approved’. An email will also be sent to you to inform you of the approval.
If your Supervisor has rejected your Case Management plan, the Case Management status will be displayed on your dashboard as ‘Returned’. An email will also be sent to you to inform you that the Case Management has been returned to you for modifications.

a. Transferring Clients Out of Your Organisation
Step 1: Under ‘CANS Assessment’ on the left panel, click ‘Transfer Client’.
Step 2: Under ‘Transfer Client Search’, enter the client’s information into one of the fields and click ‘Search’. You can search for the client using one of the following: Client ID, Full Name, Organizational Placement, Supervisor, or Assessor.

In the example below, the Organizational Placement is used for the search.
Step 3: You will see a table of results that had met your search criteria. To transfer a client, click on the relevant Client ID (as shown below).

Step 4: After clicking on a Client ID, a pop-up window ‘Transfer Client’ will require you to choose the Organizational Placement and Name of the Case Manager that you’ll be transferring the client to. Once you have selected the correct option from the dropdown lists, click ‘Submit’.
If your transfer request is successfully submitted, an email will be sent to the person that you have transferred the client to and you will receive a confirmation pop-up window (as shown below).
If the client is in the process of being transferred, the following warning notification will pop up to request for you to try again later.

Please note that you cannot transfer clients who still have pending CANS Assessments or Case Management. If you do, the following warning notification will pop up.
b. Transferring Clients WITHIN Your Organisation
(Organisational Admin Only)
**IMPORTANT: Only Organisational Administrators can transfer clients to different case managers/supervisors within the same organisation.
Step 1: Under ‘CANS Assessment’ on the left panel, click ‘Client’.

Step 2: Under ‘Client Managament’, enter the information of the client to be transferred into one of the fields and click ‘Search’. You can also search for the client using one of the following: Client ID, Full Name, Client Status or Assessor. Your organisation should be automatically displayed in the ‘Organisational Placement’ field. In the example below, part of the clients’ name is used for the search.
Step 3: You will see a table of results that had met your search criteria. To transfer
a client, click on the relevant Client ID (as shown below).

Step 4: After clicking on a Client ID, you will be directed to the ‘Update Client’ page with their full details. To transfer the client to another Case Manager/Supervisor within your organisation, scroll down to the ‘Organisational Placement’ tab and click on the ‘Current Assessor’ dropdown box.
Select the new Case Manager/Supervisor (i) that the client should be transferred to, and the ‘Current Assessor Email’ should be automatically updated to the new assessor’s email (ii).
Step 5: To save the edits, click ‘Save’ located near the bottom.

You will see a pop-up message which says ‘I hereby declare that all the information
provided on the above client and his/her caregiver (s) have been verified correct as
of <today’s date>’. Click ‘OK’.
This successfully saves all the changes you have made in the client’s information.
The CANS Assessment page will also display the updated information. Please note
that such transfers within the organisation will not be captured or reflected in the
‘View Pending Transfer’ history.

c. Viewing Transfer History
Step 1: To view the status of transfers that you had made or received, under ‘CANS Assessment’ on the left panel, click on ‘View Pending Transfer’.
Step 2: You will see a ‘Transfer History’ table where the information of the transferred client is displayed.
Drag the grey scrollbar (i) at the bottom of the table to display more information about each client. Click on the white arrows (ii) to reorder the list by Client ID, Full Name, Status, Transfer By, Transfer From, Transfer To, From Organizational Placement, To Organizational Placement, and Transferred Date.

Step 3: If you have made a Transfer Request and it is still ‘Pending’, you can view
the details of that request by clicking on the Client ID (iii). A ‘Transfer Client Acceptance’ window will pop-up with details of the request (see below). Click ‘Cancel’ to go back to the list of transfers.

d. Managing Transfer Requests To Your Organisation
Step 1: If an external organisation has submitted a Transfer Request to you and the
status is still ‘Pending’, you can view the details of the request by clicking on the Client ID (see Step 3 in Section 5b above). A ‘Transfer Client Acceptance’ window will pop-up with details of the request (see below).
Step 2: Click on ‘Accept’ to accept or ‘Reject’ to reject the Transfer Request. You
may also click ‘Cancel’ to go back to the list of Transfer Clients. If the client had been transferred successfully, the pop-up notification below will be displayed:

There are 5 different types of reports that can be generated:

A pop-up window of the Comparison Graph will be displayed. The comparison graph will display the complete list of all CANS items, arranged by domains for both assessments, and the same item ratings from each will be listed side by side for easy comparison. Each list will be accompanied by a column of the child’s individual needs/strengths ratings, which will be colour coded to according to level of need/strengths.

e. Generating a ‘Case Management’ Report
Step 1: Under ‘Reports’ on the left panel, click ‘Generate Report’.
Step 2: Search for the client by entering the Client ID (i) into the textbox and
clicking ‘Search’ (ii). You will see a table of all the CANS assessments that has been done for your client.
Alternatively, if you are generating one report after another, you can close the previous pop-up window of the report, and click on a new report type.

Step 3: Click the checkbox (i) next to the client and CANS Assessment that you
want to generate a report for. Then click ‘Case Management’ (ii) and ‘Generate’ (iii).

A pop-up window of the Case Management Report will be displayed. It should resemble a Review Board Report, as shown. If there are multiple pages, please click on the (iv) arrows to view different pages.

Step 4: To save the Review Report, click the diskette icon (v) on the top of the
page, and click ‘Word’ (vi). As compared to the other reports, this report is saved in a Word Document, to enable the user to edit the Review Report.
The report will be downloaded to your computer, as shown. Click on the file (i) to open the PDF document and save it to your computer. Alternatively, you can look for the file in the ‘Downloads’ folder of your computer.
Step 5: After you are done viewing/saving the report, you can close the pop-up
window, and generate other kinds of reports.

f. Generating a list of CANS Assessments
Step 1: Under ‘Reports’ on the left panel, click ‘Generate CANS Assessment List’.
Step 2: To search for a list of CANS assessments done over a specific time period,
fill in the date in the format DD/MM/YYYY for the start and end of that time period in the ‘Assessment Date From’ (i) textbox and the ‘Assessment Date To’ (ii) textbox
respectively. You can also use the date picker, by clicking on the calendar icon and selecting the correct date.
**IMPORTANT: It is compulsory to indicate the time period and it must NOT exceed 6 months.
Step 3: You can also search for CANS assessments that were approved within the
specified time period by filling in the approval date in the format DD/MM/YYYY for the

start and/or end of the approval time period in the ‘Approval Date From’ (i) textbox and the ‘Approval Date To’ (ii) textbox respectively. You can also use the date picker,
by clicking on the calendar icon and selecting the correct date. If you are the organisational administrator, you have the option to leave the ‘Assessor’ field (iii) blank, and all CANS assessment done in your organization will appear. Otherwise, Supervisors can only specify the ‘Assessor’, such that all CANS assessments done by that assessor will be listed in the search results. Case Managers will only be able to search for their own clients. However, all user roles can specify what ‘CANS Type’ and/or ‘Client Status’ they would like to search for.
Step 4: Click ‘Search’ (iv) to generate a list of CANS assessments with your
specified search criteria.

Step 5: You will see a table of results that had met your search criteria. Click
‘Generate’ at the bottom of the table.

The system will generate and email an Excel file to you with all the client information and CANS Assessments for all the clients listed in the search results. If your request has been successfully sent, the following pop-up notification will appear:
Step 6: After you have received the email from the system, you can now proceed to
download the Excel file by clicking ‘Download CANS Assessment Report’ under ‘Reports’ on the left navigation panel.

Step 7: The assessment download page with a list all your previous requests for
CANS Assessment lists will be displayed. Click the white arrows (i) to reorganise the list by ‘Generated Date Time’, ‘CANS Type’, ‘Organizational Placement’, ‘Assessor’, ‘Client Status’, ‘Assessment Date from’, ‘Assessment Date to’, ‘Approval Date form’, ‘Approval Date to’ and ‘Download Link’. Drag the grey scrollbar (ii) at the bottom of the table to see the rest of the table and access the Download link.
Step 8: Click on the Download Link, which is also the name of the Excel file ending
in .xlsx (in blue), to download the excel file containing the list of all clients’ information and CANS assessments for the time period you had specified.

Step 9: A pop-up window will be displayed prompting you to open or save the file.
The ‘Open with’ option is selected as default. (i) To open the excel file without saving the file on your computer, click ‘OK’. (ii) To save the excel file, click on ‘Save File’, and then click ‘OK’.
If you have chosen to save the file, the file will be automatically downloaded into your computer and can be found in the ‘Downloads’ folder of your computer drive.

The downloaded Excel file will have 5 tabs of information namely: ‘Client’, ‘Caregiver’, ‘Assessment’, ‘Assessment Caregiver’ and ‘Case Management’.

8. Discharging a Client
In this section, we will bring you through the process of doing a
Discharge CANS and closing a case.
Step 1: Under ‘CANS Assessment’ on the left panel, click on “Client” and search for
the client that you want to complete a CANS Assessment for (see Searching for a
Client).
Step 2: After you have clicked on the Client’s ID, your client’s information will be
displayed under “Child’s / Young Person’s Information”. Scroll down to the end of the
page and click on ‘Save and Proceed to CANS Assessment’.

Step 3: You will be directed to the ‘New CANS Assessment’ page. Under ‘Reason
for Assessment’, click ‘Discharge’
Step 4: Complete the CANS Assessment (see ‘Creating a CANS Assessment’ on
how to complete the CANS Assessment).
Step 5: Once you have completed the ratings, submit the CANS (see ‘Submitting a
CANS Assessment’ on how to submit a CANS Assessment).
Step 6: When your CANS Assessment has been submitted successfully, proceed to
complete a Case Management by clicking ‘Open Case Management’ (see ‘Creating
a Case Management’ on how to complete a Case Management).
Step 7: Once you have completed the Case Management, submit it to your
Supervisor for approval (see ‘Submitting a Case Management’ on how to submit a
Case Management).

Step 8: When your Supervisor has approved the CANS and Case Management
(see ‘Approve/Reject CANS’), the ‘Client Status’ of your case will be reflected as
‘Closed’.
**IMPORTANT: BOTH your CANS Assessment AND Case Management
must be submitted and approved by your Supervisor BEFORE your case will
be officially discharged/ closed.
Step 9: The case will still be visible to you for a few days, hence, do remember to
generate reports for your client (see ‘Generating Reports’ on how to generate
reports) during this period.
After a few days, the case will no longer be visible to you. You will also no longer
receive prompts from the system regarding this case.

9. Giving Feedback
In this section, we will bring you through the process of giving
feedback to the System Administrator.
Step 1: Click “Feedback”, located at the bottom of the page.

Step 2: A pop-up window ‘Feedback’ will be displayed. Enter your ‘Name’, ‘Email
Address’, and the ‘Feedback’ into the textbox. Note that these are compulsory fields;
i.e. you will not be able to submit the feedback if they are not filled up. Then click
“Submit” to send your feedback to the System Administrator.
You will see a pop-up message, informing you that your feedback was sent. Click
“OK”.

10. Approve/Reject CANS (For Supervisors Only)
This section is applicable to Supervisors only. We will bring you
through the process of approving and rejecting CANS Assessment
and Case Management.
This section will contain the following components:
a. Approving/rejecting CANS Assessment
b. Approving/rejecting Case Management
a. Approving/Rejecting CANS Assessment
Step 1: Click “View Pending for Approval” under ‘CANS Assessment’ on the left
panel.

Step 2: Enter the details of the CANS Assessment into one of the fields and click
‘Search’ (see Searching for CANS Assessment, for more details).
Alternatively, you can also select your name under “Supervisor”, to view all CANS
Assessments submitted to you. Then, you can either select the specific User whose
submitted CANS Assessments you wish to approve, or leave it as a blank to view all
CANS Assessments submitted by all Users under you. In the example below, a
search is done to view all CANS Assessments submitted by all Users under
‘Supervisor00’.
Step 3: You will see a table of results that had met your search criteria.

Step 4: Click on the relevant Client ID to open a particular CANS Assessment. In
the example below, if you want to open the CANS Assessment of Ong Beng Seng,
click his Client ID ‘T9900758999555’.
**IMPORTANT: You must be authorised to view the CANS Assessment. To be
authorised, you must be the Supervisor of the User managing the client. If there are
any issues with authorisation, please contact your Organisation Administrator or the
System Administrator.

Step 5: the client’s CANS Assessment will be displayed.

Step 6: Scroll down to ‘Question’ and click the ‘v’ drop-down arrow on each domain
to see the CANS ratings.
Step 7: To see the notes for each item, click on the notes textbox.

You will see a pop-up with the full description of the notes. Click ‘Cancel’ to close the pop-up window.
Step 8: Each CANS domain comes with a ‘Comment’ textbox for Supervisors to
make comments before approving or rejecting the CANS Assessment, if relevant. It can be used to highlight certain points about that domain, for the Case Manager’s
attention, as in the example below. It can also be used to point out errors in the Case
Manager’s ratings and corrections to be made.

Step 9: Click ‘Save’ located near the bottom of the page to save your comments.
You will see a pop-up message, informing you that the information has been saved
successfully. Click ‘OK’.
The saved comments will be reflected in the CANS Assessment.

Step 10: Decide whether you want to approve or reject the CANS Assessment.
(i) APPROVE: To approve the CANS Assessment, click ’Approve’, located near
the bottom of the page.
You will see a pop-up message, which informs you that the CANS Assessment has been approved successfully. Click ‘OK’.
The status of the CANS Assessment is ‘Approved’. The User will receive a
notification that the CANS Assessment has been approved.
(ii) REJECT: To reject the CANS Assessment, click “Reject”, located near the
bottom.

You will see a pop-up message, which informs you that the CANS Assessment has been rejected successfully. Click ‘OK’.
The status of the CANS Assessment is ‘Returned’. The User will receive a
notification that the CANS Assessment has been returned to the user for
modifications.
b. Approving/rejecting Case Management
Step 1: Click ‘Case Management’ under ‘CANS Assessment’ on the left panel.

Step 2: Enter the details of the Case Management into one of the fields and click
‘Search’ (see Searching for Case Management, for more details on how to search
for case management).
Alternatively, you can also select your name under ‘Supervisor’, to view all Case
Managements submitted to you. Then, you can either select the specific User whose
submitted Case Management you wish to approve, or leave it as a blank to view all
Case Managements submitted by all Users under you. In the example below, a
search is done to view all CANS Assessments submitted by all Users under
‘Supervisor00’.

Step 4: Tick the checkbox under the column ‘Open’ for the relevant client and click
‘Open’. In the example below, if you want to open the Case Management of Ong
Beng Seng, the checkbox next to his Full Name is ticked.
**IMPORTANT: You must be authorised to view the Case Management. To be
authorised, you must be the Supervisor of the User managing the client. If there are
any issues with authorisation, please contact your Organisation Administrator or the
System Administrator.

Step 5: Scroll down to ‘Assessment’ to see a list of the actionable CANS items in
the User’s Case Management plan. You can click on the remarks to see the full description of the item.
Step 5: Scroll down to ‘Intervention’ to see a list of the Targeted Areas of
Intervention and the goals and interventions written by the User under ‘Progress’.

Step 6: Enter your comments on the Case Management into the ‘Supervisor
Comments’ textbox located near the bottom of the page.
Step 10: Decide whether you want to approve or reject the Case Management.

below the ‘Supervisor Comments’ textbox.

notification that the Case Management has been approved.
(ii) REJECT: To reject the Case Management, click “Reject”, located below the
‘Supervisor Comments’ textbox.
You will see a pop-up message, which informs you that the Case Management has been rejected successfully. Click ‘OK’.
The status of the Case Management is ‘Returned’. The User will receive a
notification that the Case Management has been returned to the user for
modifications.

11. User Management (For Organisational Administrator Only)
This section is only applicable to Organisational Administrators.
We will bring you through the process of editing user profiles for
members in your organisation.
**IMPORTANT: Only Organisational Administrators have the authorisation to change User or Supervisor details, should they require it.
Step 1: Click ‘User Management’ under ‘Administration’ (this is only visible to
Organisation Administrators) on the left panel.

Step 2: The User Management page, which lists all existing users in your
organisation, will be displayed in a table. Click the white arrows (i) to reorganise the list by ‘Name’, ‘Email Address’, ‘Designation’, ‘Organizational Placement’, ‘Roles, Supervisor’, ‘Created Data’, ‘Updated Date’. Drag the grey scrollbar (ii) at the bottom of the table to view more information.

Step 3: Click on the User’s ‘Name’ (iii) (in blue) to edit the user’s details. The ‘User
Profile’ page will be displayed where you can view and edit the following user details: (i) Organizational Placement (ii) Supervisor (iii) Activity Status
**IMPORTANT: If you wish to change the user’s ‘Activity Status’ from Active to Inactive, please note that the system will only allow this change if the current user has no on-going/pending assessments. Otherwise, this error notification will appear:

Step 4: When you have finished editing, click ‘Save’ to save your changes. If you
do not wish to edit any information, click ‘Cancel’.
If your edits were saved, an email will be sent to the user that his/her details have been updated and this following notification will appear. Click ‘OK’ to go back to the User Profile page.
**IMPORTANT: Organisation Administrators are also able to transfer clients within
the organisation (see Transferring Clients Within the Organisation for more details)
and generate a list of CANS Assessments for the organisation (see Generating a list
of CANS Assessments for more details).
