As requested, Southern Earth Sciences Inc., has performed an Asbestos NESHAPS (40 CFR Part 61) Demolition Survey of the two block former school buildings identified on the attached Figures (1-2) using the AHERA Sample Protocol. SESI sampled all accessible & visible suspect materials associated with the structures.

Asbestos is a naturally occurring fibrous mineral that has many beneficial properties. It is resistant to acids and heat and does not conduct electricity or heat well. It is because of these features that it was widely used in buildings constructed prior to 1980 (OSHA Presumed ACM). Even today asbestos containing building materials find their way into new construction from materials shipped into the United States from other countries. Asbestos was used in over 3,000 types of construction materials and as previously discussed is still a common additive to building materials.

DEFINITIONS Asbestos Containing Materials (ACM): Building materials used for construction of a structure that are known or are suspect for containing asbestos. Asbestos: Asbestos is the asbestiform varieties of chrysotile, crocidolite, amosite, anthophylite, tremolite, and actinolite. Asbestos Inspection: An evaluation performed by a trained and E.P.A. certified inspector to determine the presence or absence of Asbestos-containing materials. Asbestos inspectors engage in the survey and assessment of ACBM. Category I non-friable ACM: asbestos-containing packings, gaskets, resilient floor covering and asphalt products. Category II non-friable ACM: any material, excluding Category I ACM, that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. Demolition: the removal of load-bearing walls or structural components (including roofing). Regulated Asbestos Containing Material (RACM): (a) Friable asbestos materials, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or, (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by NESHAPS. Renovation: the removal of any other building components other than load-bearing walls or structural components. PHYSICAL SURVEY

On January 29th, 30th & February 19th, 2020, a total of 138bulk samples of suspect asbestos-containing materials (ACM) were collected for analysis from the identified structures. The samples were sent to Eurofins CEI Labs for analysis by Polarized Light Microscopy (PLM); sample sheets are attached to this report.

The Main Building (see Figures 1 & 2) was a block school building with offices, classrooms & kitchen/cafeteria. The building was built on a concrete slab on-grade (non-ACM). The roof of the structure had a lower built-up roof with flashing/tar (ACM). The roof had a layer of 6” spray foam over the top including on the raised roof above the cafeteria. The fascia boards (4’x4’) on the lower roof and raised roof were transite (cementitious ACM). The exterior windows on most of the exterior walls also had transite (4’x4’) transoms (ACM). There were also decorate walls panels (ACM) around the outside of the building that were either 4’x12’ or 6’x12’ near the windows. The front gable end on the school building also had transite panels (ACM). There was a fume hood (transite/ACM) with a black lab top (transite/ACM) in Room 7 and a black lab top/sink (transite/ACM) in Room 17. The bottom layer of vinyl asbestos tile (VAT/ACM) with black mastic (ACM) was throughout Rooms 7, 17, 18, Mech Room & Closets identified on Figure 2. There was a stainless steel (SS) sink with gray undercoating (ACM) in Room 23. The Vault Room 20 had a bottom layer of VAT (VAT) and black mastic (ACM). All other suspect materials were non-ACM.

The Classroom Building (see Figure 3) also had a concrete slab (non-ACM) on-grade and was a block building. The roof had flashing/tar (ACM) around the edges of the roof. There was exterior gray putty on the exterior window casings (ACM) and thick white caulking (ACM) on some of the exterior door casings. Office 1, Classroom 1, Hallways 1 & 2, Classroom 2, & Office 2 had bottom layers of VAT (ACM) and black mastic (ACM) except in Office 2. There was white mastic (ACM) on the large AHU in the Mechanical Room. All other suspect materials were non-ACM.

SUMMARY OF ACM An asbestos containing material is defined as a material that contains more than 1- percent asbestos by

volume. Asbestos containing materials are placed into two categories, friable and non-friable. Friable ACM is defined as a material that can be pulverized to powder by hand pressure when dry. A summary of the analysis of suspect bulk samples collected during the survey is located on the attached Table 1. (SESI notes that the quantities below are estimations and should be verified by abatement contractors prior to bidding on abatement.) FRIABLE ACM – NO FRIABLE ACM WAS NOTED CATEGORY 1 NON-FRIABLE ACM:

• Main Bldg – Rooms 7, 17, 18, Mech Room & Closets had VAT that contained 5% chrysotile asbestos with black mastic that contained 3% chrysotile asbestos. (approximately 1600sf)

• Main Bldg – the Vault Rm 20 had VAT that contained 3% chrysotile asbestos with black mastic that contained 5% chrysotile asbestos. (approximately 196sf)

• Main Bldg – Room 23 has a SS sink with gray undercoating that contained 5% chrysotile asbestos.

• Main Bldg – Roof had a bottom layer of flashing/tar on the roof that contained 3% chrysotile asbestos.

• Classroom Bldg – Roof had flashing/tar around the edges that contained 10% chrysotile asbestos.

• Classroom Bldg – Exterior windows had gray putty that contained 3% chrysotile asbestos. (37 windows)

• Classroom Bldg – Exterior door casings had white thick caulking that contained2% chrysotile asbestos. (9 casings)

• Classroom Bldg – Office 1, Classroom 1, Hallways 1 & 2, Classroom 3 & Office 2 had VAT that contained 3% chrysotile asbestos with black mastic that contained 3% chrysotile asbestos. (approximately 2250sf)

CATEGORY 2 NON-FRIABLE ACM:

• Main Bldg – Exterior windows had 4’x4’ transite transoms on the exterior walls that contained 15% chrysotile asbestos.

• Main Bldg – Exterior walls had decorative vertical panels near the window (4’ – 6’ wide and 12’ tall) that contained 15% chrysotile asbestos.

• Main Bldg – the lower roof and raised roof had transite fascia boards that contained 15%

chrysotile asbestos. SESI noted that some of the fascia boards had been damaged by Hurricane Michael and were laying on the ground around the building. The raised roof had approximately 6” of spray foam applied over the transite fascia boards.

• Main Bldg – Front gable end also had transite fascia boards (varying in height from 4’ to 12’) that contained 15% chrysotile asbestos.

RECOMMENDATIONS

A 10-working day notification to the Florida Department of Environmental Protection (DEP) is required

for each structure prior to demolition (SESI notes that one notification may be acceptable for the site if approved by FDEP). The notification should be filled out and submitted online (https://floridadep.gov/air/permitting-compliance/content/asbestos). The Notice of Demolition (Form 62-257 900(1)) can be printed out and mailed to a regional office if desired.

The exterior transite fascia boards, window transoms and decorative wall panels should be abated prior to demolition of the buildings. This would allow wet demolition of the buildings with an AHERA Supervisor on-site during the demolition. However, if concrete and block materials are to be recycled, then the other identified ACM should be removed (VAT/mastic, caulking, putty & SS sink) prior to demolition. The roofing should be removed first to dispose of ACM tar/flashing from the roofs. Then when all ACM has been removed, ACM can be recycled. GENERAL COMMENTS

This survey has been performed to identify asbestos containing materials (ACM) on the buildings and is

not intended as an abatement specification with drawings. Quantities of materials would be verified during the pre-bid by the Contractor.

Comments and observations given above reflect an opinion as to the various materials and conditions

visually observed during the inspections and should not be construed as a representation or warranty expressed or implied, as to scope, thoroughness or accuracy of the inspection.

Locating and identifying materials containing asbestos in buildings is a difficult and time- consuming

task. All buildings have hidden spaces which may not be immediately obvious to a surveyor who is not intimately familiar with the building. Complicating this task is the fact that asbestos was used in many forms and in many types of materials in the construction of buildings. In some of these materials, asbestos is present, not as an international ingredient, but as a contaminant.

Although trained and certified inspectors were used in attempting to locate and identify materials

potentially containing asbestos, we do not warrant that all materials containing asbestos have been identified. It is possible that there are materials containing asbestos that were not visible or accessible to the surveyor or, for various reasons, were not sampled.

A conscious effort is made to identify all suspect materials. There is a possibility that conditions or

materials may exist which could not be identified during our survey due to physical inaccessibility and the use of nondestructive sampling methods. Materials that typically do not contain asbestos have not been sampled. These materials include but are not limited to plastics, wood, fiberglass, etc. Conclusions and recommendations given in this report are based upon our interpretation of current regulatory standards. Changes in regulatory standards may require changes in our conclusions and recommendations.
