Sharp Motion carried 5.0 Administrative/General 5.1 Office Update - Report requiring no Board action The Emergency Rules adopted by the Board at the July Board meeting were approved by Governor Henry on August 24, 2006, and are considered promulgated. An insert was distributed for inclusion in the existing Oklahoma Board of Nursing Rule books. These Emergency Rules will go through the permanent rulemaking process and will be presented to the Board with other Rules changes during the public hearing at the January 2007 Board meeting.

The cost of employee benefits to the agency will increase by 22% for calendar year 2007. An update was given on the following appeal cases: CJ-2005-06362, CJ-2005-8E, and CJ-2004-9311. K. Glazier presented information related to current issues with areas of concern and increased activity for foreign-educated applicants applying for licensure by endorsement. A security breach has been reported for the nursing licensure exam test questions and answers utilized in the Philippines for candidates writing the test during June of 2006. Puerto Rico is no longer a member in the National Council of State Boards of Nursing (NCSBN) because they opted not to offer the NCLEX examination for licensure, which is a requirement to maintain NCSBN membership. This is expected to have an impact on Puerto Rican nurses wishing to apply for licensure by endorsement.
