Guiding Principles for Bartholomew Consolidated School CorporationThe Bartholomew Consolidated School Corporation developed its reopening plan by using data from its parent survey, input from a variety of stakeholders, collaboration with the Bartholomew County Health Department, and resources from the Indiana Department of Education, Indiana State Department of Health, and the Centers for Disease Control while adhering to the following:

BCSC Guiding Principles

● To prioritize the health and safety of all students and staff members

● To provide high quality instruction regardless of context

● To return as many students as possible beginning August 6, 2020

● To ensure equity of access to high quality instruction for all students

● To enable families and students to have choices and pathways that work best for individual learning needs

This approach is built to enable schools to operate in one of three categories, outlined in the table below. A

substantial spread (red) would indicate that a building, or buildings, is closed due to COVID-19 spread. The

minimal/moderate spread (yellow) enables buildings to operate as open with modifications. The low/no spread

(green) category allows buildings to function as open with no restrictions.

Portions of this document have been adopted from the Georgia Path to Recovery Plan.

The importance of in-person learning is well-documented, and there is already evidence of the negative impacts on children because of school closures in the spring of 2020. Lengthy time away from school and associated interruption of supportive services often results in social isolation, making it difficult for schools to identify and address important learning deficits as well as child and adolescent physical or sexual abuse, substance use, depression, and suicidal ideation. This, in turn, places children and adolescents at considerable risk of morbidity and, in some cases, mortality. Beyond the educational impact and social impact of school closures, there has been substantial impact on food security and physical activity for children and families.

I firmly believe that the best thing for our students is to get them back into the classroom, even if that is in a modified form. We need to do this, not just for their educational development, but also for their physical, their social, and their mental well-being.- Dr. Kristina Box, Indiana State Health Commissioner
