The British Council for Offices (BCO) exists to research, develop and communicate best practice in all aspects of the office sector. It delivers this by providing a forum for the discussion and debate of relevant issues.

One of the BCO’s primary objectives is to define excellence in office space. As part of this objective our annual Awards Programme provides public recognition for top quality design and functionality and a benchmark for excellence in workplaces. The Programme acknowledges innovation and focuses external attention on examples of best practice.

For the first time, this year all entries will need to be submitted online. This guide will take you through this submission process step by step. Please make sure you read this guide thoroughly to ensure that you give your project the best opportunity to stand out from the crowd.

“The projects which will qualify for the 2011 BCO Awards are likely to have been conceived and delivered in (arguably) the most testing economic circumstances of our generation. To have been completed at all will therefore be seen as a success in its own right.

However, the true achievement will be by those building projects which have been able to maintain high quality levels, and where the best design and delivery processes have stood up under the most rigorous scrutiny.”

In these times, the judges and organisers are especially keen to see a high level of entries, in order to demonstrate the robustness of our industry and celebrate its hard fought successes.

PROjECT DETAIlSSTAGE ONE

You may enter your project in more than one category but a fee is payable for each category entered. The BCO may present Regional and National Awards for each category, except the Innovation Award and Best of the Best Awards, which are judged nationally.

Please note:Projects do not need to be occupied in order to be eligible for submission in the 2011 Awards.

All projects for the 2011 Awards must have been completed between 1st January 2007 and 1st November 2010 and the predominant use of the building should be for offices.

Commercial and Refurbished/Recycled base build projects may also be entered in the Fit-out category.

CORPORATE WORKPLACEThis award is open to either a building commissioned by owner-occupiers or where the building has been customised by a developer for the occupier. The entry will be judged on the combined merits of its base build and fit-out.

COMMERCIAL WORKPLACEA new building initiated on a speculative basis for commercial letting including buildings that are substantially pre-let or sold on to an occupier. In this category only the base build will be judged.

FIT-OUT OF WORKPLACEAn award for a space or spaces within a building that will be judged on the interior fit-out.

REFURBISHED/ RECYCLED WORKPLACEA corporate or commercial building where significant works have been carried out to adapt the existing building to modern office use. Buildings involving only façade retention would be considered as new builds.

PROJECTS UP TO 2,000m2

This Award is open to all projects up to 2,000m2 of net office area in any of the previous categories.

01INNOVATION AWARDAll entries will be considered automatically for the Innovation Award as part of the assessment process. However applicants may also enter a project or product specifically for this Award. This Award will recognise significant innovation in one or more fields, for example; sustainability, information and communications technology, lighting or procurement. Shortlisted entries for this category will be announced at the Regional Award Presentations.

BEST OF THE BESTThe Best of the Best Award will be presented to the project which is deemed particularly exemplary. Chosen from the national winners, this Award is a true testimony to the vision shown by the project team.

PRESIDENT’S AWARDThis special Award is presented for an outstanding contribution to the Property Industry. This might be a project, company or individual, or perhaps a combination of all three. The BCO President, Awards Chairman and BCO Chief Executive choose the recipient of this Award.

In this section you are asked to enter your Project Name* along with the address, postcode, completion date, and project size.

Please note:* The project name as you wish it to be referred to throughout the competition (using upper and lower case). The project name should include the address of the building as the award is made to the building, not the company occupying the building.

You will then need to enter the contact details (organisation name, contact person, telephone number and email address) for the following:

This is the main part of the submission where you are asked to present your answers to the Judges’ questions in pdf format which you will need to upload to complete your submission.

If technical information is difficult or impossible to obtain, please explain why it is not available in order that the judges can take this into account when drawing up their conclusions.

Whilst it is recognised that the opportunities and challenges set by each development are different and diverse, a key question for the judges is whether the applicant team has made the best of the circumstances presented to them. When answering the questions it is important to keep in mind that in making their assessment the Judges will, amongst other factors, assess:

1. PROJECT AIMS In no more than 300 words, explain the

rationale for the project, a summary of the brief and key objectives of the project.

2. ENTERPRISE Outline particular challenges

and successes.

Describe any innovation in concept, design, procurement, construction or occupation.

3. UTILITY OF THE PRODUCT In no more than 300 words, describe how

the project has addressed the brief and taken account, where relevant, of issues such as multi-occupancy, future flexibility and alternate use capability.

4. VALUE, COST AND PROgRAMME Added Value – identify any specific

initiatives that have added value for one or more stakeholders.

Project Programme (key dates for appointment, planning consent, start on site, practical completion and occupation where applicable).

Net/Gross Areas – the gross internal area and net internal area (total building and floor by floor).

Cost Information – details on the cost of the scheme including, as a minimum:

a) Total cost and cost per m2 in the following categories:

– Demolition/external works – Shell and Core – Fit-out (stating whether

category A or beyond)

b) The base date of the quoted costs

c) Operating costs.

5. THE ACCOMMODATION (PLEASE REFER TO THE BCO gUIDE TO SPECIFICATION)

In no more than 300 words describe the technical solutions of the accommodation, the integration between disciplines explaining the reasons for the solutions that were chosen.

A set of plans, sections and elevations reproduced to a drawn scale (black lines on a white background).

6. SUSTAINABILITY Describe any economic and social

initiatives and benefits arising from the project such as communal facilities, jobs created and local benefits from the development.

Details of public transport nearby and any enhancements by the project.*

Number of car, motorcycle, bicycle parking spaces and facilities. State the ratios of provision to the occupancy level. Provide details of green travel plans.

BREEAM, LEED or EPC certification providing the scores and proof of certification.

Specific environmental measures that could include:

– Recycling – Renewable technologies – Embodied energy and local sourcing.

7. QUALITY Describe in no more than 300 words how

the project team have addressed:

– Build quality – Durability – Maintenance and management – Measures taken to optimise cost in use

8. CONTExT Describe in no more than 300 words the

contribution the project has made through good design to one or more of the following:

– Local context – External form and landscaping*

– Arrival experience for occupiers and visitors

– Internal spaces

9. EFFECTIVENESS AS A WORKPLACE Describe in no more than 300 words the

attributes of the project from the occupier’s perspective addressing as appropriate issues such as occupation density, flexibility and staff amenities.

10. LIFTINg THE SPIRITS Describe in no more than 300 words what

sets this project apart from the norm and therefore why the project should be considered for an award.

Photographs are invaluable, particularly if they show people using and enjoying the workplace.

We request that you upload 10 different digital photographs (not CAD images) of the project which best illustrate the scheme, including views of the work areas. Where possible please include people in your images to show the working environment.

The nature and quality of the digital images provided will be important to the judging and to the presentation in the Awards ceremony and brochure. If the pictures supplied are too small, we cannot use them on screen or in print.

Once all stages are complete and all mandatory fields have been filled you will be able to submit and pay for your entry online (£300 + VAT @ 17.5% = £352.50 per category entered).

If you wish to pay by cheque please make it payable to “British Council for Offices” and send to BCO Awards 2010, British Council for Offices, 78-79 Leadenhall Street, London EC3A 3DH. Remember to include the project name on the reverse of the cheque.

2010CONDITIONS OF ENTRY1. Entries will only be accepted for schemes developed in the United Kingdom (Great Britain and Northern Ireland). Due to logistical considerations, we regret we cannot accept schemes based in the Channel Islands or Outer Isles.

2. The entry may be submitted by the owner or occupier or by any member of their respective teams; the Award will be made to the client for the project.

3. All projects for the 2011 Awards must have been completed between 1st January 2007 and 1st November 2010 and the predominant use of the building should be for offices.

4. The project must be over 2,000m2 (21,530ft2) of net office area, except for the Projects up to 2,000m2 category where projects should be below this size and the Innovation category where there is no size limit.

5. There is no limit to the number of schemes that may be submitted but projects may be submitted for a BCO Award in a particular category only once. Phased projects may have separate phases submitted in appropriate years.

6. Each category entry must be accompanied by an entry fee of £300 plus VAT, with cheques made payable to the “British Council for Offices”. Entry fees are non refundable.

7. The Board of the British Council for Offices, on the recommendation of the panels of judges, may grant Awards in each of the categories and regions. The BCO reserves the right not to grant an Award in any region or category if, in the opinion of the judges, no scheme submitted reaches the standard considered necessary.

8. Judges reserve the right, without prior consent of the entrants, to move entries to different categories if it is more appropriate.

9. Winners of the Awards will be presented with a trophy which will become the property of the client. Certificates will be available to the organisation entering a winning scheme whose name is entered in the submission form. Additional trophies, certificates and plaques will be available at cost.

10. The presentation of the Awards will take place at a BCO Event. Winners may be asked to make a special presentation of the project at a subsequent BCO meeting or visit.

11. BCO reserves the right to use material submitted in published form.

12. The BCO accepts no liability for any inaccurate information contained within the submitted entry as it is the responsibility of the applicant to provide accurate information.

13. Neither the Board of the BCO, nor its Awards Committee or panels of judges, will be responsible for lost submissions. You are advised to keep a backup copy of your submission.

14. The decision of the Awards Committee will be final and no discussion or correspondence will be entered into.

15. Full submissions must be submitted no later than 5pm on Friday 26th November 2010. Following this closing date you will receive an email acknowledgement of your submission, if you do not receive this please call Morag Allward on 020 8652 8386.

LEGAL NOTICEEntrants shall grant to the BCO an irrevocable royalty-free sublicensable licence to copy and use any documents submitted in relation to a building for all purposes related to the BCO Awards and any other BCO activities. The BCO reserves the right to use material submitted in published form for the benefit of members.

04All submissions will be assessed by a BCO Awards Judging Committee.

You may need to be contacted as many schemes will need to be visited by the judges. Regional Judging will take place from 1st – 18th March 2011 and National Judging from 20th June – 8th July 2011. Whilst every effort is made to give as much notice as possible when arranging the judges’ visits it is sometimes necessary to arrange these at short notice. Please note that judges’ schedules are very tight and alternative dates are unlikely to be available. If a visit is cancelled at short notice please note that the judges may not be able to reschedule.

The BCO reserves the right not to grant an Award in any region or category if, in the opinion of the judges, no scheme submitted reaches the standard considered necessary.
