    Dear friends of water polo!

    A big welcome on behalf of the Senate of the Free and HanseaticCity of Hamburg to the 2011 European Masters Water PoloChampionships.

    I am very pleased that the sporting city of Hamburg is a venue forEuropean title competitions. Water polo and Hamburg are naturalallies. Water sports swimming, rowing, sailing and, of course,water polo are traditionally well established in the city, with itsAlster, Elbe and Bille rivers, as we have often seen in recent years.The German National Masters Championships in water polo, forexample, have been held here nine times already.

    The Hamburger Schwimmverband e.V. (Swimming Federation ofHamburg) is the host for this years European Masters Water PoloChampionships, which will take place in the SV Poseidon clubsoutdoor pool in Olloweg, Eidelstedt. This attractive pool complexin green surroundings is excellently suited to the coming eventbecause it is also home to the German first division team SVPoseidon. I hope that everyone will feel at home there, not onlythe nearly 50 teams and their 1,000 or so athletes, but also therepresentatives of LEN the governing body of the Europeanswimming federations, the international swimming federationrepresentatives and all the water polo fans watching.

    The Free and Hanseatic City of Hamburg has plenty to offer allparticipants and visitors. In addition to attractive sporting events,we can boast a whole host of cultural attractions. Places of interest,historical attractions, a wide variety of shopping and rich naturalsurroundings round off a visit to Hamburg. Enjoy the maritime flairof Germanys second largest city!     On behalf of LEN, I welcome all participants, their families andfriends to the 6th edition of the European Masters Water PoloChampionships in Hamburg.

    Each edition of this LEN Event makes it bigger. The Mastersmovement is constantly growing and the passion of these athletesfor the Water Polo discipline goes beyond what many could imagine.But then you witness how they train and compete, with unlimitedenthusiasm, with a fraternal respect for their rivals, and with nobilitythat is contagious. This is a celebration of sport, and life, and afurther demonstration of the union of healthy vitality and the joyand festivity of our sports.

    We are very happy to bring these championships to the great cityof Hamburg and are excited to again be welcomed to Germanywhere Aquatics has always been such an important part of athleticactivity. We admire the work of the German Swimming Federationand are proud to work together for the development of our f ivedisciplines in all age categories, and we take the opportunity tocongratulate Deutscher Schwimm-Verband for the 125thAnniversary celebration of its rich history.

    As LEN President I wish to thank the organising committee for whatwill surely be a well-organised and successful competition, enjoyedby participants and spectators.     The German Swimming Federation is very proud to host togetherwith the City of Hamburg and the Swimming Federation ofHamburg the European Masters Water Polo Championships 2011.

    Id like to express a warm welcome to all the players, guests andfriends of Water Polo.

    Hamburg, as the First Mayor has declared, celebrates sport in a bigway. Every year more than 50 national and international sportingevents take place there. Hence, experience, atmosphere andexcellent conditions are guaranteed.

    Germany has a very huge and enthusiastic Masters Water PoloCommunity with about 50 teams and I am sure that many of themwill participate in this event. And for sure the beautiful city ofHamburg and its hospitality will attract a lot of teams from all overEurope.

    The club SV Poseidon Hamburg, as the local host, has alreadyorganised 9 German Masters Water Polo Championships and since2003 successfully participated in all Masters European and WorldChampionships. An old hand who knows the standards andrequirements.

    In 2011 the German Swimming Federation will celebrate its 125thanniversary and it is a great pleasure to host a EuropeanChampionship in this very year, especially if we remember that twoof the eight foundation members back in 1886 had been clubs fromHamburg.

    The VI European Masters Water Polo Championships 2011 will be heldfrom 4 9 July 2011 in the Free and Hanseatic City of Hamburg in Ger-many. It is of great honour for the City of Hamburg and the GermanSwimming Federation to stage this important event in close coopera-tion with the European Swimming Federation LEN and welcome thebest European Masters water polo squads in the City on the Water-front.

    Hamburg is a sporting city. Professional top-level competitive sportand international sporting fixtures are just as important as the enthu-siasm for and involvement in sport of the Hamburg population. Waterpolo is popular in Hamburg and is played in many clubs. The City hasestablished a tradition of hosting international competitions and qual-ifiers. Teams from all over the world come here to hold training camps.Hamburg can boast a large number of well-known, internationally ac-tive referees.

    The VI European Masters Water Polo Championships will be organisedby the Hamburg Swimming Federation in cooperation with SV Posei-don Hamburg. The club is well-known on the European water poloMasters circuit, having participated successfully in all the EuropeanMasters championships since 2003. SV Poseidon also have wide-rang-ing experience as hosts, having staged the German Water Polo Cham-pionships successfully on 9 occasions. For that reason Hamburg isknown in Masters circles as the German capital of Masters waterpolo. Germany has a very huge and enthusiastic Masters water polocommunity with about 50 teams.

    Following Split in 2001, Kranj in 2003, Odense in 2005, Istanbul in2007 and Oradea in 2009, it will be a great pleasure and a particularhonour for Hamburg to host the European Masters Championships2011 and to ensure that the participating teams, their families andtrainers and the referees and officials from all over Europe enjoy in-teresting meetings and memorable days in the most beautiful city inthe world and feel altogether at home here.

    Hamburg is the second-largest metropolis in Germany after Berlin and

    the most populous non-capital city in the European Union. The city ishome to approximately 1.8 million people, while the Hamburg metro-politan area (including parts of the neighbouring Federal States of LowerSaxony and Schleswig-Holstein) has more than 4.3 million inhabitants.

    Hamburg is a City on the Waterfront, located in the northern part ofGermany, the North Sea to its west and the Baltic to its east. In Ham-burg, the rivers Alster and Bille meet the River Elbe. The central cityarea is situated around two lakes, Binnenalster and Auenalster, a par-adise for yachting and boating, and a popular meeting point for recre-ation and jogging. The many waterways in Hamburg are crossed byalmost 2500 bridges, more than those of Amsterdam and Venice com-bined. The island of Neuwerk is also part of Hamburg, located in theHamburg Wadden Sea National Park.

    The official name Free and Hanseatic City of Hamburg makes refer-ence to Hamburg's history as a member of the medieval HanseaticLeague and a free imperial city of the Holy Roman Empire. Hamburgtakes its name from the first permanent building on the site, the castleHammaburg ordered to be built by Emperor Charlemagne in 808. Today,Hamburg is a city-state and one of the 16 Federal States of Germany.

    Hamburg is modern, friendly and cosmopolitan, and at once a city fullof contrasts: on the one hand, the colourful St. Pauli quarter with theReeperbahn, the most sinful mile in the world, on the other, thewealthy and well-kept district Blankenese with its numerous villas andromantically beautiful views from the Elbhang (Elbe escarpment) andthe lower beaches of the river. Each corner of Hamburg looks different,but nevertheless everything fits together harmoniously.

    Every year, about 13,000 seagoing vessels from all over the world enterthe port of Hamburg, which ranks second in Europe only to Rotterdam.From the cruise terminal and the Landungsbrcken (piers) to the mod-ern container harbour, it smells of freedom and faraway countries here.With a tour in a river launch or a visit to one of the museum ships, vis-itors can experience directly why Hamburg is also called "The Gatewayto World". Every Sunday morning from 5 oclock to 9.30, visitors canbuy goods from all over the world at Hamburg's traditional Fish Market.

    The historic centre of the harbour is the Speicherstadt district, a beautifulwarehouse complex built at the end of the 19th century. Coffee, tea andspices were stored here. Today the Speicherstadt is home to several mu-seums and exhibitions. Against this imposing backdrop, Europe's largestinner city development the HafenCity is being built on former port

    ground. The Elbphilharmonie is scheduled to house its first concerts in2012 in a spectacular building on top of an old warehouse.

    The skyline of Hamburg is marked by the towers of the main churchesSt. Katharinen, St. Petri, St. Jacobi, St. Nikolai and Hamburgs landmarkSt. Michaelis church. The main attraction for many tourists is the Alt-stadt of Hamburg, the oldest quarter with storehouses and residentialbuildings from the 17th to 19th century. The best-known building inHamburg is probably the Chilehaus, a brick office building dating from1922 and spectacularly shaped like an ocean liner.

    The city centre of Hamburg is situated between the Main Station andGnsemarkt (goose market), with a variety of shopping destinations ofinternational reputation. Visitors can wander through one of a dozencovered shopping galleries or take a stroll along the boulevards ofMnckebergstrasse, Spitalerstrasse and Neuer Wall. From Jungfern-stieg, Alster steamers leave for tours of the Alster and through thecanals several times a day, offering appealing views of the city skyline.

    Hamburg offers more than 40 theatres, 60 museums and 100 musicvenues and clubs. The Beatles started their career in the early 1960sat the Indra Club in Hamburg St. Pauli. The state-owned DeutschesSchauspielhaus, the Thalia Theater, and the Culture Factory Kampnagelare well-known in Germany and abroad. The Hamburg State Opera isone of the leading German opera houses, whose orchestra is the Phil-harmoniker Hamburg. Hamburg is also known as the place with thehighest density of musicals in Germany. The Lion King Theatre is alarge tent in the harbour; guests arrive either by boat or by walkingthrough the historic Old Elbe Tunnel.

    The championships will be held at the SV Poseidon Hamburg club fa-cilities, a professional sports complex with two outdoor 50 m pools(50 m x 21 m) in a wonderfully idyllic setting. Depending on the num-ber of teams, registering for the European Masters Water Polo Cham-pionships, two fields per pool might be prepared. Both pools areequipped with a sound system and electronic time keeping devices.

    The venue includes four indoor dressing rooms with showers and lock-ers. Please bring your own locks. In addition, tents for dressing andpavilions with benches for the players will be provided right by thepools. There will be temporary stands for the public.

    The venue is located in a unique area, surrounded by wide lawns andold trees. Facilities for beach volleyball, a childrens pool and a play-ground might be interesting for the young family members. Catering

    will be offered in spacious tents in and outside the pool area.

    Hamburg is very well-connected to Europe, and the most notable in-ternational Airlines approach to Hamburg Airport. Also by train and bycar Hamburg is easy to reach. The intercity train network connectsHamburg Europe-wide. Furthermore, motorway A1 and A7 are bond-ing the metropolis to all directions.

    2008 a brand-new rapid train railway station opened at the HamburgAirport, connecting international travellers to the public transport sys-tem of Hamburg. Thereby, visitors reach their hotels and other pointsof interest easily without being caught up in traffic.

    Hamburg provides a fine network of public transport connecting thecity centre with the suburbs day and night by busses and trains, un-derground (U-Bahn) as well as by rapid transit railway system (S-Bahn).The public transport system of Hamburg also includes some pictur-esque routes by barge, cruising through the harbour and across theAlster.

    The competition site is located northwest from the city centre (seeupper left corner of chart), well-connected to the airport as well as thecentre by public transport. Be aware, that parking area at the venue is

    very limited! Teams travelling by coach: busses can't pass a low rail-way bridge 300 meters off the venue. So, please make use of the pub-lic transport system. Participants and visitors will find a choice of sixbus lines here, as connection to all official hotels, and as firsthand con-nection to Jungfernstieg, a beautiful promenade in the city centre. Un-derground and rapid transit railway stations are either close to thevenue as to the airport.

    For the duration of the competition an inexpensive nine-day ticket forthe public transport network will be offered to participants, officials,family members and visitors, enabling independent travel betweenthe hotel and the sports facilities. In addition, ticket-holders have ac-cess to all public transport in the greater Hamburg area. The ticket isvalid around the clock, so public transport is a convenient choice whenvisiting a musical in the evening and then taking a trip down theReeperbahn.

    The Organizing Committee highly recom-mends using the unique public transportsystem of Hamburg.

    Entry deadline

    The final date for preliminary entries to be received by the OrganizingCommittee is 7 May 2011.The final date for named entries to be received by the Organizing Com-mittee is 23 June 2011.

    Entry check list

    Entry forms must be sent for each team separately.

    For an entry to be accepted by the Organizing Committee, each teammust submit the following forms, validation, and fees to the Champi-onships Office:

    1. Preliminary Entry Form - Every team entering the European Mas-ters Water Polo Championships must complete the relevant sectionsof this form and send it by 7 May 2011. (Form 1-1)

    2. Named Entry Form - A list with the participanting members of eachteam, with age as at 31.12.2011, and a photocopy of an official docu-ment, i.e. passport, driver license, or birth certificate showing the com-petitors date of birth must be attached to the signed waiver of liabilityfor each player. Also the teams have to send a copy of the FederationLicense for the registered referee until 23 June 2011. (Form 1-2)

    3. Photographs - One passport sized photo has to be sent togetherwith named entries by 23 June 2011. For those who will not providephotos for accreditation this will be done at the venue for an 8,00 Euroaccreditation fee. Please write on the back of the photo name, teamand age group.

    4. Release of Liability - Form must be completed by all competitorsand send with the named entry form by 23 June 2011. (Form 1-3)

    5. Public Transport Ticket Reservation Form - For team members andvisitors wishing to make use of the nine-day ticket, form must be com-pleted by a team representative and sent including payment confirma-tion by 23 June 2011. Deposit of tickets at accreditation desk in thevenue. Ordering public transport tickets is voluntary. The OrganizingCommittee highly recommends using the public transport system asthe most convenient way to explore the City of Hamburg. (Form 1-4)

    6. Payment - The entry fees are: 400,00 Euro for a team with refereeand 800,00 Euro for a team without referee. All entry fees must bepaid completely by 7 May 2011. Payment can be made by cheque, orbank transfer and should be sent to:

    EUROPEAN MASTERS WATER POLO CHAMPIONSHIPS(UPDATED 27 November 2010)

    In addition to the LEN General Event Rules the following

    REGULATIONSshall apply:

    MA-WP 1 ORGANISATION

    MA-WP 1.1 The Championships shall be held every odd year.

    MA-WP 1.2 The organising Federation and the place where theChampionships shall be held shall be decided by the

    LEN Bureau and circulated by the LEN Office.

    MA-WP 1.3 For the Championships there will be appointed:

    a) by the LEN Bureau one (1) LEN Bureau Delegate;

    b) by the LEN Technical Masters Committee (LEN

    MaC) as many members of the LEN MaC and/or the

    LEN Technical Water Polo Committee as decided by the

    LEN Bureau.

    The LEN Bureau Delegate and the Technical Delegates

    shall be responsible for and supervise the correct conduct of

    the competitions according to LEN Rules and Regulations.

    The Delegates shall decide on all matters arising on site

    at the competition which require an immediate decision.

    MA-WP 1.4 Each participating club shall be financially responsible

    for all expenses, accommodation and travel of their

    team(s) and the referee(s) nominated according to

    MA-WP 12.1.

    MA-WP 2 EVENTS AND PARTICIPATION

    MA-WP 2.1. Events are:

    a) Men club teams;

    b) Women club teams.

    Women may be members of mens teams.

    MA-WP 2.2 Age groups are:

    a) 30 years and older for men and women;1)

    b) 35 years and older for men;2)

    c) 40 years and older for men;2)

    d) 45 years and older for men;2)

    e) 50 years and older for men;2)

    f) 55 years and older for men;2)

    g) 60 years and older for men;2)

    h) 65 years and older for men.2)

    The age of the youngest member of the team shall

    determine the age group of the team.

    MA-WP 2.3 Each Club may enter one (1) mens team per age group

    and per club and one (1) womens team per club.

    Clubs must be affiliated to the Federation approving the

    entry.

    A player may compete in only one (1) team.

    MA-WP 2.4 Players shall be eligible for a club either affiliated to a

    Member Federation or affiliated to a Federation

    registered by LEN.

    MA-WP 3 ENTRIES

    MA-WP 3.1 Preliminary Entries shall be sent to the organising

    Federation with a copy to the LEN Office. LEN General

    Event Rule E 15.4 will apply 3).

    The Preliminary Entries shall be signed by the President

    or by the Secretary of the club to which the team is

    affiliated and certified by the President or by the Secre-

    tary of the Federation to which the club is affiliated.

    MA-WP 3.2 Named Entries including Release of Liability signed by

    each player, shall be sent to the organising Federationwith a copy to the LEN Office, listed on the official form,

    comprising name, surname and passport/identity card

    number of entered players; for each player one photo

    (passport size) shall be enclosed.

    Up to fifteen (15) players may be listed on the official

    form. Only thirteen (13) players out of the fifteen

    nominated are permitted to play in a match.

    The list of entered players cannot be changed after the

    deadline for its submission.

    MA-WP 3.3 Deadline for submission of Preliminary and Named

    Entries shall be no later than the date circulated by the

    LEN Office.

    MA-WP 4 ENTRY FEES

    MA-WP 4.1 The Entry Fees are different:

    a) for a team with a referee;

    b) for a team without a referee.

    Entry fees shall be as decided by the LEN Bureau and

    circulated by the Organising Committee.

    MA-WP 4.2 Entry fees shall be paid to the Organising Committee

    no later than the deadline for submission of Preliminary

    Entries.

    Confirmation of payment shall be attached to the

    Named Entries.

    MA-WP 4.3 There shall be no refund of entry fees.

    MA-WP 5 DRAWS

    MA-WP 5.1 The time and place of any draw shall be announced by

    the Secretary of the LEN MaC and circulated by the

    LEN Office.

    MA-WP 5.2 The LEN Office will circulate the results of the draws

    to the clubs entered.

    MA-WP 6 ACCREDITATION

    MA-WP 6.1 The accreditation card for a player shall bear his/her

    photo.

    MA-WP 6.2 Entered teams will receive accreditation free of charge

    for a maximum of three (3) team staff members and

    the players entered.

    MA-WP 6.3 Any President of a LEN Member Federation will receive

    accreditation free of charge.

    MA-WP 6.4 Accreditation of approved referees is free of charge.

    MA-WP 7 TECHNICAL MEETING

    MA-WP 7.1 The Technical Meeting will be held one day prior to the

    start of the Championships. The LEN Office will circulate

    information about time and place of the Technical Meeting.

    MA-WP 7.2 At the Technical Meeting each team shall be repre

    sented by not more than two persons.

    Approved referees shall also be present.

    MA-WP 7.3 Entered players shall be numbered one (1) to fifteen

    (15) and wear a cap with that number throughout the

    whole Championships.

    MA-WP 7.4 The Technical Delegates shall check the personal iden

    tification documents of the players and ensure that:

    a) the names of the players are in accordance with

    the list of entered players;

    b) the ages of the players are in accordance with theage group for which they are entered.

    Players which cannot present their personal identifi-

    cation documents corresponding to the list of entered

    players or which are not listed will not be eligible to play.

    MA-WP 7.5 The names of the 13 players and the names of the

    coach and the officials to sit on the bench at a match

    together with their accreditation cards shall be submit-

    ted to the LEN Technical Delegate in charge no later

    than thirty (30) minutes prior to the match.

    MA-WP 8 System OF COMPETITIONs

    MA-WP 8.1 The distance between the goal lines will be minimum

    23.5 meters and the width of the field of play minimum

    17 meters.

    MA-WP 8.2 FINA time standards (FINA Rule WP 11) shall apply except

    that the duration of the matches shall be four periods of

    five minutes each of actual play for all age-groups.

    MA-WP 8.3 The system of competition in each age group depends

    on the number of teams taking part. It shall be decided

    by the LEN MaC.

    Ranking matches shall be played for all places.

    MA-WP 9 CLASSIFICATION

    MA-WP 9.1 Scores and points at Preliminary Rounds

    MA-WP 9.1.1 Each victory shall count three (3) points for the winning

    team and each draw one (1) point per team and zero (0)

    points for the losing team.

    MA-WP 9.1.2 The final classification within a group shall be estab-

    lished according to the points gained by each team in

    all matches of its group.

    MA-WP 9.1.3 For each match in which a team is disqualified a goal

    score of 10:0 shall be awarded to the opposing team.

    MA-WP 9.2 Equality of points

    MA-WP 9.2.1 In case of equality of points between two teams in a

    group the classification shall be established as follows:

    a) Precedence shall be given to the team having won

    the match between the two teams.

    b) If this has been a tie, precedence shall be given to

    the team with the largest difference between goals

    scored for and against.

    c) If there is still a tie precedence shall be given to the

    team having scored the higher number of goals.

    d) If there is still equality, the classification of the

    teams shall be decided by lot.

    MA-WP 9.2.2 In case of equality of points between more than two

    teams the classification shall be established as follows:

    a) Only points gained in those matches played among

    the teams with equal points shall be decisive.

    b) If there is still equality the classification shall be es-

    tablished according to the goal difference from only

    those matches played among the teams with equal

    points.

    c) If there is still equality the classification shall be es-

    tablished according to the highest number of goals

    scored in the matches played among the teams

    with equal points

    d) If there is still equality the classification shall be es-

    tablished according to the goal difference from all

    matches played in the group.

    e) If there is still equality the classification shall be de-

    cided by lot.

    MA-WP 9.3 Matches to be played to a final result

    MA-WP 9.3.1 If a match ends with a tie after the normal time, there

    shall be, after an interval of five (5) minutes, two extraperiods each of three (3) minutes actual play with an

    interval of one (1) minute for the teams to change sides.

    MA-WP 9.3.2 In case of further equality, there shall be a penalty shoot

    out to determine the result.

    Note: If a penalty shoot out is necessary this shall

    follow the procedures according to the FINA Rules.

    MA-WP 10 EXCLUSION AND SUSPENSION

    OF PLAYERS AND TEAMS

    MA-WP 10.1 The LEN Code of Discipline shall apply.

    MA-WP 10.2 Any member of a team excluded for brutality shall be

    suspended:

    a) in the first case for at least one (1) match;

    b) in any further cases for at least three (3) matches.

    MA-WP 10.3 A team forfeiting a match shall be excluded. Results

    achieved in that stage of the Championships shall be

    expunged.

    The Jury of Appeal may decide an exception if there is

    reason.

    MA-WP 10.4 The LEN Delegate(s) may suspend a team if:

    a) the Rules, Regulations and/or the instructions

    issued to all participating teams are not complied

    with by the team, or;

    b) the financial liabilities in regard of the team are not

    fulfilled.

    MA-WP 11 AWARDS

    MA-WP 11.1 Victory Ceremonies will take place after the conclusion

    of the respective age group.

    MA-WP 11.2 Members of teams ranked 1st, 2nd and 3rd in each age

    group shall be awarded gold, silver and bronze medals

    if they have played in at least one match.

    Members of teams ranked 1st to 8th in each age group

    shall be awarded a diploma if they have played in at

    least one match.

    MA-WP 12 OFFICIALS

    MA-WP 12.1 Each team shall enter at least one (1) qualified referee

    (see MA-WP 1.4). The qualification of the referee shall

    be confirmed by the Federation to which the club of the

    team is affiliated.

    Federations may also enter qualified referees on FINA

    and LEN lists at their own cost.

    Referees shall be prepared to judge at least two (2)

    matches per day.

    Nominations shall be submitted to the LEN Office no

    later than the date circulated by the LEN Office.

    MA-WP 12.2 The organising Federation shall provide at least 6

    referees and all other officials.

    MA-WP 12.3 Entered referees shall be approved by the LEN MaC.

    MA-WP 12.4 For each match the Technical Delegates shall nominate

    the Technical Delegate in charge and the referees.

    MA-WP 12.5 Acting referees may be evaluated.

    1) The Championship in this group will be held when there

    are three (3) or more teams entered.

    2) Only if there are three (3) or more teams entered into this

    group.

    Otherwise, these teams will play in the next youngest age

    group.

    3) General Event Rule E 15.4: In Water Polo a withdrawal

    may be made before the draw. A Club withdrawing a

    Water Polo team after the draw shall be fined:
