Green Mark for Infrastructure Award

The Award

The BCA Green Mark for Infrastructure Award is an initiative of the Building and Construction Authority to promote sustainable development in project planning and conceptualisation, design and specification, and construction of infrastructure projects. It promotes an integrated approach towards project delivery and recognises good standards of performance that go beyond the legal requirements and industry norms. The projects are evaluated based on the following six criteria:

• Landscape, ecology and land efficiency • Energy and renewable energy• Water Efficiency• Project Management• Waste Management and Environmental Protection• Innovation

46 | BCA AWARDS 200946 | BCA AWARDS 2009

Green Mark for Infrastructure Award

Under the assessment system, points are awarded for incorporating environment-friendly features which are better than normal practice. The assessment identifies designs where specific targets are met. Meeting one or more indicates that the infrastructure project is likely to be more environmentally friendly than projects where the issues have not been addressed. The total number of points obtained provides an indication of the environmental friendliness of the project design and construction. Infrastructure projects are awarded Platinum, GoldPlus, Gold or Certified rating, depending on the points scored.

The assessment process consists of a preliminary meeting with the project team to brief on the assessment criteria and request for relevant reports and documentary proofs to substantiate the subsequent submissions. After that, an assessment will be conducted, leading to the BCA Green Mark Award.

The vision of Minister Mentor Lee Kuan Yew more than 20 years ago, the Marina Barrage spans the mouth of the Marina Channel, creating Singapore’s 15th reservoir, and the first in the city.

The Barrage serves three benefits: it creates a freshwater lake to boost Singapore’s water supply, acts as a tidal barrier to prevent flooding in low-lying city areas, and keeps the water level consistent, offering a venue for water-based activities in the heart of the city.

But it is more than an engineering showpiece. Designed, constructed and operated on green principles, the Marina Barrage exemplifies Singapore’s holistic approach to sustainable water management, and aims to educate the community on important environmental and water issues. It creates a new recreational hotspot for people to enjoy, and enhances the overall quality of living in Singapore.

Summary of Green Features:The Marina Barrage exemplifies PUB’s commitment towards environmental and water sustainability in various ways.

• Energy EfficiencyA large rooftop garden the size of four football fields, the Green Roof acts as a natural heat insulation for the building. In addition, double-glazed glass panels are used to reduce heat penetration minimising the energy consumption of the air-conditioning system. With these and other energy-efficient features implemented, energy savings of 1,102 MWh per year are realised for building services.

The drainage pumps leverage on the siphon effect that occurs shortly after the pumps’ activation, so less energy is used, compared to a centrifugal pump of similar pumping capacity. This results in energy savings of 105 MWh per year.

The 70 kW peak DC Solar Park houses one of the largest collection of solar panels – 405 in all – currently in operation in Singapore. It generates about 50% of the daytime electricity needed for indoor lighting and power points at the Barrage.

• Water-Efficient BuildingA rainwater collection system harnesses rainwater to meet irrigation requirements. In addition, to further improve water efficiency, the automated irrigation sprinkler system on the rooftop is linked to rain sensors. These sensors will deactivate the sprinkler system when it rains.

Water-efficient fixtures such as waterless urinals and water-efficient taps are installed at restrooms at the Barrage to manage water consumption effectively as well.

• Reuse, Reduce, RecycleRocks and stones collected on site during the construction of the Barrage were re-used as building materials to cut down on carbon footprints. 100% recycled plastics and eco-friendly drainage cells are also used on the Green Roof.

Segmental excavation was applied when constructing the Barrage’s Drainage Pumping Station, significantly reducing the extent of sand excavation. In addition, the excavated sand is reused in the marine cofferdams of the Barrage, so no sand is transported out from the site. This saves on transportation cost as well.

• Showcase of Environmental and Water SustainabilityHighlighting Singapore’s efforts and achievements in maintaining a sustainable environment, the Sustainable Singapore Gallery educates the public on important environmental and water issues through interactive multi media displays, exhibits and games.

Green Mark for Office Interior Award

The Award

The BCA Green Mark for Office Interior Award is an initiative of the Building and Construction Authority to promote and recognises environmentally friendly and sustainable practices and features in office tenants. It complements the National Environment Agency’s NEA’s Energy Smart Office Label and BCA Green Mark for Building Schemes which assess the building, whereas BCA Green Mark for Office Interior assesses the office tenants of buildings. The offices are evaluated based on the following five criteria:

• Energy Efficiency• Water Efficiency• Sustainable Management & Operation• Indoor Environment Quality• Other Green Features

50 | BCA AWARDS 200950 | BCA AWARDS 2009

Green Mark for Office Interior Award

Under the assessment system, points are awarded for incorporating environmentally-friendly features which are better than normal practice. The assessment identifies designs where specific targets are met. Meeting one or more indicates that the tenant’s office is likely to be more environmentally friendly than offices where the issues have not been addressed. The total number of points obtained provides an indication of the environmental friendliness of the office design. Offices are awarded Platinum, GoldPlus, Gold or Certified rating depending on the points scored.

The assessment process involves a pre-assessment briefing to the project team for a better understanding of the criteria requirements and evaluation of the certification level sought. Actual assessment would then be carried out at a later stage to verify the relevant reports and documentary evidence and that the building project meets the intents of the criteria and certification level. Subsequently, offices are required to have triennial assessment. This is to ensure that the Green Mark Certified office continues to be well-maintained.
