What is this mission about?Welcome to the British Council East Asia UK Inward Mission. This mission

is customised for East Asian policy makers and education leaders to engage

their UK counterparts in discussions that will address the challenges of

internationalisation in higher education, thereby leading to increased

opportunities for sustainable academic collaborations and partnerships.

Delegates in this mission will have ample opportunities to interact with

senior leaders of UK universities through networking sessions in different UK

universities, various plenary presentations and a roundtable discussion where

they can debate strategic approaches to competition and collaboration in

global higher education.

Experience UKThe United Kingdom is made up of England, Scotland, Wales and Northern Ireland located off the northwestern coast of continental Europe. It is an island country with a population of about 60.7 million. The UK has a magnificent and captivating history dating back to around 6500BC. It was the leading manufacturing and maritime power of the 19th century and played an important part in developing parliamentary democracy and in advancing literature and science. The UK, today, is a diverse and dynamic nation with a strong sense of multiculturalism and social tolerance.

SEE True to its rich culture and history, the United Kingdom is synonymous with medieval ruins, archaic castles, verdant countryside, notable museums and massive cathedrals. Yet with time, there has been a juxtaposition of modern features such as The London Eye amongst the historical landscape.

WEathEr Weather is influenced by its close proximity to the Atlantic Ocean and northern latitude. The average March temperature is between a low of 2°C and a high of 10°C, with the average number of rainy days at 11 days. It is therefore best to keep warm with a light sweater and waterproof jacket.

Eat The British staple foods consist of various meats, fish, potatoes, flour, butter and eggs. Traditional fare is still served to this day and these include main dishes like the traditional English breakfast, fish and chips, Shepherd’s pie and apple or rhubarb crumble for dessert.

Internationalisation of Higher EducationSeeking a global knowledge economy has made the internationalisation of higher education a priority for many nations. Universities have been significant in fostering global citizens and cultivating workers of the future, providing research and driving forward the frontiers of knowledge-based economies. Governments across the world are vying to raise the recognition of these universities to attract international research and academic collaborations that will lead to the long-term sustainability of the higher education sector. Hence, the landscape for the internationalisation of higher education is becoming increasingly competitive.

Collaboration versus CompetitionUniversities around the world are aware of the need to strengthen their own competitiveness on the global stage. They are increasingly realising the strategic importance of developing partnerships with other institutions to enhance their global standing and profile. Yet, the institutions they are turning to for collaboration have traditionally been regarded as competitiors. So how can universities manage this seemingly double-edged objective of competition and collaboration? How can institutions collaborate with their competitors to promote the higher level objectives of the education sector with government agencies, funding bodies, industry and other stakeholders? How can the higher education sector use collaboration as a means to increase international and national competitiveness?

This UK inward mission will provide an opportunity for delegates to work with senior leaders of UK universities to discuss issues such as strategic approaches to institutional collaboration with some of the major UK higher education alliances. Delegates will also get an opportunity to analyse the challenges of internationalisation from the perspectives of various Asian university leaders through respective case studies.

Notable alumni Dr Anthony Hayward CCMI graduated from Aston University with a First-class Geology degree and was made Chief Executive of oil and energy company BP Group, taking over from John Browne, Baron Browne of Madingley on 1 May 2007. He joined BP in 1982, working as a rig geologist in Aberdeen where he quickly rose through the ranks in a series of technical and commercial roles. Aston presented Dr Hayward with an honorary Doctor of Science in 2009 for his contribution to Science.

history Separated from the Birmingham and Midland Institute in 1895, Aston was first established as The Birmingham Municipal Technical School, changing its name in 1927 to the Birmingham Central Technical College, to reflect its change towards teaching technology.

history King’s College London is one of England’s oldest and most prestigious university institutions: a multi-faculty research-led university college based in the heart of London. The university was founded by King George IV and the Duke of Wellington (then Prime Minister) in 1829 as a university college in the tradition of the Church of England.

Notable alumni The Most Reverend Desmond Tutu, former Archbishop of South Africa, took his Bachelor’s and Master’s degrees at King’s in the 1960s. King’s College London

Development The University has recently launched an ambitious investment programme worth £450 million, which will see £48 million spent on a new student services building, a £25 million investment in the Business School and a further £18 million being allocated to Biosciences, in which Exeter is an acknowledged leader. At the same time the University is investing heavily in research: £80 million is being invested under a new Science Strategy, while 100 new PhD scholarships were recently announced for entry in 2010.

Notable alumni Helen Sharman received a degree reading Chemistry at the University of Sheffield in 1984 and was selected to travel in space on 25 November 1989. Sharman went through an intensive selection process, beating 13,000 applicants to become the first Briton in space. The programme was known as Project Juno.

Notable alumni Sir Andrew Wiles specialises in number theory and became famous for proving Fermat’s Last Theorem. The Theorem was first conjectured in 1637 but all attempts to solve it failed until Sir Andrew Wiles published his general proof in 1995 to international acclaim. His achievement was popularised in Simon Singh’s book Fermat’s Last Theorem. He will be moving from Princeton University to take up his new Royal Society Professorship at Oxford University’s Mathematical Institute and Merton College in 2011.

history The University grew out of the Sheffield Medical School (founded in 1828), Firth College (1879) and the Sheffield Technical School (1884). These three institutions came together in 1897 to form the University College of Sheffield, which in turn became the University of Sheffield in 1905. Much of the funding required to set up the University was raised by “penny donations” from the local citizens who wanted to bring higher education within the reach of the children of the people working in the great industries of Sheffield. The University was granted its Royal Charter by King Edward VII and Queen Alexandra in 1905, when there were just 114 full time students.

Professor Gordon W. Cheung was appointed the Director of Academic Links at The Chinese University of Hong Kong (CUHK) from 1 August 2009. He oversees the tasks of monitoring student exchange and study abroad programmes, further expanding the University’s collaboration in research and developing more joint teaching programmes with institutions from all over the world.

Prof. Cheung is currently Professor of Management at CUHK. He received his BBA at CUHK and PhD in management at Virginia Tech. He is a dedicated researcher with expertise in structural equation modelling and cross- group comparison.

Prof. Cheung possesses extensive experience in university administration. He has served on more than 30 committees at the University, College and Faculty level. Since 2006, he has been serving as the Director of the Office of Summer Programmes at CUHK.

He has published more than 20 articles in research methodologies and his papers have been cited more than 1,000 times. He has received the Academy of Management Research Methods Division/Sage Publications Best Paper Award twice (2000 and 2009) and the Best Paper Published in Organisational Research Methods Award in 2008.

The Chinese University of Hong KongThe Chinese University of Hong Kong (CUHK) is a comprehensive research university with eight Faculties — Arts, Business Administration, Education, Engineering, Law, Medicine, Science and Social Science. The University was established in 1963 and it has over 20,000 undergraduate and postgraduate students, of whom 3,000 come from regions outside Hong Kong. CUHK graduates are connected worldwide through an expansive alumni network.

CUHK’s excellence in teaching and research is fully supported by more than 2,400 worldclass teaching and research staff. The University fosters research in all faculties and has established over 25 research institutes. Their constituent Colleges, Chung Chi, New Asia, United and Shaw, complement the formal curricula to deliver whole-person education and pastoral care. Rupert Maclean is currently the Director of the Centre for Lifelong Learning Research and Development, and Chair Professor of International Education, at the Hong Kong Institute of Education (HKIEd). Concurrent with his appointment at the HKIEd, he is also a Senior Research Fellow in the Department of Education at Oxford University; Adjunct Professor of International Education at both East China Normal University (Shanghai) and RMIT University (Melbourne); Special Advisor on Curriculum Development and Reform at Zhejiang Technology Institute of Economy (Hangzhou Province, China) and Member, Advisory Board, Colombo Plan Staff Training College (Manila, Philippines).

Before joining the HKIEd, Professor Maclean was Director of UNESCO-UNEVOC International Centre for Education (Bonn, Germany) and UNESCO’s Representative to Germany. He was Chairman of the Committee of the Heads of the (23) United Nations Agencies in Germany, Director of Secondary Education in UNESCO Paris and Director a.i. of UNESCO Bangkok. He was also Chief of Asia-Pacific Centre of Educational Innovation for Development, UNESCO, Bangkok and Chief Technical Advisor for a UNDP funded project to strengthen and upgrade teacher education throughout Myanmar.

He is well known for the numerous published international handbooks, books, chapters, articles and reports he has written particularly on skills development for employability, teachers and teacher education, and the reform of secondary education. Some of these have been translated from English into French, Spanish, Russian, Arabic, Chinese, and Japanese. Professor Maclean particularly has a deep understanding of reform efforts concerning education and schooling in the Asia-Pacific region.

The Hong Kong Institute of EducationEstablished in 1994, the Hong Kong Institute of Education (HKIEd) is the only University Grants Committee-funded institution dedicated solely to professional teacher education in Hong Kong. The HKIEd was formally established by statute in April 1994 - upon recommendation by the Education Commission in 1992 - by uniting the former Northcote College of Education, Grantham College of Education, Sir Robert Black College of Education, the Hong Kong Technical Teachers’ College and the Institute of Language in Education.

As the largest teacher education provider in Hong Kong, the Institute’s focus remains teacher education, but guided within an “Education-plus” framework. Under this framework, the Institute continues to broaden its range of disciplines and subject specializations. Programmes reflect the integration of subject knowledge with pedagogy and teaching skills; while academic planning processes ensure that programmes meet and respond to both current and the emerging future needs of educators.

Prof Dr Ir. Harjanto PrabowoVice ChancellorBina Nusantara University

Sudjarwadi currently holds the position of Rector for Universitas Gadjah Mada (UGM) since May 2007. He was the Vice-Rector for Academic Affairs for UGM from 2004 to 2007, dealing with the development of academic programs in Higher Education and the related monitoring and evaluation.

Prof Sudjarwadi played the role of reviewer on certain proposals competition for funding from Directorate General of Higher Education (2002 – 2004). He was the coordinator of various task forces in the Directorate General of Higher Education for the development of guidelines for Quality Assurance and Curriculum Development. He was also part of the development of a unit to enhance Quality of Education in Indonesian Higher Education Institution (2004 – present day).

Gadjah Mada UniversityThe Gadjah Mada University is one of the oldest universities in the country, founded in 1949. It is the largest university in Indonesia in terms of student population. The origins of the university’s name was taken from the name of Majapahit’s Prime Minister, Gajah Mada.

UGM is located in Yogyakarta and it has 18 faculties, 73 undergraduate study programs, 28 diploma study programs and a graduate program of 62 study programs ranging from Social Sciences to Engineering. It has approximately 55,000 students, 647 foreign students, 2,240 employees, and 2,273 lecturers.

Prof Dr Ir. M.Eng. SudjarwadiVice ChancellorUniversitas Gadjah Mada, Yogyakarta

Harjanto Prabowo is currently the Rector of Bina Nusantara University (BINUS) University. He has close to a decade worth of experience as an assessor and has been the auditor for Quality Guarantee System based on ISO-9000 since the year 2000. He was previously Assessor BAN DIKTI for Industrial Engineering study programme, Field Specialist for the TPSDP ADB Project and an Assessor BAN/DIKTI for Institution Accreditation. He is also a member of American Society for Quality and American Marketing Association.

He studied in Diponegoro University, Semarang, where he earned a Bachelors degree in Electrical Engineering. He gained a Masters degree in Information System from STMIK Bina Nusantara and a Doctorate in Business Management after studying in Padjadjaran University, Bandung.

Bina Nusantara University Binus University was originally founded as a short-term computer training institute for Modern Computer Course in 1974. It has since enjoyed rapid growth and expansion, blessed with a solid foundation, clear vision, and high dedication.

Rapid growth and the people’s interest led to the school’s induction. Bina Nusantara University was established in 1998 after the merging of various institutions. Binus University maintains its pride as a high-quality University in Indonesia, accomplishing numerous achievements at National and International levels. Gumilar Rusliwa Somantri is currently the Chairman of the Indonesian Rector Association. He is also part of the Association of Pacific Rim Universities Steering Committee and is the youngest Rector of the University of Indonesia (UI) since its inception. Prior to his current position, he was the Dean of the Faculty of Social and Political Sciences of UI from 2002 to 2007.

Etsuko Katsu is Vice President International Professor of Meiji University since April 2008, and she plays an active role in the government advisory body. Eiji Hyodo is Vice-President of Tohoku University and the Special Advisor to the President and Deputy Director of the Office of the President at Tohoku University. As Vice-President, he is in charge of special assignments such as establishing mid-term goals and plans for the university. He also supports the President with the management of the university, implementing the university’s action plan as the Special Advisor to the President and Deputy Director of the Office of the President.

Eiji worked for the National Personnel Authority (NPA) for about 20 years before he became a Strategic Staff Member of Tohoku University. While at the NPA, he worked on policy development for a number of initiatives including civil service reform and administrative reform. He served for two years under the Cabinet Secretariat as a Policy / Project Development Officer for the Promotion of Administrative Reform.

Dr Hyunchong Lee is currently the President of Sangmyung University in Seoul, Korea. He is also serving as the auditor of Australian University Quality Agency.

Previously, Dr Lee served as the President of Honam University in Korea from May 2006 to April 2008. He was the Secretary General of the Korean Council for University Education from 1998 to 2006 where he was responsible for undertaking academic policy matters and quality assurance of universities nationwide. For a number of years he served as a member of various international organizations including the President of UNESCO Regional Convention of Recognition of Degrees and Diploma in Asia-Pacific, the Chairman of the University Mobility in Asia and the Pacific, International Commission Member of the Council for Higher Education Accreditation, and as an OECD board member.

He has also published over 28 books and 230 articles mostly focused on the paradigm shifts of higher education, quality assurance issues and internationalization of higher education.

Sangmyung UniversitySangmyung University comprises of 13 colleges, 7 graduate schools and 31 research institutes. He has served as the President of the Korean Association of Foreign Student Administrators since September 2009, taking responsibility for organizing joint activities among Korean universities for enhancing international education. Since September 2000, he has been a Professor in the Department of Economics at Sogang University. Sogang UniversitySogang University is located in downtown Seoul and was established in 1960 by American Jesuits. It soon became one of the top Universities in Korea as a result of the American-style education system. The University leadership is secular in present-day context but it has retained its Jesuit tradition of high academic standards and emphasis on good citizenship. Sogang has 8,000 undergraduates and 4,000 graduates, attracting high school students in the top 99-95 percentile.

As part of Sogang’s Internationalisation effort, the university is working hard to attract foreign exchange students to the campus. Datin Professor Dr Siti Hamisah binti Tapsir was appointed as the Deputy Director General in the Department of Higher Education in the late 2009. Ministry of Higher Education (MOHE)The Malaysian Ministry of Higher Education (MOHE) was established in early 2004 with the vision to internationalise Malaysian education and to make Malaysia a centre of educational excellence by 2020. Professor Ahmad Shukri Mustapa Kamal is currently the Deputy Vice Chancellor for Academic and International Affairs of Universiti Sains Malaysia. In addition to being a full-time academic, Prof Ahmad Shukri is also affiliated with several professional bodies, namely the Institute of Physics Malaysia (IFM), Malaysian Nuclear Society (MNS), Malaysian Association of Medical Physics (MAMP) and Asian Physics Education Network (AsPEN) Malaysia.

Prof Ahmad Shukri held the position of Dean for the Institute of Graduate Studies between the years 2005 and 2007 and School of Physics from 2003 to 2005 before being appointed the Deputy Vice Chancellor in the late 2007. He is currently a member of the University Senate.

He obtained his first degree in Physics from University College London in 1982 and later earned a Masters degree in Science in Radiation Physics in 1983. He gained a Doctorate in Physics later in the year 1986 from the Medical College of St Bartholomew’s Hospital, University of London.

Universiti Sains Malaysia (USM)Established as the second university in the country in 1969, Universiti Sains Malaysia (University of Science, Malaysia) was first known as the University of Penang. The University’s Act of Incorporation came into effect on 4 October 1971. Associate Professor Peter Pang is currently Assistant Vice President (University and Global Relations) at the National University of Singapore (NUS). He previously served as director of the NUS University Scholars Programme (USP) from 2003 to 2009, during which he was invited to speak at international global education conferences such as the NAFSA Annual Conference (USA, 2009) and was also invited to contribute a chapter to the Handbook of Practice and Research in Study Abroad, published in 2009 by Routledge (New York and London), in association with the Association of American Colleges and Universities.

He received his PhD in mathematics from the University of Illinois at Urbana-Champaign and his research interests are in partial differential equations and geometric analysis. Since 1996, he has won 6 competitive research grants as principal investigator under the Academic Research Fund. He has published more than 50 research articles in international refereed journals and his publications have appeared in top journals. In 2006, he received the Public Administration Medal (Bronze) from the President of the Republic of Singapore.

Singapore Institute of Technology (SIT)The Ministry of Education announced in May 2009 that the Singapore Institute of Technology (SIT), originally known as the Singapore Institute of Applied Technology, will be set up to provide an improved upgrading pathway for deserving polytechnic graduates to obtain industry-relevant degrees. He was previously the Director General of Employment and Vocational Training Administration at the Council of Labour Affairs from 1994 to 2001. From 1989 to 1994, he was Director General of the Department of Technological and Vocational Education in the Ministry of Education.

Dr Tsong has written over 90 research papers in Industrial Management, Engineering and Technological Education. For his efforts, Dr Tsong has been conferred several awards. In 2007, he was awarded Soka University Award of Highest Honour in Japan and Outstanding Contribution Award for 2007 IT Education and TANET from the Ministry of Education, ROC. He was presented with a Special Contribution Award for the 1st National HRD INNO Prize, the ROC Executive Yuan in 2005 and an Award of the Outstanding Contribution for the Education from the Ministry of Education, ROC in 2004. He was also listed in Biography Today in 2005.

Dr Wei-Ling Chiang PresidentNational Central University

Shyi-Dong Yeh is currently the Vice President of National Chung Hsing University where he also acts as the Chair Professor of Plant Pathology. He previously studied at National Chung Hsing University and received both a Bachelor and Masters Degree in Pathology. He subsequently earned a Doctorate in Pathology from the Cornell University Plant in 1983. His specialisation lies in Plant Virology, Plant Genetic Engineering and Plant Pathology.

Dr Yeh was conferred numerous awards for his efforts in his field of specialisation. He was honoured as a Distinguished Research Professor (2001-2006) and awarded the Outstanding Researcher Award by the National Science Council (NSC) in 2006. He received the National Scientific Award from Ministry of Education (2005) and was granted fellowship with The American Phytopathological Society and The American Association for the Advancement of Science in 2008. He was involved in a four-year research Program for Promoting Academic Excellence of Universities regarding the “Transgenic approach and chloroplast engineering for plant protection and molecular breeding” during 2004-2008.

National Chung Hsing UniversityNational Chung Hsing University (NCHU) was founded in 1919 as the Advanced Academy of Agronomy and Forestry. Dr. Wei-Ling Chiang is currently the President of National Central University (NCU). He started his teaching career as an associate professor in NCU since 1988. Prior to being elected as the President in 2009, Dr. Chiang was designated as the Vice president of NCU in 2004 and Vice Chancellor of University System of Taiwan in 2006.

He received a Bachelor of Science in Civil Engineering Department from the National Taiwan University in 1979 and subsequently earned both his Master’s degree and Doctorate from the Stanford University, USA.

Dr. Chiang has published more than 200 papers. His research lies in Risk Management, Earthquake Engineering, Bridge Engineering, and Fuzzy Logic. He has more than twenty years experience on catastrophe risk assessment and management, constantly being invited as a consultant on the catastrophe risk issue. With his expertise on catastrophe risk management and assessment, he was appointed as Director to the Foundation of Taiwan Residential Earthquake Insurance Pool between the years of 2003 and 2008.

She received her masters and doctorate degrees from Georgetown University, Washington, D.C. in 1989. She joined the Faculty of Science, Mahidol University in 1990. Her research interest is on immunopathogenesis of malaria. Currently she has also taken executive positions in various scientific committees including the Federation of Immunological Societies of Asia-Oceania (FIMSA) and the Allergy and Immunology Society of Thailand.

Dr Sumate Yamnoon was appointed the 4th Secretary-General of the Commission on Higher Education in 2007 after serving more than 30 years with the Ministry of University Affairs and Commission on Higher Education. Prior to assuming his present portfolio as Secretary-General, Dr Sumate was Deputy Secretary-General, Commission on Higher Education from 2003 to 2007.

Dr Sumate has a long record of expertise and experience in relation to the formulation of higher education policy and administration. He was one of the key figures in the establishment of autonomous universities in Thailand such as, Suranaree University of Technology, Walailak University and Mae Fah Luang University. Moreover, he played a crucial role in drafting the First Long Range Planning for Thai Higher Education. He has been Secretary-General of the International Secretariat of University Mobility in Asia and the Pacific since 2006.

The Office of the Higher Education CommissionThe Office of the Higher Education Commission is granted authority to manage the Higher Education provision in Thailand and to promote Higher Education development on the basis of academic freedom and excellence. It is responsible in formulating policy recommendations, to improve education standards by implementing Higher Education development plans, and handle international cooperation in Higher Education.

The Office of the Higher Education Commission devises the criteria and guidelines for resources allocation for the establishment of higher education institutions and community colleges. Professor Emeritus Dr Somwung Pitiyanuwat is the Founding Director of the Office for National Education Standards and Quality Assessment (ONESQA), and a member of the Higher Education EQA System Development Committee of ONESQA.

Dr Somwung has worked in the field of education since 1976. Previously, he was Dean of the Faculty of Education of Chulalongkorn University. He was Development Chairman of Chulalongkorn University as well as the Education Advisor to the President of Chulalongkorn University from 1993-1996. He has been the Vice President for research affairs since 2000. He has also been a member of the Executive Committee and Chairman of the Taskforce on Teachers Faculty Staff and Educational Personnel since 2000.

Dr Somwung has been instrumental in shaping Thai Quality Assessment and Educational Reform at all levels of educational institution. He is currently an elected board member for the Asia-Pacific Quality Network, and Vice President of the ASEAN Quality Assurance Network. He regularly presents QA papers at international conferences. He has published 8 books in Thai and 2 books in English as well as dozens of research papers in both languages.

He has served as an advisor to the Thai Prime Minister and the Minister of Foreign Affairs. He is currently an active participant in many executive boards, both private and public, which encompasses a diverse range of foci from the Thai Chambers of Commerce to the National Science and Technology Board. Dr Jingjai is the Director of the Executive Board of Loxley Public Company Limited and is also an active executive board member of Thammasat, Khon Kaen and Chiang Mai Universities and the King Prajadhipok Institute.

He is a published author and has written on a broad spectrum of topics including political strategy, partnership development, science and technology, the legal system of Thailand, and the European Economic Community.

SEAMEO Regional Training Center in VietnamThe Ministers of Education of Southeast Asian Countries established the Southeast Asian Ministers of Education Organization (SEAMEO) in 1965, for the development of the region through co-operation in education, science and culture. Vietnam readmitted as a SEAMEO Member State in 1992 by the SEAMEO Council and hosts the SEAMEO Regional Training Centre (SEAMEO RETRAC) in Ho Chi Minh City.

Le Quang Minh is currently the Vice President of the Vietnam National University. He was previously the Rector and Vice Rector of Can Tho University between the years of 1997 to 2007. Dr Minh was a member of VH 10 which was a cooperation research centre between Vietnam and the Netherlands from 1981 to 1983 and was Vice-Director of Hoa An Research Centre.

He earned a Bachelor of Science in Agriculture from Can Tho University in 1978 and in 1985, studied in Wageningen University, the Netherlands where he received a Masters degree in Hydrology and a doctorate.
