Change to Third Party Services
• The intent of enabling the use of third party services is so
that DL students have access to educational services that
are not easily delivered through DL.
• A need to rationalize third party services and resource
credits with both Public and Independent DL schools • Has been a source of pressure on schools – will reduce competition
• Will result in more resources that fall within the purview of the school
• Will remove financial incentives as a reason for enrolment
• Limit third party DL reimbursements to $300 per
FTE per year in grades K-12 • Not included are internet costs, special needs supplementary funding, career
technical centre program courses
![Page 28: BC Distributed Learning Administrators Meeting Sept 2013](https://reader034.vdocuments.us/reader034/viewer/2022051817/547d3c59b47959b1508b4868/html5/thumbnails/28.jpg)

12/13 DL Audit Outcomes
4 district Centres chosen (3 never audited in DL)
Except 1 centre all were very small programs with very few
adjustments
Not ordinarily resident in BC
Courses claimed more than once – continuation of learning in same
course
SLPs dated after claim date
Gradebook not consistently dated
“Activation Assignment” representing 5% of total mark
![Page 54: BC Distributed Learning Administrators Meeting Sept 2013](https://reader034.vdocuments.us/reader034/viewer/2022051817/547d3c59b47959b1508b4868/html5/thumbnails/54.jpg)
FYI...
What District Staff did not know:
Career Program Claims – who is eligible and what are the various
directives
Work Experience – who is eligible, when to claim, and what are the
directives
Provincial Letter Grades Order – District must have policy in place
aligning with this Order
Ordinarily Resident in BC – only students who are ordinarily
resident in BC (with parent/legal guardian if school age) are eligible
for provincial funding. Districts must verify residency before
claiming funding.

HOW CHOSEN FOR AUDIT
DL Centres are selected using a risk analysis selection
process including input from Ministry Executive, the Data
Management Unit and Learning Division program areas,
District staff, citizen queries, enrolment variables, as well
as previous audit outcomes and report recommendations
![Page 56: BC Distributed Learning Administrators Meeting Sept 2013](https://reader034.vdocuments.us/reader034/viewer/2022051817/547d3c59b47959b1508b4868/html5/thumbnails/56.jpg)
Q&As
What’s in a name? Can we call it an Activation Assignment.
Yes, as long as the substantive student course activity meets the
DL Active Policy requirements. Reminder: 5% of course work,
not course mark.
Does 5% = 5 hours?
No. In the field we have identified students in the course
module but not undertaking work – they just log in. 5 hours
pass – no work done.
Will Auditors use a database for their reviews?
Yes, but data must be available to entire audit team and contain
all data not just a ‘created version’ for use during the audit.
Auditors will also require evidence verification if not readily
available in the database.
![Page 57: BC Distributed Learning Administrators Meeting Sept 2013](https://reader034.vdocuments.us/reader034/viewer/2022051817/547d3c59b47959b1508b4868/html5/thumbnails/57.jpg)
Q&As, cont’d.
How long should we retain our student data?
At least two full reporting cycles, in order to verify that
claims with DL Funding Policy.
Who is considered a graduated adult?
According to the School Act Sec 82: completed the
requirements for graduation from a secondary or high
school in another jurisdiction.
5% substantive student course activity – What are auditors
looking for?
Verification that there is evidence of a minimum of 5%
of the course’s learning activities undertaken before the
Form 1701’s activation submission date.

BLENDED LEARNING:
WHAT DID THE TEACHERS DO?
• Preferred the blended aspects of the project for use with
assessment. (Assessment)
• Online quizzes and tests worked well. (Assessment)
• Online keys/texts and lessons were an asset. (Virtual
access)
• Students can work ahead or catch-up, which created a
higher pass rate in the science course. (Flexibility)
• Provides options for student learning but communication is
still more powerful in class. (This is blended!)
![Page 85: BC Distributed Learning Administrators Meeting Sept 2013](https://reader034.vdocuments.us/reader034/viewer/2022051817/547d3c59b47959b1508b4868/html5/thumbnails/85.jpg)

WHAT DID STUDENTS SAY?
“I liked how assignments, notes, and quizzes were available online for me to access and complete from home”
“We did lots of tests online which was good because you could work on them at home if you needed to”
“It helps me study out of class/on break well and with understanding.
