Under the Construction (Design and Management) Regulations 2015 (CDM 2015) a construction phase plan is required for every construction project. This does not need to be complicated. This template will help you think through the relevant safety implications of your project. The list of essential points below will help you to plan and organise the job, and work together with others involved to make sure that the work is carried out without risks to health and safety. Set constructed of timber flattage attached to a metal framework, the whole to sit on a raised purpose built/steel deck rostra, metal construction includes a raised rostra/balcony area with ‘in vision’ and ‘out of vision’ treads, and a purpose built audience rostra.

D -Relevant Health & Safety Considerations; (e.g. Asbestos, Electricity, Stabilisation Method, Working at Height, Manual Handling, Chemicals, Noise, Dust, Services , requirements for Permits etc) [PCI Aide memoire provides further guidance]

Studio Turnaround Manager to brief the crew prior to commencing construction in studio; to discuss work program, introduce key production personnel and provide induction to site; which includes site rules along with fire and emergency rules. Construction crew to conduct a walk round inspection of the work area before commencing construction. Clear lines of communication will be established between Turnaround Manager, Construction Manager, Lighting Director and Crew Supervisor; the teams do work together frequently, so relationships are already established.

Main considerations, all of which are considered with suggested controls in appropriate Risk Assessments: Crews constructing the set in studio, Designer Dressing the set and Lights being

rigged simultaneously - Overhead Rig scheduled at a different time to set construction, crew to be aware of order of works and who to refer issues to. (Method Statement provided by Contractor to be followed by crew – available in Green Room)

Any technical crew new to Studio should complete a Studio induction before commencing any technical work.

Studio Loading Bay is a shared area (unlike the studio and tech store).  There may be other people using and working in the loading bay at the same time as Justin’s House team. The sharing of info about each other’s work and interactions needs to be via the Studio Turnaround Manager.

Set is built over several days – if crew is different ensure they are briefed. Staff wishing to access the grid need to complete a grid induction; with no work on

studio floor during overhead rigging. Danger of tools being dropped from overhead works – care to be taken by crew to

secure tools/lights overhead. Working at Height – 2nd floor of set/Audience Rostra/Lighting Rig – be aware of controls

from general RA. Mobile Elevated Work Platform - Only persons with in date cards may operate MEWPS

on premises (Studio RA). High Staging, items supporting people - Assembly of individual mezzanines – be

aware of Working at Heights controls in place. Heavy Flown Scenery – be aware of controls/Method Statement from Contractor. Electrical Equipment to be fitted and tested by a competent electrician - Gaffer to

oversee electrical works and ensure crew is aware of any dangers. Use of hazardous substances - Substances to be stored correctly as advised/Correct

PSE to be used by Crew. Welding/Steel Works – Contractor crew and Studio crew to be aware of manual

handling controls and safe use of power tools. Angles of Set may put strain on Joints. Large, bulky, difficult to grasp items – manual handling - Crews to move large objects

together, test weight before lifting. Forklift trucks available (RA provided by Studio). Handrail at front of balcony is low - crews to be made aware – refer to Design RA for

more information. Trap Doors & Puppet Runs to be cut/established under stage floor - Ensure other crew

are aware of members under the stage to reduce risk of injury (Planning for these to be cut on Sunday – position supervised by Stage Manager).

Final Site clearance & safety check to be done on completion of works. Set to be signed over to BBC – who will take responsibility for set once construction is complete. Studio Scenic Supervisor to check set each week using guidelines provided by Contractor.

All Risk Assessments are kept on production shared drive and there will be copies available in the Green Room – including – BBC Risk Assessment, Studio Risk Assessment, Lighting Risk Assessment, Design Risk Assessment, Construction Risk Assessment & Method Statement from Contractor.

No-one to enter the studio until Turnaround Manager has agreed it is safe to enter. Minor alterations to the set during production – minor alterations will be conducted by

competent person with consultation from Contractor if advised by Scenic Supervisor.

E – Project Administration

Security: Entering StudioYou are asked to enter the studio block through the Stage Door entrance which is located on the Holiday Inn side of the building nearest to BBC StudioHouse.**On the first day, please collect your passes from Studio reception.**You will be issued with a studio studios access pass with photo ID or guest pass, depending on your working time in the Studio block.Passes are coded and grant access to various parts of the building depending on your job requirements. You must wear your pass at all times when on studio premises.Passes are critical to the safety of the building and therefore your safety too. If you lose or damage your pass you must notify Stage Door Reception immediately. Arrangements will be made for your pass to be cancelled and a new pass issued. Please note that Studio reserve the right to make a charge of £25 for lost or damaged passes.

Please Note: the Loading Bay at the rear of the Studio Block is for deliveries and is therefore not a pedestrian access point.Stage Door is open between 8am and Midnight. Studio reception staff are on duty at Stage Door from 8am to 8pm. Outside of these hours a security guard is on duty.

ACTION IF AN INDIVIDUAL DISCOVERS A FIRE: Activate the nearest (safe) alarm call point. Inform the Turnaround Manager of the situation who will then: instruct the Crew to evacuate from the studio floor The normal evacuation protocols should then be followedStudio Manager: Instruct the relevant personnel as below: To turn on ALL houselights; To turn off ALL generic and moving lights and lighting power.Re-entry to the studioEmergency services (or Security, if the Emergency Services are not present – e.g. if there has been a false alarm) give the all clear to re- enter the studio.Production and Crew re-enter the Studio block using their swipe cards.

Welfare: Toilets: There are toilets on every floor, except the 3rd floor. Nearest toilets to studio are located just outside the studio doors. For disabled toilets, please use general facilities in the building.

Food & Drink: Crew and production to provide own lunch; there are various options available:Costa Coffee, Ground Floor next to Bridge House. Pokusevskis on The Mezzanine and next door to Costa. Penelopes in the Open Centre of Studio and at the Pie Factory, Lowry Shopping Centre Food Hall (Burger King, Subway, Fat Jacks, Harry Ramsdens etc). Free fresh water is available, tap water is drinkable in Studio.

Smoking: is not allowed in any building. If you wish to smoke please do so outside, away from windows and doors. The designated smoking area at MediaCity is at the side of Quay House and the canal side of Bridge House, front entrances should be avoided.

Cash Machines: The nearest cash machines are in the main hall of The Studio block or Booths.

This document is a simple planning document and will be shared with the contractors and designers and any other crew members who are involved in the construction work.

For small straightforward tasks, contractors should in turn have risk assessments /method statements / safe systems of work in place to allow the work to be undertaken safely.
