Component 1:Capacity Buildingo All LDPs with on-going subprojects should be

implemented before new ones are brought up. o Facilitators should be assessed and their number

reduced accordingly.o SFCO should take caution not to just go ahead and

register FCAs/FUGs without assurance of enough financial backing to fully implement the sub-projects

o SFCOs should not initiate new sub-projects until the currently approved ones are fully completed.

o All LFDs should be properly equipped for optimal performance as the project enters its second phase

o SFCO should increased efforts to integrate FUGs and FCAs into the LG structure

COMMUNICATIONoSFCO should dialogue with media executives on

substantial reduction in the cost of airtime for agricultural activities.

Component 2: (Small-Scale Community-owned Infrastructure)

o The envelop for SSCOI be increased to a maximum of $20,000.00 from the

current $10,000.00 while productive assets’ maximum envelop to be

$7,000.00 from $5,000.00 after a price standardization is carried out by each

state.

o A small irrigation(less than 1 hectare) can be changed from its present

classification of SSCOI to PA. However, the proposed change of power tiller to

SSCOI from PA was rejected because it is considered to be under the asset

category.

o A sub-project can be made up of different types of assets. For example, a

market is a single sub-project made up of assets such as market stalls/shops,

borehole/well, VIP toilets and incinerator.

Component 3: (Advisory Services and Input Support)

o Evaluation of proposals should be carried out by a technical

committee at the SFCOs.

o SFCO should review the direction of the Input support to

the adoption of improved technologies

o Advisory services and input support will be stopped for any

group that had benefitted for 2 years

oCentralization of the production of input vouchers will not

be done by the NFCO. Rather, each SFCO should handle

this individually while maintaining quality.

Component 4: (Support to the ADPs, Sponsored Research and On-farm

Demonstrations)o The component is to assist the ADPs in fulfilling their role

of data collection and disaggregating the APS dataset for the Fadama farmers. Other areas of assistance that Fadama will support the ADPs include the dissemination of information to Fadama farmers through access to modern information obtained from the Internet facilities in the ICT clinics in the ADPs.

Component 5: (Asset Acquisition for Individual FUGs/EIGs)

o FUGs should develop plans for the usage of fund in their FUEF account

in order to ensure sustainability and SFCO should be informed of the

status of the account.

o The envelope for SSCOI be increased to a maximum of $20,000.00

from the current $10,000.00 while productive assets’ maximum

envelop to be $7,000.00 from $5,000.00.

o Production, operation and maintenance manual (user manual) should

be made available for the locally fabricated machines acquired by the

beneficiaries.

o In addition, provision should be made for the training of least two

members of the group on the use of the asset acquired and signing a

back- up technical maintenance between the service providers and

the groups

o FUGs should ensure proper branding of all assets at time of

delivery. In addition, the cost of branding the assets should be

added as part of the project cost.

o On the reinvestment made with FUEF, FUGs/FCAs should bring

this to the knowledge of the SFCO with the right business plans

and feasibility reports, to safeguard the investment.

Component 6: (Project Management, Monitoring and Evaluation)

o The LFDs should be strengthened in Database Management and record keeping of the project.

o LG and line ministries Engineers should be involved by SFCOs to provide Technical Assistance, comprehensive review of subprojects before funding

o Regular market survey should be conducted by the POs and RFLOs, with reports circulated to the communities,

o Disbursement in tranches should be sustained, and the right specification be developed by the SFCO/expert to guide the groups

Component 6: (Project Management, Monitoring and Evaluation)

o Re-allocation of funds within the components/categories, most especially

to the Capacity Building and Project Management components

o Officer having unretired advances should have his/her salary used in

settling such.

o SFCOs should dedicate a certain percentage of their counterpart fund

contribution to grants and funds rather than spend all on overheads

which are intangible. In addition, the SFCOs are to always seek for ‘no

objection’ in the use of the counterpart fund.

Component 6: (Project Management, Monitoring and Evaluation)

o Environmental education on IPM practices, organic farming, soil testing and

nutrient management should be undertaken to help farmers achieve their

objectives.

o States should embark on implementation of stock routes and watering

points to control and prevent conflicts.

o More funds should be allocated specifically to this category by IDA or ATA of

government for funding SLM projects with immense benefits o the public.

o NFCO should institute control over SFCO allocation drawings to avoid future

over commitment.

o AWPB should be prepared based on available funds.
