What is ITS?
Intelligent transportation systems (ITS) are projects that aim to integrate modern communication and information technology into existing transportation management systems in order to optimize fuel efficiency, safety, and traffic flow.
Project Background In 1997 the Florida Department of Transportation (FDOT) and the
Bay County Transportation Planning Organization (TPO) started a feasibility study to determine the need for an Advanced Traffic Management System (ATMS).
Kickoff meeting held for ALL interested parties
FDOT, FHWA, Emergency Services, Cities, School Board, Military Bases, Hospitals, Law Enforcement, Transit, Port Authority, Airport Authority, Utilities, Tourist Development, Library System, Gulf Coast Community College, FSU, Chamber of Commerce, Health Department, Rail Road, & Red Cross
1998 Study was completed with recommendations for the installation of an ATMS
County applied for funding under the TEA-21 ITS Funding Program.

ITS - PHASE 1
Installation of the fiber optic communications backbone along the majority of major roadways on the east side of Hathaway Bridge. Project was completed on 5/7/2007. Project began in March 2006 and ended in May of 2007
ITS - Phase 2
Integration of the communications backbone with various ITS components (i.e. traffic signals and cameras). Phase 2 started in June 2008 and was completed in September of 2009. It included the construction of a new traffic management center
PHASE - 3

"The partnership between Bay District Schools and Bay County Traffic Engineering has been a total win for the students, educators, and parents of Bay County. The technical capability for the delivery of graphically intensive educational content has been made feasible through the efforts of the ITS project. What has been accomplished is the envy of a great many school districts and the full benefit of the project is not likely to be understood for many years to come." G. David Smith, DirectorTechnology and Information ServicesBay District Schools
LESSONS LEARNED (1)•Team Work! Use your available resources – FDOT, IT Department, other Cities and Counties
•Have a plan for maintenance & operations - Things will break and EVERYTHING dealing with fiber cost lots of money.

Don’t Over Sell the System – “Some problems only asphalt can fix”
Provide LOTS of Training – “I rather lose a well trained employee than keep an untrained employee”
Document Everything – “If you can’t prove you made it better, you didn’t make it better!” (My Boss)
